Commons ChamberMy hon. Friend will know that the most appalling things have happened. Even when co-ordinates have been given over with a view to ensuring that strikes avoid medical centres, they have been used to attack those sites. We saw the report of the surgeon David Nott, who was conducting an operation on an injured Syrian child down the line from London and who found that the signal he was using to perform that operation was used to target a hospital. This is why we have launched these new challenges, calling on people who have expertise, technical know-how and great ideas to enable us to be ahead of individuals who choose to unleash this barbaric behaviour on their own people. We want to do better. We want to have more options in the future to protect people.
Last week, members of the Foreign Affairs Committee were in New York for discussions with the United Nations Secretary-General, members of the Security Council and other UN member states. It is clear that far from ignoring the UN, our ambassador Karen Pierce and her colleagues are making prodigious efforts to get progress on Syria. The Secretary of State referred to the 12 Russian vetoes. Given that there will continue to be Russian vetoes, what are we going to do when Assad carries out mass murder of civilians in Idlib? Are we going to walk by on the other side or will we have another effort, with our coalition partners, France and the United States and others, to stop these atrocities?
The hon. Gentleman will know that one reason why we took action against the use of chemical weapons a few weeks ago—as well as to degrade Assad’s capability—was to deter that kind of action in future. The hon. Gentleman’s support and strong stance on humanitarian issues have strengthened that message. The fact that Members from all parties have condemned not only the chemical weapons attacks but the use of conventional weapons against civilians, and have expressed our resolve that those things should not happen, will have helped that message. The hon. Gentleman will understand why I cannot talk today about specific future action that we or our allies might take, but Assad and his backers should be under no illusions: we will not tolerate such breaches of international norms.

Commons ChamberWe have a combined approach across Government. My hon. Friend is right to point out that Lebanon is under great pressure. It has more than 1 million refugees who effectively outnumber the Lebanese community. There are wide-ranging pressures on the economy and the military. I have been to some of the very difficult parts of Lebanon and seen at firsthand how hard it is to get the balance right. There is the Brussels conference coming up. We will look at the resources that need to be allocated, and the pledging that will inevitably take place. As I said in my statement, the United Kingdom is absolutely committed to both Jordan and Lebanon, and that commitment will be demonstrated in our pledging and in our wider political support.
The Secretary of State has referred to support for the Iraqi Government, but is she also aware that there are hundreds of thousands of Syrian Kurdish refugees in the Kurdistan region of Iraq and, in addition, even greater numbers of internally displaced Iraqis, including many who have come from the area near Mosul? As we liberate Mosul, there will be even greater pressure on the Kurdistan Regional Government. What specific help are the Government giving today, and what help will they give in future to the KRG authorities, because they sometimes have difficulties with Baghdad?
The hon. Gentleman is right to raise that point. We have Ministers who are working directly with the Kurdistan Government, and support is going in to help the refugees. Importantly, his point demonstrates the extent of the crisis in the region, the level of displacement that is taking place and the challenges that need to be overcome.

Commons ChamberLet me add to my hon. Friend’s comments about Sir Patrick Mayhew. He was a wonderful man and a great public servant, and I know he meant a lot to my hon. Friend and many others.
On the issue of British citizens living overseas, we should reassure people that until Britain leaves the EU, there will be absolutely no change in their status. In the coming weeks, this unit at the heart of Whitehall can go through these issues very methodically and work out what might need to change in all the different scenarios in order to give these people certainty about their future. It is obviously very important that we do that.

Its prosperity and tax revenue are vital for the whole of the United Kingdom. London voted remain. Does the Prime Minister agree with the Mayor of London—a Labour winner, Sadiq Khan—that London now needs to remain in the European single market, and that it needs additional devolved powers to deal with the problems caused by the vote last week?
I certainly agree with the Mayor of London not only that London is the greatest city on earth but that London needs to make its voice heard in these vital negotiations. Obviously, there are many vital industries in London, but it is the capital not only of the UK’s financial services but of Europe’s financial services, and securing the best possible access to the single market will be a very important challenge in these negotiations. So London should have its voice heard. This is a UK negotiation, but we should listen to the nations of the UK as well as to the cities and the regions.

I congratulate the hon. Member for St Austell and Newquay (Steve Double) on introducing this important debate.
I emphasise that it is possible passionately to support our commitment to spend 0.7% of GDP on aid and yet feel very strongly about accountability and transparency, as I do. It is not only a question of the accountability and transparency of the Department for International Development, although I appreciate that it is doing a lot of work on that. It is about accountability and transparency in the big non-governmental organisations, which do excellent work but have more to do on transparency, and it is about the accountability and transparency of the UN institutions, which are often the least transparent actors in development.
I feel strongly about accountability and transparency not just on behalf of the Daily Mail readers in Hackney North but because my family and those of many of my constituents come from the global south. I assure Members that people who live in the global south feel as strongly about accountability, transparency, good governance and minimising corruption as any Daily Mail reader. That is the context in which I wish to make my remarks.
We have spoken a lot about aid, but development is not only about aid. It is worth reminding the House that Africa loses $58 billion more in flows out of Africa than it receives in aid. Aid spending is dwarfed by the financial flows out of countries in Africa. Every year, the continent receives around $30 billion in aid, but it loses $192 billion—more than six times as much as it receives in aid—in debt repayments, lost tax revenue, tax transfers, multinational profits and other financial flows.
When we discuss this subject, we should not think that aid is the only instrument of development. Aid is important, and I defend the 0.7% contribution, but there are other important issues for the developing world. As my right hon. Friend the Member for Tottenham (Mr Lammy) pointed out, the value of remittances to some countries of the global south are even more important than aid. The value of those remittances is that they go directly to communities, with no top- slicing through bureaucracy. In the event of humanitarian disaster, it is often remittances that get to the affected communities faster than any aid.
As the Labour party spokesperson on international development, I have been privileged to have been able to make a number of visits to all parts of the world in the past few months and see for myself how DFID money is spent. I went to Uganda with the International HIV/AIDS Alliance to see some really impressive projects focused on women and young people with HIV. I went to Ghana with ActionAid, where I saw how important women’s health projects were funded. I have also been to Somaliland, where I saw evidence of the drought that is sweeping across eastern and southern Africa. Anyone who says our money is being thrown away should see, as I saw, the starving peoples who have lost their livelihoods because their livestock has perished. They are dependent on the aid funds that come from overseas.

The hon. Lady has raised that case with me, but it is not one with which I am familiar. I am happy to look at the details and, if necessary, to meet her. As she said, many of the refugees are going to Germany, where there is an existing Syrian diaspora. That is perhaps why the flows there have been larger than those to the UK, even though we have provided asylum to many of the Syrians who have arrived. I will look at that case and, if necessary, meet her.
We have been talking today about the symptoms of the crisis, but the cause, as the Secretary of State knows full well, is that 11 million Syrian people have had to flee their homes, 7 million of whom are internally displaced and 4 million of whom are refugees. What are the Government doing to stop the barrel bombing and brutality of the Assad regime? Some 250,000 people have died and many more will die as a result of Russian air strikes and Assad’s barrel bombing. What are we doing about safe havens, humanitarian corridors and the protection of the population inside Syria?
The hon. Gentleman has raised one of the most important elements of the response to the Syrian crisis. It is incredibly important that we can get to people inside Syria. Many of our cross-border supplies are going into the country from Turkey. It took us over two years to get a UN Security Council resolution even to do that effectively. The action by the Russians is taking us further away from reaching a long-term political settlement in Syria. As the Government have set out, we believe that more action needs to be taken against ISIL, which is also perpetrating huge atrocities against the Syria people.

Commons ChamberWe all want to make sure that the electoral process happens effectively, and I talked about the need for it to be fair, inclusive and transparent. DFID has done a huge amount of work with other donors supporting the United Nations programme to make sure that that can happen. We will all have to see what happens in the second round of the presidential election, but what we can say from the first round is that, basically, the process worked: most of the polling stations were open as planned; people were able to get to them and to cast their vote; and where there were complaints those are now being assessed by the complaints commission. That is a good first step but, as the hon. Gentleman points out, there are challenges ahead. We will continue to do what we can to make sure that those presidential elections are successful.
The long-term security and development of Afghanistan is very much influenced by the regional context and Afghanistan’s neighbours. Given that there will be a change of Government in India on Friday, will the Secretary of State speak with her colleagues in other Departments to try to impress upon India and Pakistan the importance of resolving regional security issues, as that would be of great benefit to Afghanistan in the long term?
I met the Prime Minister of Pakistan a couple of weeks ago when he was visiting the UK and I raised with him the issue of the importance of this relationship between Pakistan and Afghanistan and, in particular, of improving it. That applies both from a political and security perspective, which is crucial, and because of the economic opportunities that are there for both countries if they can get stability and then start to grow the economic relationship. That also stands true for India, and I have no doubt that my colleagues in the Foreign Office will follow up on the point the hon. Gentleman has made.

Commons ChamberThere will be many people in the country who criticise the benefit cap, saying, “Actually, £26,000, £500 a week, is too high.” I think it is fair, I think it is right, but I think that people expect their politicians to make it clear that you are better off in work than you are on benefits. Plenty of people are excluded from the cap because they are on disability living allowance, not able to work and the rest of it, but if you can work you should not be better off on benefits. That is a simple principle, and I find it amazing that the Labour party cannot agree. One more go? One little nod? Nothing.
Q12. In opposition the Prime Minister told millions on TV: “If you work hard, I’ll be behind you.” RBS, which is 82% state-owned, has not signed up to pay the living wage of £8.30 per hour in London and £7.20 elsewhere for all its staff and contractors. Why do his Government support low wages for workers but big bucks and bonuses for banksters?
I thought that by referring to standing up for people who work hard the hon. Gentleman was beginning to get the hang of it and that we might have had a supporter tonight. What this Government have done with RBS is radically cut the bonus pool, which was massive under Labour; say that there should be a £2,000 cash cap, unlike the massive cash increases under Labour; and begin to get that bank under control.

Commons ChamberAs I have said, if they choose a treaty at 27, that treaty requires our consent. We should therefore think of what are the things most in our national interests; I have talked about keeping the single market open and the importance of financial services. Clearly, the more that eurozone countries want to do in a treaty of 27, and the more changes they want to make, the greater ability we will have to ask for sensible things that make sense for Britain. I am very keen that we should exercise the leverage we have to do a good deal for Britain, and that is exactly what I will be doing in Brussels this Thursday and Friday.
Q8. The Prime Minister promised:“I’ll cut the deficit, not the NHS”.Why are his Government closing the accident and emergency and maternity services at King George hospital, Ilford, cutting front-line NHS staff and borrowing £158 billion extra? Should he not have said, “I’ll cut the NHS, not the deficit”?
The hon. Gentleman is just wrong, because the deficit is coming down and NHS spending is going up throughout this Parliament. I note that his own party’s health spokesman says that it is “irresponsible” to increase spending on the NHS. We do not think it is irresponsible; we think it is the right thing to do. As the hon. Gentleman knows, the Health Secretary has set out the criteria for all local changes, including those in the hon. Gentleman’s constituency. There has to be proper public and patient engagement, sound clinical evidence, support from GP commissioners and proper support for patient choice.

Commons ChamberMy hon. Friend makes an extremely good point. He rightly identifies that problem as one of the critical pinch points, as it was particularly in Pakistan last summer. We are considering that and a number of similar issues, and I hope to have more to say in due course.
In his introduction, the Secretary of State said that “we will intervene directly where the UK can contribute in ways that others cannot”. I welcome that, but will he clarify whether that means intervening for the sake of the responsibility to protect agenda? If so, does he agree that often humanitarian disasters occur in areas of conflict or failed states, and that we therefore have a responsibility to recognise that we must sometimes act quickly and without the agreement of the relevant Government?
In respect of the responsibility to protect, the hon. Gentleman will know that that is a technical UN term that triggers certain other actions. The point that I was making was narrower and it was that if Britain has a unique skill or the capacity to intervene in a humanitarian situation, we should always consider whether it is right to do so. That was my point and it is narrower than the basis on which he seeks to get me to proceed.
