Commons ChamberWe will do everything we can. I congratulate Bath and North East Somerset Council on wanting to build more social homes. It must be a first that a Liberal Democrat council is in favour of homes for its residents—normally, they oppose such developments. I am glad to hear it.
A number of charities make sure that all play parks, both new and refurbished, are fully accessible to all children, including those with disabilities. That is a given in my patch and a Government commitment, but the national design codes are still too vague. Will the Minister hurry the officials up and unlock this for all children?

I am grateful to the hon. Gentleman for his point. He has been in the lead among Members in pressing for primary legislation, and we acknowledge the need for such legislation in the strategy. I know the point that the hon. Gentleman is trying to make—it was also made by the hon. Member for Norwich South (Clive Lewis)—but it is important to remind the House that the vote in the Bundesrat was non-binding. What we have in this country are binding commitments that we are determined to meet, and that is a significant contrast.
Yesterday I met representatives of Honda and BMW, both of which are determined to make a difference in this important area. Will the Secretary of State urge his colleagues to provide more clarity on the use of hybrid engines and technology as a way to help to reduce emissions year on year?
My hon. Friend makes an important point. The existing motor companies will play a critical role in ensuring that we can move towards a more sustainable and cleaner method of providing personal transport. He is absolutely right that hybrids will have a role to play. My right hon. Friend the Secretary of State for Transport will be saying more about that in due course, but I am very grateful to my hon. Friend and other Members who represent manufacturing and industrial sectors for the constructive way in which they have helped to bring people together.

I am grateful to the hon. Lady for that point. My understanding is that significantly more have applied—a significantly higher number—but it is the case that this new provision will help raise standards in Sheffield and that we are providing this new school alongside having increased the amount of money available for primary school places in Sheffield. Under the previous Government, £22 million was provided; over the equivalent funding period, we are providing £36 million.
Nothing matches the anger of parents denied a place in a good local school. In stark contrast to when Labour cut 200,000 places in the midst of a baby boom, the proposed New College free school in my constituency is the best opportunity to meet the shortfall in secondary school places. I hope that the Minister will fully support the bid, in stark contrast to Labour’s opposition.
I am sorry to hear that Labour is opposing that excellent additional provision. Swindon, in particular under Conservative leadership, has seen schools improve consistently over recent years. I hope that we see great additional state school provision in Swindon. I will do everything that I can to support the parents who are behind that bid.

Commons ChamberI cannot disagree with the hon. Gentleman’s conclusion. I would say, however, that the Welsh Administration chose to follow a different path than the reformist path set out by Tony Blair in his education White Paper in 2006. Labour in government deliberately got rid of Tony Blair and abandoned the path of reform during its last three years in office. There is now an opportunity for the hon. Gentleman, who calls himself a Blairite, to embrace reform by agreeing with us. I hope that he will, and that he will learn the lesson from history and from Wales that if you abandon reform, the electorate abandon you.
Will performance-related pay help to incentivise heads and teachers to hold teacher training days during the school holidays and not on the first day of term? [Interruption.]
My hon. Friend makes not only an acute but a popular point. An interesting thing about the situation in Shanghai is that teacher training—20 days of it, in fact—takes place during the summer holidays. I am not suggesting that we embark on that road now, but I would underline that when we are learning lessons from abroad, we need to acknowledge the vital importance of making sure that continuous professional development is implemented in a way that helps teachers and takes account of parents’ needs.

Commons ChamberMy hon. Friend makes an absolutely central point. Every country that teaches history well insists on the history of its own nation being taught. Even the progressive Administration in Holyrood make a point of stressing the importance of Scottish history—I can see the hon. Member for Dundee East (Stewart Hosie), for the Scottish National party, nodding—from which other things flow. I recognise that all nations should in this respect, if in few others, emulate what Alex Salmond has done.
I am delighted at the inclusion of financial education and computer programming, both of which are essential skills for our children. Does the Secretary of State believe that they will also help to encourage young children to engage in traditional mathematics, through real-life work and tangible examples?
My hon. Friend is absolutely right. One of the key things about his successful campaign on financial education is that he always made it clear that it was about reinforcing the importance of rigour in mathematics, not simply meeting the needs of a vocal lobby outside. The way he ran the campaign is a model of how a Back Bencher can shape the education of millions for the better.

Commons ChamberThat is a very good question from the hon. Lady. One of the things that we have done is disapply the existing information and communications technology curriculum that we inherited from the previous Government, which was not appropriate, was out of date and ensured that students did not acquire the skills they need. We now have a new curriculum and we are working with industry, including Microsoft, in order to ensure that that new curriculum teaches children the coding skills required. I had the opportunity on Friday to see a school in my own constituency doing just that.
As chair of the all-party parliamentary group on financial education for young people, I welcome the proposed inclusion of financial education in the maths and citizenship curricula. What more needs to be done during the consultation period to make sure that we deliver on our duty to equip the next generation of consumers to make informed and savvy financial decisions?

Commons ChamberHackney is a model authority when it comes to educational reform. I mentioned earlier, and I underline again, that if MPs feel there are cases of specific schools that it is worth investigating, they should bring them to Ofqual’s attention.
When a youth service is failing to meet the needs of its local communities, would the Minister support switching the funding to organisations such as sports groups, scouts and guides, so that they can extend their constructive engagement with young people?

One of the problems that we have had in the past is that some awarding bodies have offered qualifications that were deemed to be technical or vocational but in fact were not. We need to ensure that those qualifications, which are robust and respected, are increasingly popular and are used in our schools and colleges.

The Vaughan is an outstanding school, and the diocese and the Department are determined to do everything possible to ensure that it remains outstanding in the future. One of the changes that is being made in the other place by my noble Friend Lord Hill is a change to the provision that relates to governors, to ensure that parent governors and foundation governors who are drawn from the ranks of parents accurately represent the parents’ wishes, because part of the Vaughan’s success has been the close relationship between the parents who love the school and the teachers who have made it so great.

Commons ChamberThe hon. Lady makes a very good point. One thing that I am unhappy with is the system of accountability for post-16 education that we inherited. I believe we need a sharper system of accountability post-16 and, in particular, that system needs to focus on outcomes for the very poorest. One problem we inherited from the previous Government was that we did not have the information necessary to see how institutions were performing. It is only now that we know, for example, that only 16% of students, in the last year for which we have figures, managed to secure five good GCSEs including English, maths, science, a modern foreign language and a humanities subject. The fact is that those students eligible for free school meals did not succeed at anything like the same level as their wealthier contemporaries.
I welcome plans further to expand apprenticeships for post-16s. Does my right hon. Friend agree that small businesses could be encouraged and informed of these schemes by including promotional material in the annual business rates mailing?
My hon. Friend makes a very good point. I understand from my hon. Friend the Minister for Further Education, Skills and Lifelong Learning that we are doing just that with the National Apprenticeship Service.
