Commons ChamberI am very grateful to the hon. Lady for reminding me of the vital role that this House plays in scrutiny, which I take exceptionally seriously. It is and always has been the case that we have a base scenario based on unarguable facts and a reasonable worst-case scenario. That has always been the case.
I recently visited farmers in my constituency, including Jim Cowan, to discuss the impact of Brexit on their already fragile business. They and the National Farmers Union are worried sick that farms will close down and are not convinced by the Government’s rhetoric. The Minister has said that they are mitigating the effects on farmers, but how?
There are several steps that we can take. The first and most important is ensuring that we have an appropriate tariff regime, which makes sure that we safeguard the sector. There is a variety of ways in which DEFRA can intervene to help any hard-hit sector. We can also ensure, as the Department for International Trade has been doing, that there are new markets for our farmers’ excellent produce.

Commons ChamberT3. Women’s Aid published a report last week entitled “Nineteen Child Homicides”. It tells the story of 19 children and two mothers killed by known perpetrators of domestic abuse in circumstances related to unsafe child contact. How will the Department work with Women’s Aid and others to ensure that no further avoidable child deaths take place where perpetrators of domestic abuse have been allowed contact through the family court?
We take concerns about child safety extraordinarily seriously, and I know that my colleague the Minister responsible for family law has been in touch with charities that work in this sphere in the past. We will make sure that we pay close attention to that report.

Commons ChamberMy hon. Friend is a man after my own heart. There are some outstanding local councils, not least, for example, in the north-east and Darlington. They do a great job in supporting head teachers to raise standards and exercise a greater degree of autonomy. Sadly, however, there are those who want the creeping tendrils of bureaucracy once again to choke the delicate flower of freedom, and I am afraid that the Opposition Front Bench is a particularly rank unweeded garden when it comes to nurturing those tendrils.
Does the Secretary of State expect multi-academy trusts, which are significantly changing the way in which their services are delivered to their academies, fully to consult their head teachers and local governors before these changes are set in train?

Commons ChamberClear requirements apply to all voluntarily aided faith schools. They are, of course, allowed to make provision for appropriate worship and for freedom of conscience, but they must also offer a broad and balanced curriculum, as has always been the case. They must also respect British values, and, as a result of the proposals on which I intend to consult from today, they will always be required to promote those values actively in the future as well.
In the light of what we have learned today, does the right hon. Gentleman agree with what appears to be the Home Secretary’s view—that there is no real need to increase spending on anti-extremist programmes?
I totally agree with the Home Secretary and I think that her leadership on counter-extremism has been exemplary.

My hon. Friend makes a very good point, and he is not alone in backing free schools. Andrew Adonis has pointed out that free schools are actually a Labour invention. He, a genuine reformer, said that
“the issue for Labour is how we take them forward, not whether we are for or against them.”
The problem is that when we listen to the hon. Member for Stoke-on-Trent Central (Tristram Hunt), we do not know from one day to the next whether Labour is for or against free schools, taking us backwards, not forwards.
The four non-executive directors of the Department for Education board demonstrated to the Education Select Committee their total lack of knowledge about children’s services and about the transfer of vast sums of money from children’s services to other education budget headings—even admitting that they had not even discussed our questions on the matter. In the light of their lack of understanding and failure properly to scrutinise the executive, will he review their appointments and find some people who do have the necessary knowledge and know what is expected of them?
I notice that the hon. Gentleman, recognising that the previous line of inquiry about free schools and basic need has been exhausted, has changed the subject to children’s services. Let me say that the non-executive directors of the Department for Education include Mr Paul Marshall, the founder of the Lib-Dem think-tank CentreForum; David Mellor, one of Britain’s most successful businessmen; Jim O’Neill, one of the most authoritative economists in this country; and Dame Sue John, an outstanding school leader. If one looks at their record and compares it with the hon. Gentleman’s, I know who I would prefer to have with me in the Department for Education pushing reform forward.

Commons ChamberMy hon. Friend is absolutely right to say that parents and teachers need to work together in order to ensure very high standards of behaviour. It is often the case that what happens before children ever attend school—in the earliest years—matters. That is why the programme of work that the Government are undertaking, led by my right hon. Friends the Secretaries of State for Work and Pensions and for Communities and Local Government to help troubled families is so important.
Will the Secretary of State confirm his support for the ban on smoking in cars with children present?

Commons ChamberTeachers are very special people. They have the future of our children in their hands, and those children need the best teachers that we can train, motivate and value. Although valuing them has been a theme today, we in Britain do not generally value the professional people we hand our children over to, and we should be ashamed of that. As politicians, we often fail to give our communities a lead by telling them why teachers should be valued and how crucial they are to our future.
I am pleased that the Secretary of State—I am sure he will not intervene on me, and I would not accept the intervention—makes regular statements recognising that we have the best teachers ever. Most of them were trained, I would remind him, under the last Labour Government. His betrayal of them, however, is in assuming that almost anybody can march into a classroom and teach our children, which is wrong. I for one believe that teachers should be required to fulfil a proper training programme that leads to a professional qualification, before we stick them in front of a class on their own.
We must ensure that our education system is designed to deliver the skills and knowledge that the young people of today will need to succeed tomorrow, and a crucial requirement of that is ensuring that their teachers are fully equipped and professionally qualified. Education is a dynamic field, but it cannot be greater than the sum of its parts unless teaching as a profession is equally ambitious, and continually strives to improve and provide the skills that our young people need and our employers demand.
To deliver great teachers at all levels we must boost the status and enhance the standards of the teaching profession, attracting the very best—we have done a bit of that recently—the brightest, and the most able into the profession. The first step along that path is to ensure that our teachers are rigorously trained to the highest standards, and that the merits of the qualifications are properly recognised. Without such a step it is impossible to guarantee consistency or the quality of teaching, which in turn jeopardises the entire worth of education.
That teachers must have a first-rate knowledge of the subject and curriculum in the areas they teach is beyond any reasonable argument, and for precisely that reason, teaching should remain a graduate profession. However, possession of subject knowledge is not, of itself, a satisfactory safeguard to ensure the highest possible standards. Making certain that all teachers undergo such training before entering the profession would put minimum standards in place to ensure not only that teachers are in possession of a solid knowledge of the subject matter, but that they understand the associated educational and teaching values that promote high standards of planning, monitoring, assessment and class management. Achieving qualified teacher status confirms that a formal set of skills, qualities, and professional standards, recognised as essential aspects of an effective educator, has been achieved.
I will not.
I am in no doubt that all schools should impose the same rigorous criteria and requirements when appointing teaching staff. Only then can we be certain that young people across the board are afforded the same high standards of education. We currently have one of the best generations of teachers we have ever seen—an opinion backed by Ofsted—and there are numerous examples of great teachers in cities, towns and villages across the country. It is right that we celebrate their success.
Dr Richard Spencer, who teaches at Bede sixth-form college in my constituency, was recently named as one of only 10 teachers in the Science Council’s list of 100 leading practising scientists, adding to the various other honours that recognise his contributions as an excellent teacher. It is important that we learn the lessons from such success stories, spreading best practice to every school, teacher and young person across the country, to drive progress and look at new ways to attract high-calibre candidates into the profession.
Despite the Secretary of State acknowledging the importance of teacher prestige, and the Prime Minister citing research that reveals that teacher quality is the single most important factor in educational progress, I feel that focus has been lost. The coalition has ridden roughshod over teaching standards, downgrading the status of teaching by allowing unqualified teachers into classrooms on a permanent basis. Shockingly—special educational needs co-ordinators aside—there are no requirements for state-funded schools to employ qualified teachers. Although figures vary from school to school, I was appalled to discover that as many as three-quarters of teaching staff in some schools are unqualified.
Unqualified teachers who have not undertaken the same initial teacher training as those achieving qualified teacher status may find themselves ill-equipped to cope in instances involving pupils with behavioural issues, for example, or special educational needs. Although they may be an expert in their subject specialism, that does not negate the need for the vital hands-on classroom experience required to meet properly the needs of those in their care.

Commons ChamberI entirely agree with my hon. Friend. I am grateful to him for his work not just on the Education Committee but more broadly in making it clear that we need to recruit an even stronger cadre of school governors. I pay tribute to the many thousands of superb school governors that we have in place at the moment, but we need to attract more people, particularly from business, to take on that role in what is an increasingly autonomous school system.
The Secretary of State said to the Education Committee that he would consider publishing the list of failing free schools and saying whether they had been approved against the advice of officials. Will he give us that list now?
I was asked earlier by the shadow Secretary of State whether I would specifically refer to the three schools that have, understandably, been brought to the attention of the public because of their difficulties. I made it clear to him, as I am happy to make it clear to the hon. Gentleman, that in all of those cases, the advice from officials was clear that the school should open.

It was a pleasure to meet the teacher from his constituency, who is wholly committed to implementing the reforms we have introduced, utterly committed to raising standards for every child and, to my mind, representative and emblematic of the idealistic and supremely talented young people now entering teaching.
Does the Secretary of State think that the Singapore authorities would employ untrained teachers, and does he back their system, which sees children put under immense pressure to work from dawn to dusk and beyond to compete with their peers and with us?

Commons ChamberMy hon. Friend raises a very important point. Matters of school uniform are rightly questions that head teachers should decide on, or college principals should be responsible for. I hope it is clear that the wearing of any item that impedes effective teaching or effective learning is something that we should all ensure does not happen in the classroom. I am working with both the chief inspector of schools and officials within the Department for Education in order to ensure that schools and individuals receive an unambiguous message about the vital importance of ensuring that cultural or other barriers do not impede the capacity to learn of children from whatever community.
Does the Secretary of State agree with his most trusted adviser that “real talent” is rare among the nation’s teachers. If not, was it an error of judgment to give him free rein over education policy?
I agree with all my advisers that real talent is rare on the Labour Benches, which is why it is so important that we ensure that this Government are re-elected in a few years’ time.

Commons ChamberMy hon. Friend makes a good point. The CBI has pointed out that the number of employers who are dissatisfied with school and college leavers’ basic skills remains stuck at around a third; the Institute of Directors has said that the value of GCSEs has declined; and the Federation of Small Businesses has said that eight in 10 small businesses do not believe that school leavers are ready for work. Business recognises that we need rigour, and that is why business supports the coalition Government.
Teachers—even head teachers—who are responsible for delivering the Secretary of State’s curriculum have expressed little confidence in him on the nature and timing of his changes. When will he really listen to the professionals in schools who actually teach and plan and know what they are talking about?
It is an unfortunate myth that the profession is united. There is a range of views within the teaching profession and among head teachers. What is striking is that an overwhelming number of those who lead outstanding schools and are developing outstanding practice support the drive for higher aspirations that this coalition Government are leading.

Commons ChamberI am aware that this is a widespread issue; a number of colleagues have raised it with me. We will talk to the schools concerned to see what we can do, but it is difficult, when the STA gave appropriate notice, to necessarily make exceptions.
Following the Secretary of State’s visit to Stockton last week, does he expect any schools in the area, attended by children from my constituency, to close as a result of the creation of surplus places if a new free school is opened in the south of the borough?
It was great to visit Stockton South. My hon. Friend the Member for Stockton South (James Wharton) is an outstanding MP and people were saying to me, “If only there were more Conservatives in the north-east.” People were also saying to me that they need a new school because, apart from the free school that is being built, provision in the north of the constituency is not good enough. I am only sorry that Labour-led Stockton council has stood in the way of parents who are working with us, and with the Conservative MP, to improve education. [Interruption.] Once again, if the hon. Member for Stockton North (Alex Cunningham) would only haud his whisht and listen to the parents, he would be of far better service to the children of Teesside.

Commons ChamberFurther to the question from my hon. Friend the Member for Easington (Grahame M. Morris), the Secretary of State has failed to answer the series of questions from The Northern Echo after his disparaging remarks about some east Durham schools. Will he say how many of the schools he referred to he has actually visited or will he have the decency to apologise for his remarks?
I was first alerted to the problems in east Durham schools when I visited schools in north and north-west Durham and those who were responsible for raising attainment in those schools shared with me their concerns about the underperformance in east Durham. I look forward to working with the hon. Gentleman to deal with the problems at Dene community school of technology, Seaham school of technology, Easington community science college, Wellfield community school and St Bede’s Catholic comprehensive school, all of which have underperformed dramatically compared with the national average in English baccalaureate scores and all of which do not yet provide the quality of education that children deserve.

Commons ChamberMy hon. Friend is absolutely right. We have changed the capability procedures—basically the rules that govern whether underperforming teachers can be dealt with quickly—to ensure that a process that used to take a year now takes only a term. At the same time, we are liberating head teachers to pay good teachers more, because we want to send a clear and consistent signal that teachers, like lawyers and doctors, are professionals who deserve appropriate salaries for doing a great job.
7. If he will review the guidance to academies and free schools to ensure they serve healthy food to their pupils.
Governing bodies will decide what food and drink are available at academies and free schools; we trust them to make the right choices for their pupils. Many academies use the school food standards as a benchmark and some are going beyond them, but, as in all schools, further improvement is still needed.
At the Education Select Committee on 24 April, I told the Secretary of State that many children at academies were being let down by the poor quality of school meals. He said:
“I fear that they may be, but I do not have any evidence that they have been. I am not denying that it is a possibility, but…until I know, I cannot see.”
The School Food Trust has now provided evidence showing that some academies do not provide the healthy food our children deserve, with vast numbers selling food and drink banned from other state schools. Now that there is evidence, will he apply the same rules to all state schools?
I thank the hon. Gentleman for reminding me what an open mind I showed in the face of his rigorous questioning. It is an open mind that is influenced by the facts, and, yes, the School Food Trust showed that some academies were not performing as well as they should, but many maintained schools are also not performing as well as they should, and there is no evidence that academies are performing worse at lunch time than other maintained schools.

5. What recent discussions he has had with local authorities on plans for the Building Schools for the Future programme.
My Department is currently reviewing the Building Schools for the Future programme to ensure that we can build schools more effectively and more cost-efficiently in the future.
I welcome the hon. Gentleman to the House.
I intend to ensure that we prioritise capital spending to ensure that in areas of real need, the taxpayer and teachers are given better value for money. The hon. Gentleman will be aware that under the last Government a significant amount of the cash that was devoted to Building Schools for the Future was spent on consultancy and other costs, which did not contribute directly to raising standards or to employing a single builder or plasterer, or anyone else whom he would no doubt wish to continue to see employed. I therefore hope that he will work with me to ensure that, in Sefton and elsewhere, we do everything possible to ensure that we obtain better value for money from this programme.
The Secretary of State must be aware of the considerable anxiety in communities about the fact that their new secondary school programme remains very much in doubt. Some £5 million has been invested by Stockton borough council and partners, and they are hurtling towards appointing a preferred bidder. Will the Secretary of State please assure the people of my constituency, who have not had a new secondary school for 40 years, that children in our area can still look forward to their new and redeveloped schools?
I thank the hon. Gentleman for his question, and welcome him to his place.
I know that in Stockton there are real areas of need and deprivation, and I know that the hon. Gentleman will raise his voice on their behalf. I also know that Stockton has reached the outline business case stage of the Building Schools for the Future programme, and that a significant amount has been invested—more, perhaps, than needed to be invested, because of the additional bureaucracy. I intend to ensure in future that the costs faced either by Stockton or by any other local authority are reduced to the absolute minimum, so that we can prioritise front-line funding.
My hon. Friend has been a fantastic champion of both schools and further education. We will make sure that schools that are in real difficulty are teamed with an education sponsor with a track record of excellence in order to improve circumstances. We will ensure that schools that aspire to become academies but are not yet in a strong enough position are teamed with people who can help them achieve their ambitions for all their children.
T10. The safeguarding of our children and young people, which is of paramount importance, has received an unprecedented profile in recent times—but for the wrong reasons. What are the Secretary of State’s plans for supporting local authorities and social workers in that crucial work, and for ensuring that all our children and young people are protected?
