The hon. Lady raises a really interesting point, which I will certainly take away and think about. My perspective is that we need independent review, because the problem with parties marking their own homework is always that that can in itself create an underlying lack of confidence on the part of victims. Having an independent review—a third-party, professional view—will be very important in resolving this.

The hon. Member for East Dunbartonshire (Jo Swinson) was quite right to talk about confidence. There needs to be confidence in the system, and that is why there needs to be an independent body, because justice must not only be done but be seen to be done. The hon. Member for Birmingham, Yardley (Jess Phillips) talked about witch hunts, and we have to be careful to avoid them. One of the advantages of having an independent body is that it avoids just that: allegations made will have to be properly substantiated.

Yes, my hon. Friend is right. We do not want false allegations to be made and then become “facts” just as made, so absolutely proper investigation is essential to get to the bottom of allegations and find out whether or not they are true.

I was looking forward to hearing more of the right hon. Lady’s reminiscences. She has reminded us of the length of Sir Gerald’s career and the depth of his experience, and of the wisdom that comes with that experience of operating in this House and in government over such a long period of time.

Like you, Mr Speaker, on separate occasions I saw Gerald Kaufman at his home in St John’s Wood only a few weeks ago: I know that you visited him as did a good friend of mine and that of a number of other hon. Members, Claire Ward, the former Member for Watford. Even just a few weeks ago, Gerald was still saying how keen he was to return to this place, and we are all very sad that he did not.

Those who did not know him saw him as being ferociously vitriolic, and he was in this Chamber. But outside he was a very different man. He had a waspish sense of humour. I had the privilege of joining him in 1993 on the National Heritage Select Committee. The Committee was excellent, the trips were so marvellous and he was such a brilliant Chairman that I stayed with him not only on the National Heritage Committee, but also, for two Parliaments, apart from a brief excursion to the Select Committee on Home Affairs, on the Culture, Media and Sport Committee.

Gerald hated pomposity—that was one of his most admirable features—but he loved outrageous clothes, as hon. Members have already said. I used to go with him to the theatre and the cinema from time to time. His last recommendation to me was to see a brilliant movie called “Hail, Caesar!”, which I duly saw and loved. It could sometimes be embarrassing to go somewhere with Gerald, because if the weather was cold, he would wear a red tea cosy on his head. When I mentioned this to him, he said it was not half as embarrassing as what I was wearing. [Laughter.]

Gerald also loved ice cream. I remember being on a Culture, Media and Sport Committee visit to Los Angeles and attending a meeting that was getting very boring. We were being addressed by a chap from the Foreign Office about something that had nothing to do with our inquiry, and Gerald got up and said, “Thank you very much for your speech.” The Foreign Office official rather foolishly said, “But I haven’t finished.” In the way that only he could do, Gerald turned round slowly and said, “Oh yes you have.” Then we toddled off to get our ice cream. Ice cream, musicals—which he could sing along to; he knew all the words—and Judy Garland were his great loves.

Gerald was a brilliant Chairman of the National Heritage Committee and the Culture, Media and Sport Committee. He was great fun. He was not party political. I am now going to lose the support of all my hon. Friends by saying that I often found myself defending the BBC, whereas Gerald wanted to abolish it. That was a strange juxtaposition of roles.

He told me not long ago that the present Conservative party chairman—when he was a junior Whip back in 1993—had asked him to take me under his wing because I was rather wild and perhaps he could make me more like a conventional parliamentarian. You can see that that worked!

In short, Gerald was a wonderful man who brightened all our lives. He was a great friend, and he was nothing like the person whom I think the public saw him as. He was self-deprecating, kindly and a great parliamentarian. I think we will all miss him.

I thank the Leader of the House for giving us the business.

May we deal with the new Select Committees and the date for the election of Chairs? Will the Leader of the House confirm that the Business, Innovation and Skills Committee will be renamed and continue with a Labour Chairman; that the new International Trade Committee will be chaired by a Member of the Scottish National party; and that the new Brexit Committee will be chaired by a Labour MP?

We join you, Mr Speaker, in sending our best wishes to the retiring Speaker’s counsel, Michael Carpenter, and in welcoming Saira Salimi, who has been appointed to the role.

Today is the International Day of Democracy. Democracy was invented in Greece two and a half thousand years ago and has come to these islands in instalments. We are the only country in the world, other than Lesotho, that still has hereditary chieftains in its legislature. David Cameron’s final awards have been described in the Daily Mail and The Guardian—at both ends of the political spectrum—as “devalued”, “debased”, “discredited”, “egregious”, “grubby”, “tawdry”, “tainted” and “tarnished”, but otherwise okay. At the heart of our democracy is this rotten system with, as the Lord Speaker said, 200 unnecessary people prancing around in ermine down the other end of the corridor. The changes introduced by the former Prime Minister over the years involve £34 million of spending. This is a wanton waste of public money at a time when his justification for the massive disruption to elected Members by the boundary changes was that it would save peanuts. Will the Leader of the House add some new lustre to his parliamentary halo and not be just a leader who is here today and nowhere tomorrow, but take on real reforms?

I also strongly recommend that the Leader of the House takes up this report I have with me, published this week by distinguished Members of all parties. For 25 years, parties of all colours have failed to respond to the appeals from the seriously ill who have suffered agonies of pain when they ask for relief that is provided by the only medicine that works for them, which is cannabis. Because of the prejudice-rich, cowardly, knowledge-free policies of both Governments, we have continued with a system that has criminalised seriously ill people. Now there is a clear call from distinguished and knowledgeable Members here and in the other place to end this barbarous practice whereby we criminalise people for using cannabis but allow heroin to be prescribed. Other countries throughout the world are doing this; there is no excuse for continuing with this practice.

I am grateful for the hon. Gentleman’s warm support on this matter, which I have enjoyed over the years.

How does today’s decision on Hinkley fit into the parliamentary timetable? It has never been properly debated here, and any new proposals have certainly not been debated here. This could be the greatest financial and technological catastrophe for 50 years. The price is a rip-off and the technology does not work. Finland was promised that nuclear power from the EPR would be working by 2009, but it is still not working and no date has been offered for when it will, while Flamanville is in a mess because of a technical problem. Yet the Government are going to blunder ahead because they do not have the courage to examine the scheme again. They are going ahead because of political inertia. My party’s policy will be spelled out later by my hon. Friend the Member for Brent North (Barry Gardiner), but in the meantime we have to tell the Leader of the House that he must gain parliamentary approval, because this is going ahead without any parliamentary imprimatur at all. As the years and decades go by, and as the futility of this operation continues, this will be seen not as a parliamentary disaster or a parliamentary error, but as a Tory error.

Talk of the fag end of a parliamentary session, the business the Leader has just announced is the sludgy, slimy, foul-smelling, trashy, ych a fi dregs of politics.

Yesterday’s Prime Minister’s questions showed me, if nobody else, that there ain’t no gutter low enough for the Prime Minister to slop around in. That kind of despicable smearing of one’s opponents degrades the whole of politics, and I would gently say to the Government that those who live by the gutter die in the gutter. I am absolutely certain that that kind of politics is not welcome to British voters.

What a year it has been! Every single economic target missed. Growth forecasts constantly downgraded. Debt up. Homelessness up. The use of food banks up by 19%. Absolute child poverty set to rise. NHS waiting lists up. Libraries closed. Net migration higher than it has ever been. There has been one Budget in which the Chancellor attacked working tax credits, and another in which he attacked welfare payments. Morale at rock bottom—in the NHS, the teaching profession and the police. Election rules bent to benefit the Tories in marginal seats. Financial rules rigged to give more cash to the richest councils. Standing Orders changed to benefit the Tories in this House. Was it just a cruel joke last year to make Her Majesty say:

“My Government will…adopt a one nation approach”?

Come off it, this is not a one nation Government: it is a nasty, vindictive Tory Government, balancing the books on the backs of the poor and the vulnerable. I hope voters today will say, “Enough! Now go!” and will vote Labour in London, Wales, Scotland and across the whole United Kingdom.

Northern Ireland is in the United Kingdom, in case the hon. Gentleman has forgotten his history.

You can tell state opening is coming. The awnings are going up outside the Lords. The Doorkeepers have been rubbing up their brasses. Countesses have been brushing off their tiaras. The Clerk has had a haircut—you cannot tell, but underneath his wig, he has had a haircut. And I gather you have even had your annual bath, Mr Speaker. [Interruption.] Don’t do that mock outraged look, it doesn’t suit you. Could we introduce an innovation this year at state opening? I know the Leader of the House does not want to listen to the President of the United States of America, but could we have a roll-call of ambassadors and high commissioners, just to check which of our allies want us to stay in the European Union? So far as I can see, they include not just our oldest ally, Portugal, and every other EU country, but the Commonwealth countries of Australia, Canada, New Zealand and South Africa, and doubtless many more. Who knows, perhaps we will be adding Japan later today and of course Norway—so the Norway model is that we should stay in. The only international figure who wants us to leave is Donald Trump—Grayling with a hairpiece. How on earth can the Leader of the House argue that we would increase our influence in the world by leaving the European Union?

May we have a debate about the BBC? The Culture Secretary says he relishes the demise of the BBC. He wants to ban “Strictly” and “The Voice” and to force the BBC to make deliberately unpopular programmes. He has even said that if he does not renew the BBC charter by the end of this year,

“it may be that the BBC will cease to exist”—

something he calls “a tempting prospect.” Now, I do not want to get into the Culture Secretary’s temptations, but when will Ministers get it into their fat heads that the British people love the BBC? They are proud of it and see it as our greatest cultural institution, and they do not want some right-wing Minister pursuing a personal agenda and handing British broadcasting over lock, stock and barrel to his chum Murdoch. Will the Government publish the White Paper next week, stand by the financial deal they signed up to with the BBC last year and guarantee that there will be a new 11-year BBC charter in place this autumn?

In recent years, some of the most destructively powerful people in the land have done their level best to avoid appearing before Select Committees of this House. The Maxwells, Rebekah Brooks, Rupert and James Murdoch, Philip Green, Matthew Elliott—they all initially refused to attend and had to be formally summonsed or persuaded to attend. Irene Rosenfeld, chief executive of Kraft Foods, point-blank refused to appear to discuss the takeover of Cadbury and got away with it. Surely that is not just a clear contempt of Parliament, but a contempt of the British public as well. Our constituents want us to hold the powerful to account, and we should not be shy of doing so. Some people think our powers are unclear, and witnesses are beginning to call our bluff, so we have to do something. In 2013, the Joint Committee on Parliamentary Privilege recommended changes to Standing Orders to make it absolutely clear that Parliament can arrest, punish and fine offenders, saying that

“if the problems we have identified…are not resolved…today’s Parliament should stand ready to legislate”.

The Committee said that doing nothing was not an option, but that is exactly what the Government have done—absolutely nothing. So surely it is time for us to make it a criminal offence to fail to appear or refuse to appear without reasonable excuse before a Committee of this House.

The mayoral election ends today, so will we finally now get a decision on Heathrow? In the words of Bucks Fizz in their epic Eurovision-winning number, “Making Your Mind Up”, just before they so memorably tore off their skirts,

“Don’t let your indecision

Take you from behind.

Trust your inner vision

Don’t let others change your mind.”

Incidentally, good luck to Joe and Jake next week—let us hope the UK agrees with them that “You’re Not Alone” in the European referendum on 23 June.

I would like to say that I am grateful to the hon. Gentleman for asking that question, but that would not be true. Designated days for flying the Union flag are decided by Her Majesty the Queen, and any changes to designated days are for Her Majesty to make. It would therefore be an issue for the Department to discuss with Her Majesty.

I have no plans to meet FIFA officials at this stage. However, I did meet the chairman and the chief executive of the English Football Association yesterday, and I intend to keep in close touch with them on this matter and, indeed, on other matters relating to football in this country.

My right hon. Friend might like first to thank the Americans for finally exposing the corruption in FIFA that we have all suspected has been endemic for the past 10 or 20 years. Will he speak to his colleague the Foreign Secretary to see whether there can be a re-analysis with Qatar as to whether the World cup should be held there? Precisely what should our relationship with FIFA be, because Blatter’s departure is not necessarily going to mean that corruption has ended?

I agree with my hon. Friend. In order to achieve the reforms that all of us believe are vitally necessary in FIFA, the first requirement was a change in leadership. We have now obtained that, but that is the beginning of the process and certainly not the end of it. It is for the football associations of the home nations to work with other football associations that are equally determined to see change, in order to ensure that the new leadership is properly committed to achieving those changes.

In response to my hon. Friend’s second question, on Qatar, that is a separate matter. The Swiss authorities are continuing to investigate the bidding process that resulted in the decision to give the 2018 games to Russia and the 2022 games to Qatar, and we await the outcome of those investigations.

With the news from Chuck Blazer and Jack Warner, is it not increasingly evident that FIFA is a stinking sink of corruption that has polluted everything it has touched? Would it not be wholly inappropriate for any money to pass from the UK broadcasters in respect of the 2018 or 2022 tournaments, unless and until Blatter has actually left, rather than just declared that he is leaving, FIFA is reformed, and the 2018 and 2022 bids rerun?

I think that would be too much of a revolutionary change, but the particular change I am talking about was recommended before the end of the Parliament by the Procedure Committee.

The second issue, which I shall cover briefly, concerns the pay of the Petitions Committee Chair. On 24 February the House agreed the Standing Order changes necessary for the Petitions Committee, recommended by the Procedure Committee as part of a collaborative e-petition system to be established at the start of the next Parliament. It considered issues relating to the Chair of the new Committee. The motion before us adds the post of Chair of the Petitions Committee to the list of Select Committees that attract an additional salary. That principle is a matter for the House to decide, but in the light of the expected responsibility and work load of the Committee, I believe that a valid case has been made, and I hope the House will support it.

The final motion, which comes after the issue of the secret ballot, follows up one of the final acts of the Procedure Committee in this Parliament, which was to publish a report recommending a revision of the Standing Orders of this House. I shall respond immediately to one of the recommendations and bring forward a motion that facilitates the nomination by you, Mr Speaker, of three Members of the House to serve as Deputy Speakers at the start of the next Parliament and in advance of elections to those posts under Standing Order No. 2A. I hope that the next Parliament will get an early opportunity to consider the report of the Procedure Committee on Standing Order revisions in full, and that the motion to nominate Deputy Speakers at the start of a Parliament, as I have described, will be incorporated in the Standing Orders of this House on a permanent basis.

Will my right hon. Friend pay tribute to Mr Speaker who, on 20 July 2000 and again on 23 April 2009, advocated the need for secret ballots to stop Government Whips “browbeating” honourable Members as to the way they might vote?

That is an important consideration and it brings me to the fourth motion, on whether there should be a secret ballot or an open Division in a contested re-election of a former Speaker. In its latest report the Procedure Committee reminds us that the issue has not yet been addressed, and I believe—we discussed this during the urgent question—that it is in the interests of the House for the matter to be resolved before the start of a new Parliament. The Committee recommended in 2011 that the House be given the opportunity to determine whether, on the first day of a new Parliament if the decision on a former Speaker is challenged, the question should be decided by secret ballot or open Division. There are arguments both ways.

I am grateful to the hon. Gentleman for his point of order and I do understand why he feels aggrieved at not having received a reply to his letter. It is not a matter of order for the Chair and although all letters should of course be answered, it is not for me to say quite where the letter is in the system. I am sure that the Prime Minister, as a matter of course, responds to many thousands of letters and does his best to do so in a timely and courteous way. Whilst understanding the hon. Gentleman’s irritation—and I do—perhaps we can just take pride in the fact that there is to be such recognition. He has got his point on the record, but if it is understood by him and by the House, I think it best to leave it there.

On a point of order, Mr Speaker. As we approached midday today, the noise in the Chamber went up, as so often happens just before and during Prime Minister’s questions, and I and others, and yourself too, found it even more difficult than usual to hear colleagues asking and Ministers answering International Development questions. Although it is natural that the noise level goes up and it is right and proper that you try to control it, I do wonder whether the microphone levels may be lower than they used to be, or whether the loudspeakers at the back of the seats are perhaps turned down a bit too much because of fear of feedback. May I ask that the technicians investigate this, so that we can better hear not just you, Mr Speaker, but Ministers and questioners?

I am very pressed for time. I hope that the right hon. Gentleman will not mind if I allow him to intervene later, perhaps at the end of my speech. We are under tremendous time pressure.

Secondly, Ms Mills was and, indeed, is herself subject to an inquiry by the Australian Parliament. Thirdly, the Speaker’s panel of selection was purely advisory, and was smaller than, and assembled on a different basis from, that used in 2011. Fourthly, the terms of the process of recruitment changed from the original terms set out by the House of Commons Commission on 30 April 2014. Fifthly, while acknowledging the Clerk’s executive functions, the advertisement for the post in The Sunday Times led with, and specifically emphasised, “constitutional matters” and the Clerk’s role as

“chief adviser to the Speaker, the Leader of the House and other members of the Front Bench on matters of procedure and privilege”.

Sixthly, outside headhunters, Saxton Bampfylde, were used for the first time. Seventhly, despite all that, the final candidate—Ms Mills—was, in effect, recruited for a job that did not then exist as such, that of chief executive of this House. Finally, the letter nominating Ms Mills was signed by the Speaker on the advice of the panel, was sent to 10 Downing street during the recess, and, but for the intervention of Parliament, might have been forwarded to Buckingham Palace during the recess.

I am delighted that my hon. Friend has put this motion before the House today. Is he aware that I understand from an answer to me that the panel was completely unaware that Carol Mills was undergoing investigation—two investigations, actually—by the Australian Senate before it made its decision? Moreover, Saxton Bampfylde wished to inform the panel that that was the case, and the panel was advised not to take evidence from it.

I once shocked my right hon. Friend the Member for Witney (Mr Cameron) by telling him that I was a moderniser when Notting Hill was still a dump. So I very much welcome the motion, because I recognise that we need to have change to manage the Houses of Parliament through a difficult time, in terms of both our constitution and the structure of this building.

Now is not the time to go over the past, but I want to say, first, that I commend the people who sat on the panel. As the hon. Member for Wallasey (Ms Eagle) said, they gave 20 hours of their time to do the job as best as they could. Where I disagree with her is in my belief that it was not done in the way she implied: as a modern business would have done it. The job description would not have been changed from what had been decided by a board earlier on. We heard from my right hon. Friend the Member for South Cambridgeshire (Mr Lansley) that the description for the Clerk that the panel was recruiting was changed from the decision made by the House of Commons Commission.

I share the House’s concern for Carol Mills, because she went into this application in good faith and it is wrong if her career will be damaged by what is happening at the moment. However, the fact is that consultants were employed, rightly or wrongly, and then, for all sorts of reasons, the panel decided not to listen to them at a specified time. As I said in an intervention on my hon. Friend the Member for Hereford and South Herefordshire (Jesse Norman), that meant that the panel did not know that an inquiry was being undertaken into her behaviour in Australia by the Australian Senate. That would have been relevant. [Interruption.] I do not know why Opposition Members are chuntering, to use the words of Mr Speaker, because that information was in a parliamentary answer from the House of Commons Commission. So I am afraid that Members will have to take that matter up with the commission.

There are questions to be answered. One thing that I hate in this place at times is the way in which we all like to sweep things under the carpet. In due course—not tonight—questions will be asked about why Sir Robert Rogers retired early and about his relationship with Mr Speaker.

Now I wish to move on. I agree with what the right hon. and learned Member for North East Fife (Sir Menzies Campbell) said. In my experience as a joint managing director in business, a joint managing director rarely works. There needs to be a clear line of command. We have heard already that there is a constitutional role that goes back to 1363 with the Clerk. The activities need to be split, but I firmly agree with the right hon. and learned Gentleman and Sir Kevin Tebbit that there should be a chief operating officer reporting to the chief executive, otherwise, as sure as pears are pears, we will be coming back here again for other conflicts; it is inevitable. If we have not been professional in our selection of a replacement Clerk up to now, let us at least be so now and in the future, under the guidance of the right hon. Member for Blackburn (Mr Straw) .

My old friend—and he is my old friend—the hon. Member for Lichfield (Michael Fabricant) said that he would not dwell on the past, and then proceeded to spend three quarters of his speech doing precisely that. He could usefully have done at the start of his speech what I am going to do at the start of mine, which is to declare not a financial interest but a personal interest. I suspect that if he had done so, it would have been a slightly different one from mine. My personal interest is that Mr Speaker is an old friend of mine. Not surprisingly, that means that I like him quite a lot most of the time. I believe that, as has been said by others in this debate, he has exceeded all expectations in strengthening the power of Back Benchers to hold Ministers to account in this House.

I am delighted to put it on the record that my hon. Friend agrees with that.

As a result of all that, I try to help Mr Speaker extricate himself from time to time from the holes that he occasionally digs for himself as a result of his passion for modernisation. For that reason, I ask the House to discount my bias. It is also for that reason that I welcomed the proposals in the motion and happily agreed to sign it at the request of various hon. Friends who have spoken.

As I said in a point of order a few days ago, had anybody asked me about the matter even six weeks ago, or certainly six months ago before this dispute came up, I would have thought that the definition of the Clerk was all the definitions we have heard in the debate except one: chief executive officer. In our minds, the Clerk is rightly associated with being the top procedural officer. That is what I have always regarded him as. Had anyone asked me before the dispute began to describe the functions of the Clerk, I would not have had the faintest idea that he was in a position to overrule everybody else on management matters. That is an anachronistic position.

Therefore, when the Committee is set up, I suggest it asks itself these four questions. First, should a top CEO be expected to be a top procedural adviser too? Secondly, should a top procedural adviser be expected to be a top CEO too? Thirdly, should two such different roles be combined by default in future as they have been in the past? Fourthly, should the top procedural adviser be allowed, if the roles are separated, to overrule the top CEO on management matters, or vice versa on procedural matters? My answers to those questions are clear: no, no, no, no.

The reason for my answers is not only that I have wanted for years to emulate the late, great Margaret Thatcher on the Floor of the House, but that I profoundly disagree, with the greatest respect, with the right hon. and learned Member for North East Fife (Sir Menzies Campbell). It is not a question of having a single chain of command, because we are not talking about a single management function. We are talking about two separate functions, which means that the people at the top of them should have authority in each.

My hon. Friend the Member for North East Somerset (Jacob Rees-Mogg) and I agree on most things, but not on everything, and perhaps I am a bit more in favour of modernisation than he is. However, I certainly agree with him when he says that this particular Clerk will be a very hard act to follow. The Leader of the House, the shadow Leader of the House and others have rightly pointed out the great attributes of this Clerk. The motion also talks about his

“professionalism in the discharge of his duties as chief executive of the House Service”.

What it does not talk about, and perhaps what no one has mentioned up to now, is the deep affection that many of us feel for this particular Clerk. It is for that reason, and not just for his competence, that he will be greatly missed.

My first dealings with Sir Robert were on the Administration Committee—I was on the Committee when Stuart Bell was Chairman. I remember a particularly difficult issue to do with whether we should have straight or crinkly chips. Those chips were discussed in some detail and indeed it got quite stressful in the Committee. But, as ever, Robert Rogers was able to calm things down. A resolution was made and we decided on straight chips, and, as everybody knows, I support everything that is straight in so many ways.

As people have pointed out, Sir Robert is a moderniser and open to new ideas. If I can boast, I came up with an idea a short while ago, suggested it to the Clerk and it has now been incorporated in our practice. I do not see it on the Order Paper today, because it is not relevant. My suggestion was to do with the notes at the bottom of each motion where it makes it clear not just that something might be subject to a Standing Order, such as Standing Order No. 52(1)A, but that it is something that is not votable on when we reach the 7 o’clock or 10 o’clock finish time. He has not just been helpful to me in that way. When I, like my hon. Friend the Member for North East Somerset, appeared on “Have I Got News For You”, he was instrumental in lending me a wig—in fact it might have been your wig, Mr Speaker—

I was able to demonstrate very clearly what a wig should indeed look like.

I have already said that our Clerk is one of the most popular Clerks that we have had in this House—that is certainly the case in the 23 years that I have been here. His cheerful disposition, often under difficult circumstances, has been an illumination to many of us. As people have already said, his detailed knowledge of procedure is important. So this Clerk will be sorely missed by the House and by me personally. I wish him and his family well in retirement. Now, we do not know why he has chosen to retire early, though his working environment, behind closed doors, has not always been easy, as those in the know have already alluded to. In that respect, despite Sir Robert having studied Anglo-Saxon at Oxford, being told at least once in front of others to f-u-c-k off by you, Mr Speaker, would not have encouraged him to stay.

I will ignore the last observation, which suffered from the disadvantage of being wrong.

May I thank the Leader of the House, the shadow Leader of the House and all who have contributed to the exchanges on this motion for what they have said? Just before I put the question, let me record, for the benefit of the House, two experiences of my own. Within a small number of weeks of my election to this office, I had raised with me in correspondence by a constituent a knotty constitutional issue, the details of which I will not belabour the House. It seemed proper to mention it to Robert, as I happened to be seeing him on unrelated matters. I was immediately impressed by his response. He said, “Yes, Mr Speaker, the thesis that your constituent advances is interesting, but if I may say so it is not original. Moreover, it is open to quite straightforward rebuttal. You will recall that a fortnight ago, when you were elected the Speaker of the House, I presented to you a signed copy of the sixth edition of my book ‘How Parliament Works’ co-authored with Rhodri Walters. The matter in question is treated on page 46.” I checked, and sure enough it was on page 46.

Secondly, reference has been made by several people to the hinterland of the retiring Clerk. Robert has many interests, cultural and sporting alike, and several colleagues have referenced his interest in cricket. Unlike the right hon. Member for Saffron Walden (Sir Alan Haselhurst), I cannot claim to share that interest, but colleagues will know that I happen to be passionate about tennis. We discussed this question of our sporting interests, and I said, “I am afraid that I can’t play cricket with you, Robert, because I simply cannot play.” He said, “Mr Speaker, I am afraid that I am unable to play tennis with you, because it is not a sport that I can play. However, may I suggest a compromise?” I said that I was all ears. He said, “I am myself a past practitioner of real tennis, which has a considerable lineage in this place.” He would be prepared, he said, to play me at real tennis. I confess that I thought it prudent to allow a lengthy period of practice before subjecting myself to such a difficult task, and that period of practice is ongoing.

I am grateful to the shadow Leader of the House for her response to the business statement.

The hon. Lady accuses us of shrinking the state. What we are doing is trying to live within our means, which is a perfectly reasonable proposition. As it happens, we are taking Government spending back to about its level in 2004; it is nothing like as apocalyptic as she would have us believe. In truth, having inherited the largest deficit of the G8, it is necessary. It is part of what our long-term economic plan will achieve: it will reduce the deficit and, as a consequence, we will be able to have stronger economic growth to create more jobs and live within our means, including by capping the welfare budget.

I note that, having voted for the welfare cap, all we hear—once again—from Labour Members is that they do not believe in it, that they would vote against it and that they are against the measures within it. Frankly, they also now appear to be against universal credit, which will have the most positive characteristics of being able to support those people whose needs are greatest and to provide additional resources, not least to those on low incomes with children. It is being delivered carefully. We are seeing where the issues lie and dealing with them.

For the shadow Leader of the House to castigate the Department for Work and Pensions again this week is astonishing, when one considers that it is presiding over the most far-reaching and positive pension reforms that anybody here has seen in their lifetime, and that it has presided over an increase in employment of 1.3 million people and an increase in private sector employment of 1.7 million people since the election.

The shadow Leader of the House asked about the reports on the spare room subsidy over the past week. Interestingly, much of the analysis showed flaws and inaccuracies in the BBC data. Frankly, if the Government had published the data behind the BBC’s announcement and had tried to make arguments on that basis, we would have been castigated. It would be best if it went back and did its numbers again.

The shadow Leader of the House asked about the Queen’s Speech and the date of Prorogation. As is customary for all Governments, the date of the Queen’s Speech is announced following full consultation with the palace. The date of Prorogation will be announced in due course and will be subject to the progress of business.

On shops, the Prime Minister, like all of us, visits various retailers in his constituency. There was a Waitrose in my constituency, but it got shuffled out of it in the boundary changes before the last election. I tend to get accosted in all the shops I visit, wherever I go, in a very positive fashion.

I cannot promise an immediate debate, but I know that one would be useful because it would allow us to highlight exactly what my hon. Friend refers to, which is a great success story for this country, with the creative industries exporting £15.5 billion in 2011—some 8% of total UK service exports—accounting for 1.68 million jobs and more than £70 billion of output: more than 5% of the whole UK economy. It is not just large but highly competitive, and it has a comparative advantage in this country. It is one of the sectors where that is increasingly true, and it is our job to create the framework for it to succeed in the future.

You, Mr Speaker, will know that the Government Whips Office normally operates like a well-oiled machine, yet on this occasion it appears that the Whips believe that there is no interest in HS2 and Second Reading can be held on just one day, even though 40 Members of Parliament will be affected by HS2, it will cost £50 billion and many Members of the House are both for and against it. Can you pass on to the Government Chief Whip that that is not the case, that many Members of Parliament want to speak both for and against HS2 and that it will require at least two days for Second Reading?
