Commons ChamberAll appointments to the House of Lords are scrutinised by an independent Committee, and it is right that that process should be followed.
Does my hon. Friend recall the words of Sir Winston Churchill when he said that democracy was not a particularly good system but the best that we had? Does he agree that, until someone comes up with a better idea, the House of Lords is perhaps not that bad?
As I have said, House of Lords reform is not a priority in this Parliament; nor is it a priority for the general public. We want to establish a consensus with the House of Lords, and it must be for the House of Lords to come up with that consensus.

Commons ChamberThe hon. Lady makes an important point. I can inform her that the Treasury is in discussions with the European Investment Bank. We recognise the important role the bank plays and want to ensure that nobody loses out as a result of the decision taken by the British people. Those discussions are ongoing with the European Investment Bank.
Although a committed European, Tony Blair once said that he faced European summits with a sinking heart, so may I say how pleased I am that the Prime Minister enjoyed her first summit? Does the experience of the Wallonians dictating to Belgium and causing a walk-out by the Canadians not show that Brexit must not only be for England and Wales but for the whole United Kingdom?
My hon. Friend is absolutely right. The decision taken to leave the EU is a decision of the United Kingdom. It will be the United Kingdom that negotiates that deal, and it will be the right deal for the United Kingdom.

Commons ChamberOf course, what we want to see in the provision of local services are the best services possible for local people. The hon. Lady talks about outsourcing of services in the NHS; I have to say to her that the party that put greater privatisation into the NHS was not my party but the Labour party.
The west midlands economy, I have to say, is in a very positive position at the moment. I am very pleased to say that since 2010 nearly 200,000 more people are at work there, and there are 42,000 new businesses. I saw the strength of the economy when I was in Birmingham last week. Of course, we are giving the west midlands new powers with the devolution deal and the election of a Mayor. Andy Street, with his business and local experience, would be a very good Mayor for the west midlands.
On the subject of the NHS, 18 months ago my wonderful doctor, Helen Stokes-Lampard, suggested that I have a general “well man” check-up. It is just as well that I did: the blood test revealed a problem with my prostate, despite the fact that I was symptom-free. I was immediately referred to the Queen Elizabeth hospital in Birmingham, whose staff were simply wonderful. After a period of surveillance, I had a prostatectomy back in June.
But hey—I’m now fine! [Hon. Members: “Hooray!”] I want to thank the whole team at the QE, including my surgeon Alan Doherty and my excellent specialist prostate nurse Richard Gledhill, who gave me practical advice. But, in the next 10 years, there will be a real shortage of specialist prostate and urology nurses, as many are due for retirement. May I ask the Prime Minister what the Government can do to avert a shortage of these much needed specialist nurses?
May I say to my hon. Friend that the whole House is pleased to see him back in his position as his normal exuberant self? He raises a very serious issue. I join him in commending not only those doctors, nurses and other health service staff who treated him for his prostate cancer, but those doctors and nurses who, day in, day out, are ensuring that, as we see, cancer survival rates are at a record high.
The Government are putting more money into awareness of cancer problems. We will look at the training of nurses—50,000 nurses are in training—and continue to make sure that the specialisms are available to do the work that is necessary in the health service.

Friend agree that equally important as ensuring that those who are entitled to vote are able to vote is making sure that genuine candidates are not disenfranchised by people who get on to the electoral register who ought not to be on there because they are there through fraud?
Absolutely. It is crucial that we have a register that is both complete and accurate. I therefore look forward with great anticipation to the report on electoral fraud by my right hon. Friend the Member for Brentwood and Ongar (Sir Eric Pickles), where I am sure he will cover this, among other things.

Commons ChamberMay I tell the Prime Minister that he should not be ashamed that he had the good fortune to be born into a well-off family, and that it is not a sin for his parents, quite naturally, to want their savings to be cascaded down through the generations? He has nothing to be ashamed about, but may I warn him that, no matter how much information he wants to divulge, nothing will satisfy some of those on the Labour Front Bench?
I am very grateful for what my hon. Friend says. I think there is a point at which you have to say that I have published the information that I think is relevant—I have gone back over the last six years —and that is the limit of what I am going to release. Some people say, “Well, what about your wife’s tax return and your mother’s financial affairs?” I really think that there comes a time when we should say that we have a register of Members’ interests. Prime Ministers and Chancellors and Opposition leaders and shadow Chancellors have done more than that, and we should rely on the register of Members’ interests to police the rest of our affairs.

Unfortunately, I have had to scrap most of my proposed reply to the hon. Gentleman, given his gracious acknowledgement that he is not best placed to throw rocks on this particular subject. I will, however, agree with him on this: questions on this matter are a distraction from the main event and the main substance, which is whether Britain is better off inside or outside a reformed European Union. I strongly believe that, thanks to the deal the Prime Minister achieved, we are better off and more secure inside a reformed European Union.
The hon. Gentleman asked some specific questions. First, on the efficacy of the guidance, the guidance is for civil servants to follow. Civil servants do follow guidance of that sort and I have every confidence that they will do so. On what constitutes office hours, I will merely say that office hours means the normal working day. I hope that clears that one up. On the broader question of whether this is necessary, and his point that Ministers need both to run their Departments and be able to differ on this one question, this is why the guidance is very specifically and solely about the in/out question, not other EU business or other business. After all, we have Departments to run.
My right hon. Friend is hugely able and has shown his ability today to dance on the head of a pin, but will he take it from me that this is a huge blunder? Out there, the general public will think that this decision is petty and vindictive. Moreover, they will say to our Government, and to this party to which I am so proud to belong, that if we are so much stronger in Europe, what is it that we are being so careful to hide?
I have a huge amount of respect for my hon. Friend. I will just say this: the reason this is required is the Prime Minister’s decision to allow Ministers to campaign to leave and to differ from the Government position. If that were not the case, the guidance would not be needed. As for the general public, I imagine that what most people will take away from this will be: when can we get on to the real discussion about whether we should be in or out of a reformed European Union?

Commons ChamberI fear that it would be hazardous for me to tread on the terrain of what might be called the “known unknowns” or even the “unknown unknowns”. That would be difficult. The question, though a very good and legitimate one, is, I fear, at this stage hypothetical, but it is a problematic matter. The best I can say to the right hon. Gentleman is that the Chair, of course, will keenly attend to events and to the process of question and answer, and we will have to look at this matter as and when it arises, on a case by case basis. I will not be looking at it proactively, but if Members raise the matter with the Chair, the Chair will do his best to respond.
On a point of order, Mr Speaker. I have already expressed my admiration for my right hon. Friend the Minister for the Cabinet Office, who is on the Front Bench. I wonder whether there is any mechanism to reward someone who, first, is thrown into the lion’s den and, secondly, has to defend the indefensible.
I think I will treat that as what it is: not a point of order, but an inventive rhetorical question. At any rate, the hon. Gentleman seems justly satisfied, so I think we will, for now, leave it there. We are deeply grateful to the Minister for coming into the Chamber and responding to our inquiries.
If there are no further points of order, and the appetite has been satisfied, at any rate for today, we now come to the motion on the draft European Union Referendum (Date of Referendum etc.) Regulations 2016. Commons ChamberI am very grateful to the right hon. Lady for what she says. She raises an important point about Calais. There is no doubt in my mind that the agreement we have is incredibly beneficial. I think it works well for both countries. For Britain, being able to have our border controls in France and deal with people there is something we should be very proud of. We should do everything we can to sustain it. It is part of the European co-operation we have.
Given the difficulty of getting any change to our EU membership approved by the other 27 countries, what we have got is as good as anyone, I think, might have expected and more. I congratulate the Prime Minister on his achievement. Will my right hon. Friend confirm that once the European Council have made its decision, he will respect the views of those Ministers who might publicly express the opinion that the United Kingdom should now leave the EU, and that the careers of those Ministers in this Government will not be jeopardised or threatened as a consequence?
I can certainly give my hon. Friend that assurance. We are still in the process of negotiation. The manifesto we all stood on said that we wanted to get the best possible deal for Britain and that we would all work on that together. That is exactly what we are doing. If the deal is agreed—whether in February or perhaps later, if it takes more time—there will then be a meeting of the Cabinet to decide whether we can take a recommended position to the British people. If that position is to recommend we stay in a reformed European Union then, yes, at that point Ministers, who, as I have said, have long-standing views and want to campaign in another direction, will be able to do that. The Government will still have a position. This is not a free-for-all. It will be a clear Government position from which Ministers can depart. Yes, as I have said, they should not suffer disadvantage because they want to take that view.

Commons ChamberIndeed. The Freedom of Information Act has brought to light many things that it is in the public interest to have in the public domain. I have no doubt that my hon. Friend’s Committee will scrutinise the proposals very carefully, not least to ensure that the will of Parliament is the law of the land. I look forward to working with him on that.
I did not have to use the Freedom of Information Act because I went on to the gov.uk website to find out that the excellent Mark Price, managing director of Waitrose, is now a non-executive director of the board of the Cabinet Office. May I say what a wise choice that is? What is my right hon. Friend doing to ensure that similar people are appointed to other Government Departments?
Crikey! Where to start? Mark Price is, indeed, an incredibly impressive businessman and I look forward to working with him on the Cabinet Office board. That information was published on our award-winning gov.uk website, which has had billions of hits because there is so much good information to be found there.

Commons ChamberThe hon. Lady makes an important point. There are civilian roles in the MOD that are hugely important, and she mentioned some of them. What we have done with this budget is say that we will meet the 2% of defence spending and that we have created this joint security fund that can be bid for by our intelligence services as well as our defence services. We said to the military, “Every penny you can save through efficiencies, you now know will go into extra capabilities.” That is why I can stand here today and talk about new squadrons, more members of the RAF and more people joining the Royal Navy, but all of that should be done without damaging any of the vital capabilities that civilians provide.
Of course Members of Parliament on both sides of the House have concerns about action in Syria. In that respect, we look forward to my right hon. Friend’s statement on Thursday. Does he agree that, every day we delay action in Syria, it not only lets down our allies and the Syrian people, but has the added effect of heaping confidence on, and boosting the morale of, ISIL fighters?
My hon. Friend is right that we do not want to let down our allies. We also should not allow dangerous terrorist organisations to build their strength by not intervening against them, but, to be clear, I do not wish to bounce the House into a decision. That is why I was very deliberate last week when I spoke about replying to the Foreign Affairs Committee, the report of which will be issued on Thursday. Members of Parliament will be able to take it away and consider it over the weekend. We can then have a full day’s debate, proper consideration and a vote. That is a proper process. I do not want anyone to feel that they are being bounced into a decision. I want this House to take the decision deliberately, but we should not take too long over it, because, as my hon. Friend says, every day that we spend is a day that we are not getting to grips with the ISIL menace.
My door is always open to the Leader of the Opposition. He is a Privy Counsellor and is able to get Privy Council briefings on any subject he likes, and I have said from the moment that he was elected leader of the Labour party that if he wants to have a briefing by or a conversation with me, I will always make myself available.
We are extraordinarily grateful to the hon. Member for Lichfield (Michael Fabricant) for his chunter from a sedentary position.
