Commons ChamberMay I tell my hon. Friend that I had a meeting with commercial property people on Monday? They were telling me that the electrification of the rail line to Swansea is having no effect whatever on investment. What is having an effect is the lowering of tolls on the Severn crossing.
Exactly. We should be talking up the benefits of the investment that is happening in our rail infrastructure to bring about growth for cities such as Swansea. It is disappointing to hear negative comments when we really should be pushing the opportunities that exist for the city.

Commons ChamberWe actually have more nurses working on wards in the NHS now than we did in 2010. The British people were given a vote by this Parliament on membership of the European Union, and we are delivering on their decision.
The Prime Minister has consistently said that she wants a unique Brexit trade deal for Britain, and she has said again today that Canada and Norway are not the models for us. Is she aware that Angela Merkel has pointed out that Norway has a population of only 4 million, and Canada has a population of only 36 million and trades with the United States? Is the Prime Minister as pleased as I am that Angela Merkel has been able to form a Government, and does she agree that Angela Merkel, being the pragmatic lady she is, will have considerable influence on the European Union in securing a good deal for the United Kingdom?
I was pleased to speak to Chancellor Merkel yesterday to congratulate her on the formation of her Government. I look forward to the negotiations we will be having with Germany and the other members of the European Union. She and others have all been clear that, as we look to the future relationship, we must recognise that the models that already exist do not meet the requirements of the United Kingdom.

Commons ChamberWe will take that opportunity, and others, to raise all those issues in the sessions with civil society and in the bilateral conversations that will take place throughout that week and in the run-up to it. We have set a standard, and we can encourage people to follow. Through DFID’s work, and through the incentives that we can provide, we can also provide other reasons for countries to do the right thing.
My right hon. Friend is right to identify those countries that criminalise people who are gay, but what about those countries that tolerate prejudice against gay people? What can we do in those cases?
There are several things that we can do to address those issues, one of which is to strengthen the voice of those organisations that highlight abuse and discrimination. The UK Aid Connect programme will do that. It will provide funding to civil society groups to help us to understand what is happening in particular locations and what is needed to address the issues.

Commons ChamberThe hon. Lady has raised an important point. As I have said, the Public Services (Social Value) Act 2012 enables procurers to take those wider factors into account. We are also encouraging the adoption of a so-called balanced scorecard approach whereby, in the process of procurement, we consider those wider factors. We have rolled that out for all contracts worth more than £10 million, and have extended it to the Crown Commercial Service framework for facilities management.
What additional flexibility in public procurement will be yielded by Brexit?
One of the advantages of Brexit is that it will provide a wide range of opportunities to tailor our procurement rules to the needs of this country. Once we have left Europe, we will be considering exactly those measures.

That the Committee has considered the draft Representation of the People (Scotland) (Amendment) Regulations 2018.
It is a pleasure to serve under your chairmanship, Ms McDonagh, and to continue to serve alongside any hon. Members who are joining me for this marathon consideration of three statutory instruments in one day.
The purpose of the regulations is to make registering to vote anonymously for UK parliamentary elections in Scotland more accessible for those who need it most. They will also strengthen the integrity of the electoral register, and improve the registration system for electors. To give a little context, the draft regulations amend the Representation of the People (Scotland) Regulations 2001. The changes will cover the parliamentary electoral registers. As local government electoral registers are a devolved matter in Scotland, the Scottish Government are proposing similar changes in the Scottish Parliament. It is important that the changes are applied UK-wide, and similar legislation for England and Wales and Northern Ireland has been, and will be, debated and considered in Committee today.
Yesterday marked 100 years since legislation was passed to give some women the right to vote in the UK. That was the first step to the equal franchise in the UK, but the journey to maximise electoral registration continues.
This may be completely irrelevant, but you will be the judge of that, Ms McDonagh. Does the Minister know that the Americans gave such emancipation some two and half years after Britain? I thought that the Committee should note that.
As Chair, I will be generous and broad in my interpretation of what is in the scope of the legislation.
I just want to say that in my speech and notes it definitely states that I agree with removing deceased people. My point was about putting more people on the register. I would like to put that on the record.
I was confident that was the case. I am confident that the Committee is in full agreement that we want EROs to maintain an accurate and complete register. To explain those terms, the second, completeness, is what the hon. Lady is talking about. All those who are eligible to register are registered. That is the other of the twin aims of electoral registration.
I am delighted to report that accuracy and completeness are both at high levels—higher than when I previously held this role. We have seen those go up since introducing individual registration. I also point the hon. Lady to a document published just before Christmas by my predecessor about further democratic engagement and the ways in which we can ensure that those who belong to groups that might traditionally have been under-registered, such as some disabled people who, for various reasons, might have found it difficult to tackle the registration system, are able to take part.
We are setting out ways to welcome everybody who is eligible to register on to the registration system, which is very important. In that spirit, I return to the measures before us, which are about accuracy and completeness. Overall, it is about a sense of justice that those who have faced abuse should not lose their right to vote and we are making it easier for them to register.

Commons ChamberWe need to speed up a bit, because we have a lot of questions to get through. What we need now is pithy questions without excessively demonstrative behaviour.
Superfast broadband is now available to more than 19 out of 20 UK homes and businesses, including 95% of premises in Wales. That underlines the progress made in recent years thanks to our investment of £69 million in Wales, plus an additional £56 million gainshare to be reinvested.
That investment is working. In Gwynedd, for example, it was previously only possible to get a download speed of 0.9 megabits per second. In Merionethshire, Openreach has now given fibre to the home that delivers at least 75 megabits per second. That is great, but what can the Government do to provide a legal obligation for everyone to have a right to broadband?
My hon. Friend is quite right to highlight the importance of good connectivity through broadband, particularly in our rural areas, if we are to maximise the economic benefits. We have decided that regulation is the best way to ensure that everyone in the UK has a decent broadband connection. A regulatory universal service obligation will give everyone in the UK access to speeds of at least 10 megabits per second by 2020.

Commons ChamberIf any hon. Member of this House has individual cases, I would be very happy to look at them. A huge amount of effort is going into not just trying to reunite families but enabling people who have fled for their lives to identify who they are—many of them have lost documents. A very good, methodical programme is doing that, but I would be happy to discuss any cases that hon. Members have.
In relation to the work undertaken by the Department to combat modern slavery, will the Secretary of State take this opportunity to praise our former colleagues Anthony Steen and Sir John Randall for the work they have done?
I am very happy to do that. They have made a huge contribution to an agenda that is one of our Prime Minister’s priorities. We are stepping up our efforts to ask other nations to lean in and follow suit.

Commons ChamberThe responsibility of the Cabinet Office lies in reimbursing local authority returning officers for the costs incurred in the administration of national elections. The responsibility lies with local authorities for the costs arising out of local elections. Local authority resources will be more than £200 billion over the current spending review period, including real-terms increases for both 2018-19 and 2019-20.
May I be the first Member also from the 1992 intake to offer my right hon. Friend congratulations on his latest appointment? Is he aware of the landmark ruling of the Supreme Court of the United States, which has said that the boundary changes in North Carolina are unconstitutional and gerrymandering? Will he join me in praising the work of the boundary commissions—despite their appalling recommendations for Lichfield—for at least being transparent, quasi-judicial and non-partisan?
It has always been an accepted strength of our constitutional arrangements that we have a parliamentary boundary commission for each part of the United Kingdom that is wholly independent of party politics and party influence. I hope, therefore, that all parties in this House will rally behind the recommendations of the parliamentary boundary commissions.

Commons ChamberThe Prime Minister has given that clarity. She was at this very Dispatch Box only earlier this week saying that we need not speak in terms of hard or soft Brexit. What we are out to do is to get the best possible deal for all parts of the United Kingdom.
Is it not the case that there already are different tariffs, for example, on petrol and diesel, and yet there is an open border? Surely the best way to ensure that there is an open border is to have a comprehensive free trade agreement with the rest of the European Union.
Quite right. My hon. Friend is correct on two counts. The first is that, of course, there is already co-operation across the border. He mentions the way that we need to be able to deal with fuel, for example, on the two sides of the border. He is also absolutely correct that what we want is a free trade agreement—a comprehensive deal—which is laid out in the agreement that the Prime Minister brought back from Brussels. That is the work ahead.

Commons ChamberThe right hon. Gentleman and a number of others keep talking about membership of the single market and the customs union. The point is that the European Union has made it very clear that the four pillars are indivisible. We are leaving the European Union, and therefore we will be leaving the European single market and the European customs union. What we will negotiate is a separate trade deal, which we want to be as tariff-free and frictionless as possible.
Constituents of mine who have parents and grandparents living in the European Union are very concerned by comments made by the Labour party, which wanted to conclude an early deal that would rightly protect Europeans living in the United Kingdom, but would sell down the river those British citizens who live in Europe. Does my right hon. Friend agree that the primary role of the Prime Minister is to defend the interests of British citizens? Will she explain in a tiny bit more detail precisely what the protections will be for British people living in Europe after Brexit?
My hon. Friend is absolutely right. It is important that not only I, as Prime Minister, but this Government give priority to UK citizens and ensure that they are not left behind. That is why we wanted to make sure that the agreement on citizens’ rights was reciprocal, as it indeed is. UK citizens will enjoy the rights they have on issues such as benefits payments and access to healthcare. All these issues have been addressed in this first phase of the negotiations and are reflected in the joint progress report that we have set out. What is important is that both EU citizens living here and UK citizens living in the EU27 will be protected.
