I do not know; the House of Commons Commission will consider that. I interpret the hon. Gentleman’s question as showing concern that we should always be aware of the costs of putting recommendations into place, and he is entirely correct. Often, reports come forward with recommendations, and off we go saying that we should accept everything exactly as it is presented; further down the line, we decide that it was rather bureaucratic and expensive. In making sure that the recommendations of the report are bedded in correctly, we should have such issues at the forefront of our minds.

No one would expect non-recent cases to be dealt with immediately; it is obvious that they will take time to look into. Why cannot the Leader of the House enable cases to be brought forward now, while the recruitment process is going on? Clearly, during the summer period people might have more time to gather the necessary information to submit a claim.

The message from the Dispatch Box this afternoon is that we expect these measures to be introduced by October. Therefore, the message to anybody who is minded to come forward is that there is now time to prepare prior to October, when we hope that the independent assessors, who will handle that work, will be in place. I think that I can at least signal that that is our anticipation, and hope that that in itself is helpful.

The right hon. and learned Lady will know that the arts and culture in this country are at the heart not just of making this a great place to live, but of the growth strategy. That is the work that our Department is doing. It is important to show that arts and culture are not just on the periphery, but at the heart of making this a great country. I am glad she has decided to show an interest in this area—I welcome that. I hope she will underline the importance of sending messages to local authorities such as those in Newcastle that the arts are important.

T4. Will my hon. Friend join me in congratulating Devon and Somerset county councils on recently signing a new contract for superfast broadband? I urge him to bring forward any announcements about future and remaining available funding so that momentum is maintained.

My hon. Friend is right. We have put in place a package of measures, including flexible working, that will make all the difference. I should also remind her that we have doubled the number of two-year-olds getting free nursery care, and some 80,000 more families will be able to get child care support under universal credit.

3. What progress he has made on support packages for Remploy workers in stage one factories.

We will have a full and intensive package of support available for any employee affected by the Government’s announcement to accept the Sayce review recommendations. Remploy is currently within its 90-day consultation period, and once that has ended we will provide final and detailed information about the support disabled people will be given to move into mainstream employment.

Like my hon. Friend, I believe it is far better for disabled people to have the opportunity to work in mainstream employment than in segregated factories. However, will she outline the reforms she is making to the access to work programme to make sure that, in this case, some of the most vulnerable people in our society are able to get back into work quickly?

My hon. Friend is right to suggest that we feel that access to work is the measure that will, when expanded, do most to help disabled people into work, and we will be working with disabled people to ensure we get the measures right. We have already been able to announce an extra £15 million to support access to work over the spending period, thereby helping some 8,000 more disabled people into work.
