Commons ChamberThere is a range of factors. Beer duty is certainly part of it, but business rates are a massive factor in the pressures affecting our pubs. For these pubs to flourish, to remain the beating heart of our communities, and to continue to compete as businesses, they need the investment that comes, and is only possible, if the tax burden is kept at a sensible level.
I really cannot—I ought to have finished by now.
The three duty cuts and two beer tax freezes that we have seen under successive Conservative Chancellors have secured thousands of pub jobs and hundreds of pubs. They have boosted confidence in our brewing and pub businesses, which have continued to invest in the sector. They have increased beer sales, boosting the Treasury’s total tax take from beer. This is a win-win situation, and I encourage the Minister and the Chancellor to win even more by giving us a fair deal on beer taxes. I ask the Minister to encourage the Chancellor to go further. Hard-pressed UK beer drinkers still pay 40% of all Europe’s beer duty despite drinking only 12% of the beer consumed. One could argue that 12% is possibly not yet enough. Crucially, seven in 10 alcoholic drinks sold in pubs are beer. By helping British beer, we are helping British manufacturing and also helping our community pubs. We have to address business rates. We need fundamental reform. The relief announced in the Budget last autumn was enormously helpful, with about 80% of pubs benefiting, but they are still hugely overtaxed. Despite only making up about 0.5% of total business turnover, our pubs represent nearly 3% of all business rate payments.
Beer and pubs are a great British success story. We can help them to prosper and to succeed if we can spare industry and consumers from the burden of high beer duty and unfair business rates, and use our duty framework to support our community pubs. I thank the Backbench Business Committee for finding the time for this debate, thank Members for supporting it, and look forward to the Minister’s response.
I will touch on taxation in a moment.
I want to talk about the role of pubs in British culture and society, because they are a core part of who we are. People enjoy coming to the UK for tourism—an issue that we need to discuss even more as we head towards Brexit—and there is nothing more English or British than holding a pint. Tonight at the Sentinel business awards, which I cannot attend because of the debates in the House, everyone will toast their awards with a pint of local beer, because it is part of our community and our culture.
I am afraid that I have run out of time for interventions.
As my hon. Friend the Member for Sheffield, Heeley (Louise Haigh) said, there are some stark figures about the impact of taxation on the sector that we need to acknowledge. Amazon UK paid £4.5 million in corporation tax last year. Black Sheep brewery, chaired by the wonderful Andy Slee, a Stoke-on-Trent constituent, paid £8 million in beer duty. Amazon UK has a turnover of £1.98 billion. Black Sheep brewery has a turnover of £19 million. Minister, there is an issue here. In 2016, eBay UK paid £1.6 million in corporation tax. Titanic brewery paid 25% of its turnover to HMRC—£2 million.
On the disparity in business rates, following the rate revaluation last year, Titanic brewery pubs’ rateable value went up by 20% across Staffordshire. The Amazon warehouse in Stoke-on-Trent fell by 10% in rateable value. There is a disparity, and it is simply not fair for online and offline businesses. Breweries and pubs cannot move off the high street, nor would we want them to.
Small business rate relief has been touched on, but I am going to run out of time. All I can ask the Minister at this point is to look at the requests made by the Society of Independent Brewers about the impact of the changes. We are at a cliff edge, and unless this is smoothed out, investment to enable smaller brewers to reach the next level will stop. I reiterate my invitation to the Minister earlier this year to come and have a pint with me at Titanic brewery at his earliest convenience.
As you know, Mr Deputy Speaker, I live next door to a pub; there cannot be much more commitment than that. At times, I feel that I should pay my council tax for the pub rather than the house I live in. I celebrated my 50th birthday in that pub, and I welcomed you and your wife Catherine to the pub. Only a few weeks ago I was at the superb Caledonian brewery in Edinburgh and sunk a few of its pints while celebrating Wales on their march to the grand slam.
It is great to have a debate in this place where we are all coming together, rather than knocking six bells out of one another. The pub is such an important focal point for people. I live in a rural village, and it is great when people can get together. Pubs do so much to raise funds for numerous charities, and they are a place for sporting groups—whether it is darts teams or football teams—to come together.
I am grateful to my hon. Friend for giving way and to him and his colleagues for securing this debate about beer taxation and pubs. The wider aspect of this is pubs as a community hub. It is Mother’s Day on Sunday. Our pubs will be full of people celebrating, dining and drinking and having a great time. Does he agree that the loss of these pubs would be a real detriment to our society?
Absolutely. I hope that many people will be taking their mums out to pubs in their communities to thank them for being their mums; we do not need any other excuse than that. We hardly pass a pub these days that does not have a board outside informing people that Mother’s Day is coming up and they should book early to avoid disappointment. There are so many occasions when one can go to a pub and celebrate. In fact, any day with a “y” in it will do, as far as I am concerned.
Pubs bring people together. The best way to see that is to go to a village where the only pub has closed. It tears the heart out of that village. I know the pressures that pubs are facing, whether due to business rates, which are crippling some small pubs, environmental standards—it is right that they have to meet those—or investment in new fridges.
Pubs generate a lot of economic activity, and not just through the sale of beer, which is a fantastic product. They provide jobs in rural areas where jobs can be scarce. In particular, they provide badly needed extra income for younger people who are perhaps at college and can be flexible with their time.

Commons ChamberIt is a pleasure to follow the hon. Member for Bethnal Green and Bow (Rushanara Ali). I join her in praising the valuable contribution that charities and volunteers make to our local communities.
Modern lifestyles mean that we often do not interact with our closest neighbours as much as we used to. Some people may not even know the name of their elderly neighbours, who are perhaps alone and vulnerable to doorstep crime, such as rogue traders and scams. Although there is no substitute for personal contact with our neighbours, our busy lives sometimes make that difficult so we should look at other ways to keep people connected. Technology in the charitable sector can empower volunteers and enable people to address crime in their community.
In my constituency, people want to see more officers on the beat, and I welcome the Government funding to address that. However, the residents I speak to also highlight the lack of community awareness and cohesion. If we are truly to tackle that and address vulnerability and crime, people need to know how to get to know their neighbours and work with the police and their local authorities.
As part of the coalition Government’s localism agenda, Baroness Helen Newlove was appointed Government champion for active, safer communities. In 2011, she published a report that argued that there is a public appetite for greater involvement with neighbourhood watch and other activities. It said:
“Being actively involved in your community and helping to keep it safe needs to become the norm rather than the exception.”
The Neighbourhood and Home Watch Network has been successful in connecting people. There are 170,000 neighbourhood watch schemes across England and Wales, supported by 173,000 dedicated volunteer co-ordinators, covering 3.8 million member households. It is the UK’s largest voluntary crime prevention movement. Every week, tens of thousands of residents and volunteers share information to keep themselves and their communities safe from crime.
In my borough of Stockport, the neighbourhood watch association is helping the Greater Manchester police’s economic crime unit to tackle scams by providing free training sessions to make residents scam-aware. The borough of Stockport has the highest percentage of residents aged over 65 in Greater Manchester and the highest number of recorded scams in the region. I hosted a similar scam smart event last autumn, which brought together Greater Manchester police and charities such as Age UK and Citizens Advice. Although it was distressing to share stories of criminal fraud, there was a real appetite among the attendees to learn how best to protect themselves. By harnessing technology we can encourage active community engagement, which will have the knock-on effect of helping to address urban crime and strengthen local bonds.
People really are starting to get connected; social media and mobile phone apps have been adopted by some neighbourhoods to distribute and discuss information in an informal way. Sharing information in this way can make people feel that they are part of a wider network, working together to keep their community safe. Mobile phone apps also generate a sense of community, through feelings of collective safety and information sharing. Indeed, some Cheadle residents having been organising and engaging in neighbourhood groups for some time. The challenge is in connecting such groups with local police forums in order that there can be an exchange of information, but it can be overcome. A national roll-out of a neighbourhood watch app could be an invaluable tool in joining up volunteers spread across different force areas. If successful, it would enable charities and volunteers, working together with residents, police and local authorities, to make a real difference to the wellbeing of the community.
That is why I welcome my right hon. and learned Friend the Secretary of State’s commitment to establish the charity digital skills partnership, to help charities build their digital skills. That fund is investing up to £1 million in upskilling civil society leaders so they are able to embed digital into their organisations. I hope that money will also filter down into organisations such as Neighbourhood Watch. It is essential that those working in the charity sector are equipped with the skills they need to fully embrace the potential of new technologies and empower communities. This debate has enabled us to show our appreciation for the tireless work of volunteers and the third sector, and I look forward to the advancement of new technologies in the charitable sector, too.

One of the issues that has affected people in my constituency—they are really concerned—is the fact that they expected this to be dealt with. They trusted the Government to do so, and they are very suspicious and cynical about the delay. We need reassurances that the Government truly understand the impact that this is having on people’s lives.
Clearly there is a debt of honour, and we need to make sure the people who have been victims are properly compensated.

The FCA is an independent, non-governmental body, so I am sure my hon. Friend the Member for Aberconwy will agree that for me to interfere in its investigations in any way would not be appropriate.
My hon. Friend raised the question of whether the Financial Ombudsman Service has indicated a pre-determination to find against independent financial advisers, regardless of the allegations of fraudulent behaviour within the fund. It is important to note that like the FCA, the Financial Ombudsman Service is an independent, non-governmental body. It provides an independent dispute resolution service for consumers with individual complaints against financial services companies. In view of this independence, it would not be appropriate for the Government to comment or intervene in the Financial Ombudsman Service’s work on complaints against advisers who sold the Connaught Income Fund.
However, although I cannot provide comment on these details of these investigations, I am assured that the FCA has put considerable resources, time and effort into trying to achieve a good outcome for the investors affected by the failure of the fund, and that it continues to act in the best interests of the investors.
I shall give way to the hon. Member for East Renfrewshire (Kirsten Oswald) first.
I am sure my hon. Friend would not want me to interfere in a number of different FCA matters, but I am quite sure that the FCA will have seen the strength of feeling in the Chamber this evening.
I have one minute left so I will take a quick intervention.
I am grateful to my hon. Friend. Does she agree that at the heart of this are many elderly people who have done the right thing all their lives, saved for their retirement and gone, like my constituents, to an IFA, and now it is time for the FCA to do the right thing for them?
There clearly is a lot to investigate in this case. As I said, the FCA is doing its utmost to secure the best possible outcome for investors.
I would like to reassure hon. Members about the steps that have been taken to ensure that this situation does not occur again. The FCA has brought in new rules banning the promotion of unregulated collective investment schemes to ordinary retail investors. Independent financial advisers should not be selling unregulated investment schemes to retail investors. The circumstances in which unregulated schemes can be promoted to consumers are generally restricted to certain types of qualifying investors, such as those who have a high level of understanding about investments, or high net worth individuals, for whom those products are likely to be more suitable. That is an important step to take in ensuring that such a situation does not occur in the future.
I thank my hon. Friend the Member for Aberconwy once again for raising these important issues. His all-party group plays an incredibly important role in the parliamentary scrutiny of what the FCA is investigating, and I hope we can move forward and secure redress for his constituents and others.

Commons ChamberI really will not take any lectures on letting the country down in terms of economic management. The people who suffer the most when the banks fail, the regulatory system fails and the economy fails are the very poorest in our society. It is outrageous for the hon. Gentleman to suggest that the economic recovery, the clear turnaround in this portfolio of legacy assets and clearing up the mess that his party left behind is anything other than progress.
It is right for the shadow Chancellor to say that the taxpayers want their money back. It is also right, and I hope my hon. Friend agrees, that people should listen to the Governor of the Bank of England when he warns that delaying the sale of our stake in RBS would lead to a considerable net cost for the taxpayer.
I welcome my hon. Friend to her place. I agree with her. She points out an important passage in the letter from the Governor of the Bank of England. He believes, for all sorts of reasons from where he sits as our overarching economic regulator, that it is important that we come to this decision point and staging post. I also emphasise that this process will take some time. It is not something that will happen today, tomorrow or the next day. The process of clearing up the mess left behind by the previous Government is a lengthy one.
