Commons ChamberThere are rules that specify how the safeguarded land will be returned. Those who sold their property will be offered it back at the current market value. We expect those matters to take place towards the summer. With regard to the hon. Member’s allegations, I will discuss them further with him so that I am fully furnished of the case.
Last year, my constituent was having a drink with his son, having attended a Manchester City match, when his son was glassed in the face in an unprovoked attack. The assault took place in a pub outside Manchester Piccadilly within the jurisdiction of British Transport police. Since then, despite CCTV capturing a clear image of the suspect, no arrests have been made. My constituent feels disappointed that the transport police have not got justice for his son, who suffered life- changing injuries. Will my right hon. Friend meet me to discuss this distressing case and, more widely, to consider the remit and resourcing of British Transport police?
I am sorry to hear about that incident; it must have been incredibly distressing for my hon. Friend’s constituent. I will raise that case specifically with British Transport police, and I would be pleased to meet my hon. Friend to discuss it further.

Commons ChamberOld Oak Common itself will deliver regeneration of 1,600 acres of London, delivering more than 40,000 homes and supporting 65,000 jobs in outer London. The Government will continue to update the House if anything else changes with HS2.
In order to unlock economic growth and power up northern productivity, our region must have improved connectivity, both to our capital and through a Northern Powerhouse Rail connecting our cities across the North. Our country will only be truly levelled up with our connected northern region reaching its full potential. Uncertainty around phase 2 is unhelpful. I urge my hon. Friend to consider the importance of northern infrastructure commitments to businesses across the region.
As a northerner myself, I certainly take note of my hon. Friend’s comments and I am sure they will have been heard across Government as we reflect on the future.

As I have already said, we are clear that the six-month extension is to give Avanti the final opportunity to implement the improvement plans that it has put in place, which we are starting to see the benefits of—we are starting to see drivers coming through—and that will then allow us to take a final decision in the early part of next year about what happens. Alongside all that, we are already doing the relevant preparations in the OLR.
The Avanti service between Stockport and London Euston is unacceptable and has been for some time. I am grateful to the Minister for his words on this, but cancellations and the inability to book a return ticket mean that people are not travelling on the train; they are choosing to get in the car instead. Will the Minister take to Avanti the clear message that it must improve and improve quickly or its contract will be in jeopardy?
My hon. Friend puts her points very well. We have been clear that improvements need to be made for this contract to continue beyond April.

Commons ChamberI am grateful to my hon. Friend for his intervention. Obviously, a huge amounts of engagement has gone on, and in deciding on the location, extensive optioneering work has also considered connectivity, engineering and environmental matters as well as cost issues. The Manchester airport station is located as close to the airport as possible, given all of those competing factors.
I welcome the airport connectivity, which is brilliant not only for our domestic rail travel but for those connections that we need with the airport. Would my hon. Friend agree that it is also crucial because we want to welcome investment into the north? What effect does she think this new airport link will have on that?

General CommitteesI applaud those employers, but let me examine what the hon. Gentleman is suggesting. Let us say that someone lives in Stanley in my constituency, in a terraced street in Craghead, and they work at the local Asda supermarket, for example. Certainly they could drive their car there, but will all employers be queuing up to provide charging points? A lot of charging points would have to be developed. Actually, only certain people will be able to access such provision. Some enlightened employers may well provide charging points, but we need to think about the individuals I am talking about, because there is going to be a poverty trap for some of these individuals, who will not have the choice to go for cheap tariffs or deals on their electricity accounts, because they will not physically be able ever to put in a charging point at home. That needs to be thought about.
Another issue is that local authorities and car parks are putting charging points in car parks, but some of them have cut-off times when those car parks are closed, for perfectly good reasons, so they will not be open to constituents who do not have access to charging points at home. That will be a particular issue, I think, in rural communities.
The right hon. Gentleman is developing a really important point. Has he considered the possibility for the future of people using community charging points? In exactly the same area that he describes in his constituency, a member of the community might be able to rent out their own charging point to enable those who cannot put one on their own property to use that community one.
Order. Before we continue, I point out that we are getting a little wide of the motion, which is about the actual make-up of the points, which involves smart functionality and the specified cyber-security requirements. I have let this debate go on for a few minutes, but perhaps we could get back to the main point in just a moment.

We are always, front and centre, most concerned about road safety; the hon. Lady is absolutely right to point that out. Fortunately we have a very large cohort of drivers who can already pull longer trailers— 16 million of them, in fact—so we are able to study the safety data, and have done so. On some of the other changes that she, and the hon. Member for Oldham West and Royton (Jim McMahon), referred to, testing is not being removed, as has been advertised; the test is being moved to a different point with the training organisations, which are very good and responsible organisations. Of course we will monitor this very carefully. Drivers’ hours are more flexible but they are still very restricted under the relaxations that we have provided, and they have to be notified as well. So yes, we keep a very close eye on these things.
I am grateful to my right hon. Friend for setting out the measures that he is already taking to tackle this really important issue. Will he also consider other issues that are preventing people from going into the industry and deterring people from staying in it? One of those is safe and quality facilities when they need to stop, because these rest stops are really important. To get people to go into the industry, they need to have the security and the safety for themselves and for their load in having the right places to stop.
My hon. Friend is absolutely right about this. I think the whole House will recognise that the quality of stop facilities has not been anywhere near where it needs to be. That is one of the reasons the industry has struggled systemically for so long with the lack of drivers. We have already mentioned the statistics, and it is not a surprise that we do not get more women and more people from different backgrounds into the sector. We must sort that out. Again, I am grateful to colleagues across Government, including in the Ministry of Housing, Communities and Local Government, in terms of planning, for their help and assistance. We are going to have a better-paid, better-quality job where people come into this with the right skills and for the long term.

Commons ChamberBuilding on the £29 billion invested in northern transport since 2010, this Government are delivering improved connectivity to level up the north.
The Government remain absolutely committed to Northern Powerhouse Rail and, as ever, my hon. Friend makes a powerful case for Warrington. As he knows, decisions on the routes for NPR and consideration of the Golborne spur are matters for the integrated rail plan, so he will have to be patient just a little bit longer, but I can assure him that his representations have been heard.
Connectivity is key to levelling up northern communities, so I welcome the Government’s commitment to reversing Beeching cuts and restoring rail connections to towns across the region, including through the towns funding for a new railway station in Cheadle town centre. Delivering that connectivity is about timetabling and joined-up services, as well as the rail infrastructure itself. What is the Minister doing to work with Transport for Greater Manchester and other stakeholders to ensure that an integrated service is delivered and provides the regular connections that Cheadle and other communities in the region need?
Through the Manchester recovery taskforce, of which Transport for Greater Manchester is a member, we are working with organisations across the rail industry to develop the service and infrastructure options that will address the congestion and reliability issues across Greater Manchester and, I hope, improve the experience of all rail passengers across the region.
I join my hon. Friend in paying tribute to hauliers such as Stewart, who have literally kept the country moving over the past 18 months. My Department will continue the work started last year to engage with stakeholders, including the freight associations, to encourage the development of more safe, secure and high-quality lorry parking.

Commons ChamberI am grateful for the hon. Gentleman’s tacit support for this; he is right about what we want to do and where we want to go with it. As I mentioned earlier, I spoke to the Manchester Mayor yesterday about the way that GM Rail can help to integrate all these services. Needless to say, since that 2019 speech we have all been tackling covid, and I think it is fair to say that GM Rail would not necessarily be immediately in a position where it would want to take over these routes, all of which are under enormous financial stress and are being rescued by the Chancellor’s £12 billion. It is our intention to press on with the agenda of making sure that people can take one form of transport to another—in the case of Manchester, on trams, buses and trains.
Integrated public transport will be crucial to the north’s post-covid recovery and the levelling-up agenda. It should be as easy for my constituents to travel around Greater Manchester as it is to travel around Greater London. As we have heard, transport powers are devolved to the Mayor of Greater Manchester, and a number of other organisations are involved in the region’s transport infrastructure, from the operators to Network Rail to Transport for the North. How will my right hon. Friend ensure that existing transport proposals for Greater Manchester and the north are consolidated into this ambitious plan for our railways?
That is an excellent question. My hon. Friend is absolutely right; when she reads out the list of different organisations involved, each of which has its own plans and ambitions, hon. Members can quickly understand why we need this national body bringing everybody together. It will be an effective way of picking up on the ambitions of those organisations and, more importantly, her constituents—the passengers who use those services. She has brilliantly echoed the point of several other Members in saying, “Actually, if it was London, it would already be integrated.” That is where the Government want to get to, and today’s announcement is one small step on that path.

Commons ChamberI thank the hon. Gentleman. I am not familiar with that situation, so I am grateful to him for bringing it to my attention, and I assure him that I will look into it this afternoon. On the wider point, he is right to say that right now people are being told to stay at home and avoid travelling. We must do a lot of work to encourage people back on to our public transport—it is important we do that—and as I have hinted to others, he will not have to wait long for a national bus strategy, which I hope will answer all his questions.
The Department is considering my hon. Friend’s ideas fund bid for the East Didsbury to Stockport Metrolink line. We are working closely with the Ministry of Housing, Communities and Local Government as part of the assessment process, and I am sure my hon. Friend the rail Minister would be delighted to meet my hon. Friend.

General CommitteesI will. Forgive me, Mr Howarth, but I sometimes get to the point where I need to vent my frustration at the nonsense that goes on in this place.
Let us pass this legislation so we continue to have some standards on the emissions of vehicles and some control over the quality of motor vehicles, for a while at least, until some maverick Minister decides to remove them all. To cut to the chase, this is rushed legislation with no impact assessment and, like so much of what we are doing, it is needed only because of the chaos caused by the mad dash to Brexit.
There is no impact assessment, because the Department reckons that one is not needed, but the Transport Secretary’s track record does not instil confidence in that judgment. Without a proper policy trail or proper thought about what we are doing, we are asked to nod this legislation through. Proceedings in this place are descending into full-blown farce, so the SNP will abstain on the two statutory instruments.
