Commons ChamberI ask the hon. Gentleman to engage with the change that is universal credit. People were left to languish on previous legacy benefits, and were not helped into work at all. We now have a system where the money is focused on trying to help people into work. That is why we have seen the changes with the work allowance, and why we have seen additional support from the Chancellor. It is a different system from that point of view.
I am grateful to the Minister for that answer. Will he say what support he is giving to people in my constituency to help them back into work?
I thank my hon. Friend and her parliamentary office for engaging with their local jobcentre in Stockport. I know that she has visited it and seen the one-to-one support provided. She asked for a specific example; in the past week, Stockport jobcentre has been working with claimants to prepare them for a sector-based work academy opportunity with the NHS, which will lead to 20 guaranteed interviews.

Gentleman’s approach to this, but I must remind him of the terrible financial inheritance that we took on, which required belt-tightening, from which we are now getting some of the benefit. I also point out to him that now wages are rising faster than inflation, this is a significant change for people in receipt of it.
A constituent of mine, who suffers from paranoid schizophrenia, works part time in a catering assistant role, which she began as a volunteer. However, last April, she was informed that the entire year of ESA would be reclaimed due to a mistake in the reporting of her hours and salary. Does my right hon. Friend agree that claimants can often be vulnerable to errors, and would she agree to meet me to discuss this very difficult case?
Of course, I will meet my hon. Friend to ensure that the right decisions have been made, but I would point out that she has drawn attention to one of the benefits of universal credit: a monthly assessment allows a much more accurate payment to be made to individual applicants.

Commons ChamberI thank the hon. Lady for bringing up those specific cases, and of course I would be happy to meet her to look into them. Actually, of all the millions of people who have been assessed for PIP, only 9% have appealed those decisions, and 4% have been upheld, mostly because at that point, more medical information is brought forward. One person’s mistake is one too many, and that is why we are constantly improving the process.
Given that people with autism can become particularly distressed and anxious at the prospect of a face-to-face assessment, what more can be done to support those people and perhaps conduct the assessment without the face-to-face interview?
I thank my hon. Friend for her question. It is important that we put people at the centre of our processes and make sure that they work for everyone, irrespective of their impairments, and that is what we seek to do.

When I answered the right hon. Gentleman’s questions, I said that the National Audit Office had said that there was no practical alternative to continuing with universal credit—that was how I answered. I will pay the right hon. Gentleman a compliment. It was due to his persistence that after I left the House I went back and said, “I’ve used these words.” I know that this is about the impact, and I know that what I said was substantially correct, but I wanted to double check. So I double checked whether I had used the wrong words, and it was after that that I made the apology, because my interpretation, although it was right, was not based on the exact words. That is what I came to apologise for. However, I stand by the fact that the impact of our changes could not have been felt and, as the NAO said, there is no practical alternative but to continue through and the slowness with which this has gone is regrettable.
When I visited Stockport jobcentre and met its work coaches, I found an enthusiastic group of people who are keen to make a difference to people’s lives. Will the Secretary of State join me in congratulating them and all jobcentre workers across the country who are so enthusiastic about transforming lives and making a difference?
Everybody wants to improve people’s lives. That is what we are all here to do, and that is what our work coaches do day in, day out. I hope that you will bear with me, Mr Speaker, if I refer to a letter I received. A lone parent wrote saying, “I was frightened to go into the jobcentre from what I had heard. Eight years ago, I was in the jobcentre, and the system did not work for me, so I was relieved and happy that I now have a job. Universal credit is working.” Since then, I have been collecting all those letters, because so many people—claimants and work coaches—are saying that this system is so much better than the one before.

Commons ChamberI can assure the hon. Lady that that is simply not the case. We have very strong protections for people with disabilities in our country, not the least of which is the Equality Act 2010. I make sure that impact assessments are done on all policies that are undertaken. I honestly ask all Opposition Members not to use this language of “a hostile environment”, as it is simply not the case and as the very people who need all of our support are put off seeking it and coming forward. I ask Opposition Members to stop saying things they know are not true.
Universal credit supports parents into work through better incentives, and through simplifying and smoothing their transition into the workplace—with UC work will always pay. Furthermore, the Government now provide more support than ever before to help parents with the costs of childcare; under UC people can now claim 85% of their costs, which compares with 70% under tax credits.
Will my hon. Friend join me in welcoming the figures from the House of Commons Library showing that since 2010 the number of children living in workless households in Greater Manchester has fallen by 7.2%? Does he agree that that is in no small part thanks to the record number of jobs created by this Government?
It will not surprise Members to know that I am more than happy to celebrate the results of that research and to thank my hon. Friend for the work she does in her constituency in promoting this, not least in being a champion for Manchester airport, where thousands of her constituents work, and where there is a strong capacity for growth and yet more jobs.

Commons ChamberObviously we take domestic violence enormously seriously at the Department, and we certainly believe that we should play our part in detecting and seeking to combat it. We will keep the position under review. As we have said, we remain open-minded on the issue of split payments. If the Scottish Government proceed with their wish to introduce them, we will note what progress is made, and will review the issue in due course
Automatic enrolment is a cross-party success story, with more than 9.6 million workers enrolled in pensions saving and more than 1.2 million employers meeting their duties. Approximately 9,000 eligible jobholders have been automatically enrolled in my hon. Friend’s constituency, with 1,600 employers meeting their duties and supporting them.
Typically, the young are a difficult demographic to encourage to save early, as retirement seems a distant milestone to them. What steps is the Minister taking to encourage more people entering the workforce to stay in their workplace schemes to ensure that they have steady incomes when they retire?
My hon. Friend is right, and younger people agree with that. When NOW: Pensions carried out research, it found that only 4% of its 22 to 29-year-old members opted out. Our “Automatic enrolment review 2017” set out our plans to make saving the norm by lowering the age of automatic enrolment from 22 to 18. When an employee pays in, the employer pays in as well, and the Government pay in the tax relief.

I have indeed got a date in the diary to be on a PIP decision-making process. I met the contractors last week. I had obviously done that when I was last in the House, but I need to be updated to see exactly what is going on. I have had meetings on this, but the hon. Gentleman is right to suggest that there is nothing quite like going through the process myself.
I am grateful to the Secretary of State for her statement. I recently visited my local jobcentre in Stockport and met the great work coaches there who are doing so much to help people back into work. Will she join me in congratulating them, and perhaps explain how this is going to help us in our quest to help a further 1 million people into work?
My hon. Friend and neighbour rightly acknowledges the work that the work coaches do in her constituency and right across the country. The aim of the Government in carrying out this transformation was to get a tailor-made benefit service, whether through PIP or universal credit, so that the work coaches know who they are dealing with and therefore how they can help and support them in the best possible ways. The Government should be proud of what they are aiming to do.

Commons ChamberI thank my hon. Friend for his question. As he knows, the Green Paper was published in February 2017, and extensive consultation and much consideration of the matters put forward has taken place thereafter. We are in the process of analysing those responses and intend to publish a White Paper in the new year.
Since 2010, more than 3 million more people have found employment. The employment rate is close to the record high, while the unemployment rate is the lowest it has been since 1975.
In addition to those almost record employment levels, 11% of people in Cheadle are self-employed. My constituent Alexandra Singer is a self-employed wheelchair user who finds that valuable opportunities to attend networking events are lost because they are not always accessible for disabled people. Does the Minister agree that to unlock the talent and energy of disabled entrepreneurs, organisers must make provision for successful businessmen and women, such as Alexandra Singer, to attend their events?
I agree with my hon. Friend on that. It is right that service providers have a duty to anticipate these things and provide adjustments, where reasonable, for disabled people. In the case of her constituent, this may include arranging events at an accessible venue. It is also worth pointing out that one in five of those taking up the new enterprise allowance, which is designed to help people set up businesses, are disabled people.

Commons ChamberThe policy to which the hon. Lady refers relates to new cases. I remind her that relative poverty is down by 100,000 children since 2010.
The Government are committed to providing free impartial guidance through Pension Wise to help people make informed and confident decisions about how they use their defined-contribution pension savings in retirement.
What further steps is the Department taking, working with other Departments, to ensure that protections are in place for those in receipt of their pensions who may be at risk of falling foul of financial scams in their retirement?
I thank my hon. Friend for that really important question. She can be reassured that a cross-Government consultation on further measures to tackle pension scams closed very recently—on 13 February —and it included a proposal to ban all cold calling in relation to pensions. We will announce our next steps once we have considered the responses we have received to the consultation, but I assure her that we will take action as soon as possible.
As my hon. Friend the Minister for Employment explained, the data are now held in a different way. They are entirely owned by the claimants, who can and should give any Member of Parliament permission to act on their behalf. With that permission, all of us can do our job, as we traditionally have, on behalf of our constituents.
May I first praise the work of the all-party group on motor neurone disease, and the work of my hon. Friend as its vice-chair? Following the announcement, we are working to develop a set of criteria to switch off reassessments for people with the most severe health conditions or disabilities. We have sought feedback from stakeholders, including many motor neurone disease organisations. They will not be about a specific list of medical conditions; they will be based on a number of other factors, in particular how conditions are impacting on people.

No, I do not agree. People knew what was coming and knew that the funds were available. There are 155,000 people on universal credit now, and I am talking about the problems that they are experiencing now. For most people, not getting paid on time will cause at least some level of difficulty. For people on universal credit, not getting paid can be a catastrophe that makes it impossible to manage everyday living and responsibilities such as heating their home, eating, or clothing their children. Increased numbers of people are in rent arrears.
In my experience, there have been other cases of people facing great hardship through the incompetence of the programme so far. Basic work with different agencies has not taken place. For example, one of my constituents was previously in receipt of jobseeker’s allowance and was subsequently moved on to universal credit. Upon going to the dentist he required treatment, which was free under the NHS. When he was filling in the usual form, he was advised to tick the box marked “income-based jobseeker’s allowance”, as there was no box for universal credit. Subsequently, he was billed and pursued by the NHS Business Services Authority and threatened with county court action for a false declaration. If that is the level of co-operation between different agencies at this stage, what hope is there for the future?
I must highlight the DWP’s use of sanctions in the case of universal credit. It has thus far been largely concentrated on those who are on jobseeker’s allowance or employment and support allowance. We have all heard of the cases of people who have had their benefits stopped, often for absurdly spurious reasons such as selling poppies or not searching hard enough for jobs on Christmas day—that is true. We have come across many tragic cases of constituents who are literally starving and unable to turn on their heating because they have no money. Sanctions are sometimes imposed for the crime of arriving only a few minutes late for a jobcentre appointment following a hospital appointment.
There is no confidence in the current sanctions regime. It is both incompetent and brutal. There needs to be a full and independent review to restore some kind of confidence in the whole system. It is therefore completely irresponsible to expand the use of sanctions under universal credit to claimants in work.
Conditionality of benefits is being trialled for some of the in-work elements of universal credit. The New Policy Institute published a report into sanctions last year, which said:
“The expansion of conditionality under Universal Credit could see a substantial increase in sanctions: if sanctioning occurred at the same rate as for JSA claimants, then the number could almost double, with an additional 600,000 sanctions.”
It is surely inconceivable that people in work could be left in such a situation because of a Government policy that is supposed to support them for doing the right thing, but that is what will happen unless the Government think again.
To say the least, there has not been a smooth transition to universal credit for people in the north-west region. I do not have enough time to outline the range of problems that we have faced as a result of being the guinea-pig region for the Secretary of State for Work and Pensions.
Does the hon. Lady not agree that behind the roll-out of universal credit is the desire to help working families, to get people back into work and to fulfil the aspirations that people have for their lives and their families, and that it would be much better for us to support that aspiration, support universal credit and iron out all the operational difficulties that she has highlighted?
Universal credit was supposed to simplify the benefits system and increase incentives to work. It has not simplified the benefits system. People have to wait longer, and very often the assessments that they receive are wrong. How does it incentivise people to work if they are subjected to cuts that they would not have been subjected to previously? We have experienced neither benefits being simplified nor incentives to work being increased.
The cuts to the work allowance will destroy the basis of the new system and any incentive or encouragement to work. The Minister said that no one would lose a penny, but now the Government are saying that people should work for three to four hours more a week—200 hours more a year—to be no better off. How does anyone find three to four hours more a week for an adviser to help them when they are in full-time employment anyway?
This change will hit the people who most need help. I urge the Government to stop, think and implement something that will work. They should think again before pursuing these devastating cuts, and, importantly, they should put transitional protection on a legal footing. Until someone’s earnings reach the universal credit work allowance scheme limit, their transitional protection should be put on a legal basis. That is what I ask for.
