We have been careful to work with the momentum in many countries in Africa. One of our biggest challenges is that tackling female genital mutilation can be seen as some kind of western agenda. It is right that we should press those countries and work with them, but we should also be prepared to work with community groups at a grass-roots level if we cannot get the political will behind us. But the hon. Lady is absolutely right to say that, in the end, political will is needed if we are going to make significant progress.

Communication on FGM and forced marriage is essential at home and abroad. In just one of my local hospitals, 50 cases of FGM were discovered last year when the women happened to go in to give birth there. Will the Secretary of State work with the Education Secretary to ensure that we are getting that communication out to the next generation, internationally and at home?

My hon. Friend is absolutely right. The most powerful thing about the girl summit last year was the young people themselves, many from our country, saying that they wanted a different future. That is why the work that we do domestically in this country is so important. Getting the girls themselves to say no is one of the best ways of eradicating FGM.

In generations to come, future Members of this House and of other Houses of Parliament and Governments will look back on the evolution of rights and equality for women and shake their heads in wonder that this was ever an issue—that we could have reached the 21st century and still be trying even partly to close the gap in some countries. The rights of women in many countries—all of which are known to those of us who take an interest in international aid—are as limited as they are non-existent, and the encouragement being given by the British and other Governments is absolutely vital.

We have often talked about India, including about the work done by my hon. Friend the Member for Stone and me and what we have seen in our travels. I have travelled five times through India—mostly as a backpacker and looking very scruffy, I hasten to add—and one is reminded of the words of Mahatma Gandhi:

“Of all the evils for which man has made himself responsible, none is so degrading, so shocking or so brutal as his abuse of the better half of humanity; the female sex.”

I could not agree more. It is still absolutely and manifestly wrong that, particularly in countries such as India, Afghanistan, Nepal, Somalia, Guatemala and in certain central American counties, women are deprived of their economic rights, as well as in a multitude of other ways.

Like my hon. Friend, I have travelled in India. I recently came back from a visit with my gurdwara to the Punjab. We went into the rural areas to visit schools and look at education, including an eye camp that the gurdwara supports. One thing that struck me was the importance of valuing women—having a fundamental respect for women and their value in society—and that has to start with education. That is why I am so glad that this Government are doing work on educating girls to get the fundamental importance of the value of women in society through to both boys and girls.

I do not know whether it is good or bad that my hon. Friend is the first female contributor to this debate, apart from your interventions, assistance and guidance, Madam Deputy Speaker. It is wonderful to welcome my hon. Friend to the debate. It is good that a group of men are talking about the fact that it is manifestly wrong that inequality should be shown towards women, but I welcome her and totally endorse her point.

My hon. Friend the Member for Gainsborough, who is no longer in his place, said there are two elements in the Bill. The second is effectively about disaster and emergency relief, and I certainly hope that the Minister will respond on that matter. None of us wants gender inequality to impede the impact of disaster and emergency relief: everybody should fully understand the Bill’s implication that no regulation should prevent an immediate effort to sort out difficulties such as those we have seen in the Philippines, Haiti and all manner of countries to which international aid has been provided.

My hon. Friend the Member for Stone will correct me if I am wrong, but for me, however, the crucial element is in clause 1(2), which states:

“Before providing development assistance under subsection (1), the Secretary of State shall have regard to the desirability of providing development assistance that is likely to contribute to reducing poverty in a way which is likely to contribute to reducing inequality between persons of different gender.”

All Members of the House—particularly, I hope, Government Members—know that the fundamental way of reducing poverty and inequality is through education. Without getting into a debate about education, which I would of course be disallowed from doing, the purpose of the reforms to the education system is to try to reduce inequality, and to promote economic and development aspiration in this country. Surely, the point about clause 1(2) is therefore that the purpose of development aid is to reduce poverty and, fundamentally, the way to do that is by providing education internationally.

My hon. Friend makes exactly the point that I was coming to. Without being too techie, estimates of the loss of growth owing to gender inequality in educational support range from 0.3% per annum in sub-Saharan Africa to 0.81% in south Asia. It is patently clear that better education and support for women provides a much greater ongoing economic impact.

There is ample evidence in all the periodicals of the economic implications of the denial of gender equality. For example, a World Bank study has found that managers could increase worker productivity by 25% to 40% where they eliminate discrimination against female workers. I have to confess that I was surprised by that change being so massive, but those are the statistics.

On any interpretation, gender inequality makes labour markets less competitive, stunts agricultural productivity and decreases expected rates of return. If all would-be entrepreneurs were able to use their talents and be given a chance, we can only imagine how massive the economic benefits would be. Whether in relation to such examples as the House of Commons or the presidents and chief executives of FTSE 100 companies, we can see how only a limited number of women are given a chance in this country—let alone in others around the world—and that must surely be addressed. We also have to be blunt in this House that in many developing countries, discriminatory laws and social norms are not only a reality, but a fundamental barrier. They stop female entrepreneurship, curb productivity and stunt economic growth. As Benjamin Franklin said:

“An investment in knowledge pays the best interest.”

Investment in female education is not only critical for the future, but, I would suggest as a former human rights lawyer, a basic human right. As we know, that right is being denied to too many women. That is not only morally abhorrent, but economically damaging. When a young girl in the developing world is educated, not only does it open doors to a career and prosperity, but it provides numerous social benefits, such as knowledge about pregnancy, child care and nutrition.

We should consider the development that there has been through the millennium development goals. As my hon. Friend the Member for Brentford and Isleworth (Mary Macleod) made clear, it is fantastic that we are taking such a proactive step in this Bill.

To elaborate on an earlier point, microfinance can help with education. MicroLoan Foundation, a charity based in Chiswick in my constituency, supports women in setting up businesses in Africa. Its website states:

“With MicroLoan’s support, Esnart is able to send one of her three children to school.”

Not only does microfinance help through the economic empowerment of women, but it creates stronger families and helps with the education of children.

Access to work allows women to bring additional income into their families; drives down the rates of hunger, illiteracy and mortality; and raises productivity and economic growth.

To draw my remarks to a close, I return to the vital impact that international development is having on the young ladies in the Nizip 2 camp in southern Turkey and the education that is being provided. That was fantastic to see. The Bill will give those ladies a better prospect of gaining an education and going to university. It will make them more likely to become the doctors, and indeed engineers, that are so badly needed in the country that we hope will become Syria reborn. I was struck by how many of the young girls of 10, 11 or 12 in Suleiman’s class wanted to be engineers. They said, “I want to go home to my country and rebuild it. Give me the ability to do that.”

The hon. Gentleman makes a good point. We welcome the approach of the Government on violence against women and girls in particular and on gender equality more broadly. I believe that the measures in the Bill will be extremely helpful.

Before I turn to the substance of the Bill, I thought it might be helpful to the House if I clarified a couple of points that the hon. Member for Gainsborough (Sir Edward Leigh) put to the Minister that are central to the argument over why the Bill is necessary. The Bill speaks to two scenarios. The first is where there is a broader programme of poverty reduction and the second is where there is humanitarian assistance. Humanitarian assistance relates not just to the period immediately following a disaster, such as that in the Philippines, but to the weeks and months that follow because such operations have a long time lag.

The consideration of gender equality can literally be a matter of life or death. In the light of recent conflicts and humanitarian disasters, for example, we have seen alarming reports of women finding themselves at extreme risk of exploitation and of serious and sexual violence. It is right for the Department to give due consideration to that point. The basis of all successful humanitarian interventions is effective planning, and DFID has also been doing good work in that regard. I believe that is why we have been a successful partner in work around the world. Awareness of gender issues is required, and we know that women, much more than men, are at risk of violence in lawless conditions. It is therefore right to have the dual provisions in the Bill.

We know that gender inequality is one of the defining issues of our time. It is core to development now and will be as we go through the post-2015 process. As the hon. Member for Stone (Mr Cash) rightly pointed out, we live in a world in which women shoulder 66% of the burden of work but own only 1% of the property. It is a world in which women account for two thirds of the 1.4 billion people living in extreme poverty and the 774 million people struggling with illiteracy; in which, tragically, an estimated 1.6 million daughters each year are not born because of a deep-seated preference for sons; in which one in five adolescent girls continue to be denied an education by the daily realities of poverty, conflict and discrimination; and in which one in three women are subject to violence, whether at a time of armed conflict or behind closed doors. We know the disproportionate impact of conflict on women, yet less than 3% of signatories to peace agreements are female. The House should also remember that only one in five national parliamentarians are female.

The hon. Gentleman mentioned the women who had helped him in the preparation of the Bill. The Opposition should draw attention to my hon. Friend the Member for Hackney South and Shoreditch (Meg Hillier), who I know was intensely involved in helping the Bill come to fruition, not least in Committee.

The fact that we live in the world that I have described places a moral duty on all of us to do more. Manifestations of inequality, brutality and cruelty still occur on a daily basis, which is why we welcome the Bill. In government, Labour started the journey of prioritising gender equality in development work—from DFID’s first ever gender policy document in 2000, which highlighted the importance of women’s empowerment beyond just regarding them as instruments of poverty reduction, to the three-year gender equality plan launched in 2007, which imposed specific responsibilities and embedded expertise across DFID’s delivery of programmes. In fact, one reason why we welcome the Government’s approach to the Bill is that at that time, there was concern about that action plan coming to an end. I believe that the Department has a genuine commitment to gender equality, from the Secretary of State downwards, and we support it in its work.

Some of the biggest global challenges that we face will require the empowerment, participation and achievement of all global citizens, both men and women. The UN’s Food and Agriculture Organisation estimates that equalising access to productive resources between men and women could raise output in developing countries by as much as 4%, which is critical considering that more than 800 million people worldwide do not have adequate access to safe and nutritious food.

Reports documenting the impact of Typhoon Haiyan have emphasised the links between gender inequality and heightened vulnerability in the aftermath of environmental disasters, yet analysis last year by Development Finance International and Oxfam found that gender-related spending had fallen behind investment in other millennium development goals. That goes to the heart of why the Bill is important—it will set a standard for the rest of the world to meet.

I recently held a round table in the Punjab about female foeticide, and also talked about violence against women, economic empowerment, the absolute importance of education and other issues. Does the hon. Gentleman agree that a third-world country will never have a chance to develop fully until we address gender inequality and until it uses the skills and talents of half its population?

The hon. Lady makes an important point, which I have made before. When I came into the post of shadow International Development Minister, I believe I became the first male Member of Parliament, either in government or in opposition, to have responsibility for the brief of the prevention of violence against women and girls and gender inequality, since it was divided out as a separate area of responsibility within DFID’s work. I say that because we increasingly need to encourage men to have confidence to speak on those issues. This debate is a good example of that. Holding back women in society is not just holding back women, it is holding back society. It affects not just the development of women but the development of nations, which is why we absolutely need to make the case for this being a mainstream issue, not just a “women’s issue”.

Experience has repeatedly demonstrated that targeted initiatives for women need to be complemented by action to bring mainstream attention to gender equality and women’s rights across all development interventions. A focus on gender equality is often characterised by tokenism and hollow gesturing. That is why I believe the Bill is important—it is not a box-ticking exercise, it is about a shift of mindset in how we engage in these complex issues. I hope it will address them by putting the well-being of women and girls and the achievement of gender equality at the forefront of everything that we do. Gender inequality is so deeply entrenched in our global society that only through embedding those principles into each and every thing that we do can we hope to address the structural inequalities that affect millions, if not billions, of women and girls each year and that reproduce gender inequality generation after generation.

The scale of the challenge that we face must not be underestimated or ignored, and I welcome this landmark Bill and congratulate the hon. Member for Stone on his hard and dedicated work. The Bill sets out one further commitment, and it is one that the Opposition are proud to support.

I take the hon. Lady’s point on board. There are established processes to ensure that gift aid happens when it is meant to happen and that people have the choice—and are pressed when they are given the option—to sign up for gift aid. In my former role in the Treasury, I did a lot of work to ensure that it became easier for people to get gift aid, whether in the workplace or elsewhere, and I am very happy to follow up her point with the Treasury.

As we have heard, there has been a tremendous amount of support from the British people for those affected by the typhoon in the Philippines and the UK Government have also given £50 million. How confident is the Secretary of State that that money will reach the 800,000 people who need it as quickly and effectively as possible?

We launched the rapid response facility, which meant that over that weekend we were able to start working with huge NGOs as well as smaller ones to get aid out to the people who needed it. We are using trusted NGOs, we have due diligence and I am satisfied and confident that we will ensure that the investment that goes in, whether from the British public or the Government, reaches the people it is intended to reach.

I am pleased the hon. Lady raises that issue. This country played a leading role in using the G8 to raise the issue of illicit flows, and ensure transparency alongside our efforts on tax and trade. The Department for Business, Innovation and Skills is now consulting on beneficial ownership, which the hon. Lady referred to, and that is a key route through which we can help developing countries ensure they get the tax takes they are due.

When I visited India two weeks ago with my local gurdwara from Hounslow, I had a useful discussion in the Punjab with ActionAid and other organisations about female feticide, which I am sure my right hon. Friend agrees is a disgrace to humanity. What can she do through her Department to improve the way that women are valued, so that they are protected worldwide?

My hon. Friend raises an important issue. Female feticide is shocking, and I pay tribute to organisations such as ActionAid, and others that work and campaign on that issue. In too many parts of the world, women are treated as chattels or assets and are bought and sold, often through early forced marriage or trafficking. The lack of basic human rights for women underpins much of what my Department works on.

I do not have the figures for that, but we have protected the amount of money that goes into schools per pupil so that schools have the money to employ the teachers they need.

Since 2010, unemployment in Brentford and Isleworth has fallen by 6.9% and youth unemployment has fallen by 19%. I will do my part as an organiser—I held my jobs and apprenticeships fair in Isleworth recently—but does that not show that our economic plan is working?

My hon. Friend is absolutely right. We see today a growth in employment, a fall in the claimant count and a fall in youth unemployment. As I have said, we are losing jobs in the public sector because we had to make cuts to it, but, most importantly of all, while we lost more than 100,000 jobs in the public sector in the past year, we gained five times as many in the private sector—[Interruption.] The shadow Chancellor, as ever, wants to give a running commentary, but let me remind the House what he has said, because this is one of the most important quotations in the past 10 years of British politics. He said:

“Do I think the last Labour government spent too much, was profligate, had too”

much

“national debt? No, I don’t think there’s any evidence for that.”

That phrase will be hung around his neck for ever.

Supporting girls and women is an integral part of the UK’s work in Afghanistan. We support initiatives to increase girls’ education and access to finance, and to increase women’s participation in governance. For example, we fund the gender unit in Afghanistan’s independent electoral commission.

I welcome the Government’s approach to putting women at the heart of international development efforts, especially the most recent drive to combat domestic violence and trafficking in the poorest countries. Will my right hon. Friend give some more information about how that will work in the forthcoming months and years?

My hon. Friend the Minister for Equalities is the UK’s ministerial champion on tackling violence against women and girls overseas. She has made successful visits to India and Nepal, for example, to raise awareness of this agenda, and DFID has increased its focus in 25 out of our 28 bilateral programmes to tackle violence against women.

My right hon. and learned Friend the Justice Secretary will make an announcement about this shortly. What the right hon. Gentleman will find is that we will be replacing a failed system that does not work and which the public do not understand with tough determinate sentences. People have always wanted to know that when someone is sent to prison for a serious offence, they do not, as currently, get let out halfway through. We will be putting an end to that scandal and I expect it to have widespread support.

Q10. If women were to start businesses at the same rate as men, we would have 150,000 more businesses per year in this country. I have some exceptional female entrepreneurs in my constituency, such as Cath Kidston. What can my right hon. Friend do to encourage more female entrepreneurs to create growth and jobs for the country?

There are many things that Government can do. In the last Budget there were a series of steps such as the enterprise finance schemes that we have established and the changes to capital gains tax. The biggest change is a change in culture, encouraging people to take that first step and supporting them along the way as they go.

My hon. Friend makes an excellent point. Involvement in formal and informal decision-making processes is the key to achieving many of the objectives that we all share.

The idea of focusing resources on issues of inequality has enormous local and global benefits. As the hon. Member for East Dunbartonshire (Jo Swinson) said earlier, it is insane to miss out on the opportunity to educate over half the world’s population. Indeed, that is one of the reasons that frequently comes up when I am justifying our laudable commitment to maintain DFID spending. I say, “Look, surely we are all better off if we develop and invest in the world’s poorest populations,” and in this case in the world’s very poorest people.

I absolutely do, and that is why we both support the valuable launch of this UN agency and our Government’s commitment to provide it with funding and support.

If this afternoon’s debate comes to a vote, I shall of course be supporting this excellent motion. I would also—if we got to this point—vote in support of the amendment. As the hon. Member for Slough (Fiona Mactaggart) and I have discussed on several occasions, having worked together on a number of all-party groups, such organisations would provide a powerful cross-party focus for some of the things that actually matter. When we make tough spending decisions, we of course have to think about what they look like in the round. One of the unintended consequences has affected funding for citizens advice bureaux. I am happy to say that in my constituency and county of Wiltshire we have maintained CAB funding. However, as a Government—we know that Ministers share this view—it is important that we should maintain funding in the round for such important organisations.

I will finish with the example of my campaign to provide the option of having an opt-in system for internet porn, which the hon. Lady also supported—indeed, she was involved in the debate. This issue provides a fascinating example of how men and women can come at something from very different points of view. The idea has been on the table several times, but when we first had the debate, the industry said, “No thank you—far too difficult to implement and regulate.” However, we then funded some research that showed that although only 73% of men thought it a problem that our children were watching extreme internet porn, 93% of women thought that it was a significant problem. The majority of women said that they would like an opt-in system, which would give them the option of not having this stuff piped into their homes. That was an interesting example of how such committees can look at policy in the round and put a different focus on some of the recommendations.

I thank the Chair of the Backbench Business Committee, the hon. Member for North East Derbyshire (Natascha Engel), who was determined not to back down and who received considerable support from my hon. Friend the Member for Battersea (Jane Ellison). That proves that women should not take whatever is thrown at them, but should stand up and be counted—which is what they both did, and I thank them for it. I also thank my hon. Friend the Member for Epping Forest (Mrs Laing), who tabled the motion and who produced an excellent summary of women’s issues both nationally and internationally.

It strikes me that we may have made history today. Probably for the first time in a debate such as this, more Conservative Members than members of all the other parties combined were present at the start. That is a step forward for our party. I also applaud the men who are present for the debate. As was pointed out by the hon. Member for East Dunbartonshire (Jo Swinson), this is not a luxury or fringe issue but one that involves the suffering of human beings and economies, which affects us all. It is therefore important for us all to be here.

Let me begin on a positive note. Women have made significant contributions to society over the centuries. We need only consider Boadicea, the British Celtic warrior queen who led a revolt against the Roman occupation; Joan of Arc; Queen Victoria, who presided over one of the largest empires ever seen; Florence Nightingale; Emmeline Pankhurst; Marie Curie; Mother Teresa of Calcutta; and of course, last but not least, an incredibly talented woman and amazing role model—our former Prime Minister Margaret Thatcher, the first female Prime Minister in Europe. Evidence suggests, however, that women are being held back from making a full contribution. Internationally, women in all parts of the world still suffer violence and discrimination. Across Europe the average gender pay gap is 17.5%, and in the United Kingdom, despite the Equal Pay Act 1970, men still earn more than women in most job categories.

There are many ways in which we can tackle those issues. I want to focus on two key areas: empowering women and addressing violence against them. There is no doubt that empowering women in the world will be good for the global economy, not to mention the overall security of the world. The United Nations has argued that the empowerment of women is perhaps fundamental to the achievement of many other millennium development goals, given the multifaceted role typically played by women as mothers, leaders, students, decision makers, workers and voters.

Does my hon. Friend share my concern that although women make up 70% of the world’s poor, UNIFEM’s budget in 2009 was just 1% of the total UN budget?

I agree. Much more needs to be done.

I welcome the launch of UN Women and the comments of Ban Ki-Moon, the leader of the United Nations, who said:

“UN Women is a recognition of a simple truth: equality for women and girls is… a basic human right… a social and economic imperative.”

As we have already heard today, schemes to empower women have led to very positive results in developing countries. MicroLoan Foundation, a charity in Chiswick in my constituency, has demonstrated that working on a micro scale often delivers significant benefits. The foundation provides small loans for women in rural parts of Africa to enable them to set up their own self-sustaining businesses. Those who receive the loans—about 20,000 women so far—are treated as business people rather than recipients of charity. They are expected to pay the money back when their businesses are up and running, and an amazing 99% do pay it back. The money is then lent to a new group of women, and a virtuous circle of investment is thus created.

Education is another key part of empowerment, and we still have much to do internationally in that regard. In sub-Saharan Africa, north Africa and south and west Asia, women do not have easy access to education beyond primary level, as was mentioned by my hon. Friend the Member for Banbury (Tony Baldry). It is therefore incredibly important for us to continue our education work.

Closer to home, much remains to be done to achieve the goal of empowering women, first by putting women on company boards. With the celebration of international women’s day this week and the publication of the Lord Davies report last month, much has been said recently about the need for more women at senior levels in UK companies. The evidence is now clear: companies that have more women at senior levels perform better, with stronger stock market growth, higher returns on sales, capital invested and equity, improved decision making and better corporate governance. Yet only 7.8% of the directors of FTSE 250 companies are women, and more than half of those companies have no women at all on the board. I welcome the publication of the Lord Davies report, and his call for our largest companies to aim for a 25% minimum proportion of women board members. However, I also want to challenge the chief executives of the FTSE 250 companies to include diversity in the performance objectives of senior executives, so that they are measured on that and remunerated accordingly.

Is my hon. Friend aware that an organisation called the 30% Club has been set up in the City by a number of chief executives, in order for them to work together to achieve higher representation of women on their boards?

Yes, that is an excellent initiative. There is another scheme under which the chairmen and chief executives of various boards mentor the next level of senior women in the City, which is working extremely well.

The second area I want to address is women’s entrepreneurship. Again, there is a lot we need to do. The Federation of Small Businesses published a report suggesting that women in the UK could make a much more significant contribution to the economy. Currently, women constitute only 29% of the self-employed population in the UK, despite making up 46% of the active working economy.

In respect of both that point and the issue of women’s representation in larger organisations, does my hon. Friend agree that there are two types of discrimination at play: an ageist attitude as well as an attitude against women? Does she also agree that, given that from now on women will be working for much longer and flexible working will be far more widely available, women will be more able to fulfil their desire to have both a family and a career?

My hon. Friend is entirely right. We must have flexible working in order to make progress. We need more examples like Cath Kidston in Chiswick in my constituency. She has set up her shops from scratch and has been incredibly successful. In the UK, 150,000 start-ups would be created per year if women started businesses at the same rate as men.

The third area I want to talk about is very dear to my heart: women in politics. The hon. Member for Na h-Eileanan an Iar (Mr MacNeil) talked about Rwanda and how well it has done politically. We currently have the highest number ever of female representatives in the House of Commons and the Lords, but it is still low; it is still just 22% in the House of Commons, and more needs to be done. That is why I have set up the all-party group for women in Parliament to look at how we can take the issue forward and work together across the House to make sure that we keep delivering change and give women the opportunity to get into politics. The key is for women to work together, act as role models, and reach out and mentor the next generation of women in politics. We must also break down the barriers that undoubtedly still exist.

Does my hon. Friend agree that better and more affordable child care is also part of the process, in that it enables women to get out of the home and back into the work force as wealth creators, entrepreneurs and taxpayers?

I agree entirely; that is a very good point.

In conclusion, I want to talk about violence against women—another subject that is extremely close to my heart, first, because it is a major issue for me in Hounslow in my constituency and, secondly, because Refuge was set up in Chiswick in my constituency. My hon. Friends the Members for Epping Forest and for Maidstone and The Weald (Mrs Grant) have discussed this subject very well and have laid out some of the major issues that we face. There have been more than 1 million female victims of domestic abuse in England and Wales in the last year. That is a huge figure. We need to talk about the problem more, and to try to speak to the next generation in schools and elsewhere to convey that domestic violence is completely unacceptable.

The Home Secretary has spoken firmly on the issue of violence against women and girls, saying that our

“ambition is nothing less than ending all forms of violence against women and girls.”—[Official Report, 25 November 2010; Vol. 519, c. 52WS.]

I also congratulate the Mayor of London on what he has done to quadruple the number of rape crisis centres in London. We have a duty to keep talking about what women have achieved across the globe and about the challenges and issues that still exist. That is why this debate is so important. By collaborating and working together we can achieve so much more and deliver a real change across the world.

I thank the hon. Lady for her comments. I will have a look at that report. On her first point about the role of women, I am coming to that directly in my remarks.

Doing the right thing with British aid is not just about saving money: it is about being honest and open about where our funding is going. Knowledge gives people the power to hold others—be they individuals, organisations or Governments—to account. That is why I have launched a new UK aid transparency guarantee that will help to make aid transparent not only to people in the UK but to those in recipient countries.

I am going to make a bit of progress, and then I will of course give way.

Building up civil society in the developing world is crucial to enabling citizens to hold their own political leaders to account. The transparency guarantee will help to create millions of independent aid watchdogs—people around the world who can see where aid is supposed to be going and shout if it does not get there. From January, we will publish full details of DFID projects and programmes on our website so that everyone can have access to information about where our funding is going and what it is intended to achieve. The simple act of publishing information can reduce the amount of corruption and waste, improve the quality of public services and increase public sector accountability.

I wish to make two further points about Britain’s bilateral aid programme. First, where it is relevant, in every country where DFID is active we will pay particular attention to the fight against malaria. It will be the responsibility of my hon. Friend the Under-Secretary of State for International Development, whose involvement, expertise and knowledge in the matter is well known to the House. It is simply unconscionable that in this day and age, thousands of children and adults die every day from that completely preventable disease. If there were an outbreak of malaria in Europe it would immediately be stopped in its tracks. Reducing the burden of malaria in the developing world and focusing on the areas of highest infection will be an essential part of our programmes.

Secondly, we must extend far further choice for women over whether and when they have children. It is outrageous that today in sub-Saharan Africa, only 15% of women have access to modern methods of contraception. I simply lay this fact before the House: every year, 20 million women have unsafe abortions, and 70,000 of them, many still girls, die as a result. Some 215 million women around the world who want to use modern contraception do not have access to it. No statistic could more eloquently underline the importance of allowing women to choose whether to have children, and we will pursue that argument vigorously and single-mindedly.

I invite the House to consider the further point that in Niger, one of the poorest countries in the world, a population of 3 million in 1960 has grown to nearly 16 million today, and expert opinion judges that it will rise to nearly 60 million in the next 40 years. It is a country that suffers deeply from political, economic, climate and food insecurity. As I said last week in Washington, Britain will place women at the heart of our whole agenda for international development.

That subject is closely related to the Prime Minister’s insistence at the G8 last weekend on combined action on maternal and child mortality. As he made clear in Muskoka, a woman’s chances of dying in pregnancy and childbirth are one in 8,200 in the UK, whereas in Sierra Leone they are a stark one in eight. The resources agreed at the G8, including a significant contribution from the United Kingdom, should lead to an additional 1.3 million lives being saved.

I congratulate my hon. Friend the Member for Stevenage (Stephen McPartland) and the hon. Member for Rochdale (Simon Danczuk) on their excellent maiden speeches. I also congratulate my hon. Friend the Member for Wirral West (Esther McVey), whom I met at the beginning of her 10-year journey. I think I will remember her class P for ever.

There has been much talk since the emergency Budget about austerity and hardship, and it will be a tough few years for many as we deal with the excesses of the past and move our country back on to the road to recovery. As a developed nation with a Government who are committed to the principles of responsibility, freedom and fairness, we cannot turn our backs, even in these difficult times, on those in greater need than ourselves.

As we are talking about the ongoing challenges caused by global poverty, it will be useful to define poverty. The World Bank says that people who live on less than $1.25 a day in developing countries are living in poverty. That is the level of income deemed necessary to fulfil basic human needs in the developing world, where some 1.4 billion people have been living below that poverty line. We need to address that. The concept of poverty is brought to life more vividly by this World Bank description:

“Poverty is hunger. Poverty is lack of shelter. Poverty is being sick and not being able to see a doctor. Poverty is not having access to school and not knowing how to read. Poverty is not having a job, is fear for the future, living one day at a time. Poverty is losing a child to illness brought about by unclean water. Poverty is powerlessness, lack of representation and freedom.”

None of us can listen to that description without feeling a call to action and a need to do all we can to address the unfair balance that is suffered by people purely because of the lottery of where they were born.

Many people have talked about the eight millennium development goals, which represent the human and basic needs that every individual around the world should be able to enjoy, and my hon. Friend the Member for Bournemouth East (Mr Ellwood) has described those goals. The confirmation of the goals was a real step forward in international efforts to combat global poverty, but, as the Secretary of State said this morning, measurable outcomes of the goals are needed to make them effective.

It is fair to say that progress has been made, with some countries achieving many of the targets, but others are not on track to achieve any. Key successes include the significant progress towards eradicating poverty, the major progress on getting children into school, especially in sub-Saharan Africa, and the reduction in child deaths owing to HIV/AIDS, malaria and other infectious diseases. However, the report on the goals concedes that progress has been severely challenged, particularly given the global economic crisis of the past few years. Without a major push forward, many of those goals are likely to be missed. We need to address that.

There is considerable regional variation, with areas such as eastern Asia benefiting most from the continued economic growth in China and India. In contrast, sub-Saharan Africa suffered from low levels of economic growth and faced significant challenges to reaching targets. Even within countries, there are major differentials between rural and urban areas, which we must address. We have to get aid to where it is really needed.

There has been some criticism of the implementation of the G8-backed funds, which some believe have at times been hijacked to pay for natural disasters. Although worthy, that use of the money might not have a direct impact on the achievement of development goals. Others have criticised the distribution of funds, suggesting that elements of cronyism can be detected in the allocation of funds. Some feel that not enough has been done to tackle corruption in the countries receiving aid and to ensure that aid gets to the right places. However, despite increases in international development aid over the following years, in 2007 a total of $103.7 billion was committed, which represented only 0.28% of developed countries’ GNP. We still have some way to go to achieve our goal, but I welcome the announcement made by the Prime Minister at this week’s G8 summit in Canada. He confirmed the UK’s commitment to 0.7% of GNP being spent on international aid, and said it was an

“opportunity to exercise leadership on behalf of the poorest.”

I have been fortunate, in my time as an ambassador for ActionAid and as part of the Leaders’ Quest programme, to have visited many countries that suffer extremes of poverty. They include China, India, Mozambique, South Africa, and I also visited Rwanda with the Secretary of State. Although seeing the difficulties that people face every day can be distressing, more often than not I have found it to be an uplifting experience and have been inspired by those who have so little.

Sometimes, not only money but connections make a difference. I found that with the school twinning exercise that I organised between Kayonza modern secondary school in Rwanda and Brentford school for girls in my constituency. Many of the people I have met have been full of hope and optimism for the future, just looking for a way to help themselves get out of the situation that they have found themselves in through no fault of their own. The famous Chinese proverb states:

“Give a man a fish and you will feed him for a day. Teach a man to fish and you will feed him for a lifetime.”

In the same way, providing support for building skills and education is critical to creating the self-sustaining cycle that will break developing countries out of poverty.

As I said, it is not sufficient just to provide effective aid internationally. We also need to ensure that there are fair global policies in place to ensure access to finance and remove trade barriers so that developing countries are able to compete in the global marketplace. Alison Evans, the director of the Overseas Development Institute, put this succinctly when she said:

“Think aid, think smart aid but also think beyond aid.”

It is critical that Governments from the developed world play their role in ensuring fair practices to support developing nations. I visited sugar plantation farmers in Mozambique who were desperate to be able to trade with us to create a strong, stable and sustainable economy for the long term in their country. They pleaded with us to remove EU tariff barriers so that they could achieve that.

In my constituency of Brentford and Isleworth is a company called Microloan Foundation. We have heard already from my hon. Friend the Member for East Hampshire (Damian Hinds) about the role that microfinance can play. What Microloan Foundation does is a real example of how we can provide loans to people in rural areas to enable them to set up their own self-sustaining businesses. Peter Ryan, the founder of Microloan Foundation, said:

“The challenge of building the operation from the ‘ground up’ has resulted in the creation of a social model which, coupled with strong business management, is beginning to yield exceptionally good results.”

This week, the company launched its Pennies for Life campaign, and I encourage everyone to join it. People who sign up pay an extra lp every time they buy something, and that money helps to support this microfinance initiative. This is a great success story.

Finally, I believe that, even in these difficult times, as a developed country we must do our utmost to maintain our commitment to eradicating the causes of global poverty. In so doing, we will all benefit from a safer and more secure world.

I applaud the UN’s efforts to focus the hearts and minds of the developing nations on making progress towards reducing global poverty, and the role that the millennium development goals have played in that regard.

As we move forward, I believe that we need to focus on the best way to translate the MDGs into bottom-up, practical projects that achieve the shared objectives as well as value for money in terms of aid spent. I endorse what the Government are doing with their aim of transparency and their desire to address the causes of poverty.

We have an important role to play in reducing extreme poverty globally, and in creating a world that is more stable, more just and more secure.
