Commons ChamberI associate myself and my colleagues on the Government Benches with your comments, Mr Speaker. Harry Harpham was a very distinguished long-serving councillor and we will all miss him in the years ahead.
This Government have always been clear that the most vulnerable will be protected and supported through our welfare reforms. Following our review of supported housing, due to report this spring, we will work with the sector to ensure appropriate protections are in place.
I, too, associate myself with the sad sentiments that have been expressed about our dear colleague.
The Minister says that the review will report in spring. It was due to report at the end of last year. Meanwhile, the Secretary of State is still pressing ahead with cuts before the review comes out. Can the Minister say why that is?
As the hon. Lady may have heard in the recent Opposition day debate, we have always been very clear that the most vulnerable in our society will be protected. We will also ensure a fair settlement for taxpayers.

It is true that a very small number of authorities are not yet passing on the grant, and we are telling them that they should. It is a matter for the authorities themselves, but we made it very clear in today’s written statement that they should be passing the money on to the parish councils.
This morning I received a phone call from a representative of North Tyneside council, who was very anxious because the council had not received any confirmation that the details of the settlement were to be issued today. Why were they not issued to my local authority through the normal channels?
Let me gently say to the hon. Lady that they were issued through the normal channels. That is the normal procedure. As for the question of timing, which was raised by the right hon. Member for Greenwich and Woolwich (Mr Raynsford). we are a prudent, sensible, fiscal Government. It would have been imprudent to do anything before the autumn statement. Perhaps we take the finances of the country slightly more seriously than the last Government.
11. What assessment he has made of the current dispute in the fire and rescue service; and if he will make a statement.
I welcome the fact that Saturday’s industrial action was called off, as I am sure do Members across the House. That was a direct result of my Department’s facilitating constructive discussions between the employers and the Fire Brigades Union. I hope that that will provide the basis of a lasting agreement which ensures that hard-working firefighters have one of the most generous pension schemes in the public sector, while being fair to taxpayers.
Like the Minister, I welcome the fact that the firefighters’ strike that was planned for last Saturday was called off. I hope that the decision to conduct further talks will result in fruitful negotiations and sound guarantees for the firefighters. Will he tell the House why industrial action had to be called before he would agree to talks through ACAS?
If I may correct the hon. Lady, it was my suggestion to involve ACAS. I cannot say why the Fire Brigades Union called the strike action in the first place. We said that it was unnecessary and we still believe that it is unnecessary. We hope that the Fire Brigades Union and the employers implement the principles that they agreed with our facilitation to ensure that nobody is left without a job or a pension at the age of 55.
It was a pleasure to visit Swindon recently to see the great partnership work it has got going across the public sector. It was a good example of how to move forward in a new and modern way, reducing costs and getting better results for residents. To hear that it is also looking at sensible schemes to make it easy and affordable for people to park and get back into their town centre reconfirms how good a Conservative council Swindon now is.
T5. According to Government figures, my council, North Tyneside, one of the poorest areas of the country, is facing a 2% cut in spending power this year, while the Prime Minister’s council, West Oxfordshire, one of the richest parts of the country, will have an increased spending power of 3%. Will the Secretary of State explain to people in North Tyneside how this is fair?
My hon. Friend is quite right: the community budgets pilots have shown huge potential savings to this country and, as I said earlier, better services for residents. We are now rolling out the new network. Last week we announced the first nine authorities to take part. They are looking at bringing together the public sector not just to save money, important though that is, but to give better services in this country—something that the previous Government continually failed to do.
T7. In North Tyneside, the new Labour administration has inherited a £21 million budget deficit from the former Tory mayor. With Government cuts, that comes to £44 million. As the Secretary of State finds his Department £271 million in the red, has he any tips that could help North Tyneside council to balance its books?
T5. Businesses, newspapers and all local authority leaders are joining forces to launch the NEvolution campaign in a bid to win greater financial freedoms to support the regional economy. In the absence of the Secretary of State, will his Ministers pledge their help and backing to this ground-breaking campaign?
It was interesting to hear what some of the local authority leaders had to say when I met them. It is great to see anything that is developing more local accountability and, therefore, driving local economic growth. We supported that through the Localism Act 2011 and the changes that we made this year in the business rates retention scheme.

Commons Chamber16. What assessment he has made of the effect of spending reductions in each fire and rescue service area.
Fire and rescue authorities have been protected by back-loading grant reductions into years 3 and 4 of the spending review period. That has provided time to meet the reductions without impacting on the quality of local services. There is scope for fire and rescue authorities to make sensible savings.
The West Midlands fire service also benefits from the de minimis changes in this year’s settlement. It is also one of the authorities that has gained most from the capital grant funding of £11.5 million.
Tyne and Wear fire and rescue service would have suffered a 16% reduction in grant funding over this coming year had it not been for the floor mechanism. Given the reliance on the floor, does the Minister believe that the formula accurately reflects the relevant needs and local risks? Will he review the formula now before it is locked in?
I believe that a report from the House of Commons Library stated that this year’s formula and settlement were fair to north, south, east and west. However, to offer some extra support to fire and rescue authorities, I have asked the outgoing chief fire and rescue adviser, Sir Ken Knight, to look at ways in which they can deliver savings and improvements without reducing the quality of their lifesaving work.
