Commons ChamberMy hon. Friend can absolutely have that assurance. It is shocking to see what is happening in the region, but it is too often forgotten—including in this House today by some Opposition Members—that this all began with the taking of those hostages. We will never forget.
I am grateful to the hon. Gentleman for his question. As he knows very well, consecutive Governments have made it plain that we do not make changes to pensions retrospectively. As for pensions for the armed forces overall, Mr Speaker, you will know, as I do as a beneficiary, that they are equitable, fair and generous.

Commons ChamberI am very grateful to the Chairman of the Select Committee; he is absolutely right. Let me take those two points. On the importance of SROs, the biggest issue we face, ironically, for all the talk about technology, is people—that is across the economy in many ways and across the public sector. Yes, we want to empower SROs. There are some brilliant SROs in the Department and it has been a pleasure to work with them. I stress that I think we are now at the point where 90% of SROs spend at least 50% of their time solely on one project. That is very positive.
On my right hon. Friend’s point about cultural change, let me be frank. We can publish all the strategies we want, but if they are not delivered and do not change the culture, they will not have the effect on output that we want.
Let me return to my drone example. My right hon. Friend spoke about the need to learn from failure, which is how many of the greatest entrepreneurs in the world have succeeded. On the day of my visit to the SME that was developing a highly effective drone to be used on the frontline, the people there had received bad news, but crucially, they took that bad news, they spiralled the platform, they learnt from it, and they made sure that when it went out again it was competitive. That is the key to the system.
I thank the Minister for advance sight of his statement, and for his honesty in detailing the complexity and difficulties involved in defence procurement. I wish him every success with the proposals that he has outlined.
Back in December, a National Audit Office report stated that the MOD faced a £16.9 billion black hole in equipment funding. I did not hear any mention in the statement of how that would be addressed, and I fear that it may not be covered in the Budget, so perhaps the Minister could enlighten me. Will he also tell me whether he can guarantee that we will able to meet the requirement for essential contributions to both NATO and Ukraine during this time of conflict?
Also missing from the statement were any details of the post-Brexit defence sector labour shortages—how do the Government plan to address those shortages in order to support the sector?—and any reference to parliamentary scrutiny, especially with regard to the nuclear programme. What assurances can the Minister give that the programme will be scrutinised by the Defence Committee and by Parliament? Also, given that we are working with allies to support Ukraine, which I welcome, do we not now need a mechanism such as a comprehensive defence security treaty with the European Union to further that?
There is a considerable emphasis on prioritising exportability. Do the Government acknowledge that arms exports and procurement programmes with the state of Israel could make us complicit in war crimes? That is a concern for many members of the public, and I would be grateful for the Minister’s comments on it.
I am grateful to the hon. Gentleman for the broad thrust of his comments. Let me deal with them in reverse order, beginning with his point about arms exports. As he knows, we have strong and robust rules, and we do of course follow them. We keep all our existing export rules and priorities under review. He mentioned nuclear parliamentary scrutiny. I responded to two successive Adjournment debates on nuclear matters that had been initiated by Scottish colleagues. I also appeared before the Defence Committee recently, when I spoke as openly as I could about the highly sensitive issue of the recent certification of our nuclear submarine, HMS Vanguard.
The hon. Gentleman mentioned the lack of a labour supply from the EU. Let me gently say to him that when I speak to defence companies, I see a real willingness to invest in apprenticeships so that we can grow our own UK workforce, and I think that that is what we all want to see. On the equipment plan, the hon. Gentleman made the same point as the right hon. Member for Garston and Halewood (Maria Eagle). The equipment plan is a moment in time. It is a huge programme over 10 years, and only a minority of it—perhaps 25% or 30%—is actually on contract. What that is showing is, effectively, the aspiration for programmes in the future. There will be other programmes, not on contract, that we will not pull out of and that we will be expected to be part of, but there is room for flexibility.
For me, the purpose of this acquisition reform is to inform that process on the basis of what matters most of all: data from the frontline and war gaming data—on what is happening in Ukraine and on our own war gaming—informing spiral and technological development. That is the way forward, and I think it will be a far more flexible process than taking very rigid views.

Commons ChamberI very much thank the hon. Gentleman, my shadow, for his question, which started so well. I am very grateful and I hope that we continue our ongoing relationship across the Dispatch Box. I understand his concerns. They have been voiced by the PAC and we have responded to the concerns raised. I am afraid that I am a details bore, and we do go through the projects project by project. Defence procurement is never easy—it is a tough thing to get right—and I have not yet found a state anywhere on earth that can really deliver to the kind of standards that I am sure the hon. Gentleman would wish to see. What I do know is that, in Defence Equipment and Support and throughout the MOD, we have people who are doing a great job. They are becoming more professional, and senior responsible owners are spending more time on the projects. We are making sure that projects are properly set up to succeed at the start and ensuring that they are properly funded. It is that combination, along with working through the defence and security industrial strategy with British companies, that will get us the results we all wish to see.
I hope you will indulge me, Mr Speaker, as I recognise my counterpart Volodymyr Havrylov, the Ukrainian deputy Defence Minister, who joined us in the UK this week as we went to see the Ukrainian troops and sailors in training.
The Ministry of Defence and the whole of Government are taking active steps to counter state threats from China. In line with the NATO strategic concept, we are working with allies to increase our shared understanding and to protect against China’s coercive tactics. Together with other Departments, we have strengthened investment screening, the academic technology approval scheme and our export control regimes.
The director general of MI5 has said:
“The most game-changing challenge we face comes from the Chinese Communist Party.”
At the last count, the UK Foreign Office had some 63 Mandarin speakers. Can the Minister tell us how many the Ministry of Defence has?

That this House has considered e-petition 602285, relating to the use of real bearskin hats by the Queen’s Guards.
The petition calls for real bearskins used for the Queen’s Guard caps to be replaced with a faux fur alternative. The petition has gathered in excess of 106,000 signatures and it is not difficult to see why, given the strength of feeling that exists in the UK against wearing animal fur. Indeed, many of the constituencies with the highest number of signatures are Scottish, which is also not surprising as Ministry of Defence procurement policies and the regulation of international affairs are currently reserved matters and require action by the UK Government. As the petition states, 93% of people in the UK would refuse to wear animal fur, including Her Majesty the Queen, the regiment’s namesake, who has acknowledged the changing societal attitudes towards the issue and who no longer buys fur for her own wardrobe.
Furthermore, a Populus opinion poll held in March 2022 revealed that 75% of the UK population consider the use of real bearskins to be a bad use of taxpayers’ money and support the Government acting to replace bearskins with faux fur. Frankly, at this juncture, it is difficult to understand why the Government would wish to continue with the use of an animal product for ceremonial headgear resulting from slaughtered bears in the face of such strong public opinion.
In their response to the petition, the Government argue that the bear pelts used are the
“by-products of a licensed cull by the Canadian authorities”,
and say:
“Bears are never hunted to order for use by the MOD.”
In a 2001 freedom of information request made by People for the Ethical Treatment of Animals, the Army secretariat conceded that it does not know the details of the supply chain. The MOD receives the final product from its suppliers, and that, it seems, is that.
Furthermore, previous inquiries made by PETA to both the federal and provincial Canadian Governments revealed that no formal cull of bears exists in any territory of Canada. What is known, however, is that the Canadian Government issue hunting tags annually to licensed hunting enthusiasts, and that once in possession of those tags, hunters are free to bait and kill bears. To be clear, this hunting involves the violent killing of bears, with many bears being shot several times. In some provinces the use of the bow and arrow is permitted, leading to the slow and painful death of those poor animals. Some Canadian territories have spring hunts, meaning that even nursing mother bears are being killed, leaving cubs to starve. The incentive to hunt and kill bears is greater if there is a buyer for the fur.
It seems undeniable, therefore, that by continuing to purchase hats made from the fur of black bears the MOD is funding the suffering of bears in Canada by making the baiting and killing of those animals and the sale of their pelts a profitable pursuit for the hunters. To make the connection clear, at least one bear is killed to produce a single cap. In 2020, the Government purchased 100 caps in that year alone. At least 100 bears were killed and their pelts used to produce the Queen’s Guards caps. The Government argue that
“there is currently no non-animal alternative available that meet the essential criterion”
and that any alternative material must meet five criteria. I understand those five requirements concern water absorption, water penetration, appearance, drying rate and compression.
In their response to the petition, the Government go on to highlight the man-made fabric manufactured by ECOPEL, which was passed to an independent testing house by PETA and the results shared with the MOD. The Government state that their analysis of the results showed that the faux fur alternative
“met only one of the five requirements”
needed
“to be considered as a viable alternative for ceremonial caps.”
The Government response goes on to state that while it met the basic standard for water absorption, the faux fur alternative did not perform well in terms of water shedding or on the visual assessment. However, PETA has revealed that new tests conducted between December 2020 and April 2022 have shown that ECOPEL’s faux fur product performs in a very similar way to—and in some instances, better than—real bear fur in all the Government’s identified areas.
Does the hon. Gentleman agree that it would be helpful if that analysis were shared with the Ministry of Defence, so that we could have a look ourselves? We have not yet had access to any of that data. We would like to find an alternative if it proves useful—we take that seriously—but that has not been shared with the MOD.
I hope I will come to that later, but I believe that the Minister’s point will be heard by the campaign group. I echo his calls for sharing and transparency. One of my requests is that Ministers meet PETA to discuss things further. I hope he will take that on board and that things can get moving to everybody’s satisfaction.
Let us examine these areas and the results in more detail. First, on water absorption, PETA revealed that tests conducted at Intertek, an MOD-accredited laboratory, on 18 December 2020 showed that the faux bear fur performed similarly to real bear fur when wet. When water was poured on a real bearskin sample and a faux fur sample, the water ran off both samples in several places. When wet, both samples formed tendrils, and water droplets were shaken off both samples.
On water penetration, the same test assessed how much water, if any, penetrated the cap. The faux fur cap, like the bearskin cap, showed no wetting at the back of the sample, meaning it is completely waterproof. On appearance, the machinery used by ECOPEL ensures that strands of faux bear fur match the exact length of real bear fur of 9.5 cm. If images of the bearskin cap and a faux fur cap are considered side by side, they are virtually indistinguishable.
I will not make a habit of intervening, I promise. I do not know whether the hon. Gentleman has seen the creation of the bearskin using faux fur. I am not aware that one has been created, and I do not know whether it is possible to stretch the faux fur over the wicker in order to create a bearskin. What happens with the drilling of the holes to keep it together? Does that still prevent water penetration? I do not expect the hon. Gentleman to have any answers, but we need to understand those kinds of things if the faux fur is to be a viable alternative. It may be, but we do not know yet.
I appreciate the Minister’s constructive approach to the debate. We probably can keep that going given how few Back Benchers are here. I have not seen them being made physically, but I have seen photographs of the end product and I would be more than happy to join the Minister to see them being made.
We had a couple of examples of the faux fur bearskins at a reception I hosted a couple of months ago. It is all well and good the MOD asking for details of the data from PETA, but it would be helpful if the MOD provided the exact criteria they would need the material to meet. Rather than a constant to and fro, the criteria could be met, which could offer a genuinely cruelty-free solution.
That is a helpful piece of information. There is a willingness for everybody to get together to move the debate forward outwith this Chamber.
On the drying rate, the faux fur cap has been shown to perform better than real bearskin, with a faster drying rate. On 14 April 2022, four laboratory tests showed that the faux fur sample had an average drying rate of 83.3% over a 24-hour period. Real bearskin, by contrast, has a drying rate of 64.1% over 24 hours, meaning that the faux fur alternative is 19.2% better at drying.
Finally, on compression, the faux fur fabric performed well in tests also conducted in April, returning to within 5 mm of its original height within 45 minutes, and achieving full thickness shortly after. To compare, real bear fur has a compression recovery rate of 45 minutes, meaning that both perform similarly.
Based on the results released by PETA, it is hard to understand the Government’s assertion that the faux fur alternative does not meet their requirements. I challenge the Government to explain fully their issues with the faux fur alternative’s water shedding performance and concerns about the visual appearance of the cap.
To be clear, there is potential for an alternative that will end this Government’s involvement with the cruel killing of bears. If there are concerns about this alternative, I would urge the Government to work to resolve them. Indeed, I take some comfort from the Minister’s interventions that there may be a willingness to do that, and I ask the Government to meet representatives from PETA to progress this and to work to create a faux fur cap that is suitable.
In the past seven years, the Government have spent in excess of £1 million on caps that, in my opinion, serve no military purpose and have a clear connection to trophy hunting, at a time when there is a private Member’s Bill before this House to prohibit the import of wild animal specimens derived from trophy hunting. It has been said that these bearskin caps are part of the UK’s military tradition, not least by the current Secretary of State for Defence, the right hon. Member for Wyre and Preston North (Mr Wallace), in an amendment to an early day motion in 2006.
As the writer and philosopher G. K. Chesterton wrote:
“Tradition means giving votes to the most obscure of all classes, our ancestors. It is the democracy of the dead.”
Instead of giving deference to tradition, we ought to acknowledge that society, attitudes and technology have moved on. I ask the Government to embrace modernity, technology and progress, and to find a solution that ends their involvement with cruel and barbaric practices towards bears.
In conclusion, I believe that the MOD has questions to answer and I hope that the Minister will, as I have requested, agree to meet representatives of PETA. It is fair to say that the Department for International Trade also has a role in this matter. The UK Government are banning the export of fur, but with the failure to legislate an animals abroad Bill and paralysis around the Animal Welfare (Kept Animals) Bill, it is imperative that the UK Government get a grip and better protect animals. I urge the UK Government to make the right decision, listen to the people and to morality, and prohibit the import of new fur products.
On behalf of the Petitions Committee, I thank the Members who have come along to the debate. Perhaps we are lacking in numbers, but we have had good, informed content and I hope that some progress has been made. I take some heart from the fact that the Minister said that the MOD will use man-made alternatives if they can be proven to be satisfactory.
I repeat my call: I hope that, perhaps through my office, we can arrange a meeting with the Minister and PETA to take this matter forward, look at the evidence and then move on to the next stage. I hope the Minister will be appreciative when he gets a letter from my office to that effect.

Commons ChamberMy hon. Friend is right to point out the importance of the next step and, indeed, the requirement for more artillery. The key here is to make sure that the new artillery, which is obviously designed for NATO use using NATO ammunition, is applied and used in a NATO way, rather than just repeating the way Soviets would have used artillery because that way we would run out of ammunition pretty quickly. That is why we will be sending MLRS, and we are also sending self-propelled 155s from a donor—not UK AS 90s, but others—to Ukraine to assist in giving it such deep fires capability. In tandem, we are helping alongside other countries, especially in the Baltic, in training those people to put that type of deep fires into effect.
With reports that medical services in Mariupol are likely already near collapse and the potential for a major cholera outbreak, what discussions has the Secretary of State had with colleagues across Government to explore urgent medical relief that could be deployed by the MOD?
The hon. Member makes the very important point that the consequences of Russian brutality, destruction of infrastructure and so on are the second-order effects such as cholera infections, starvation and, indeed, other problems. That is why, when we have our donor conferences, we make sure we talk about non-lethal aid, and I know that my right hon. Friend the Foreign Secretary and others talk to their ministerial counterparts about how we can help in those areas. The MOD itself cannot directly intervene in Mariupol, but where we have knowledge and can co-ordinate the treatment of people outside Ukraine—through lift, moving them to hospitals in other countries using our aircraft—we will do that, and I have already spoken to a number of our Black sea colleagues to see what we can do in places such as Mariupol.

Commons ChamberI agree entirely with my hon. Friend. Service families are at the heart of the defence community. Our assistance to them includes wraparound childcare, which is currently being piloted, and support for partner employment. We will shortly bring forward the armed forces families strategy, which will deliver choice and flexibility to service families, because people must be able to serve their country while also supporting a family.
We published a consultation on a number of proposals for the visa system around Commonwealth soldiers. We will be publishing a response very soon and the hon. Gentleman will get the answers he requires.

Commons ChamberDefence has collaborated with the Home Office on this issue for several years, providing a range of support, including surface vessels, surveillance aircraft and planning expertise. Most recently, Defence has provided planning support to catalyse operations for this summer, and we continue to work closely with the Home Office to identify where defence capability can most appropriately support Border Force to address this important issue.

Commons ChamberThe hon. Gentleman gets the point. I am sure that the Secretary of State would have wished to be here otherwise, so please do not take it as a lack of interest on his part. He is doing the right and responsible thing. We all want our colleagues to do the right and responsible thing in all circumstances.
Please do not take my desire to hear the results of the investigation to be covering up anything other than serious disquiet, and indeed anger, that this has happened. It should not have happened; these documents should not have been mislaid. I am deeply sorry that that has been the case. We need to see from the investigation the circumstances that led to it and get the full details, but I can assure the hon. Gentleman that we are taking it very seriously.
This latest breach further demonstrates why the Government are not trusted with data. From the NHS data grab and the Home Office’s loss of 15,000 arrest records to losing details of thousands of covid cases in a track and trace Excel spreadsheet, and now this—how can the Minister reassure the public that breaches of this severity will not happen in future? When will the Government publish details of a more comprehensive and robust investigation into wider security practices?
The irony will not be lost on the hon. Gentleman that, whereas he referred to massive data accumulations through the internet and online services, what we are talking about here is paper documentation being left and mislaid. It is a different scenario. As I say, the investigation will check what happened, why it happened, what we can do to prevent document loss in future and whether there are more measures we need to put in place. Ultimately, however, this is the loss of physical documents. It should not happen. As I said to the hon. Member for Lancaster and Fleetwood (Cat Smith) earlier, I did do a trawl and we have no record of documents being mislaid at above official sensitive level in the last 18 months. I hope that this is an extremely rare circumstance, but we still need to learn the lessons.

Commons ChamberIt is not part of the UN MINUSMA explicitly to be developing the capability of the Malian armed forces, but that clearly has to be a part of delivering a lasting peace in Mali, and the political mission does, of course, have within it security sector reform. I have said that our exit from Mali is time-limited, based on the three-year commitment, but what we hope to do as part of the MOD’s wider effort in west Africa is to develop during that time the capability of other west African states, so that they are better able to replace us in three years’ time as the troop-contributing nations in Mali. We think that that is the right way both to deliver success within the mission itself and to ensure that the mission continues to succeed in our absence, after we have gone.
I would like to extend my wishes for a successful deployment to everyone involved in what is seen as the UN’s most dangerous peacekeeping mission. According to the UN, about 12.9 million people are affected by the crisis in Mali, with 6.8 million in need of humanitarian assistance. Does the Minister agree that the situation highlights a strategic weakness inherent in the UK’s cutting international aid budgets?
No, I am not sure that I do. I think it highlights the success of being a part of a successful UN mission that is resourced in terms of its ability to make political progress, and that it is adequately resourced to make military progress. I am confident that the military part of MINUSMA is well resourced, and the UK will play an important part within it. As I said in response to a number of hon. Members’ questions about the political mission, we just need the politics in Mali to stabilise so that the UN political mission can gain traction too.

I should also declare an interest because I am a Sussex Member of Parliament. Those military personnel have done a terrific job, including, I recall, in May with the mobile testing unit. I am delighted to confirm what my hon. Friend says relating to increased interest in the armed forces. As I say, recruitment is well up this year, as is retention, and I am delighted to see both.
May I put on the record my gratitude for the work that the armed forces are doing in combating this global pandemic? It does seem that there are other countries that may be better organised in emergency management, so what lessons have been learned by the UK Government from how other countries have been handling the crisis?
I thank the hon. Gentleman for the question. We always look at what other people do and how other people respond, but there has been a great well of support—as, indeed, came from him—for the work done by the armed forces, how they have responded to requests that have come in and how they have continued to assist other Departments in ensuring that we get the very best response in this country.
