Gentleman and all other Members—and indeed those outside the House—would benefit from a visit to the Imperial War museum, just south of the river, which has an excellent new display of Victoria Cross medals that also describes the heroism that led to the awarding of them. I entirely share the hon. Gentleman’s feelings about his constituent and others.
I recently met my constituent, Stephen Leadbetter, who has suffered from lung problems since he was 14. He is now 22, and has recently been diagnosed as having alpha-1 antitrypsin deficiency. Stephen believes that if he had been diagnosed earlier, his health would not now be declining so rapidly. May we have a debate about raising awareness of this and similar conditions?
It is important that the Department of Health should continue to support research and development into rare genetic diseases, and we have protected the research and development budget in order to do so. We consulted on a rare disease plan, and published a summary of the consultation responses last month. Work is on track to produce a UK rare diseases plan by the end of 2013, which could help my hon. Friend’s constituent and many others.

Commons ChamberFrom memory, this is the Government who implemented the ban on wheel-clamping, which has given motorists protection against some of the worst excesses, but I will, of course, talk to my hon. Friends at the Department for Transport about what more we can do to give motorists a sense of proper security, rather than exposure to abuses.
May we have a debate about the procurement of new public buildings? According to the National Audit Office, more than 50% of public buildings are delivered late and cost more than is budgeted. Earlier this week I had the great pleasure of opening a new building at Oakfield primary school in my constituency. It was built using a new Sunesis design solution and was completed at 30% less cost and delivered many weeks earlier than a conventional building. Does the Leader of the House agree that that approach contrasts with the previous Government’s expensive and wasteful Building Schools for the Future project?
I congratulate my hon. Friend’s constituents on building the Oakfield primary school—that is really good news—and he is absolutely right that it provides a contrast. We are already procuring schools at 28% less cost than that achieved by the previous Government’s Building Schools for the Future project. As a result of the priority school building programme, we are now targeting spending where there is greatest need, and secondary schools built using the new designs are saving up to £6 million per school compared with the BSF equivalents.

Commons ChamberI direct the hon. Gentleman to what the Financial Secretary to the Treasury stated in a written ministerial statement to the House yesterday. That clearly set out the position.
When we hold our debate on the police, I wonder whether we will be able to bear in mind this week’s report from Warwickshire police that levels of crime in the county are the lowest for six years. Will the Leader of the House join me in congratulating Chief Constable Andy Parker and his officers and agree that that means that the concerns of many officers about reforms to the service are unfounded?
I gladly join my hon. Friend in congratulating Warwickshire police. The reduction in crime is not least because of the Government’s focus on ensuring that we reduce bureaucracy, freeing up 4.5 million hours of police time in a year. That increases the proportion of police time involved in front-line duties, so that while we achieve the necessary financial performance for the police service, we also get more police providing front-line services, enabling us to continue reducing crime.

Commons ChamberThe Secretary of State has put the House in the picture by making a written ministerial statement, which is a perfectly appropriate means of communicating Government initiatives. There is a health debate on Monday, where the hon. Gentleman may be able to raise this. I think the issue of meeting Members of Parliament was raised at Prime Minister’s questions yesterday, and I will do as my right hon. Friend the Prime Minister said and make further inquiries to see whether meetings can now take place that have not taken place so far.
I shall be travelling to Rwanda this weekend to join Project Umubano, the Conservative party’s social action project. May we have a debate on how such projects are an excellent way for volunteers to appreciate international development issues?
I welcome my hon. Friend’s initiative and know that he has been to Rwanda before. As we speak, my right hon. Friend the Secretary of State for International Development is on his way there, and I commend the work being done by those volunteers who are helping to transfer skills in medicine, law, business and a range of other areas. There was an opportunity to develop this yesterday at International Development questions. My hon. Friend will know that we are sticking to our promise on aid because it is the right thing to do and because it helps our own security and prosperity.

Commons ChamberI am sorry to hear about any delay in hearing appeals from my hon. Friend’s constituents about the rateable value of their business premises. I will certainly pursue that with Ministers at Department for Communities and Local Government. It is worth putting it on the record that we have doubled small business rate relief, which helps roughly half a million small businesses. Also—this may be of relevance to my hon. Friend—we have scrapped Labour’s ports tax, thereby helping many businesses operating in areas such as Plymouth.
The crossroads of the UK’s motorway network is the junction of the M1 and the M6 at Catthorpe, which is used daily by many businesses based in Rugby. The Government have rightly scheduled funds for an upgrade, but there have been two serious accidents in the past week, one of which involved yet another fatality. May we have a debate to consider what temporary measures could be taken immediately and how to make permanent changes to avoid further loss of life?
I am sorry to hear about the loss of life. As my hon. Friend has said, we have committed funds to this project, but I think a public inquiry is needed first. The Highways Agency is aware of the recent accidents and, subject to the result of police investigations into their causes, will look at what measures might be possible to improve the safety of the junction in advance of the major improvements to which my hon. Friend has referred.

Commons ChamberI am a huge supporter of my right hon. Friend on most things, as he knows, but I hope that on this occasion he will allow me to take a slightly more temperate view of the Rugby Football Union. In general, I think it does a good job and I hope that it will reconsider London Welsh’s application.
As the Member of Parliament for Rugby and someone with great enthusiasm for the game of rugby, may I tell the hon. Gentleman that true rugby fans across the country will have enormous sympathy with the case he is making? The teams that do well deserve the right to be promoted.
I am pleased to follow the hon. Member for Harrow West (Mr Thomas), who has raised some very important issues about a team with a wonderful heritage in the game of rugby. I am pleased to contribute to this debate and although I do not intend to go on at great length, it is an enormous pleasure to be able to speak in this place without having to race the clock or strike out paragraphs from a speech because of a time limit being reduced.
I want to speak about graduated driver licensing, with would involve a change in the licensing regime for new drivers to restrict them to driving only in low-risk environments. I am very keen to raise this issue from the viewpoint of a father of four children, three of whom are now drivers. Like most parents, I had real concerns about my children’s safety in the critical period just after they passed their driving test. I have seen the effect that a road traffic accident can have: when one of my teenage son’s great friends lost his life, it had an effect on the whole friendship group. I also speak as an observer at a local court where a young man was sentenced for causing by careless driving the death of his friend who was in the passenger seat.
The first case showed me the effect of the loss of a young life on the friends of the person. My hon. Friend the Member for Devizes (Claire Perry) spoke movingly about the effects of the loss of a young life. The second case showed me how the behaviour of a young driver, late at night and when there was certainly an element of showing off, also caused the loss of a life.
What is the extent of the problem? According to the Department for Transport, one in five newly qualified drivers, most of them under the age of 25, has a crash within six months of obtaining their licence. According to the AA, a young driver is 10 times more likely to be involved in a serious collision than a more experienced driver.
With that in mind, I draw the attention of the House to graduated driver licensing. Why is it necessary? A lot of research has been carried out by Dr Sarah Jones and Professor Stephen Palmer of Cardiff university, and they have put together a detailed report on the potential of graduated licensing to save lives. They draw attention to the driving conditions where risks are highest and note that they are exacerbated for new and young drivers: driving late at night, driving with passengers of a similar age and driving after drinking alcohol or taking drugs.
To save lives, those conditions need to be minimised, which is exactly what graduated driver licensing does. It reduces exposure to those conditions and builds on-road driving experience by providing an intermediate phase—where there is a degree of supervision and control—between being a learner and holding a full licence. The duration of the intermediate phase is a matter for consideration, so I shall not suggest a firm figure; some supporters have proposed between two and two and a half years.
In the intermediate phase, a driver has complete permission to drive, but not at certain times of night and not with passengers. A further factor that might be introduced could be a restriction on the cubic capacity or horsepower of the engine of the car that new drivers are allowed to drive.
I have already touched on alcohol consumption, which would be zero, and on drug-driving. Drug taking is more prevalent among young people; as a generalisation it is probably safe to say that a greater proportion of drug taking occurs in the evening, so the provisions of the graduated driver licence would mean that the prospect of young people driving after taking drugs would reduce. A consultation paper by the AA in 2008, “Learning to Drive,” said:
“The drug driving problem is not adequately quantified at present, and it is likely that its greatest impact is among the young. If the drug driving problem is as great as some reports suggest, it could be a major reason for accident levels among young drivers. A recent AA Populus poll of 17,500 members showed that 50% felt that drug driving was as big a problem as drink driving.”
I am, therefore, pleased that the Government are aware of the issue, and I welcome the legislation announced in the Queen’s Speech to create a specific offence of drug-driving.
Let us consider the difference between the present position and what would occur if graduated driver licensing were introduced. Currently, there is no restriction on a 17-year-old passing his or her test on one day and on the next driving a gang of mates in a powerful car with a 5 litre engine, capable of travelling at 150 mph. There is a problem that needs to be addressed. Research by Jones and Palmer into all accidents in Britain between 2000 and 2007 found that young people driving in certain conditions were more prone to accidents.
The key points are as follows: young drivers were involved in around 10% of all crashes; crashes involving older drivers decreased by 25% over the period, whereas those involving young drivers dropped by only 5%; a quarter of young driver crashes occurred between 9 pm and 6 am; a quarter of young driver crashes occurred when the young driver was carrying at least one other passenger aged between 15 and 24; half of young driver crash casualties, and 70% of the fatalities, occurred between 9 pm and 6 am and with at least one 15 to 24-year-old in the car; 50% of young driver fatalities occurred either between 10 pm and 5 am or with at least one 15 to 19-year-old in the car; and, perhaps most strikingly, they found that fatal crashes involving older drivers decreased by 15%, while those involving young drivers increased by 15%. The figures show that there is a real problem when it comes to young drivers.
The Government have a position on this. I raised the matter in the House during questions to the then Transport Secretary on 27 January 2011. I asked him for the Government’s view on graduated driver licensing. I understand that the Government are not in favour. He gave me two reasons for that. First, he said that other countries that have graduated driver licensing
“suffer worse safety records than the UK”.—[Official Report, 27 January 2011; Vol. 522, c. 437.]
That might be so, but I still think that the number of fatalities among our young people means that the matter should be considered properly. Secondly, he said, in defence of the existing situation, that introducing the system would reduce the mobility of young people and have a negative effect on their participation in the labour market and in higher education. What proportion of young drivers are participating in the labour market or higher education during the hours when graduated driver licensing would impose a restriction, bearing in mind that we are taking about late at night? I cannot see how that argument stands up in relation to a young person driving with his friends at 2 o’clock in the morning.
In 2008 the Government conducted a review of the learner driver process, “Learning to Drive”, and considered graduated driver licensing. They concluded that the reform of driver training and testing is a more appropriate and effective method of dealing with the problem. The Department for Transport said that graduated driver licensing
“would bring extensive social and economic costs”
With regard to costs, we know that there is economic value in saving a life. In 2003 the Health and Safety Executive formulated a cost-benefit analysis that put the cost of a life lost in a fatality at £1.3 million. Cardiff university has carried out some research on the value of preventing deaths in relation to two models of graduated driver licensing—either between 9 pm and 6 am or between 10 pm and 5 am. Under the stricter model, it calculated savings at £247 million a year, and under the less strict model it calculated them at £162 million. Therefore, in addition to reducing the distress we have already heard about today, there would be significant economic benefits from introducing graduated driver licensing.
Elsewhere in the world, graduated driver licensing was first used in New Zealand in 1987 and has since been implemented across the United States, Canada, Australia and parts of Europe. The programmes used in each of those countries vary, and I am not at this stage making a case for which system we should adopt, but the principle of restricting new drivers remains the same in all cases. The research from Cardiff university shows that the impacts will vary, but the best result that has been seen is in Ontario, where crash fatalities among young people decreased by 76% over two years.
The number of young driver crashes is clearly disproportionately high. The issue touches almost everybody: parents, relatives and friends of the young people involved. Action can be taken. I question whether the Government’s current position of looking for more training and testing will be sufficient. I firmly believe that an approach that decreases the risks to which young drivers expose themselves will help reduce the number of young driver incidents. I urge the Government to look again at the positive effects that a new system of licensing could have in achieving what we all wish to see: the young people of our country being safer on our roads and fewer people having to go through the kind of experience that my son and his friends went through.

Commons ChamberThe question of whether to have a statue or memorial is a matter not for the Government but for you, Mr Speaker, and the Commission. Spencer Perceval’s family used to live in my old constituency in Ealing, where a church, All Saints church, has been built in his memory and a concert is held to remember him. The mayor of the constituency he represented—Northampton, I think—will lay a wreath in his memory at the weekend. I will pursue, through the Commission, my hon. Friend’s suggestion of having a more fitting memorial to Spencer Perceval.
I am sure the Leader of the House will be aware of the results of Thursday’s elections to Rugby borough council. By focusing on the efficient delivery of local services, the controlling Conservative group increased its proportion of councillors. Will my right hon. Friend consider finding time for a debate to make the point that local elections should remain exactly that: local?
I am delighted to hear of the good results in my hon. Friend’s constituency. I know that much of that was due to his tireless work on the doorstep, and I am sorry that I missed those results on the night. He makes a good point: local elections should be local. There is a lot of evidence that where local councillors perform well, that gets recognised in the ballot box and they outperform their party, which may not be doing so well. I am delighted that Rugby will continue to enjoy the benefits of having a Conservative-controlled local authority.

Commons ChamberThe whole House will join the hon. Gentleman in unequivocally condemning those insensitive remarks. They are wholly inappropriate. I do not think we need a debate in the House, as I think the whole House agrees that those comments should never have been made.
I know that the Leader of the House pays close attention to the regional breweries represented in Strangers Bar—as, indeed, do you, Mr Speaker. I am therefore sure that it will not have escaped his attention that, in the middle of an exciting six nations rugby union tournament, the current offer is Webb Ellis bitter, produced by the Wood Farm brewery in my constituency, all of whose beers bear a connection to the game which has its birthplace in my constituency. May we have a debate on the role of breweries in establishing regional identities?
I approach this matter with some caution, as the last time beers were raised at business questions, that got more coverage than any subject I have discussed in two years and resulted in the removal of a beer from the Strangers Bar. I understand that subsequently sales of that particular brew took off, and that the coverage it received was about the best thing that ever happened to that beer, whose name I dare not mention.
We look forward to hosting both the rugby league world cup in 2013 and the rugby union world cup in 2015. I pay tribute to the Webb Ellis ale brewed in Rugby, and also to the good work of rugby clubs in towns and cities across the country both from a sporting and a tourism perspective.

Commons ChamberI understand the hon. Gentleman’s concern for the regiments that are based in his constituency. I cannot promise an early debate on the matter, but I will draw his concern to the attention of my right hon. Friend the Secretary of State for Defence and ask him to write to the hon. Gentleman, giving such assurances as he can about the future of those regiments.
For many years, the British Thomson-Houston Co. was the biggest employer in my constituency. In 1921, it erected a memorial to employees who gave their lives in the great war, and, with additions after the second world war, it bears 418 names. This week, in an appalling act of vandalism, Nazi graffiti has been scrawled all over it. May we have a debate to consider what should be done to keep alive the memory of those who made the ultimate sacrifice?
I was appalled, as I am sure that the whole House was, to hear that Nazi graffiti has been scrawled on a memorial to those who gave their lives in the service of this country. I very much hope that the police in my hon. Friend’s constituency are trying to find the perpetrators and bring them to justice and that the appropriate authorities are removing the graffiti immediately so that no more offence is given. Of course, I understand the concern that that has generated in my hon. Friend’s constituency.

Commons ChamberI commend the hon. Lady’s work on protecting the interests of her football club. Following our exchange a fortnight ago, I wrote to my right hon. Friend the Secretary of State for Culture, Olympics, Media and Sport, and I will find out what action he took as a result of my representations.
Following an announcement made some 18 months ago, 170 of my constituents are to be made redundant later this year as a consequence of the decision to transfer the functions of the General Social Care Council, based in Rugby, to the Health Professions Council, based in London. Given that office accommodation costs and the cost of employing people are lower in the regions than in the capital, may we have a debate about the Government’s strategy for the location of Departments and regulatory bodies?
My hon. Friend raises a serious issue, and I was sorry to hear about the loss of jobs in his constituency. Of course I will raise the matter with the appropriate Minister. As my hon. Friend will know, the Government have had to take some difficult decisions on public sector manpower that involve some rationalisation, but I will certainly see that his point about the relative costs in the regions are taken on board as we come to make these difficult decisions.
