The hon. Lady raises an important point, and I am grateful to her. As Members from all parties have said, these are not easy decisions—nobody wants to curtail the right of restaurants and other businesses to go about their lawful business. What we have seen from the evidence is that, alas, the spread of disease tends to happen later at night, after more alcohol has been consumed. This is one way that we see of driving down the R without doing excessive economic damage. That is the balance we have to strike.

I welcome the measures that my right hon. Friend the Prime Minister has laid before the House today. People who are vulnerable to covid are also extremely vulnerable to seasonal flu, a disease that killed more than 11,000 people last year in the UK alone and is one of the biggest sources of winter pressures on NHS. In the summer, the Government promised one of the largest flu vaccination programmes in history; will my right hon. Friend update the House on what is being done to deliver it?

This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

Last week saw the 80th anniversary of the beginning of the Battle of Britain. As you are aware, Mr Speaker, BAE Systems alone employs more than 10,000 people across Lancashire, supporting the great work of our RAF, and it is taking on more than 250 apprentices in that part of the business this year. Will the Prime Minister come to visit Warton, meet these apprentices and commit to doing all he can to secure these key jobs through support for defence exports and the Team Tempest programme?

I have no doubt that I will be coming to Warton in due course. Let me tell my hon. Friend that 1,800 highly skilled engineers and programmers are already involved in the project, going up to 2,500 next year, and that 800 of those are in his constituency. I look forward to his constituency being at the epicentre of the development of the next UK-led combat air programme.

It is lovely Lancashire, Mr Speaker. May I welcome the measures that the Prime Minister has announced today, which will be a real boost to the visitor economy? Other Members have invited him to come for a drink in their constituency, but may I invite him to Fylde to get his hair cut? While he is here, he will have an opportunity to realise why it is very important, as part of the levelling-up agenda, to give the green light to projects such as the Lytham St Annes M55 link road, which will ensure that the visitor economies of areas such as Fylde are connected and well served for years to come.

We now head up to the county palatine of Lancashire, with Mark Menzies.

Hospitality and tourism businesses on the Fylde coast are concerned about their path to long-term recovery and the infrastructure needed to support that. Central to the issue locally is the M55 link road, a project that was fully funded but had an issue with some funding allocations. Will the Prime Minister put his weight behind this issue and help me to secure the £5.7 million needed to complete this shovel-ready project?

What I can say is that we will unite and level up with infrastructure projects across our country. I congratulate my hon. Friend on his lobbying for that particular scheme and can tell him that last year we put £31 million into the Preston western distributor scheme, which is a new dual carriageway that will reduce congestion in Preston and lead directly to the creation of 3,000 houses and more than 500 jobs. As for further expansion of the M55, my hon. Friend will have to wait, but there will be further announcements in due course.

I can certainly say that the “Shaping a Healthier Future” programme for north-west London has not perhaps delivered the results that we wanted. I think the hon. Gentleman and I share a constituency interest, shall we say, in ensuring that we get the improvements to healthcare not just in north-west London but across the country. That is why this party and this Government are spending an extra £20 billion. That is why yesterday I announced new upgrades for 20 hospitals across the country, including some, I believe, in north-west London.

I welcome the Prime Minister to his role and his commitment to infrastructure in the north of England. Will he commit to the Government continuing to invest in small projects across the north of England, such as the M55 Lytham St Annes bypass?

I lost count, in the course of the recent campaign, of the number of dualling schemes and bypasses that I seemed to commit myself to. I will certainly make sure that we invest massively in road. Although I believe passionately in mass transit, there is no doubt that for many people investment in improving our roads is absolutely essential for economic progress.

The threat from dissident republican terrorism continues to be severe in Northern Ireland after the appalling killing of Lyra McKee. This Government’s first priority is to keep people safe and secure. Vigilance against this continuing threat is essential, and we remain determined to ensure that terrorism never succeeds.

My hon. Friend makes a very important point. I am sure that she will have heard the words of Father Martin Magill at the funeral of Lyra McKee; he said that young people need jobs, not guns. It is exactly right that we should focus our efforts on providing jobs as well as tackling terrorism, so that we can give those young people the alternative to violence so that they can have a future that is fit for them.

Does my right hon. Friend agree that the Police Service of Northern Ireland is doing an outstanding job and showing tremendous courage and professionalism in dealing with violence and dissident activity? What can the Government do to support the PSNI to ensure that it faces down the dissidents and people who are spreading hatred and violence?

The Prime Minister has an excellent record of standing up for the interests of Britain’s defence workers, especially the 6,000 Eurofighter workers at Warton in my constituency. Will she impress upon our European counterparts the importance of doing a deal, because hundreds of thousands of jobs across Europe are at risk if they do not come to the table with her?

My hon. Friend makes a very important point. When we talk about the importance of frictionless trade, often the sector referred to is the automotive sector, but the aerospace industry also has a real interest in it, and we will continue to make the point about the importance of that frictionless trade.

I will commit to do just that. We have a big opportunity with the forthcoming G7 Development Ministers’ meeting next week in Canada. Canada has done a huge amount on this agenda, and the issues of which the hon. Gentleman speaks will feature heavily in our discussions.

Does the Secretary of State agree that women’s co-operatives have an important role to play in tackling poverty? I encourage her Department to do much more in this area.

The hon. Gentleman is right to highlight that important issue. I can assure him that there are some 5,000 schools where the Girls’ Education Challenge is supporting many, many girls in their menstrual protection.

T8. The Department for International Development is a founder member of the Robert Carr civil society Networks Fund. The Government have led the way in funding this work, supporting regional and global networks working with groups disproportionately affected by HIV. Currently, the RCNF can only afford to fund 50% of the quality proposals it sees. Will my right hon. Friend commit to continuing to fund the RCNF’s vital work? What efforts are the Department making to fund the battle against HIV?

We are very proud to be a founding supporter of the Robert Carr civil society Networks Fund. So far, the United Kingdom has committed £9 million to it. We will make our decision on future investments to the fund later this year and I hope to attend the international convention on HIV/AIDS prevention in Amsterdam later this year.

I was delighted to host the ever-popular Scotch Whisky Association reception at Dover House last night. The UK Government work closely with the association, individual distilleries and companies across a range of issues from market promotion to market access.

The Chancellor’s Budget announcement that he would freeze duty on Scotch whisky is a sign of support for one of Scotland’s great industries. As one of the Prime Minister’s trade envoys, I have recently been in Colombia, Peru and Chile banging the drum for Scotch whisky; does my right hon. Friend agree that the Scotch whisky industry has an enormous opportunity to boost trade with growing markets as we look to build a truly global Britain?

I absolutely agree with my hon. Friend that there are huge opportunities for Scotch whisky as we leave the EU, particularly in South America, and I commend him for his activities. I also commend Diageo for the 20th anniversary of the creation of the company on 17 December.
