I will take the opportunity to speak, but for the reasons the hon. Member for Chippenham (Duncan Hames) gave—the number of Members who want to speak—I shall be brief.

I congratulate my hon. Friend the Member for Rutherglen and Hamilton West (Tom Greatrex) on securing the debate, but more importantly on the work that he has done over almost a year in highlighting the problems of Atos and the work capability assessment. Like many Members, I came to the debate today with a dossier of cases from my constituency of people who had suffered in the process, and not only that which involves Atos. Let us be clear: not only Atos is at issue, but how the system operates, how it is being put into effect and how Atos is asked to carry out its work. There are certainly major deficiencies in the organisation, but it is not only Atos with which we need to be concerned.

Given the time, I will make just a few points. Many applicants find the experience of going through the WCA process terrifying. There is plenty of evidence, especially in the cases of those with mental health issues, that the process does not take account of the particular circumstances of those who suffer from conditions that may vary from day to day, as my hon. Friend made clear. Inevitably, any process, under any system, will lead to stress and tension for many people, but what makes it worse is that the process is felt by many applicants to take away from their dignity as human beings. It does not lead to proper consideration of their personal circumstances and they believe, notwithstanding what the Government and the contracts say, that it is a method of keeping down the cost of benefits. I know that that is not in the policy or the contracts in any sense, but in a climate where there is a feeling that the Government are trying to drive down costs at any expense, it is inevitable that many of those who apply for benefit will feel that way. Those subjective feelings are borne out by the high rate of successful appeals.

The high rate of successful appeals, which hon. Members have pointed out, leads one to conclude that there must be people who do not appeal or even apply for benefit who would have been successful or been entitled had they done so. It is essential that the process is right first time. That is partly the responsibility of Atos; it is also the responsibility of Government. What must be ensured is that all available evidence is used at the earliest possible stage in the process. We are all familiar with cases in which the medical evidence from GPs and consultants is overwhelming, yet the applications are unsuccessful. It is only at appeal that such people receive the right decision. It is also important to reduce unnecessary reassessments, as there have been cases where it is overwhelmingly obvious that a reassessment should not be carried out. I would like to know what the Minister is doing about that.

I make this final comment to the Minister. He may be leaving his post today, but I seriously hope that in his new role he will ensure that the backlog of appeals is dealt with speedily. That is important for individual applicants and for the system. Until that backlog is dealt with we will not get out of this vicious circle in which new applications are put in at the end of the appeal process and the process starts again. That should be a priority for the Minister to address in his new role.

The hon. Lady obviously wants to ensure that people in her constituency are well provided for, and I hope that she will be reassured by the comments I have made today about the employee support plan and the £8 million that the Government have put in place. Spennymoor is not in her constituency, but she will know that in the constituency of Bishop Auckland, where it is located, there are more than 13,000 disabled people, compared with the 40 disabled people who work in the factory. We have to work together to ensure that more disabled people are supported into work. We know that more than 500 disabled people in the area were supported into mainstream work by Remploy employment services in the last year alone. The jobs are there if people get the right support.

The Edinburgh Remploy plant employs a number of people in my constituency. Obviously I am pleased that it is one for which bids are to be invited in the next stage of the process. Can the Minister give an indication of the time scale by which the process is to be completed, so that people can have some certainty about whether they will be in continued employment?

To reiterate what I said earlier, through the summer process the bids being taken forward will be able to gather more of the detailed, commercially sensitive information that they require to be able to make a full and final offer. That process will be completed around the beginning of September, and I would of course be happy to keep hon. Members updated if they have an interest outside their constituencies.

We are doing all those things. The housing benefit changes are necessary to bring back under control a budget that was spiralling under the Government the hon. Gentleman supported. In almost 10 years, we saw that budget rise from about £11 billion to £21 billion. That was madness, and it was their lack of control and their creation of the local housing allowance that led to that problem, so we will take no lectures from him or his hon. Friends about what is right or wrong in relation to housing benefit.

How many young people under 25 does the Secretary of State think will lose their jobs as a result of the measures that his Prime Minister is proposing?

I am not aware that any would lose their jobs. I am aware that, as I said to my hon. Friend the Member for Shipley (Philip Davies), the housing benefit changes that we have introduced are already leading to a large number of those who were not in work now seeking work. That is the difference between us and the Opposition—we believe that these changes should be about helping people to become independent; they think welfare is about making people dependent on them.

No, that is not my argument at all. My argument is very simple: disabled people have the same right to a job as everyone else, but at present the choice of where to work is being taken from many of them.

When I visited the Edinburgh Remploy factory, the workers were not having coffee, but working hard and bringing in new business. Unfortunately, however, that is one of the factories that is due to be closed. In Edinburgh, where five unemployed people are chasing each vacancy, every single job is important. Would it not be better to take the best possible advantage of successful Remploy factories by building on what they have done so far, rather than throwing them on to the scrapheap as the Government are suggesting?

Exactly. Workers in Remploy factories are doing a good, proper job of work, and the least that they deserve is a Government who are serious about giving them a future in work.

My hon. Friend raises an important issue. When people have saved for a pension, it is vital that they get the best possible pension out of it, and that may not be from the company they have saved with. That is why I very much welcome today’s Association of British Insurers code, which will be mandatory for members of the ABI and will make it much more natural that shopping around becomes the default, rather than something that one has actively to seek out.

What are the Government’s plans for the future, if any, of the Department’s contract with Atos?

The Department’s contract with Atos runs until 2015. We have taken no decisions about how the contracting structure will work beyond that point. Consistency of provision was necessary through the incapacity benefit reassessment process, but we will not take decisions on the detailed structure of the renewal of that contract for some while to come.

It is a pleasure to serve under your chairmanship today, Mr Williams. I am following a very powerful speech from my hon. Friend the Member for Kilmarnock and Loudoun (Cathy Jamieson). In securing this debate, my hon. Friend the Member for Rutherglen and Hamilton West (Tom Greatrex) has done a great service not just to the House but to the many thousands of people in the country who are affected by the issues. I had a number of points that I wanted to make, but as others still want to contribute, I will restrict my comments to two specific problems with the work capability assessment that arise from my constituency.

My first concern relates to people with sensory impairments. In particular, I want to raise an issue that was brought to my attention by a constituent with a visual impairment. In fact, I raised this case in a parliamentary question with a Minister a few months ago because my constituent was having problems filling in the ESA50 form through the audio systems available to people with visual impairment. After months of difficulties, which I do not have time to go into today, it turns out that my constituent may not have actually needed to go through this process because in November, the DWP changed the criteria by which people are allocated to an ESA support group. I am told that the new rules mean that someone with a hearing or a visual impairment could qualify for a place in a support group, whereas between April and November, the position was that someone had to have both a hearing and a visual impairment to qualify for the support group. That has certainly caused my constituent a great deal of concern. By giving her the wrong guidance, she felt that the DWP had sent her down the wrong road for months.

I am grateful to the hon. Gentleman for allowing me to intervene. I will respond to all the detailed questions in my remarks. On this specific point, there have been no changes to the rules around referrals. There were no changes in November. We have updated our guidance, which we do as a matter of routine, but there have been no changes to the formal rules.

I understand what the Minister is saying, but the guidance was updated to reflect some of the difficulties that had been raised. The view of the Royal National Institute of Blind People is that Atos may well have been wrongly assessing people between April and November. That may have been the fault not of Atos, but of the incorrect guidance. Will the Minister tell us how many people were wrongly assessed and why there was a need to issue new guidance? Why was my constituent required to go along a road which she did not need to, given the fact that new guidance was issued?

My second point covers the position of people with mental illness, which has been raised by a number of colleagues in this debate. I refer to a report produced by the Consultation and Advocacy Promotion Service, which is an independent advocacy organisation that operates from Edinburgh, Midlothian and East Lothian. The report describes the experience of people with mental health problems going through the work capability assessment process. Again, if time had been available, I would have gone into great detail. Instead, I will simply report its main conclusions.

The work capability assessment for employment and ESA is not designed to assess accurately the needs of people with mental health conditions. It causes a high level of stress and anxiety in people with mental health conditions and, in some cases, it may even make their condition worse. It does not cater for fluctuating conditions, nor does it accurately record how those conditions affect people’s ability to work. That is an experience that many Members will have heard about in their surgeries. I hope, following the Harrington review, that we will see some improvements in that area.

Finally, we are all experiencing these difficulties because of the way in which the process was hurriedly rolled out across the country. We will face, over the next few months and years, even more dramatic changes to the whole welfare system. If we do not learn from the mistakes that we have made so far, we will find that the problems relating to the work capability assessment process are repeated many times throughout the country. Many more people will suffer. Many more people who could get into work might not be able to because they will not be given the support. Many people who will not be able to get into work will be driven to desperation because of the difficulties that they will face. At the end of day, it will also cost the public purse much more money, which none of us wants to see happening.

I hope that the Minister will recognise that we are not trying to make political points. It is not a political issue; we raise it because we hear from our constituents in our surgeries throughout the country every week and we want action. Opposition Members would certainly be beating down the door of a Labour Minister if we were in government and there were the same kind of problems. We need action and assurance. We certainly do not need complacency from the Minister and I sincerely hope that we do not get it in his reply today.

I notice that the shadow Minister commented on how she felt the Minister had performed. I would describe her own performance as a little bit chippy, but that is not to say that she did not make a few good points. Many of us on this side of the House have had similar experiences to those on her side. [Hon. Members: “Hear, hear.”] I like her a great deal, but for her to talk about Conservative Members in the way she did—to intimate that they are in some way detached from humanity—not only does her a great disservice, but does the debate in this House a great disservice. [Hon. Members: “Hear, hear.”] That is not to say that the right hon. Lady did not make a good few points, which I will come on to in a moment—I notice that the “Hear, hears” have stopped on this side of the House.

I want to speak about Lords amendment 73 and then say a little something about under-occupancy. I think all of us who have dealt with the Child Support Agency know that it is a body that is not fit for purpose. The example I gave to the Minister the other day—a close family member of mine is going through this at the moment—concerns an errant partner who is being chased more aggressively, and successfully, for his parking fine than for the maintenance of his own children. It seems that the system is currently based entirely on conflict. We need to do something to address that. I agree with everything that the Minister said—and with her intention—about encouraging people to come to their own arrangements. However, I am a little concerned in that I do not necessarily think that, for a lot of people, levying a £20 charge—or any charge—against what will normally be the mother is likely to effect that change.

We have all seen cases where communication has completely broken down and where the errant parent—normally the father—is doing everything they can to avoid having to pay, particularly if they are self-employed, because the system seems to assist self-employed parents in avoiding their responsibilities. I am not sure that imposing a charge on—normally—the mother is likely to change that situation greatly or effect the cultural change that I think we all want.

Does the hon. Gentleman accept that the Minister was unable to give us any indication of the cost of collecting the £20 charge? Is it not clear that the cost of collecting and banking it will far outweigh the moneys received? The proposal is therefore vindictive, rather than anything else.

There could hardly be an issue of greater importance to my constituents in these challenging economic times than jobs and security for their families. Almost every day I hear about the consequences of unemployment and poverty in my constituency. It is not just about people losing their jobs; it is about people losing their homes or worrying about keeping their homes and the resulting stresses on family life.

Youth unemployment is a major concern in my constituency. Nationally it is at an 18-year high, at 991,000, with long-term youth unemployment up by almost two thirds this January and by a staggering four fifths in Halton. We are again seeing the familiar face of Conservative Governments: mass unemployment, people being thrown on the scrapheap and young people hit particularly hard. To put things in context, back in 1993, in the twilight of the miserable 18 years of Conservative rule, youth unemployment in Halton stood at a massive 22.7%, and it was almost 27% in the autumn of 1985. For most of the early 1990s the rate remained stubbornly above 20%, even as late as 1996, well after the last recession.

Under the Labour Government youth unemployment in Halton was mostly below 10%, which was not good enough, but it was still a lot less than it had been under the previous Conservative Government, and at times it fell as low as 4%. Of course, any youth unemployment is unacceptable, but comparing what the previous Tory Government and the current Tory Government have done shows the natural progression and where they are going. Their economic policy is failing and hurting. It is clearly not working because the Office for Budget Responsibility has forecast that the Government will borrow an extra £46 billion over the next year. As the Business Secretary said on 15 March:

“Cuts without economic growth will not deal with the deficit.”

The motion before us also refers to the International Monetary Fund’s concerns about the Government’s approach. A few weeks ago I met some young people in Runcorn who were on a training scheme to get jobs in the construction industry, which is massively difficult to get into. They were desperate to get work, but they want the confidence that there will be jobs for them. I regularly meet young people who want to work and get those skills. Only last Sunday I met members of the Halton Youth Parliament in Runcorn, who told me that one of their biggest problems is transport. When they are looking for a job or training or a college place, being able to get there is vital. The Government’s cuts to transport, particularly bus transport, have been very hard for my constituency.

There is of course concern about the banks, which should be doing more. I strongly support our proposal for a £2 billion bankers’ bonus tax, which would fund work for 100,000 jobs and allow every small firm taking on extra workers a one-year break from national insurance contributions. The banks should be doing more to help the unemployed, particularly young people. I have twice raised concerns about bank lending to small businesses with the Chancellor on the Floor of the House, and he is looking again at what more can be done. We shall see about that, but there must be a recognition that not enough is happening and that the policy is failing. He has to do more to help young people who are unemployed. It is important that we make it clear that we must have a growth strategy.

Finally, in my constituency we have done a great deal of work with the local authority and local businesses, with the help of the previous Government, to bring forward important projects, such as the Mersey multi-modal gateway, the new Mersey gateway bridge, the Daresbury science and innovation campus and a number of other important projects. Some of those are supported by the Government, but they were developed under the previous Government, which had a growth policy to encourage jobs in areas of high unemployment that need development and need to see—

I shall be very brief. There is not enough time to cover everything mentioned in the motion, so I will avoid the usual political knockabout in the first part of the motion, which is the Labour narrative about how we got into this economic situation. Those arguments are well rehearsed. What matters is not how we got here, but how we get out. I agree with some of the suggestions the Opposition have made. I have long campaigned for a 5% VAT rate on home renovation materials and have asked the industry to analyse the cost-effectiveness of that proposal.

I will not, if the hon. Gentleman will forgive me.

I agree that we could work up a programme to give national insurance relief to small companies taking on new workers, maybe even in the form of a rebate after the first complete year of employment. I have got lots of other ideas, which I hope colleagues in the Treasury will consider. Again, I agree with the Opposition: we need more incentives to stimulate private business to rev up the engine of growth.

It all boils down to growth, but it must be growth in the private sector, not growth led by creating jobs that do not exist, which is what one could argue the future jobs fund did. The Minister has outlined all the steps we are taking to create jobs and prosperity. The motion says only two things about youth unemployment: that long-term youth unemployment is up, and that we should not have scrapped the future jobs fund. Well, youth unemployment is up, but it grew under Labour by 40%—going from 664,000 unemployed 16 to 24-year-olds in May 1997 to 924,000 in May 2010. According to the latest statistics, that figure is 991,000. I hope that a Labour Member will intervene to explain to me how that equates to a 68% increase because, according to my mathematics, that seems more like 7%.

My hon. Friend is right to point out what our young people should be able to expect from the future, but is not the reality that because of what is happening, there is so much despair and fear among young people—fear that they will never get a real job—that it is essential that we get action now to provide jobs, and that we do not just rely on promises and schemes? That is what will give them hope. Otherwise, they will find their fears and despair justified.

I agree wholeheartedly. The 9.6 people going for every job in my constituency are now being threatened and told that if they do not secure employment, their benefits will be withdrawn. That is hardly a carrot-and-stick approach; it is basically a baseball-bat-over-the-head approach. Instead of encouraging people into employment, we are seeing quite the opposite.

The Labour party has proposed a five-point plan for growth and jobs, and the Government parties would be well advised to scrutinise it. What the Minister said absolutely appalled me: he said that they should not listen to the Labour party. Well, let me give him a message. I am here to represent hundreds and thousands of people unable to attract employment. The employment that is available is low paid. On youth unemployment and jobs, the Government should be listening to everyone from across the parties. People are asking me, and are entitled to ask, whether this is a cynical, political attempt to attack the north-east region and them as individuals, because of a fundamental lack of support for the Government parties.

What I expect to see as a result of the changes following Professor Harrington’s review in the summer is a significant reduction in the number of cases that go to appeal when the Department’s initial review and the reconsideration are upheld. In order to ease pressure on individuals, we have tried to ensure that there is a proper reconsideration service in Jobcentre Plus, so that they can produce new evidence at that stage and need not use the Courts Service at all.

Will the Minister look into the delays and difficulties experienced by visually impaired claimants who are being transferred from incapacity benefit to the ESA? I have no time to go into the details of this case today, but after more than four months a constituent of mine is still unable to submit a claim because of a lack of support and assistance, and she is not the only person in those circumstances. Will the Minister look into the difficulties experienced by this very vulnerable group?

I thank my hon. Friend for his intervention. I totally agree. The unexpectedness of the extension of the time is the problem. I really do not have an answer as to how my hon. Friend’s constituent will manage that. I will put some questions to the Minister later.

The accelerated timetable will start in 2016, so the proposal will affect women who would have previously reached the state pension age in about five years’ time. The worst affected will have to wait a further two years to reach their pension age, so they are seven years away from their pension date, which is well below the 15 years’ preparation time recommended by the Turner commission.

It is important to remember that women are already at a significant disadvantage relative to men when it comes to pensions. The median pension saving of a 56-year-old woman is just £9,100, almost six times lower than that of a man, which stands at £52,800. Women’s pensions are traditionally lower because many have taken time out of paid work to raise children or to care for parents.

Like other hon. Members present, I have been contacted by many constituents on this issue, but I suspect that many more do not realise what is to happen or are only gradually realising and will be contacting MPs more and more. Is it not the case that as well as the obvious effects on incomes, what stimulates their anger is that they feel cheated by what has happened? As my hon. Friend said, the proposal was not in the coalition parties’ manifestos and it was not even in the coalition agreement, so there is no way the Government can claim that they did not know the financial figures and they have to make this cut. They knew what the financial figures were when they did not include the proposal in the coalition agreement, so this is a double betrayal of many women pensioners. Does my hon. Friend agree that as we are now seeing U-turns from the Government daily, perhaps this issue should be the subject of today’s U-turn?

I thank my hon. Friend for his intervention. I agree. As I said, it is the unexpectedness of the change that is the problem.
