I congratulate my right hon. Friend on his previous work. I strongly agree with his thesis that a voluntary approach of asking companies for their co-operation has not produced the needed change in a timely manner, which is exactly why in the White Paper we published last month we concluded that statutory regulation that places on companies a duty of care for their users, backed up by a powerful regulator, is the answer to these problems.
I am sure the right hon. Member for South Holland and The Deepings (Sir John Hayes) is absolutely delighted to have been congratulated by the Minister on the delivery of his thesis, as he is of a notable academic and, some would say, even philosophical bent.
Following this very serious WhatsApp security breach, what assurances can the Minister provide that social media companies in the UK will ensure that the products they export cannot be misused to track or monitor human rights activists and others who might themselves subsequently face human rights abuses? Can she also inform the House specifically whether any MP has been targeted?

Commons ChamberTo come back to the point I made earlier, if you have given the responsibility to the BBC, why did you include it in your election manifesto? That is the nub of the issue. Can you clarify whether you are going to honour the manifesto commitment or leave it to the BBC to make the cut that you are avoiding?
That was very naughty of the hon. Gentleman. The word “you” is intruding with increasing frequency. I did not have a manifesto and I did not make a promise on this matter, but I think the hon. Gentleman was referring to the Minister, and I am happy to vest the responsibility where it lies.
I acknowledge that the manifesto commitment was made, but draw the hon. Gentleman’s attention to the fact that Parliament had already voted in favour of passing responsibility to the BBC. The BBC had a responsibility to consult should it wish to make any change to the concession, as it was the Government’s expectation that the BBC would continue to honour the concession.
I recognise the vital public service provided to people of all ages, but Opposition Members are quite right that the BBC is of particular value to older people, who value television as a way of staying connected with the world.
I thank my hon. Friend for his intervention. I will not get involved—[Interruption.]
Order. I say to the hon. Member for Cardiff West (Kevin Brennan) that his volume is almost equal to the volume at which he sings with distinction in the parliamentary rock band. If he wishes to make his point, the conventional means by which to do so is via an intervention, rather than by yelling from a sedentary position.
The key point is that in November 2016, the House passed the Digital Economy Act, including the important element that passed responsibility for the concession to the BBC.

Commons ChamberI thank the Minister for her response. The Scottish National party has been boasting about the £600 million that the Scottish Government have supposedly invested—past tense—in the R100 broadband scheme. That money has not been invested; more than a year and a half after the funding was promised, they have still not got round to awarding the contracts. This so-called investment remains just a promise, and the ambition of 100% superfast access by 2021 is looking less realistic than ever. Can the Minister assure me that when she next meets Scottish Government Ministers, she will remind them of the importance of sticking to their timetable?
Order. The Minister’s responsibility is for the UK Government’s policy. She has no responsibility for the policy of the Scottish Government—a fact of which I am sure she is fully aware.
I am indeed aware of that, Mr Speaker, but it is crucial that Governments stick to timetables when delivering an essential utility that is a fundamental part of public need. I will of course be happy to discuss this when I am next in communication with Scottish Government Ministers, who should be held to account for the unacceptable delay in even getting started on this vital work.

With this we shall consider the following motions:
That the draft British Board of Film Classification Guidance on Ancillary Service Providers 2018, which was laid before this House on 25 October, be approved.
That the draft British Board of Film Classification Guidance on Age-verification Arrangements 2018, which was laid before this House on 25 October, be approved.
The Digital Economy Act 2017 introduced the requirement for commercial providers of online pornography to have robust age-verification controls in place to prevent children and young people under 18 from accessing pornographic material that is made available on a commercial basis.
Section 14(2) of the Act states:
“The Secretary of State may make regulations specifying…circumstances in which material is or is not to be regarded as made available on a commercial basis.”
So, in a sense, this is a small part of the legislative jigsaw needed to implement age verification. It is the last piece. I therefore ask that the draft Online Pornography (Commercial Basis) Regulations 2018, and the two pieces of guidance published by the British Board of Film Classification on age-verification arrangements and on ancillary services providers be approved.
I should bring to the attention of the House the concerns of the Joint Committee on Statutory Instruments and the Secondary Legislation Scrutiny Committee, which I thank for their work. I will address their concerns in a moment but, before coming to the specific points related to this debate, I remind the House why we are introducing this requirement.
In the offline world, there are strict rules to deter children from accessing adult content. A large amount of pornography is available on the internet in the UK, often for free, with little or no protections to ensure that those accessing the content are old enough to do so.

Commons ChamberI too welcome the new centre, but will it be accountable to the Government, or perhaps to Parliament through the Digital, Culture, Media and Sport Committee? Will the Minister also tell us a little more about its relationship with the ICO and rerun the answer to the question from my right hon. Friend the Member for Birmingham, Hodge Hill (Liam Byrne) on DeepMind, because to suggest that because these are private companies there is no role for Government is, frankly, a complete abrogation of responsibility?
There were three inquiries there, but just one aggregated response is required.
I am grateful to the hon. Member for Cambridge (Daniel Zeichner) for giving me the opportunity to clarify the last point he raised. Obviously private companies are subject to law and regulation. They are subject to the current laws and regulations on corporate governance, which have been strengthened by this Government in the last 18 months. I did not see that as a prime issue for the new centre, but corporations are of course subject to rules on corporate governance and so forth.
I certainly think that rural areas have a key role to play and a voice that must be listened to as we develop policy in this area. If you will allow me, Mr Speaker, I also want to emphasise the fact that rural areas need better connectivity. Farms need to be able to connect to the coming 5G networks, so that they are able to take advantage of the internet of things and all the other positive benefits that AI will allow.
I thank the Minister and colleagues. I think that there is a lurking point of order, and if the hon. Member for Southampton, Test (Dr Whitehead) can overcome his natural shyness and leap to his feet, we will hear it.

Commons ChamberThe hon. Gentleman makes a good point. We have taken a lot of action that is resulting in an improvement in the situation and a reduction in the availability of tickets on these very questionable sites.
I call Mary Robinson. Not here. I call Andrew Rosindell. Not here. What is going on? Where are our colleagues? I hope that they are well and that they will be back. I call Jack Brereton.
I have had no discussions with the Treasury on that matter. [Hon. Members: “What?”] No, I have not. The right hon. Gentleman has alleged that I have had discussions, which I have not. To answer his substantive point, the Treasury expects to raise £1.5 billion over the next four years; 2% is a start and he should know that other countries are planning to take action, but no country has yet done so. Therefore, I suggest that the UK is taking the lead on this. We hope for international action, which will land a bigger hit, but at this stage international action is not forthcoming so we are taking action unilaterally—
I am sorry but we have a lot to get through and people really do have to be able to blurt it out.

Commons ChamberI am delighted that my hon. Friend is so pleased with the good news. The 5G pilot will benefit constituents across the west midlands in many different ways, such as regarding health, but it would probably take me too long to actually go into detail.
We will work very hard to bring the benefit of superfast broadband to all residents. I am aware that there are pockets of London where speeds are inadequate and unsatisfactory, as the hon. Lady has just described. Where an area is commercially viable, it is difficult for the Government to intervene, but we are in close contact—
Will Ministers commit to working with providers so that when much-needed broadband and mobile upgrades are rolled out to rural areas, roads are properly repaired? Ideally, infrastructure should be put in verges.

Commons ChamberWith permission, Mr Speaker, I will make a statement today in response to the Government’s publication of the sector deal for artificial intelligence—a major collaboration with industry to secure the UK’s global leadership in AI and data.
AI holds transformative potential for every aspect of our lives—from how we travel to how we work and live—and for every sector of the economy. For the UK, the prize is clear: potentially adding 10% to our GDP by 2030 if adoption is widespread, with a productivity boost of up to 30%. In pursuing that prize, we start with strong foundations. The UK was recently ranked first among OECD countries in the Oxford Insights Government AI readiness index and is home already to globally recognised AI companies, including DeepMind, Swiftkey and Babylon Health. This success is supported by the UK’s strong combination of world-leading universities that drive skills and research and development, a thriving venture capital market for AI that leads among economies of comparable scale and trusted universal public institutions such as our NHS that can pioneer data-driven innovation and connect the power of AI to the public good.
The sector deal that we have published today on govt.uk outlines how we are intending to build on those foundations and on the independent review led by Professor Dame Wendy Hall and Jérôme Pesenti, reflecting that review’s spirit of partnership and consultation between the Government, industry and academia. In skills, we have made it the UK’s ambition to be home to the world’s best and brightest minds in AI. We will support the Alan Turing Institute’s plans for expansion to become the national academic institute for AI and data science.
We will create 200 additional PhDs in AI and related disciplines by 2021, rising to 1,000 Government-backed PhD places at any one time by 2025. We have set a target of 200 places for an industry-funded AI master’s programme and we will introduce an internationally competitive Turing fellowship programme in AI. We are also doubling tier 1 exceptional talent visas to 2,000 a year to attract the brightest minds to the UK. In infrastructure, we will ensure that the ambition of our AI sector is matched by the means of delivery in communications, in data and in supercomputer capacity.
In telecoms, we are investing more than £1 billion to create a country with world-class digital capabilities from 5G mobile networks to full-fibre broadband. In supercomputer capacity, we are pleased to announce that, as part of the sector deal, the University of Cambridge will make the UK’s fastest academic supercomputer, capable of solving the largest scientific and industrial challenges at speed, available to AI technology companies. This complements Government support for start-ups’ access to hardware via the Digital Catapult’s machine intelligence garage and builds on Cambridge’s existing track record as a hub for AI and technology.
We are also investing in data, because data is infrastructure; just as roads help us to reach a destination, data helps us to reach a decision. For AI systems, data is the experience that they learn from to be able to process information and interact usefully with the world and its citizens. This Government have always valued the economic benefits of pioneers having access to high-quality public datasets, but some of the most useful datasets for AI are those that organisations are reluctant to share with others, perhaps because they have commercial value. The world’s first centre for data ethics and innovation will therefore work to unlock the usefulness of that data, while protecting its value for those organisations and, most importantly, keeping people’s data secure. We want AI-led growth to be both empowering and inclusive, and that applies to our approach to data. This also informs our commitment that the benefits of AI should be felt across the whole country.
The sector deal makes a commitment to establish clusters and regional tech hubs designed to power AI growth across the entire country. We will invest £21 million in Tech City UK over four years so that it can expand into Tech Nation, thus transforming the UK from a series of stand-alone tech hubs into a powerful network that can place the nation firmly at the top of the global tech rankings. The new Tech Nation’s AI programme will operate in two or three key clusters where there is existing AI expertise and a potential to provide the mentoring, growth and support that is needed for ambitious AI businesses to thrive.
Industry shares our ambition to link promising AI clusters into a powerful network of high-growth AI businesses, and the sector deal confirms that. For instance, Barclays is launching the bank’s first Scottish Eagle Lab in Edinburgh, in a new partnership with the UK’s largest tech incubator CodeBase, to help AI businesses go from start-up to scale-up.
Taken together, these measures send a signal to AI business, science and research communities around the world. The UK will attract talent, invest and lead on standards and ethics. That message is made clear by the investment of industry that, along with investment from the Government, forms a total package of almost £1 billion. That sits alongside the £250 million already allocated for connected and autonomous vehicles, and the £1.7 billion that has been announced for the cross-sectoral industrial strategy challenge fund thus far.
Our ambition in AI will not stop at this sector deal. This is only the start of UK plans to seize the opportunities of modern technology and to ensure that it follows the highest ethical standards. By so doing, we will ensure that we can build a Britain that is fit for the future. I commend this statement to the House.
Ordinarily, a shadow Minister is expected to take no more than half the length of time taken by the Minister, and they certainly should not exceed five minutes maximum. But I simply say to the right hon. Member for Birmingham, Hodge Hill (Liam Byrne) that it is not obligatory to take that full length of time, and he need not think that he is doing the House or the nation a gross disservice if he takes less time.

Commons ChamberI heartily agree with the hon. Gentleman’s celebration of our postal workers today. As he says, they will deliver in all weather to 29 million addresses across the country over the festive season. I cannot agree, however, that renationalisation is the answer. Royal Mail is in negotiations with the Communication Workers Union, and progress has been made following mediation by Professor Lynette Harris. I assure the hon. Gentleman that there would be a great loss to the postal workers, who, let us not forget, own 12%—

I refer to my entry in the Register of Members’ Financial Interests. As postal workers trudge through the snow this morning, they will have a right to be aggrieved at losing their pensions, while Moya Greene gets paid £1.9 million and gets free flights, paid for by Royal Mail, to Canada. Does the Minister accept that?
I understand that Royal Mail’s offer of a pay increase to its workforce is far from frozen. I do not propose to comment much further, however, other than to say that the figures the hon. Gentleman refers to are misleading, because they go way beyond the chief executive’s base salary and include performance-related benefits, which are in line with a position of that stature.
Order. The Minister may judge that the figures are misleading, but I am sure she would not suggest that the hon. Gentleman would deliberately mislead the House.

Matthew Taylor writes in his report:
“We must equip our children and young people to enter the labour market successfully, but Government, employers and individuals also need to make sure everyone is best placed to thrive throughout what might be a working life spanning 50 years or more.”
How do the Government square that with the previous Prime Minister’s policy of stopping compulsory work experience in schools, which in its first year led to a drop of 60,000 work experience placements in our schools across the country? Will she look at that again?
Order. For those new Members of the House who are not aware of the musical distinction of the hon. Member for Cardiff West (Kevin Brennan), I can inform them that he is an illustrious member of the parliamentary rock band, MP4. If colleagues have not yet heard the band, they have not fully lived. I hope that they will hear the band in due course, preferably in Speaker’s House, where it has played before and will play again.
The hon. Gentleman refers to the term “dependent contractor”. This recommendation was designed to improve clarity and to increase the chances of workers getting the rights to which they are entitled, but it is just that: a recommendation. He is free to lobby against our acceptance of it during the course of our consultation.

Commons ChamberThe Government are absolutely committed, as the Prime Minister has said on several occasions, to protecting workers’ rights as we leave the European Union. And not just to protect those rights but to enhance them, if necessary. She has set up the Taylor review to examine the details.
I call Martin Docherty-Hughes. I am sad to note the rather uncharacteristic absence of the hon. Gentleman. We will do our best to bear up with such fortitude as we can muster.
A number of small businesses in the oil and gas sector supply chain have been hit disproportionately by the oil price reduction. My hon. Friend the Member for Aberdeen South (Callum McCaig) and I held a meeting last week to encourage young businesses to access different methods of capital financing so that they can grow. What are the UK Government doing to encourage such businesses to access capital finance?

Commons ChamberThe answer should relate specifically to SMEs, which I am sure the hon. Gentleman intended to mention.
The unemployment rate in Scotland is lower than that in the rest of the UK, and SMEs in Scotland, as my hon. Friend points out, benefit from this trend as much as any other businesses in Scotland.
I thank my hon. Friend, and I am happy to give that encouragement. The message that the UK Government have heard loud and clear is that businesses in Scotland want stability and not another divisive referendum. Talk of independence is disruptive. What people want now is the economic stability that can be provided only by Scotland remaining in the UK.
As I have said, the Government are committed to gaining maximum access to the single market and trade within it for all British companies, and that includes Scottish SMEs.

Thank you, Mr Speaker. I want to follow up the point about going to universities and enthusing people at that stage. That needs to start even earlier. I have been shocked to find in schools that pupils do not ever read a newspaper or watch news bulletins on television. I encourage them to do so. They think politics and public life are nothing to do with them. Interest in general matters needs to start much earlier.

Order. I am afraid that that is not a question for the Secretary of State. I decide whether an urgent question should be granted or not. I am fully conscious of what other parts of the House are doing and the judgment I have to make is whether the matter should be aired on the Floor of the House today. The answer is yes. That, to be honest, is the end of the matter.
I was delighted to hear my right hon. Friend say that he thought that the cultural change afforded by the introduction of universal credit was even more important than the financial savings that it will offer. In my part of the world in the black country, we have a higher than average rate of workless households. Will he talk to his officials about ensuring that some of the pathfinder pilots that he has in mind take place in the black country?

Friend the Secretary of State welcome, as I do, the positive notes in Sir Bruce Keogh’s report about that new leadership’s abilities, and Sir Bruce’s finding that the overall work force at our trust are
“committed, loyal, passionate, caring and motivated”?

Commons ChamberIn fact, RBS has a reasonably good record of lending to small and medium-sized enterprises. It just missed its Merlin targets. It launched a new product at the end of last year for businesses with low fixed interest rates, no early repayment charges and no fees for the first three months. It is above the market average for small business loans. Some 40% of all SME loans are from RBS, which is—

What this furore has revealed to me is the existence of a growing private sector offering a vast array of cosmetic surgery that extends well beyond breast implants. I fear that the need for tighter regulation of the industry will prove widespread, and I therefore welcome the Government’s commitment to a review. Does my right hon. Friend expect to be able to charge the private sector for the costs of any additional regulation that the review group may deem necessary?

Commons ChamberI see no discrepancy in the Government seeking to apply the principles of public sector reform to the decisions that IPSA will ultimately take, as is stated in the motion. That does not preclude IPSA from consulting on the finer details, as my hon. Friend said. It is important that it is explicit in the motion that the principles of the wider public sector reforms should be applicable to MPs’ pensions. It is imperative that the message goes out that that is what we are voting for.
Order. I am extremely grateful to the hon. Lady. That may well be imperative, but it is also imperative that interventions from now on are brief, because a number of people wish to speak. I remind the House that a debate of exceptional importance is to take place under the auspices of the Backbench Business Committee. I do not think that I am alone in hoping that that debate will not be delayed unduly.
Order. A great many hon. and right hon. Members are seeking to catch my eye, but time is limited and we have a heavily subscribed debate to follow, so brevity from Back Benchers and Front Benchers alike is essential. Moreover, I should remind hon. and right hon. Members that they should not expect to be called unless they were in the Chamber at the beginning of the delivery of the Secretary of State’s statement.
I congratulate my right hon. Friend the Secretary of State on bringing the private sector into the driving seat of the economic renewal that is very much required locally. The sector will be in partnership for the first time with local authorities, so that private business will have a seat at the table discussing infrastructure and planning matters at last. He has mentioned—indeed, we now have the White Paper—the 24 LEPs that he has approved. Will he say a little about the next steps for future LEP approvals? May I also commend my area’s LEP, the Black Country LEP, for which local business leaders have great enthusiasm?

Commons ChamberOrder. Members really should not chunter, witter or otherwise heckle from a sedentary position, because they thereby reduce their chances of getting in, or of their colleagues getting in.
Older people and people with long-term medical conditions have not been well served by the division between health and social care, which has lasted many years. I congratulate the Secretary of State on his plan to give local authorities control over local health improvement budgets. Can he say any more about how those reforms will break down the barriers between health and social care?
