Commons ChamberI am sure the hon. Gentleman will note that pensioner poverty has gone down by 200,000 in absolute terms since 2010. I point him to the record state pension increase, the record rise in pension credit and the pensioner cost of living payments, as well as to the fact that Labour’s record on this issue was a decimation of private pensions and a 75p rise.
I am grateful to the hon. Gentleman; I opened my door to him as soon as he requested and had him and his colleagues in for a discussion. We continue to consider those matters as part of the general policy going forward, and I will keep him informed of news as it may or may not occur.

Commons ChamberI appreciate the hon. Gentleman’s interest in pension credit. I hope he will have heard my previous answer about all we are doing to boost take-up and indeed the success that we had before Christmas. I have spoken to him previously about the work we are doing to automate it and make greater use of data; this is an absolute priority for me and for this Government.
This Department is rightly prioritising the needs of care leavers, by simplifying their interaction with the benefit system and helping them into work, so they can progress and thrive in employment. The DWP does not provide direct support to prospective house buyers; households can access Government-backed schemes, such as Help to Buy and the right to buy.
I thank the Minister for that answer. It is a privilege to be working with Barnardo’s and care leavers in Plymouth in making the case that every young person leaving local authority care should have a home of their own, ideally one to be rented straightaway so that they do not fall back into emergency care. Many of these young people have been through awful experiences. Will the Minister set out what additional steps by her Department could help set up a guarantor scheme and provide help with the first rental deposit so that these young people do not miss out on a home when they leave local authority care?

Commons ChamberI appreciate that this is a genuine issue. The Treasury is looking specifically at the high earners pension situation. I am sure the Treasury will get back on that very shortly.
I am honoured to have been appointed as the Secretary of State for Work and Pensions. I can inform the House that I have two early key missions: to focus on those who are economically inactive, as I have been suggesting already at the Dispatch Box; and to pursue with vigour the Prime Minister’s personal commitment to us being a compassionate, caring Department supporting the most vulnerable, which, at the end of the day, is a hallmark of a civilised society.
I welcome the Secretary of State, a fellow Devon MP, to his position. Will he agree to meet me and Barnardo’s to discuss the concerns of care leavers from Devon, whom I recently hosted in Westminster, who without a rent guarantor cannot afford a deposit on a rental property of their own. Will he consider a pilot to help those young people get a better start in life?
I thank my hon. Friend—I will call him an hon. Friend, certainly—and colleague from Devon for his question. I know of the excellent work he has been carrying out with Barnardo’s in that area. I congratulate the hon. Member for Glenrothes (Peter Grant) on securing the debate, because it is time that we set out the concerns of our constituents—far too many of them. I have a real concern that the CMS is not fit for purpose. I say that because there are too few staff chasing too much demand, too many mistakes being made, and too many parents and too many children—as the hon. Member for Stirling (Stephen Kerr) said—not getting the support they deserve because of failings in the way the organisation works.
I wish to raise an issue that has not been discussed in detail, which is the Government’s changes to the way that historical debts are chased. I recognise that last year, the Child Support (Miscellaneous Amendments) Regulations 2018 were passed to enable the CMS to write off debts accrued when it was the CSA. There is a logic behind that in the adequate use of resources, but it means that there are far too many families in Plymouth and across the country who are legitimately owed money but who are having those debts written off. That is being done in a way that creates genuine heartbreak for the parents because of the lack of support for the children involved.
The Government have stated:
“If there is a reasonable chance of collection we will make reasonable attempts to collect the outstanding debt”,
but they are yet to articulate what “reasonable” means. I would be grateful if the Minister set out what the Department means by “reasonable attempts”, because far too many parents feel that there is no attempt to reclaim and go after those historical debts.
Consequently, it seems that if people avoid paying historical debts for long enough, they can simply get away with not paying at all. That is a deeply concerning sentiment that I have heard time and again in my surgeries. One constituent who visited me was owed £9,378.08 by her ex-husband. She was told that approximately £4,500 of that would be written off because it was accrued under the old CSA rules. After she got in touch with my office, we intervened so that did not happen. When the CMS actually investigated, it discovered that her ex-husband had more than enough money in his account to pay for the arrears, so the decision to write them off should not have been made in the first place, yet it was.
Another person who lives in my patch came to me with a similar issue: £13,359 was written off. In this case, it seemed that the absent parent was deliberately changing bank accounts and hiding income. The CMS said that the debt was a direct result of his determination to avoid meeting his responsibilities, yet my constituent was told that there was no right of appeal against the debt being written off. She is never going to see the £13,000 she is owed.
I have spoken to children involved. The money is not just cash; it represents a connection with a parent and a value for an individual. Children who are affected in these cases have a value and a worth; the historical debts hanging over them from parents who do not pay have no consequence on their value. Those children deserve to be loved, cared for and supported responsibly.

Commons ChamberMy hon. Friend makes an effective point—which I will come to—about the position of the WASPI women, born in the 1950s. They dealt with challenges in the labour market that I have never faced. They fought for the changes that my generation benefited from, and at their point of retirement the Government undermined them. I will say why I think that is contrary to the principles on which we operate the welfare state in this country and I thank him for that appropriate intervention.
Before I come to the principles, I shall address the purpose. What is the purpose of all the money spent by the UK’s biggest spending Department? What is it for? The spending has a simple principle—and Beveridge articulated it in his report, which really commenced the modern welfare state in the UK—and that is to smooth incomes. The idea is that we spend to allow people to take money from the system when their income is low and to pay in when their income is high. It is very simple. If we allow people to smooth their potential for getting wages and income over their lifetimes, on average people will be richer than if they have to cope alone in the hard times. If we allow people to use social insurance to smooth their income, we are all better off. We pay in when we can, we take out when we need; that is how it works. It has a simple purpose. How does the system do that? It operates by some simple principles. It is a huge amount of money, but our welfare state adheres to a straightforward and simple principle—the contributory principle, one that any student of Beveridge will know all about. The idea is that we all pay in when we can and we are all entitled to take out when we need.
Why have I made those points about the simple purpose and principles of the welfare state? I do not think that very much has changed since Beveridge’s time when it comes to the fundamental way that the labour market operates and the risks that people face in their lives that will make them poorer if we do not have an effective welfare state. We are still fighting the same evils that Beveridge identified, and the reasons people might not have enough to get by are fundamentally the same as they were when he wrote his report. The one that we all know about is old age, as my hon. Friend the Member for Coventry South (Mr Cunningham) has already mentioned. That is why it is right that, in the 10 years since the crash, the incomes of pensioners in our welfare state have—by and large, with one notable, shameful exception—been protected. We have seen pensions keep pace with earnings and with the general movement of our economy. When the economy is growing, pensioners’ incomes have kept pace. We know that the uprating, the increase in spend on pensioners, has protected them from the possibility of poverty. No one wants to see people who have worked hard all their lives go without and struggle with poverty in their old age.
Of course, the WASPI women are an exception to that. The principle that they have paid in and that they should be able to take out in an equitable way has been undermined for them. For the reasons that have already been mentioned, that is shameful and must be changed.
I thank my hon. Friend for giving way and for the way she is introducing the debate. Does she agree that at a time when the Conservative leadership contenders are splurging billions of pounds in spending commitments, not a single penny is available for the WASPI women and that really shows where their priorities lie?
I thank my hon. Friend for his intervention. The Conservative leadership election feels like the reversal of politics as I had come to know it. I had always expected that Labour would be on the defensive when it came to public spending. I thought that my party would always have to prove that we were the ones who would deal responsibly with the economy, that we would always be on the defensive and the Tories would always be on the attack. But those competing in the Conservative leadership election seem to want to reverse that principle. They seem to want to be accused of splashing the cash. Given that one of the candidates found nearly £10 billion to be spent on tax cuts, I suggest that the debate should never again be about whether austerity was necessary, but should instead be a simple question of political priorities.

Commons ChamberUniversal credit is a vast improvement on the legacy benefits. There were six different benefits and three different places; the system was incredibly difficult to navigate, and there were vast numbers of complaints and problems with it. This new system is easier for people to navigate. Overall, it will be more generous, when it is fully rolled out, than the last system. I believe it is absolutely the right approach in making sure that we support all our constituents.
The Verify identification function for those claiming universal credit online does not work properly. When the Secretary of State is looking at that, will she also look at the problem that requires couples making a joint claim to verify their identity in person at the same time, which causes those sharing childcare and working shift patterns difficulty in claiming?
I am happy to discuss any issues around Verify with the hon. Gentleman, but, as he will know, there is more than one way for someone to verify their identity. Of course, they can use gov.uk Verify, but they can also use documentary evidence or a biographical test. Those are known, recognised tests, and they are all available in the system.

Commons ChamberThis is a huge issue. Where do these people stand now? That is the problem. People are busy; they are working, looking after grandchildren and running around the place. We all know what I mean. My mum is currently rushing around after my 14-year-old. Life happens. When people get a response, how do they react to it? This is why the groups of women who support each other on social media are giving each other a shoulder to cry on and a listening ear. They are a force to be reckoned with and I thank them for their work.
I thank my hon. Friend for giving way; she is being very generous with her time. There are 8,500 WASPI women in Plymouth, but they are dying. Justice delayed is justice denied, and many WASPI women are dying in poverty before they get justice and the pension that they deserve. The fight must continue in order to give the people who are still alive justice, as well as all the women we have lost.
I thank my hon. Friend for that comment. I completely agree with him.
Can the Minister provide a rationale as to why the independent case examiner has closed these 2,505 cases, and say precisely why they were closed? Knowing this, the women would be able to work out which aspect of their case they could proceed with. Otherwise, how are they going to know what to do next? How many of these complaints could have been answered before 30 November, and why does it take so long to deal with them? Now they have just been filed somewhere, and that is simply not good enough.
I would like to raise my concerns about the recent written statement on the pension credit update of 14 January. Written statements are often seen in this House as a way to bury bad news, and these further changes to the pension credit rules appear to put strain on lower-paid women. Can the Minister confirm that the effect of this change will be to debar a pensioner of either gender from claiming pension credit until their partner also attains state pension age? This measure, if brought in on 15 May, will slash the income of couples affected who can claim pension credit in future by up to £7,000 a year, in the worst cases, compared with the current rules. It is also worth noting that many of those caught by this policy change are likely to be women born in the 1950s, who will have been hit by this double whammy and rightly feel especially aggrieved. I hope that the Minister can give further clarification on this point.
I want to give a personal angle. I am very proud of my constituents. A year ago, I held a meeting on this issue in Mumbles, with over 300 women attending. As I have mentioned, approximately 5,500 women in Gower have been impacted by the pension age changes. Since then, they have held a few meetings and set up the Pension Justice for Swansea Women group, which includes all the other local constituencies. I could talk all day about the cases of women across Swansea who have had their lives turned upside down. I know women whose projected state age pension had been part of their divorce settlement. Then, when the goalposts changed, they had to go and find work and be financially worse off. These are women who have had to find low-paid and unskilled work to make ends meet—and, as I have said, they were lucky to even find that job. I know many women who have caring responsibilities, including one who looks after her grandchildren so that they do not go into care and cannot find a job to fit in with school hours.

I thank my hon. Friend the Member for Chesterfield (Toby Perkins) who has become a real hero for many people with fibromyalgia, because he has given them a voice. Ahead of the debate, I posted on Facebook to ask people to share their feelings and experiences with the people of Plymouth, because there are many fibromyalgia sufferers there. The number of people who have got in touch is extraordinary. Among those people, the common view is that they want to be believed and supported. My hon. Friend’s work has done much towards that. The suggestion of the hon. Member for Southend West (Sir David Amess) about a fibromyalgia champion is a good one that has cross-party support.
It is important to say, and to say clearly, that fibromyalgia is real, that the pain is real, and that the people who suffer from it should be believed. That should not be controversial, but I am afraid it still is. The campaign to have it recognised as a disability is good and important. It would make such a difference to many people’s lives to have that recognition.
Sarah wrote to me to say that,
“the pain is chronic and never goes away…Physically it started with the horrendous pain, constant viral infections, walking along and suddenly my legs would give way and I would end up lying in the road, being unable to change the gears in my car suddenly as I didn’t have any feeling and being unable to function due to feeling so fatigued and having zero energy.”
Among the people who got in touch, it was common to talk about how fibromyalgia rips away the ability to do things that many of us take for granted and how, in many cases, they did not understand why that happened and could not explain it clearly to people. The delays in diagnosis contribute to that suffering.
Fibromyalgia should be classified as a disability. That is a necessary step to dealing with the horrendous stigma around the disease and to directing the attention that people with fibromyalgia need to get the support they deserve.
The real-life stories I have heard from people in Plymouth were about not just their diagnosis and the health system, but how the DWP treated them, especially in their healthcare assessments. Our assessment system does not adequately understand the real-life experiences of many people with hidden illnesses, in particular fibromyalgia and ME, but also many more besides. It really needs to, because they are precisely the people who need support from our welfare system, but are not getting it.
One thing that all hon. Members can do is tackle the stigma around fibromyalgia, as we have done for ME and many other hidden illnesses. To do that, we need to talk about it, give a platform to those people who suffer from it, and recognise that we will not receive mass lobbies in Parliament about it, simply because coming to London—especially from Plymouth and further away—takes a lot of energy and knocks people out for weeks afterwards. We need to recognise that it is real and do something about it.

Commons ChamberI thank my hon. Friend for his question. He has raised this issue with us before. He is right that we need to ensure that universal credit delivers on what it intends to do, which is to give real time financial support based on an actual month’s assessment. We have recently updated the guidance for universal credit so that work coaches can adjust to ensure that where the situation he describes occurs, appropriate adjustments are made.
I am sorry to hear of the particular situation the hon. Gentleman raises. He must write to me, and of course I will take a careful look at it. However, I would just say also that I visited a number of jobcentres last Friday and was shown the work that a particular work coach had done to get three different people advances on the day of their universal credit application—the Friday before Christmas. We must not underestimate the good work that so many work coaches do to help claimants, which is in their interest and in ours.

Commons ChamberEspecially on such an incredibly sensitive subject as people wanting to take their own life. Our chief medical officer, Professor Gina Radford, has made it absolutely clear that the NHS data shows there is no causal link between applying for benefits and people tragically taking their lives.
Claimants are entitled to benefits from the moment of making a successful claim. The first payment under universal credit is made five weeks after the claim date, and all subsequent payments are made monthly thereafter. The five-week wait has no savings implications for the Exchequer.
Unlike the Health Secretary, a lot of people I represent get in touch with me about universal credit, and in particular about how they struggle to repay the loan given to them during the five-week wait period. If entitlement has already been established, will the Minister consider, instead of issuing loans, giving them the money they deserve and are entitled to in the first place?
We talk about giving support to people and, as the Secretary of State pointed out, £1.5 billion of support was put in, so those who are on housing benefit get two weeks’ housing benefit run-on in actual cash and of course people can take advances. I would say this to the hon. Gentleman and all his colleagues sitting there now who are talking about supporting the vulnerable: if that is what they want to do, why did they not support us when we voted for the £1.5 billion?
