My hon. Friend is absolutely right that business wants certainty. The best certainty we can give is to make sure we secure a good deal with the European Union, which is why I hope everyone across the House will give my right hon. Friend the Prime Minister the time and space necessary to secure that good deal on which he has been working so hard.

Further to the question we have just heard about food shortages, on Sunday the Minister said that there will be no shortages of fresh food. He has just told us that there will be a wide choice. Does he accept what the British Retail Consortium said, which is that his initial claim was “categorically untrue” and that a no-deal Brexit would be

“the worst of all worlds for our high streets and those who shop there”?

The hon. Lady, like me, wants to avoid a no-deal Brexit if at all possible. The British Retail Consortium, supermarkets and others involved in providing our food have been doing important work to make sure we continue to have a wide choice and a ready supply of the fresh food that we all enjoy.

My hon. Friend is absolutely right. One of the weaknesses in our education system, as the hon. Member for Huddersfield (Mr Sheerman) pointed out, and indeed in our whole nation, is the fact that we labour under the problem of having a stratified and segregated schools system, and it is more stratified and segregated than most. One of the things that is helping to tackle that, of course, is the investment in the pupil premium, championed by the Deputy Prime Minister and the Minister for Schools, which we are happy to implement as part of a coalition Government.

In 2010 the right hon. Member for Witney (Mr Cameron) promised to learn from the best education systems in the world with the most highly qualified teachers, so why have the Government removed the requirement that teachers be qualified to degree level?

As I pointed out in response to the right hon. Member for Sheffield, Brightside and Hillsborough (Mr Blunkett), there are now more highly qualified teachers than ever before in all our schools. I hope that the hon. Lady will join me in championing the reforms we have made, which have brought hope to her constituents, who I am afraid suffered in the past as a result of a failed, leftist, National Union of Teachers orthodoxy, which I hope that she, like me, as a Blairite, will now vigorously condemn.

Today sees the launch of Juice FM’s Knives Wreck Lives campaign in Liverpool, which aims to raise awareness among people on Merseyside of just how damaging knives can be. Will the Secretary of State welcome the campaign, and tell the House what he is doing in our schools and colleges to inform young people about the perils of knife crime?

I am grateful to the hon. Lady for drawing our attention to that exemplary campaign. I have campaigned against knife crime since before my time in the House. I worked with the widow of Philip Lawrence, who was the tragic victim of such a crime, in order to raise awareness of what could be done to tackle it in and outside schools. I also worked with two former Home Secretaries to ensure that combat knives were banned. I am delighted that head teachers in schools across the country are today using a variety of innovative methods and working with a variety of third sector groups to alert children to the dangers of carrying and using knives, but there is of course much more to be done and I look forward to working with the hon. Lady and other Members in that endeavour.

This is an excellent idea put forward by my noble Friend Baroness Warsi. We want to ensure that we use the commemorations of the beginning of the first world war, in which so many empire and Commonwealth soldiers fought so bravely, and other opportunities in which we can affirm the strength of modern multicultural Britain, to do what she has outlined.

Further to the questions from my hon. Friends the Members for Wirral South (Alison McGovern) and for Worsley and Eccles South (Barbara Keeley), and the recent report that one in four parents are having to borrow to pay for school uniforms, the Secretary of State will be as shocked as I was to learn today that food banks, including in Liverpool, are now having to distribute uniforms to parents who cannot afford them. I listened carefully to his responses earlier concerning the report and guidance, but what more can he and his Government do to ensure that no students turn up to school embarrassed because they do not have the right clothes?

The hon. Lady and her colleagues raise an important point. I had a look at the Family Action report, which details some of these concerns. As I said, the examples it used were not entirely representative. I had the opportunity to visit a food bank in my constituency on Friday. I appreciate that there are families who face considerable pressures. Those pressures are often the result of decisions that they have taken which mean they are not best able to manage their finances. We need to ensure that support is not just financial, and that the right decisions are made.

T10. I listened carefully to the answer to my earlier question about Liverpool community college, but I must point out that Liverpool community college does not receive the pupil premium. Will the Minister responsible for skills answer my question? Will he approve the granting of £6 million, on which the college currently loses out because of the lagged funding formula, so that none of the extra 1,000 students who have enrolled will lose out.

I am grateful to the hon. Lady for advocating so persistently and constantly on behalf of her constituents. I would say two things. First, we are doing everything to ensure that we can equalise funding between schools, school sixth-forms and colleges in the direction that the Association of Colleges has welcomed. Secondly, I am absolutely delighted that 1,000 more students have enrolled in Liverpool, thus proving that our reforms to the education maintenance allowance and its replacement by a bursary fund has been, as Government Members have said, a success—and not the failure predicted by Opposition Members.

We are reforming teacher training to get more outstanding people into teaching, paying good teachers more and extending opportunities to teachers to start and to run their own schools.

Improving the quality of current teachers is vital to increasing the attainment of all children. It is equally important that those entering the profession are equipped with the necessary skills. Will the Government take forward the recommendations of the Education Committee and give a firm commitment to introduce teaching observation as a key part of assessment before the offer of a teacher training placement is made?

The hon. Lady makes a very good point, and the report by the Select Committee made a number of good points. Last Thursday, we outlined new proposals to ensure that schools have more of a role in deciding which trainees are thought suitable for placements, and observation is a critical part of that. I would not wish to centrally prescribe how schools should operate, but the points made by the hon. Lady and the Committee are well made.

It is good news today for the Leader of the Opposition, the right hon. Member for Doncaster North (Edward Miliband). In December 2009, Campsmount technology college in his constituency suffered significant fire damage, but today that school is reopening as a result of the reforms we have put in place. The cost has been significantly less than it would have been under the previous Government’s Building Schools for the Future programme and the school is opening on an accelerated time scale—proof once again that this coalition Government are reforming in the interests of all children.

Labour’s education maintenance allowance helped thousands of students to meet the costs of further education but this Government have scrapped EMA, abandoning young people who are desperate to fulfil their potential. In Liverpool, Labour’s mayoral candidate Joe Anderson has pledged to work with local schools and colleges to introduce a city-wide EMA scheme. Will the Secretary of State back Labour’s plan and admit that his Government were wrong to scrap EMA?

It is always a pleasure to hear from the voice of the Mersey. I am delighted that the Labour candidate for the Liverpool mayoralty, Mr Anderson, has endorsed the extension of academy schools in Liverpool and I hope that the hon. Lady will join me in working to ensure that those schools transform outcomes for young people. Education maintenance allowance has been reformed by this Government and as a result of those reforms we have seen—[Hon. Members: “Scrapped!”] I am so sorry that Members take such a negative and cynical view; it does not suit them. Education maintenance allowance has been replaced by a form of support for 16, 17 and 18-year-olds that is more effectively targeted and has seen them achieve even better.

In an earlier answer, the Under-Secretary of State for Education, the hon. Member for East Worthing and Shoreham (Tim Loughton) again deferred to Magic Breakfast, an excellent charity, to plug the massive funding gap that has been left by the Government taking away extended schools money. Magic Breakfast provides 200 schools with free breakfast, yet 3,000 breakfast clubs have been closed across the country and thousands more are under threat. What are the Government going to do about that?

When schools become academies, it is important that governors are clear about the advantages and the issues. It is always difficult, when the vote is narrow, to discern what any individual who was not there, having heard all the arguments, might have done when the decision was taken. I would be happy to discuss the pros and cons of this case with my hon. Friend. If the school does become an academy, I am sure it will flourish as one, but if it chooses to keep its current status, I am sure it will benefit as well.

Any new arrangements that Ofsted put in place, which we are consulting on at present, will provide an opportunity for her to demonstrate her excellent work once again to more schools.

Estimates from the House of Commons Library show that Liverpool council will receive a real per capita decrease of £80 per child for services such as Sure Start from 2012-13. How can Ministers claim to have protected Sure Start funding?

The reason we make that claim is that we have, as I mentioned in reply to the hon. Member for Kingston upon Hull North (Diana Johnson), ensured that the amount in the early intervention grant that goes to Sure Start children’s centres is sufficient to guarantee every child a high-quality place. I look forward to discussing these issues in greater detail with the hon. Member for Liverpool, Wavertree (Luciana Berger), because we have a date this time next week.

Let me get back to my point about back-office costs. How much can be saved in back-office costs from a Sure Start centre that has a part-time co-ordinator and one receptionist? I asked that question because of the heartbreak and concern that this matter is causing parents and grandparents in my constituency, and I want to share the strength of their feelings with the House. I have received many letters and e-mails in recent days, as I am sure other right hon. and hon. Members have. These are the voices of the communities who do not feel that they are “all in this together”, and the voices of parents who feel that they have been singled out for attack.

Wendy told me:

“I was devastated to hear that my local children’s Sure Start centre at Woolton and Childwall is in the pipeline for closure. As a new mum I have found the centre to be extremely supportive and a vital service for the community. The staff have always been brilliant and extremely informative. It is also a great opportunity to meet other parents.”

Kate said:

“Sure Start have responded well to the local needs. They recognised the presence of a number of families with twins locally, and promptly provided specific twin baby classes and a multiple birth support group. It is hard to express how important these groups are. As a family with twins, you are excluded from some other activities (e.g. swimming) and simply struggle to take your babies to anything that is not well set up to cope with twins. And yet, as a mother at home with multiples, your need to get out and stimulate the kids is even greater. Our local Sure Start centre is a haven for us!”

Helen wrote:

“The children’s centres are important in our communities and help to give our children the best possible start in life”;

and Emma wrote:

“the staff at Church and Mossley Hill Sure Start are some of the most skilled and committed I have ever met (and I have more than 10 years’ experience working in education). Church and Mossley Hill Sure Start is an over-subscribed, thriving hub of support for parents and babies in south Liverpool…Church & Mossley Hill Sure Start has already built up strong and lasting links in the short time that it has been running.”

My inbox and letter bag have been swamped by many more messages like those.

I should like first to take this opportunity to apologise for the delay in the answer to the hon. Lady’s named day question; I will investigate that on her behalf.

The hon. Lady is making a powerful case, and I join her in praising the hard work and dedication of the staff whom she has rightly praised. However, as she will be aware, funding for Sure Start children’s centres is distributed through the early intervention grant, which is calculated on a formula basis to take account of rural sparseness, need and—particularly—deprivation, according to working tax credit data. Obviously, we want to ensure that that formula is improved if necessary. Does she have practical suggestions for how the early intervention grant should change to ensure that the communities most in need receive what they deserve?

I thank the Secretary of State for his intervention. The cabinet lead for education in Liverpool, Councillor Jane Corbett, about whom I shall say more, has spent many an hour with local education practitioners, members of the community and Sure Start staff to talk to them about what can be done. I would welcome the opportunity to join representatives from Liverpool to meet the Secretary of State to discuss that.

I am sorry to intervene again, and I am grateful to the hon. Lady for allowing me to do so. I am looking forward to visiting Liverpool on 28 March, and I am sure that I can extend the itinerary that the hon. I look forward to the Secretary of State’s forthcoming visit to Liverpool.

From many pieces of correspondence with families in my constituency, I have learned that they cannot understand why, when they play by the rules—many are in work and paying their taxes—their most prized and precious asset is the among the first to come under the axe. Councillor Jane Corbett, whom I mentioned—she is Liverpool council’s education and children’s services cabinet member—spoke for so many in our community when she said:

“The Government is showing complete contempt for the youngest children in Liverpool by putting forward these politically motivated cuts. I cannot believe the lack of concern for children and families in Liverpool.”

Liverpool people have a strong sense of fairness. They know that the Government are not treating them fairly, and they will not forget it. If the Government want a big society, they need not look much further than the Sure Start centres at Childwall and Woolton, and at Church and Mossley Hill.

We know that thousands of teaching hours were devoted to it. In many cases, deputy and assistant head teachers had to take time out of school—often for as many as two or three days a week—in order to take part in the procurement process. Time that could have been spent on teaching and learning was instead spent entangled in bureaucracy.

On Friday I had a meeting with the head teachers and chairs of governors of the six schools in my constituency that were expecting to be rebuilt or refurbished later this year under wave 6 of BSF. None of those six schools was a sample school, and none of them was at financial close, but all of them had proceeded on the basis that this vital investment would be forthcoming. Why does the Secretary of State think that it is okay for some students in my constituency to learn in portakabins?

I do not believe that temporary accommodation is right for any student if we can do better. The problem that we have is that we inherited a financial situation and the money simply is not there. As the hon. Lady knows, her local authority was a participant in an earlier wave of BSF. There are some schools in Liverpool that have benefited from that earlier wave, but a later wave has not reached financial close and so, regrettably, the investment cannot go into those schools. That is a direct consequence of the economic mess that we inherited from the last Government—and she stood in their support in the election.

I know how committed my hon. Friend is to raising standards in schools. The right hon. Member for Morley and Outwood (Ed Balls) will be aware that Ofqual recently pointed out that some of the changes to the science curriculum had downgraded the importance of rigour, and the right hon. Gentleman and my hon. Friend will be aware that the Royal Society of Chemistry said that recent changes to the science curriculum had been a catastrophe. We will make sure that the finest minds in the country of all parties are invited to join us in reshaping the curriculum.
