It is quite a long way over the border to Liverpool, Wavertree, but there we go. I call Luciana Berger.
During these questions, we seem to be dealing with some “alternative facts”. According to the details I have in front of me, Liverpool schools are set to lose £3.6 million. I visited a primary school in Picton in my constituency—Picton is one of the most deprived wards in the country—that is going to lose more than 10% of its budget; we are talking about more than £100,000 for some of the most deprived children in this country. Can the Government please explain to Labour Members, and to the whole House, exactly what is going on and why they seem to be presenting something very different from what our schools are having to contend with in reality?
I think it is because we are using accurate data. We end up in a straightforward place. First, do we believe that our children should be funded fairly during their time in school, wherever in the country they are growing up? Secondly, do we believe that deprivation funding should be based on up-to-date data? If the Labour party wants an approach that is unfair and based on out-of-date data, I will be happy to see its submissions to the consultation.

Commons ChamberYes, the Government are looking at it as we speak. We will set out our next plans for inclusion in the Children and Social Work Bill, but we have to get this absolutely right. It needs to be done sensitively, carefully and with cross-party support. This has not been updated for the last 16 years, and my personal opinion is that respect for oneself, respect for others, healthy relationships, consent and all the other things that we really value as part of SRE and PSHE are things that we must also ensure we embody in a whole-school ethos, not just something we teach for half an hour on a Tuesday.
In a moment. The existing legislation also means that Ofsted publishes case studies on its website that highlight effective practice in schools, including examples of SRE as taught within PSHE.
I will not make the hon. Lady keep standing up and sitting down.
I am incredibly grateful to the Minister. I echo the point that the time really is now. We have been discussing the issue in this House since the measure was not included in the Children, Schools and Families Act 2010. Will she confirm on the record this evening that, on Report of the Children and Social Work Bill at the start of February, the Government will either move their own amendment or support new clause 1 to ensure that we have statutory SRE in every single school in our country?
As I have already said, we are currently considering all the options and are committed to updating the House during the passage of the Children and Social Work Bill. The Minister for Vulnerable Children and Families will definitely be bringing the measure forward as part of the Bill, but the key is getting it right, not rushing it through just to satisfy loud voices on either side of the House.

The Minister is too modest in declining to take the opportunity to say that he has, over many years, led by example through his repeated and impressive marathon running, with which the whole House should by now be well familiar.
Physical activity is really important to equip the next generation with the skills to contend with both their physical and mental health. Alone, however, it will not contend with our nation’s obesity crisis; we know from the child measurement figures how challenging that issue is for our country. Will the Government be bringing forward compulsory personal, social, health and economic education so that we can equip the next generation with the knowledge and skills to know what they should be eating as well as what physical activity they should be doing?
I have already told the House that PE is compulsory at all four key stages. The Secretary of State has set out the need to improve the access to, and the quality of, PSHE, and we are continuing to look at that very carefully. Just to stop the press, I will be taking part in the London marathon again next year to continue my efforts to lead by example.

Commons ChamberI assure my hon. Friend that that issue is of utmost importance. We know of concerns about sharia councils, including those raised in Baroness Cox’s Bill, and take them extremely seriously. The Government will respond to the Bill on Second Reading and will continue to consider the issue in the light of the findings of the independent sharia review, which was launched in May by the previous Home Secretary, now Prime Minister.
As constituency MPs, we all see such issues locally, and the House is holding a worthwhile Backbench Business debate later on the broader topic of young people and mental health. This country has a long way to go to deliver on our ambition to ensure that mental health provision is on a par with the rest of our healthcare provision. As the hon. Lady highlights, that should include understanding the different levels of mental health challenges faced by different parts of our community, of which women and girls make up 50%.

Commons ChamberOn the last point, yes. We continue to value travel abroad. Learning a language is key to being able to travel and work abroad, and that is what the Mandarin Excellence Programme is all about. We hope 5,000 students will be fluent in Mandarin, reaching levels of HSK4 and HSK5, which go beyond A-level. We want more young people to take languages in our schools—including the language my hon. Friend teaches—following the fall in the numbers taking GCSEs thanks to the Labour party.
Today is World Mental Health Day. The Government acknowledge there has been an increase in the number of young people affected by anxiety, depression and other mental health conditions, yet so much more could and should be done to prevent them. When will the Secretary of State bring forward statutory compulsory and high-quality personal, social, health and economic education in every single school, so that we can equip the next generation with the skills and confidence to get help early on?
The hon. Lady is right to raise the issue of mental health. In September, we announced a package to tackle bullying in schools, which we know is one of the drivers of mental health issues. She is right to raise the broader issue. We are looking at how we continue to ensure that PSHE works effectively in schools, and we are working with the NHS.

Commons ChamberI agree with my right hon. Friend. That is precisely why the Department has made this a priority. We understand that, although teachers are not mental health workers, they work with young people day in and day out, week in and week out, and they will be able to spot the issues. However, they need to know that when the cases get referred, they will be dealt with speedily by the medical service, which is why we are working closely with the NHS as well. I also want to ensure that teachers are fully equipped to tackle mental health problems and mental health stigma in classrooms, and that is why we have funded the Personal, Social, Health and Economic Education Association to produce guidance and lesson plans to support age-appropriate teaching on mental health issues which can be used in this academic year.
I should like to thank the Speaker for kindly giving me permission to join this departmental question session and others in order to raise these important issues on mental health. At least half the adults who have mental health problems are diagnosed in childhood, so it is vital that we intervene early to promote good mental health in children. I listened carefully to what the Secretary of State said, but it is on her Government’s watch that they will underspend by £77 million on the child and adolescent mental health budget. Concerns have been raised by no fewer than four Select Committee Chairs about this Government’s dire record on PSHE, and we have seen a dramatic increase in the number of children turning up at A&E with mental health problems because the thresholds to access services are increasing. When will the Secretary of State stop the warm words and give us proper action to support the child and adolescent mental health services that this country desperately needs?
