I can provide my hon. Friend with much reassurance. I entirely agree on the importance of connecting businesses to our key modes of transport, especially our ports. Developing the connectivity of our ports is a project being taken forward by the Minister of State, Department for Transport, my right hon. Friend the Member for South Holland and The Deepings (Mr Hayes).

Liverpool2 has recently opened, with a new deepwater port, which raises the possibility of the whole of the north becoming an economic powerhouse. What can the Minister tell us about plans to improve freight access to ports right across the north, in an integrated approach with road and rail?

The Liverpool2 development is a very exciting one, opening up the port of Liverpool to 95% of world shipping. Access to the port is, of course, part of the project being taken forward by my right hon. Friend the Minister of State.

I have been particularly concerned about Long Eaton, for which we have tabled two options for consideration: a high-level viaduct and a low-level viaduct. I am well aware of the issue that the town faces; this is a complicated piece of engineering. Of course, the jobs created by the new development around Toton will be of benefit to Long Eaton. We will do our best to get this right, and that is why we have tabled more than one option for consideration by the local community.

I welcome this statement, with its promise of much-needed increased rail capacity, together with the jobs that go with that. Will the Secretary of State tell us more about how this investment will benefit the whole network, and how the economic benefits will actually be achieved? In particular, how much is he working with Rail North in bringing maximum benefit to the cities of the north, including Liverpool?

We awaiting the proposals of Rail North and Transport for the North on the connectivity that runs east to west, which I regard as very important. For a city such as Liverpool, there are two particular benefits. One of those will come through the part that this development has to play in that east-west connectivity, particularly with the routes around south Manchester. In addition—as the hon. Lady knows, I have been a regular user of the route to Liverpool over the years—there will be more trains to Liverpool and they will run faster from Liverpool to London than they do now. That will knock a significant amount off the journey time, making a real difference to her and her constituents when they travel not only to London but to Birmingham.

My hon. Friend is a doughty and articulate campaigner for her constituents’ interests. She will know that all counties of our great country are dear to my heart, but none more so than my own county of Lincolnshire. I am familiar with this part of the county and I understand the pressures on the roads there. I would be more than happy to meet my hon. Friend and local councillors to discuss the situation. Indeed, I want to go further, because that alone is just not good enough. I want to hold a round-table meeting with all concerned parties in my Department and to ask my officials to look specifically at what my hon. Friend has said. If I may say so, her complimentary words were most welcome. She could have added, for future reference, dexterity, determination and, in the light of recent events, durability!

Will the Minister give a firm commitment to ensure that High Speed 2 goes ahead with a clear timetable, and will he accelerate work on trans-Pennine links from Liverpool to Hull so that the United Kingdom’s economy can be supported and its rebalancing can be assisted throughout the UK?

At a meeting earlier this week, the hon. Lady and I discussed a range of issues in the light of a report from the Institute for Public Policy Research, including the significance of the trans-Pennine connection. It is important for us to see all our transport needs in terms of not just north-south but east-west links. I know that that will be recognised by many Members who represent constituencies in the east of England, as I do, and in the west of England, as the hon. Lady does.

I am more than happy to look at all the options to which the hon. Lady has referred. As she will know, we are considering a range of ways of making those links real. In her role as Select Committee Chairman, she will want to test me further when she, no doubt, calls me to appear before her.

That is one of those questions that one cannot really disagree with, and my right hon. Friend has a habit of asking such questions in Transport questions. Although I agree with the point he makes, the delivery of what he is asking for is somewhat more difficult than he suggests.

Yet more dithering on the decision whether to expand hub capacity at Heathrow will harm the regions of this country and the United Kingdom. What recommendation will the Secretary of State make to the next Prime Minister?

Well, one step at a time. If the hon. Lady does not mind my saying so, she is assuming a number of events, which I am not going to do. In all seriousness, I would say to the hon. Lady, who is Chair of the Transport Committee, that this is a very important and big decision for the United Kingdom and it is not an easy one. The simple fact is that whichever option we choose will impact on people’s lives. It is therefore right to make sure we do all the preparatory work on air quality and the other issues. However, I very much hope that a decision can be made later this year.

There is a great deal to welcome in this Queen’s Speech in relation to transport, and it is reassuring to see how many issues addressed in it reflect the requests that have come from the Select Committee on Transport. The real test will be whether the promised measures are implemented and do not simply remain aspirations, and of course we will have to see the important details of what is being proposed. I am pleased that the National Infrastructure Commission is to be made a statutory body charged with producing strategic vision for 2050. I just hope that we are not still discussing the issue of increasing hub capacity in the south-east when we get to that date. It is very important that a decision on aviation capacity in the south-east is made soon. Heathrow is the right location and it is important that a decision is made, in the interests of this country as a whole, and on behalf of the regions and nations of this country.

The northern powerhouse also features in the Queen’s Speech, and that is extremely important. Again, we do not need to hear more words; we need to see implementation of proposals and ideas that have been put forward. That means that Transport for the North needs to have effective powers and full accountability, but I do not see any mention of that in this Queen’s Speech. It is of course particularly important that electrification schemes that have already been proposed are properly costed and implemented. We do not want to see any more stop-start processes, where promises are made but much needed schemes are then either delayed or cancelled. When we are looking at much needed improvements across the Pennines—the trans-Pennine improvements and the so-called HS3—it is important for Ministers to remember that trans-Pennine improvements are not confined to Manchester and Leeds, but also include Liverpool, Newcastle, Sheffield and Hull, to name a few of these very important places.

I am very pleased that HS2 is going ahead, but I would like more clarity from the Minister on the stories now being circulated about possible changes to phase 2. To get maximum impact from that important infrastructure, HS2 needs to be linked with other rail investments, as we have been promised. For example, we need to enable a direct line to be built from Liverpool to link up with both HS2 and HS3. That is just one example of the way in which major infrastructure investments of national importance can also bring great benefits to the regions of this country.

I am pleased about the modern transport Bill, as the promises it makes for the commercial development of transport innovations are extremely important for this country, and that has too often been neglected. I also note the reference that has been made to the importance of using new technology for road safety. It is important to realise that although the trend on road safety over a decade or so is one of improvement, there has been a change in very recent years. In the last year for which we have recorded figures, 2014, we regrettably saw an increase in road casualties: 1,775 people were killed on our roads, and 22,807 people were seriously injured. Using technology to improve road safety is important, but technology on its own cannot do the job. Education and promotional campaigns and enforcement are also important. I remind Ministers that, yes, having the latest technology matters, but we also need more people enforcing the rules of the road and looking at bad driver behaviour, and we need more road traffic officers. This year, the Transport Committee produced a report that showed the impact of reductions in road traffic officers. For improved road safety, we need to harness the technology that is there and to use new technology, and we also need education and enforcement. The three go together.

I give a special welcome to the bus services Bill, although we have yet to see the critical detail of it. For too long, buses have been treated as the Cinderella of public transport, yet more people use buses than any other form of public transport. They are a lifeline for millions of people, enabling them to get to their jobs and to access important local amenities. This Bill—I hope I can repeat this when we see the detail of it—is an attempt to put right the weaknesses of the Transport Act 1985, which left bus services at the mercy of the free market, with local authorities picking up the tab for unprofitable services. London, which was spared deregulation, has gone from success to success, with franchise services using the private sector, but the private sector being employed to implement the transport plans decided by the public sector, Transport for London.

In the rest of the country, when local government cuts started to bite and financial cuts started to be implemented, local authority support for those subsidised services inevitably fell away. Increased numbers of people in communities have found that they are left out of essential transport services, with no access to work, hospitals and shops. It is not solely rural communities that have been affected, although they have been very badly affected; significant parts of towns and cities are losing not only night-time services, but important day-time services as well.

I thank my hon. Friend for making those points. I agree with what she says. Night buses have been cut from Little Hulton in my constituency, which means that people cannot get into Manchester. Does she agree that among those who are excluded from these services are people with sight loss and that this Bill is an opportunity to make all new buses accessible for people with sight loss through next-stop and final-destination announcements?

I thank my hon. Friend for her comments, and I certainly agree with her. A proper public transport service that includes buses has to be accessible for all people, and proper facilities should be available to enable people with sight loss and with other sorts of disabilities to use the service. This is a very important opportunity to do that. Indeed, the whole pattern that we have seen since bus deregulation is that, while services in London, where deregulation did not take place, have increased, services elsewhere in the country have reduced and bus fares have increased. That is not acceptable, and it cannot be tolerated any further. Measures to try to remedy that by having quality partnerships and quality contracts—the partnerships have been effective in some areas—have not resolved the basic question.

I look forward to the publication of the bus services Bill. Given the situation that currently operates so successfully in London, the proposal now is to enable devolved areas with an elected mayor to use franchise services. However, I would like to see the detail of how that can be extended to other sorts of authorities as well and to see what financial support goes with that. The power to make bus services accessible, accountable and effective is extremely important, but the finance to make that a real possibility must be there to go with it, so I look forward to seeing that.

In summary, I welcome some very important measures in the Bill. We need them to be enacted and not just to remain aspirations, and we need proper funding, too. It is vital that proper transport infrastructure is provided nationally, regionally and locally. It is also important that there are effective transport services that are accessible and passenger friendly. The test of whether this Queen’s Speech will deliver those objectives is yet to come.

There are growing concerns about drone incidents that threaten public safety. It is not very clear whether the problem lies with the regulations themselves or with the enforcement of those regulations. Will the Secretary of State look at those issues?

Yes, I certainly will. Earlier this week I met BALPA—the meeting had been planned before the incident on 17 April—to discuss that issue as well as the problems that laser pen use is causing for civil aviation in this country. I will certainly keep those things under review and do further work, along with BALPA, the industry and the CAA, on drones and drone use.

The hon. Member for Middlesbrough (Andy McDonald) said today from the Opposition Dispatch Box that transparency would be the watchword for HS2. I agree with my hon. Friend—transparency has not been the watchword for HS2. Right from the beginning, when the Major Projects Authority’s reports were withheld from this House and from the Select Committee that considered the Bill, there has been the reverse of transparency. That is what is so distressing about this project; it could have been handled so much better. It has let many people down.

Finally—I know that others want to speak—new clause 4 is designed to ensure that valuers with local knowledge are included on the HS2 panel, and that all compensation applications are responded to substantively within 10 weeks to avoid long periods of uncertainty for property owners on the route.

I started by saying that I was disappointed that the Minister dismissed my amendments before even hearing what I had to say today, so I am not expecting any positive response. But I have learned always to walk in hope, even on the impossible project of HS2, and I invite the Minister to accept my amendments today and add them to the Bill, thereby showing that he has the respect that I believe this House should have for the people whose lives are affected so drastically by HS2.

High Speed 2 is extremely important and is necessary to expand capacity on a railway that is ever increasing in popularity. Where communities are adversely affected, they should be treated properly and there should be adequate compensation. The amount of that compensation is clearly a matter for judgment, and some of the amendments today address that.

It is exceedingly important, too, that the potential for jobs and economic development created by the building of High Speed 2 is maximised. That was one of the key points that the Transport Committee emphasised when we first looked at High Speed 2 back in 2011. We have published four reports on that since then. Back in 2011 the point considered in new clause 19 was emphasised. We supported High Speed 2 but highlighted the importance of maximising the job opportunities—jobs in the construction of the high-speed network or jobs opened up by economic development in the areas through which HS2 passes—and regional development. I am extremely pleased to see new clause 19 and pleased it has all-party support, because of the focus it puts on jobs.

Does the hon. Lady agree that a link between Euston and St Pancras might offer an opportunity for jobs? My constituents thought they would be able to get on a train in Birmingham and end up in Paris, but instead they have to schlep across London with their heavy bags. Another possible link is one between Curzon Street and New Street, so that there might actually be a connected railway, which at present there is not.

The hon. Gentleman makes some important points that are worthy of consideration. I believe the decision likely to be taken later this evening will be the beginning of a very important High Speed 2 network, which may well expand after more people see its benefits.

New clause 19 refers to the need to look at the qualifications achieved by people working on the construction of High Speed 2. I agree with that, but it should be extended a little to include the diversity of qualifications and employment opportunities that can be offered during construction—the wide range of skills that can be obtained and the potential to attract a wide range of people who could benefit. I hope the aims of the new clause can be extended, if not in words tonight, then in the way it is implemented. I am particularly pleased to see the plans for the skills college at both Birmingham and Doncaster, and I hope they can be extended.

It is important, and it is implicit in some of the amendments, that economic development in the areas and regions through which High Speed 2 passes is maximised, working with the local enterprise partnerships, local authorities and business. It should not be just the stations through which High Speed 2 passes that benefit, but the surrounding region.

I also support the proposals to monitor expenditure on High Speed 2, because it is important that the scheme is kept within budget: over £50 billion is a lot of money, even over 20 years.

I support the Bill, which will bring vital capacity for an expanding railway. It is reassuring to see that so many of the points raised by the Transport Committee in 2011 are now incorporated into the Bill, including maximising jobs, whether in construction or regional economic development. High Speed 2 is part of a connected railway, with plans for ensuring that lines freed by the construction of High Speed 2 can be used for passengers and freight. We must ensure that those who are not on a high-speed line or situated near a high-speed station do not lose out.

It is vital that the necessary investment in High Speed 2 does not come at the expense of investment in the classic line, but evidence to date suggests that that will not be the case. Improvements in other parts of the country, including east-west links, must be linked with high-speed rail as part of the connected rail network. When in phase 2 the trans-Pennine developments take place—now known as High Speed 3—it is vital that High Speed 2 is linked into that so that, in the words of Lord Adonis, the chairman of the National Infrastructure Commission:

“Route decisions on the northern sections of HS2 should support enhanced high speed connections within the north including between Leeds-Sheffield, Liverpool-Manchester, and Sheffield-Newcastle.”

I am sorry that we are not considering High Speed 2 as one Bill, and that instead we have it in two phases, and I hope that the end date of 2034 can be brought forward. However, I am pleased that we are deciding on the go-ahead for phase 1 of High Speed 2. This is for the future. It is about vision and confidence in the railway sector and public transport, and I hope that hon. Members will approve the Bill.

The A47 is part of the strategic road network and is therefore not covered by the money that I have just announced. However, in November 2014, the Chancellor announced £300 million for the A47, including the Wansford to Sutton section between the A1 and Peterborough. On the question of noise pollution, the Government have challenged Highways England to mitigate noise at more than 1,000 locations. Measures that could be used include noise reduction surfacing, tree planting and barriers.

Transport for the North published a report this week that looks into local and regional links as well as access to the national network. It puts forward ambitious schemes for improvements in rail transport between Liverpool, Manchester and Leeds and for better access to the High Speed 2 network. What kind of co-ordination will there be to ensure that this happens?

It is particularly important that we co-ordinate rail and road systems, particularly in regard to freight, and HS2 will open up a large number of additional freight paths that will take pressure off the roads. Co-ordination will be absolutely vital and we are working with Transport for the North and the leaders of the great cities of the north, including Liverpool, to make sure that that happens. Indeed, I shall be in Liverpool later today.

I thank the hon. Gentleman for a very important list of questions. He is absolutely right to focus, as we are, on the diversity opportunities that have opened up as a result of this project. People too often think of engineering skills, particularly on the railways, as involving joining the wheel-tappers and shunters club, but it is not like that. It is a high-tech world in which people are more likely to go to work with a laptop than with a spanner. As I say, it is a growing industry partly thanks to this Government’s record in transport infrastructure, so it is one to which we would like to attract more women. There have been some little but subtle changes. The so-called man cage that takes people down into the giant hole where the tunnels start has, at the suggestion of the very feisty woman in charge of the work at Farringdon station, been renamed a people basket. That is a brilliant example of how small changes can make a difference.

The hon. Gentleman asked me about the mechanism. Many people would like to claim credit for what is a very good idea, but I am sure if we put it to the British people in a referendum, they would—if they do not have referendum fatigue—overwhelmingly support this decision. Of course, the Queen did approve the decision. I think its genesis lies in the fact that she is now our longest-serving monarch—she has been on the throne for 64 years—and the name change is a very fitting tribute to the length of her reign.

The hon. Gentleman asked about Scottish pound notes. Based on my experience with London cabbies, I am very sorry to say that many people still do not believe they are legal tender south of the border. I will look into that matter and respond to him. Of course, I would like a revolution in ticket vending machines so that we can use mobile and smart ticketing much more often than cash when we purchase railway tickets.

The hon. Gentleman raised the importance of infrastructure north of the border. I am sure he is delighted, as I am, that the west coast main line—the vital passenger and freight route that crosses our borders—has been reopened two weeks early, after the devastation at Lamington viaduct. I went to see it in the snow, with his party’s Transport Minister from north of the border. It was a difficult site, and I am sure we all want to pay tribute to the orange army that delivered that result and got the line open.

I welcome this announcement, and the Minister is right to praise Crossrail—the Elizabeth line. Does she think it is a suitable model to follow for Rail North, and indeed for the new northern transport body that has just been set up, Transport for the North, so there can be investment in new lines right across the north of England to make the northern powerhouse a reality?

I thank the hon. Lady for her support for the announcement. She is right to focus on such parallels. Clearly, transport money is best spent when it is pulled through to satisfy local demands and to drive local economic growth. I am sure she welcomes what the Government have done. We have set up Transport for the North on a stand-alone basis and we have funded it, and we have asked the devolved authority to work on plans and proposals to drive forward infrastructure investment in the region. In his comments, the hon. Member for Middlesbrough (Andy McDonald) referred to the role of Lord Adonis. I pay tribute to him for generating this idea and pushing it through, often, as with many rail investments, in the face, frankly, of opposition—

When we come forward with proposals, they will receive the same scrutiny as those for the earlier part of the line. I believe that high-speed rail is essential for the long-term economic future of the United Kingdom. It gives us the increased capacity that we so desperately need on our railways, and that is a whole other scheme.

Can the Secretary of State tell us how planning the route for HS2 will be linked with planned improvements for east-west rail travel—for example, Liverpool to Hull?

The hon. Lady, as Chairman of the Select Committee, is absolutely right that that is part of what needs to be done. It is part of what is being addressed by David Higgins as chairman of HS2 in his designs for the routes. Also, we wait to see what the National Infrastructure Commission led by Lord Adonis comes out with on the east-west link on HS3.
