I am very interested in what my hon. Friend has to say, and I will ask my colleagues at the Department for Communities and Local Government to respond to her specifically. Where county councils and district authorities sit down to discuss these things together—I know they do that as they do it with us as Members of Parliament; we do it all together—we have a better basis on which to consider matters, rather than simply shifting costs between tiers of authorities.

May I inform the Leader of the House that the insulation companies in my constituency, large and small alike, wrote to the Department of Energy and Climate Change four months ago expressing their concern about the Government’s green deal? I chased that up two months ago to get a response, but to date that Department has not responded to me or to the companies, which have legitimate concerns. May we have a statement from the Secretary of State on what he is going to do to sort out his dysfunctional Department?

I will, of course, talk to my colleagues at the Department of Energy and Climate Change about this, but I would hope that the hon. Gentleman welcomed the green deal. It is going to have a positive impact on up to 8 million homes over the next eight years and create up to 60,000 jobs in the insulation sector over the next three years. The further roll-out of the green deal is going to take place over the months and years ahead, but I hope that early in the new year we will have an opportunity for him and others to see how the green deal will be having a positive impact.

Given the Government’s promise to review the way in which the work capability test is carried out, may we have a statement on their progress, because to many Members it seems that nothing is improving?

The Secretary of State for Work and Pensions made a written ministerial statement yesterday on the further report by Professor Harrington, which has enabled us to make considerable progress in improving the work capability assessment.

I can tell the House that I have met IPSA since becoming Leader of the House, and nobody at that meeting would have regarded it as in any way compromising IPSA’s independence. I regard it as my responsibility to be fully informed, not least as a member of the Speaker’s Committee for the Independent Parliamentary Standards Authority, so that we can express views to IPSA. Members have rightly taken the view that there should be independent scrutiny of their pay, pensions and terms and conditions through IPSA. It is important that having established that independence, we make it real.

The Government’s council grant cuts, housing benefit cuts, welfare benefit cuts and health funding cuts are having the worst effect on the poorest families and individuals. May we have a debate on the overall impact that all the Government’s cuts are having on the poorest families and communities?

The hon. Gentleman should recognise that our policy is about the reform of the benefits system. As my right hon. Friend the Secretary of State for Work and Pensions is making clear today, if we can encourage people into work, that is the best route out of poverty. The benefit reforms will change the culture for good.

I understand my hon. Friend’s point, as will my right hon. Friend the Secretary of State for Wales. He and the Wales Office are addressing this issue and will continue to work with the Welsh Language Commissioner and with the non-devolved Departments and organisations to champion the Welsh language. I will further contact the Secretary of State and ask him to be aware of my hon. Friend’s comments and to respond.

It is 18 months since the then Health Minister promised to make the allocation for my local private finance initiative hospital in St Helens available to the trust, but it still has not got its budget and is weeks away from being required to set one. May we have a statement on when funding will be made available to those trusts?

The hon. Gentleman will be aware that Ministers from the Department of Health will be here on Tuesday, when he may wish to raise that issue. Under this Government, we as Health Ministers for the first time addressed the problems created by the mismanaged PFI programme under the previous Government. We made it clear that where the problems were most deep-seated, not least in relation to the St Helens and Knowsley Teaching Hospitals NHS Trust, we were prepared, on the basis of a good business plan, to give continuing support in order to resolve any problems.

The whole House will welcome the good news of a £200 million investment in the Castle Bromwich plant to which my hon. Friend referred. The short answer to his question is the increased expansion of apprenticeships, which is the largest expansion that the country has ever seen: 457,200 starts last year, and another 400,000 this year. I hope that that gives him the answer that he is looking for, as it demonstrates a real commitment to training people to take advantage of this investment.

May we have a statement from the Secretary of State for Justice to explain why it is possible for someone to defraud the taxman of more than £400,000 but merely be given a fine?

There were Justice questions on Tuesday, but having listened to the hon. Gentleman’s question I wonder whether it is more appropriate for the Treasury than the Ministry of Justice, if it relates to a fine for the non-payment of tax. Of course, I will relay the issue to my right hon. Friend the Chancellor and ask him to write to the hon. Gentleman with a response to his question.

I understand my hon. Friend’s concern, and I very much hope that the consular service is giving his constituent all the support that it can. I cannot promise an early debate, but this strikes me as an appropriate subject for an Adjournment debate, or indeed, if we have one, a debate on the pre-recess Adjournment. In the meantime, I will raise my hon. Friend’s constituency case with the appropriate Minister at the Foreign and Commonwealth Office.

It is now eight months since the Department of Health announced that it would provide more money for the seven private finance initiative hospitals. Eight months on, those trusts still do not know how much money they will receive. May we have an urgent statement from the Department on when the money will be allocated?

Rather than waiting for a statement from my right hon. Friend the Secretary of State for Health, I will write to him today and ask whether he can correspond with the hon. Gentleman and answer his question about when the resources to which he has referred will be made available.

My hon. Friend makes a helpful suggestion. He will know that the Backbench Business Committee is the forum for bidding for such debates. I can only suggest that he presents himself to the newly established Backbench Business Committee and puts forward his proposal, which I am sure will have a lot of support on both sides of the House.

Following the unacceptable comments made by the Prime Minister to my hon. Friend the Member for Liverpool, Walton (Steve Rotheram), may we have a debate on the snobbishness and elitism that are demonstrated on the Government Front Bench and were clearly demonstrated by the Prime Minister yesterday?

I will take one last intervention, from the hon. Member for St Helens North (Mr Watts), then I am going to make some progress.

Let us be absolutely clear about what the Secretary of State seems to be saying. He is saying that he did not know what went on with the actions of his special adviser. Is he trying to tell the House that he is so incompetent that he did not know what his special adviser was doing?

No, I am saying that we knew that he had a role as one of a number of official points of contact in the process, and we knew that he was in contact with News Corporation, but we did not know about the volume and tone of that correspondence.

If I may say so, the right hon. and learned Member for Camberwell and Peckham was brave to call an Opposition day debate on the topic of accuracy, because in the past few weeks that has not been her strong point. Let us look at a few of the things that she has said, and we will see who has been the more accurate. First, on 25 April, she said that I was not judging the bid but backing it—quite a big claim, for which we would think she had some evidence. But she was wrong, because as she knows perfectly well, in every case I followed advice from one, and sometimes two, independent regulators. Were they biased as well? Of course not, and nor was I in following their advice.

The right hon. and learned Lady’s next claim was that I went against Ofcom’s advice by not referring the bid to the Competition Commission. Wrong again. As she should now know, if she has read the evidence that she brandished, my first decision was to refer to the bid to the Competition Commission, but I then had a legal obligation to send News Corp a letter saying that I was minded to refer it, and then to consider undertakings offered in lieu of a referral. Had I not done that, I would have been going against legal advice. Her party wrote the Enterprise Act 2002, so she must be the first politician to call on someone to resign for following the law that her party itself wrote into statute.

Then there was the claim that I used my special adviser as a secret back channel throughout the bid. Wrong yet again. As the right hon. and learned Lady knows perfectly well, my special adviser was one of many official points of contact, which my permanent secretary was aware of and content with. Then she wanted to claim that I somehow authorised my special adviser’s behaviour when it was inappropriate. Unfortunately for her, after I released texts and e-mails between me and him, the evidence showed that she was wrong. Finally, there was the very serious claim that I misled Parliament, which I have dealt with.

Why has virtually every claim that the right hon. and learned Lady made been proved wrong? Because she did not even read the evidence before making her judgment.

I am grateful to my hon. Friend and delighted to hear of the initiative to which he has referred. On our first Monday back, there might be an opportunity to develop this further in the context of the Enterprise and Regulatory Reform Bill. One thing we wanted to do with enterprise zones was to encourage investment and employment growth in those parts of the country that had suffered from the recession. I am pleased to hear that that initiative is now having success, with companies locating in enterprise zones, taking advantage of the tax breaks and other incentives available there.

Given that my hospital trust has still not been allocated its budget despite the fact that the Government have carried out three financial appraisals of the hospital, costing hundreds of thousands of pounds, may we have a debate on the incompetence of Health Ministers?

In the meantime, I will make some inquiries to see why the hospital trust in the hon. Gentleman’s constituency has not apparently had its allocation for the current year.

I am grateful to my hon. Friend. There may be an opportunity in the context of the Budget debate to discuss that matter further. He is right to point out that from January 2011 to April this year, the one-in, one-out system will result in the net change in domestic regulation remaining at or close to zero. Eleven of the 14 Departments report a net reduction or no change in the regulatory costs to business. The red tape challenge has so far considered more than 1,200 regulations, and has agreed to scrap or improve well over half of them.

More than six weeks ago, the Department of Health’s propaganda machine put out an announcement that private finance initiative hospitals, including my own, will get an additional allocation of £1.5 billion. No prior warning was given to the trusts or to MPs who are interested in this issue. Six weeks on, the allocation has not been made. May we have a statement from the Department of Health about when the allocation will be made to those hospitals, so that they can get on with planning for the future?

I would have hoped that the hon. Gentleman would preface his remarks with a tribute to the Government who are seeking to put right the disastrous PFI contracts that the previous Government entered into. None the less, in a conciliatory mood I say to him that I will pursue the issue of any resources that might be made available to his authority to give it the assistance it needs to cope with the ongoing debts incurred by the previous Administration.
