I am very alive to this matter, both because of the very good work that Farmers Weekly has done to highlight it and because my right hon. Friend, as Chair of the Select Committee, has discussed it with me and my right hon. Friend the Farming Minister, who is also discussing it with plant breeders. We need to look at what we can do constructively, working with them, to deal with what is an entirely legitimate issue.

T2.   According to the recent report from the Office for Environmental Protection, the Government are off track when it comes to hitting environmental targets, which include restoring our waterways to health. What will the Government do to get back on track?

As was mentioned earlier, that report was based on two months of data within a 25-year plan, and was therefore somewhat premature in its judgment. This is the first Government in the world to put legally binding targets to reverse nature decline into law. Yesterday, we marked the first anniversary of those targets at Kew, and set out further proposals which have already been touched on. We have also provided international leadership by putting nature at the heart of tackling climate change at COP26, which was strongly reflected at COP28.

I do agree. That is why the long-term plan signalled the importance of mental health and the parity of which my hon. Friend speaks. It is also why, as the Under-Secretary of State for Health and Social Care, my hon. Friend the Member for Lewes (Maria Caulfield), has said, additional funding is being targeted at mental health—the extra £2.3 billion a year from 2024—signalling this Government’s commitment to mental health, as he will have seen with the announcement on mental health ambulances this week.

T10. Suicide rates in England are as high now as they were 20 years ago, yet the written ministerial statement today simply says that a strategy will be published later this year. Saving deaths by suicide cannot wait. When exactly will the suicide prevention strategy be produced?

What we have signalled, and I agree with the hon. Member on this, is the importance of the suicide prevention plan. It is something my predecessor, my right hon. Friend the Member for Bromsgrove (Sajid Javid), highlighted. I am keen to work with him and Members across the House on that. I set out in the written ministerial statement today not a specific date, but our commitment to a bespoke plan, and I am very happy to work with her and other Members on that.

I recognise the seriousness of the case. On behalf of all colleagues in the House, I am sure, I express our sympathy for the family concerned. As he will know, it is difficult to comment on individual cases. He will also be aware that under plan B, employees are encouraged to work from home where possible. I am happy to flag the case to my right hon. Friend the Secretary of State for Transport, who oversees the body concerned. My right hon. Friend is balancing the need to address those employment issues with the importance of getting testing boosted when it comes to HGVs, cars and others. But he will pick up the case and I will raise it with him.

During the pandemic, charities have played a hugely important part in supporting people, particularly those in need of help and more vulnerable older people. Does not the Minister agree that it would have been better to have involved those charities in the planning right from the start? Can we learn that lesson for the future?

The hon. Lady is absolutely right about the importance of charities, including in the pandemic response more widely. That is why we have had a package of £750 million of support for charities, which indicates their importance and how they have been involved throughout the pandemic.

The reality is that we actually go beyond Europe in many areas of workers’ rights, including maternity and paternity leave, and we should be proud of that. The hon. Gentleman asks specifically about the change to the withdrawal agreement Bill, but it does not affect the rights of workers. It should be for this Parliament to set the standards. In our manifesto, we committed to having high standards. The real question that should be asked is why a number of member states do not meet the standards set here in the United Kingdom.

So far, the Prime Minister has taken workplace rights out of the withdrawal agreement in October and the withdrawal agreement Bill in December. What confidence can we have that workplace rights will be protected under this Government?

The hon. Lady says that as if she supported the Bill in October, but she did not. She did not support it when those things were in the clause, and now she is lamenting that they are out of the clause that she did not support. The reality is that the purpose of the withdrawal agreement Bill is to implement the international agreement that the Prime Minister has reached with the European Commission. Of course it is for the House, in the course of its business, to determine what standards it wants on workers’ rights, the environment and other areas. The Prime Minister was clear in the manifesto that we are committed to high standards in those areas. I think that is something that the hon. Lady and I can agree on.
