Commons ChamberThe Good Friday agreement is one of the greatest achievements of a Labour Government. I am proud to stand here today to celebrate the 25th anniversary of that historic moment when communities came together and took a leap of faith for a better future.
I would like to reflect on the particular role that women played in the peace process. For centuries, women in Northern Ireland have been crossing divides and coming together for the greater good. Nowhere was that more prevalent than during the troubles. During that time, extraordinary women stood up for peace. Those women came from fundamentally different backgrounds, but their aim was always clear.
Among the titans of the Northern Ireland women’s movement is May Blood, Baroness Blood of Blackwatertown, who sadly passed away last autumn. May left a huge legacy, from her tireless campaigning for workers’ rights to her work in building peace in Northern Ireland. She helped to set up the cross-community Northern Ireland Women’s Coalition in 1996 and was a tireless campaigner for integrated education. May went on to become the first woman from Northern Ireland to be appointed to the House of Lords, and my party was honoured that May sat as a Labour peer.
Another significant figure in the peace process is Pat Hume, who over decades worked side by side with her husband, John Hume, one of the architects of the peace process. Pat ran John’s constituency office from the early days of the civil rights movement, through the troubles and the Good Friday agreement, until John retired in 2005. Pat was his backbone and his trusted adviser. Today, the John and Pat Hume Foundation recognises the critical role that Pat played alongside John, and reflects their legacy by working to support and inspire leadership for peaceful change.
As a woman in the Labour party, and as a north-east MP, I could not stand here without paying tribute to the former Member of Parliament for Redcar and one of the Secretary of State’s predecessors, my friend and colleague Mo Mowlam. Mo was a giant of the Labour movement and a friend to everyone on the island of Ireland who stands on the side of peace. I am so glad to be able to say that I had the privilege of meeting and working with Mo as one of our north-east MPs. I remember well her inimitable, no-nonsense style when she met Unison members in the north-east.
Appointed Secretary of State on Labour’s victory in 1997, she would go on to play a fundamental role in bringing about the agreement, with a no-nonsense approach that brought everyone into the discussion, regardless of belief. She managed to break through in a way that none of her predecessors, all of them men, had been able to do.
Of course, to say that Mo made such progress simply because she was a woman would be to downplay the tremendous skills and determination that she brought to the role. However, as a woman, her actions had greater reverberations. When she walked into the notorious Maze prison in 1998, just by stepping through the door, she showed how serious she was about bringing peace to Northern Ireland. On that visit, she was able to achieve exactly what she had gone in to do.
Mo managed to achieve all of that while living with her illness. It is a testament to her that her name is still so deeply associated with the Good Friday agreement, 25 years after it was signed and 18 years since she died. It is quite right that that is the case.
The greatest legacy of Mo, Pat Hume, May Blood and the countless other women who fought for peace is not simply peace itself. It is the prosperity, progress and confidence of Northern Ireland today. Mo once said:
“People working together can overcome many obstacles, often within themselves, and together can make the world a better place.”
I hope that in this place and in Northern Ireland all communities will continue to channel that to deliver the bright future Northern Ireland deserves. I was so glad to hear from the Secretary of State and the shadow Secretary of State about Lauren Bond, a Member of the Youth Parliament, who will continue the role of women in the contribution to peace in Northern Ireland in the future.

Commons ChamberWe are acutely aware of the pressures facing the health service in Northern Ireland. A fully functioning devolved Government is the only way to deliver the necessary reforms to transform healthcare. We have made that point repeatedly to party leaders.
Around one in four people in Northern Ireland are on an NHS waiting list and the role of staff is vital. I understand that the outgoing Health Minister in Northern Ireland wrote to the Secretary of State asking him to implement the summer pay award, as Stormont cannot. Will he take that forward?
The hon. Lady will know that we are deeply concerned about the state of the Northern Ireland Executive’s finances and that officials are working urgently with the Northern Ireland civil service to take things forward. Of course we will keep matters under review, but as health is a devolved matter, I have to say that the best way forward would be the restoration of the Executive.

Commons ChamberThe very simple answer is to say yes, but, as we were reminded by my hon. Friend the Member for Newcastle-under-Lyme (Aaron Bell) just a moment ago, as Chief Whip, I used to enjoy my weekly conversations with the right hon. Gentleman and we talked about these points a great deal, so he knows and would understand that I will always prefer to have a negotiated outcome. I believe that that is possible, but what the Prime Minister said about the Bill remains so.
How is the Secretary of State going to address the issue of the public sector pay deals that have not been implemented in Northern Ireland? Will that be addressed as part of the legislation coming before this House?
As the Northern Ireland Office has only been in receipt of, essentially, the books for the Executive for a very short period, we are yet to get to the point where we can clarify numbers exactly. But the hon. Member will have seen both from the Northern Ireland Fiscal Council and the Northern Ireland Finance Minister, when in post, the size of the problem that is being inherited, we could say. The Minister of State, my hon. Friend the Member for Wycombe (Mr Baker), stated the position in Northern Ireland questions earlier and I should refer her to his quite long and detailed answer. However, as no budget was set, the Northern Ireland Health Minister, when in post, was unable to do what he wrote to me to ask me to do when he left post. I will do everything that I possibly can, but I currently am not in possession of all the facts. I do not know where the black hole extends to and how deep it is, but I will come back to the hon. Member when I have full details.

Commons ChamberI think the hon. Gentleman is arguing to go back in time and take even longer to get Brexit done. I am not sure the British public or anybody would thank him for that, but of course the business of the House is generally agreed through the usual channels; that is always the case.
The challenges faced by the public across the United Kingdom in terms of the cost of living are the dominant issue facing British politics. The Government are acting decisively to ensure that we provide support to the most vulnerable households. The biggest thing we could do in Northern Ireland would be to restore devolved Government, so that we have a Government who can act for the people of Northern Ireland, as the Government of the United Kingdom are acting in England, Scotland and Wales.
The Minister will be well aware that the energy price cap does not exist in Northern Ireland, leaving households vulnerable to the price hikes of up to 33% we have seen in recent months. The Treasury said in May that it was urgently working to step in to provide direct support due to the lack of an Executive. Can the Government now lay out how the £400 energy discount will be delivered in Northern Ireland?
We are very clear on this. The way that it should be delivered is through restored devolved Government in Northern Ireland, and the impediment to that, as the hon. Lady will know, is the interpretation and application of the Northern Ireland protocol. As I have said clearly to Members from the Democratic Unionist party, that is a matter for the United Kingdom to negotiate with the European Union, or we can take legislative measures in this House, as we are doing. They should be back in Government delivering for the people of Northern Ireland on the mandate delivered in May.

Commons ChamberMy right hon. Friend the former Secretary of State speaks with great authority on these matters. There has been extensive engagement with the sector. My right hon. Friend the Secretary of State and I had engagements around the Balmoral Show recently. We have both visited businesses in this sector and are listening carefully to their concerns.
I continue to work closely with the whole of the Executive and the political party leaders on the issues that matter most to the people of Northern Ireland. Obviously, the promise of the Belfast/Good Friday agreement for devolved government locally accountable to the people of Northern Ireland must never be forgotten and is hugely important in making sure we deliver on the promise of a stable and genuinely co-operative Executive, built on respectful relationships and trust. That is where stability comes from and that is what I hope to see continue in Northern Ireland.
Threats to collapse the Assembly hang over Northern Ireland and the Secretary of State is sleepwalking towards a political crisis. Key safeguards have still not reached the statute book 22 months on. Northern Ireland simply cannot afford this, so will the Secretary of State fast track the legislation through the House of Lords and commit to passing it in the coming weeks so there is at least a caretaker Executive in place?
It was disappointing in the summer when one of the political parties tried to bring down Stormont with various threats about what it was going to do. At the moment it is important that we see stability at Stormont. We had the legislation yesterday in the Chamber and I am sad the hon. Lady was unable to join us on something she clearly cares about. It is important that we see stability there, working with all the parties and making sure they are delivering on what the people of Northern Ireland care about. That has to be the main focus and the legislation going through the House at the moment will help with that, but the way we keep stability at Stormont is around not legislation in Westminster but the political parties at Stormont focusing on working together to reform education, healthcare and the other issues that matter for the people in Northern Ireland.

Commons ChamberMy right hon. Friend speaks with enormous knowledge of this area. She is absolutely right: Northern Ireland’s economy benefits enormously from its membership of the United Kingdom, and there will be new opportunities for Northern Ireland as we trade more globally and strike new free trade deals around the world.
Following the restoration of the institutions, I have of course been in frequent contact with the Chancellor and other Government colleagues to discuss the “New Decade, New Approach” agreement. This agreement, as we heard earlier, is supported by a generous financial package of £2 billion and also comes with strings attached, with reform required in health, education and justice. The new Finance Minister has already been to London to meet the Chief Secretary to the Treasury and me.
As the hon. Lady knows, this agreement has already delivered an end to the nurses’ strike in Northern Ireland. Having sat through hours of negotiation and discussion, I say to her that it was always clear that the parties had to prioritise what they wanted from Government. They are about to do that, and I look forward to hearing their plans in due course.

Commons ChamberToday is the 21st anniversary of the Belfast agreement. Our commitment to the agreement and its successor agreements remains steadfast. It has been instrumental in bringing peace and stability to Northern Ireland and remains the bedrock of the significant progress that has been achieved since 1998.
We want and expect to leave the European Union with a negotiated agreement. However, as a responsible Government, we have been working intensively to ensure that all parts of the UK, including Northern Ireland, are as prepared as possible in the event of a no-deal exit. We have been clear that the unique social, political and economic circumstances of Northern Ireland must be protected.
The hon. Gentleman is absolutely right: the European arrest warrant is vital, and it is used in Northern Ireland perhaps more than in any other part of the United Kingdom. It is a very important tool that the Police Service of Northern Ireland and the security services need to have access to. There is, of course, a way to make sure that they have access to it, and that is to leave with a deal.
As the Secretary of State has said, the Good Friday agreement was signed 21 years ago today, and it was a landmark achievement of the Labour Government. It ensured ongoing equality between those in Northern Ireland who consider themselves British or Irish. In the event of a no-deal Brexit, those rights will need additional protection. What plans does the Secretary of State have to ensure that those vital rights are undiluted and protected for all in Northern Ireland?
The Belfast/Good Friday agreement was a landmark achievement. It took many years and many people take credit for it, and quite rightly so. We have been clear that there will be no diminution of rights when the United Kingdom leaves the European Union. That is set out very clearly in the Northern Ireland protocol to the withdrawal agreement, which means, as I said earlier, that the answer is to vote for the deal.
