Commons ChamberI know that my hon. Friend the Minister for Africa has recently been in Cameroon and speaks regularly with counterparts. We are extremely concerned about the issues in the Anglophone area. As the hon. Lady will be aware, a considerable amount of work goes on with Boko Haram on the porous border between Cameroon and Nigeria. We will continue to do all we can to protect the interests, particularly in the Anglophone area
Cambridge PhD student Peter Biar Ajak was detained without charge by the authorities in South Sudan in July for doing nothing more than speaking out on the human rights of his fellow citizens. The Government said at the time that that was of great concern. Can the Minister tell us what action has been taken since then to secure Peter’s release?
I thank the hon. Lady for her question. We remain appalled by the conflict and deteriorating humanitarian situation in South Sudan. We welcome the regionally led peace agreement signed on 12 September. We believe that that is the only real chance and opportunity for the people of South Sudan, who have suffered for so long. There are positive steps, but I accept, as the hon. Lady points out, that progress is very slow and inconsistent. We welcome reductions in violence, and we work with our mission there to try to move towards ceasefire violations coming to an end.

It is a pleasure to serve under your Chairmanship, Mr Betts and to follow the hon. Member for Dundee West (Chris Law). I am grateful for the opportunity to speak for the Opposition in this important debate and I thank the hon. Member for Strangford (Jim Shannon) for his eloquent and passionate introduction to the debate. It is clearly an issue about which he is knowledgeable and passionately concerned.
I pay tribute to my constituent, Mr John Wilkins, who shares the hon. Member for Strangford’s passion for and interest in the situation. Although many hon. Members in the Chamber have remarked that this issue has not made the news, Mr Wilkins ensures that I am kept well informed of the terrible situation, and he is very grateful to the hon. Member for Strangford for calling the debate.
I am grateful to the hon. Members and hon. Friends who have spoken in the debate. I particularly mention the contributions made by the hon. Member for Congleton (Fiona Bruce), who is no longer in her place, who voiced legitimate concerns about the situation developing into genocide and about the role of religion in the violent attacks, which has been acknowledged by many in the Chamber. My hon. Friend the Member for Stroud (Dr Drew) gave us an insight into the development of the situation, drawing on his visit to Nigeria in 2006. The hon. Member for Torbay (Kevin Foster) spoke about historical instability in Nigeria. The hon. Member for Henley (John Howell) spoke about the intensity of the problem and the actions of President Buhari, who is facing the International Criminal Court for actions against Boko Haram. The hon. Gentleman, like my hon. Friend the Member for Stroud, raised the important issue of the role of state governors in facilitating the violence. Finally, the hon. Member for Stirling (Stephen Kerr) spoke about the role of climate change in the conflict and about the illegal supply of weapons to Fulani herdsmen.
It is immensely important that we discuss the intercommunal violence of Nigeria’s volatile middle belt, which divides the largely Muslim north from the Christian south. The area between Kaduna and Plateau states has witnessed internecine violence over the past two decades which has claimed too many lives. As has been noted, violence between Nigerian farmers and herders killed at least 1,300 people in the first half of this year. It has been said that this is
“about six times more civilian lives than the Boko Haram insurgency”.
The fact that this intercommunal violence has claimed more lives than one of the most dangerous terror groups in the world means that this issue deserves our most urgent attention.
As we have heard in the debate, disputes between pastoralists and farmers have historical roots and comprise many issues, such as land and natural resources, as well as the struggle for cultural and religious control. More recently, the effects of global warming have driven much of the intercommunal conflict. Longstanding and complex issues like these will not be solved by quick fixes, but instead will need a collaborative approach to implement initiatives with a long-term focus. This is likely to be a major election issue when Nigerians go to the polls early next year.
I welcome President Buhari’s condemnation of the violence and his commitment to justice. However, it is important that we now aim to achieve solutions to the decades-old conflict that are durable and settle disputes for all those involved.
The hon. Lady reminds me that some 300,000 men, women and children have been displaced. I do not think we can ignore the problems, which are having an impact on other parts of Nigeria as well. People hope to return to their homeland, but just how will that happen? Does the hon. Lady think that the Government should be addressing the issues of the displaced in the discussions with Nigeria?
I thank the hon. Gentleman for that important point, which I think has also been made by several hon. Members during the debate, with reference to the genocide in Rwanda and the situation in Sudan. I would be grateful if the Minister could give us some idea about what action the UK Government are able to take to help those who have been displaced. It would be helpful if the Minister explained specifically what assistance the UK Government and DFID are giving to the Nigerian Government in general, to help deal with these violent episodes.
The Minister will know that the Most Reverend Primate set out three recommendations for addressing the violence during a recent debate in the other place. He recommended that the Nigerian Government strengthen their role of enforcing security and local mediation; ensure reconciliation between farmers and herders; and actively and tangibly support regional efforts to combat the effects of climate change, which is exacerbating ancient rivalries. Would the Minister explain what steps the UK Government are taking to support Nigeria in the three points raised by the Most Reverend Primate?

Commons ChamberThe hon. Gentleman is right to widen the question to the extensive part of the population affected by this terrible crisis. He will know that, from a humanitarian point of view, the UK is contributing £129 million to address it, including through the kind of psychosocial support he refers to.
In recent years, the UN Population Fund has operated fearlessly at the frontline of conflict, helping hundreds of thousands of girls and women who have suffered sexual violence. Does the Minister agree that it is utterly reprehensible that Donald Trump has eliminated US funding for that agency to the tune of $700 million? Is that not one more demonstration that the current US President could not care less about women and their rights?
I am happy to be answerable at the Dispatch Box for the actions of the UK Government, and I can assure the hon. Lady that the UK continues to support this important work and, in fact, to do more on things such as access to safe family planning around the world.

Commons ChamberWe championed that important issue when I was DFID Minister, as did my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell). It is a joint objective of DFID and the Foreign Office to ensure that girls have a full education for as many years as possible, and my right hon. Friend the Foreign Secretary will be meeting the DFID Secretary this afternoon to discuss exactly this topic.
In June, the International Trade Secretary hailed a new £1.5 billion natural gas deal with President Biya’s regime in Cameroon in a Government press release entitled “International visits pay off”. Can the Minister tell us whether the International Trade Secretary knew about the Biya regime’s ongoing persecution and massacres in Cameroon’s English-speaking regions, or did he just not care?
I hope that the hon. Lady welcomes the investment that goes into Cameroon, particularly from the United Kingdom, but she is also right to say that any investment, particularly in the extractive industries, must meet the highest possible environmental and social standards, and we will endeavour to make sure it does.

Ministerial CorrectionsYesterday the Foreign Office, rather pathetically, used the cover story of a trip to Africa to throw the media off the Foreign Secretary’s scent. Can I suggest to the Minister that his boss makes a real trip to Africa to focus urgently on the violence in western Cameroon, the instability gripping the Democratic Republic of the Congo and the danger that next month’s elections in Zimbabwe will not be free, fair or democratic?
May I point out that the Foreign Secretary has visited Africa on no fewer than nine occasions during the past year? Although I assume there will not be too many difficult votes to be dealt with during the course of the year ahead, I am sure he will have that sort of commitment. The hon. Lady rightly points out that, in places like Cameroon and the DRC, we are highly respected as a Government and will continue to be so.

Commons ChamberI understand. I have worked with the hon. Gentleman, who works extremely hard on behalf of his constituents, on a number of consular matters, including some in Asia. In relation to this desperate case—I understand the distress of Giulio’s family—we are keeping regular contact at consular level. I know these things can be very frustrating, but keeping regular contact sometimes makes a real difference.

Commons ChamberIt is a pleasure to follow the hon. Member for Glasgow North (Patrick Grady). We have heard some excellent speeches and interventions in this very important debate. I thank my hon. Friend the Member for Mitcham and Morden (Siobhain McDonagh), the chair of the all-party group on the Ahmadiyya Muslim community, for speaking so eloquently on behalf of the community in her constituency and for very skilfully taking us on a global tour and showing us the truly dreadful extent of the persecution suffered by Ahmadi Muslims worldwide.
My hon. Friend the Member for Stretford and Urmston (Kate Green) highlighted in an intervention the hospitality offered by the Ahmadi Muslim community in Manchester following last year’s attack. The hon. Member for Crawley (Henry Smith), my hon. Friend the Member for Scunthorpe (Nic Dakin) and the hon. Member for Richmond Park (Zac Goldsmith), among many others, recorded the contribution the Ahmadi Muslims make to our national life and their constituencies. Like many who spoke, they quoted “Love for all, hatred for none”. That is something we will all take away with us this afternoon.
My hon. Friend the Member for Feltham and Heston (Seema Malhotra) talked about the charitable endeavours of the charity Humanity First and again the contribution the Ahmadis make to our national life. My hon. Friend the Member for Slough (Mr Dhesi) talked about the situation in Indonesia and quoted an incident of a mob attacking several homes and attempting to expel Ahmadis actually in the presence of police officers. The murder of the newsagent in Glasgow, Asad Shah, was highlighted by my hon. Friends the Members for Glasgow North East (Mr Sweeney) and for Coatbridge, Chryston and Bellshill (Hugh Gaffney), who both paid tribute to Mr Asad Shah and said we needed to do much to deal with the prejudice here in this country.
The right hon. Member for Carshalton and Wallington (Tom Brake) and the hon. Member for Sutton and Cheam (Paul Scully) highlighted the restrictions on Ahmadis even on using traditional greetings. The right hon. Gentleman also highlighted the problems of online hatred being spread on sites such as Facebook. My right hon. Friend the Member for Warley (John Spellar) talked about the contribution of Ahmadis in business, commerce and community affairs and asked that the authorities crack down on the discrimination in this country. The right hon. Member for Kingston and Surbiton (Sir Edward Davey) made the important point that Pakistan uses the state and the law to persecute Ahmadis and highlighted the case of the three Ahmadi Muslims still on death row. The Minister knows that I have written to him about this case.
The right hon. Member for Putney (Justine Greening) and the hon. Member for Wimbledon (Stephen Hammond) talked about the Ahmadi peace symposium held every year and the great work done by the Ahmadi people in bringing communities together. The hon. Member for Strangford (Jim Shannon), the chair of the all-party group on religion or belief, highlighted the important point that freedom of religious belief and thought must apply to those of all faiths and none.
The motion notes the rising tide of persecution of Ahmadi Muslims in Pakistan, Algeria and other countries. It also notes the effect that hate preachers have on radicalising people internationally and in the UK and highlights the past activities of hate preacher Syed Muzaffar Shah Qadri, the Pakistani Muslim cleric who has been banned from preaching in Pakistan because his sermons are considered too incendiary. He is held responsible for radicalising Tanveer Ahmed, the murderer of Mr Asad Shah. As several Members have mentioned, Mr Shah was apparently targeted after messages he put out on social media, including an Easter greeting to Christians. That was highlighted by the right hon. Member for Putney and the hon. Member for Glasgow North. The right hon. Lady also brought attention to the excellent report from the International Human Rights Committee and the Asian Human Rights Committee entitled, “Ahmadis in Pakistan Face an Existential Threat”. I would recommend that excellent report to anybody here who has not read it.
The motion also calls on the Government to make representations to the Governments of Pakistan and Algeria on the persecution of Ahmadis and to make more stringent the entry clearance procedures to the UK for hate preachers by ensuring that entry clearance hubs and the Home Office have adequate numbers of Urdu speakers to monitor visa applications and online radicalisation.
As we have heard, Ahmadis believe they are Muslims, yet in 1974 the National Assembly of Pakistan declared them to be non-Muslims. This was done by passing the second amendment to the constitution of Pakistan, which declares Ahmadis to be non-Muslim despite their own belief and thought. Pakistan’s blasphemy laws remain a key area of concern. These legal provisions, which criminalise insults against Islam, are often misused to settle personal scores, and Ahmadis continue to face blasphemy allegations.
Ahmadis cannot defend themselves against charges of blasphemy without committing blasphemy and placing themselves in acute legal, physical and social jeopardy. Ahmadis who voice opposition to legislation making their religion a crime are considered traitors. The International Court of Justice has found systemic and widespread fair trial violations related particularly to Ahmadis accused of blasphemy.
Under Pakistan’s election law, Ahmadis are effectively denied the right to vote and are disenfranchised unless they declare themselves as non-Muslims, which effectively would mean giving up their faith. The Electoral Commission of Pakistan has decided that Ahmadis can be permitted to vote only under a separate register and by self-identifying as a non-Muslim minority. This requirement to deny their faith to vote has caused their disenfranchisement from politics for more than 30 years, and worse still the separate Ahmadi electoral register is publicly available, making it much easier for extremists to target them.
The US Commission on International Religious Freedom identifies Pakistan as a country of particular concern. Its 2017 annual report states:
“Ahmadis are subject to severe legal restrictions and suffer from officially sanctioned discrimination. The second amendment declares Ahmadis to be non-Muslims. Penal Code Section 298 makes it criminal for Ahmadis to refer to themselves as Muslims, preach, propagate or disseminate materials on their faith, or refer to their houses of worship as mosques. They are also prohibited from voting. Ahmadis frequently face societal discrimination, harassment and physical attacks, sometimes resulting in murder.”
I want to mention here the discrimination faced by Ahmadi women, who live in a patriarchal society. As well as facing similar harassment to Ahmadi men, they can become socially isolated and face overt discrimination during routine activities, such as shopping or going to the market. Some shops display signs and banners that say they do not deal with “Qadianis”, the pejorative term used to refer to Ahmadi Muslims. The term originates from Qadian, a small town in northern India, which was the birthplace of Mirza Ghulam Ahmad, the founder of the Ahmadiyya movement.
Many Ahmadis leave Pakistan to seek refuge elsewhere and a safe haven where they can freely practise their religion and live a normal and peaceful life. As we have heard, many have fled to countries such as Sri Lanka, Malaysia and Thailand where they may end up in refugee camps or prisons and be denied access to health, education and work. Discrimination against Ahmadis is not confined to Pakistan, and my hon. Friend the Member for Mitcham and Morden took us on a comprehensive global tour.
Human Rights Watch reports that in Algeria, where the Ahmadi minority amounts to around 2,000 people, about 280 people faced criminal trials in 2016 for denigrating tenets of the Islamic faith or taking part in “unauthorised association”. Algeria’s religious affairs Minister, Mohamed Aïssa, has made disparaging remarks about Ahmadis, stating that they are not Muslims and suggesting that the community is part of a wider Israeli conspiracy to destabilise the country.
In Indonesia, Ahmadis were declared “deviant” by that country’s top Islamic body in 2008. Ahmadi leaders have complained of intimidation since 2005 and say that their prayers and activities have been banned in many districts. In February 2011, 20 Ahmadis were attacked on the Java peninsula by about 1,500 radicals. Three members died and five were severely injured.
In Egypt, the Interior Minister has issued orders for the arrest of 25 innocent Ahmadi Muslim men and women. In Burundi, the secret service raided the Ahmadi mosque in Bujumbura, and arrested 13 children and youths who were attending a religious education class. Those children were arrested on alleged charges of terrorism.
Article 18 of the universal declaration of human rights enshrines the right to freedom of thought and religion. In their persecution of Ahmadi Muslims, countries such as Pakistan, Indonesia, Algeria, Egypt, Burundi and others are denying their citizens that universal right. Pakistan’s founder, Ali Jinnah, expressed a clear commitment to defending religious freedom when he said:
“You are free; you are free to go to your temples. You are free to go to your mosques or to any other places of worship in this State of Pakistan. You may belong to any religion, caste or creed.”
It is time for Pakistan to return to that vision and for the UK and our international partners to work more effectively and consistently to secure the rights of the Ahmadi community across the world. Although I appreciate that the more sensitive details may not be made public, we can and must clearly condemn the persecution of Ahmadi Muslims.
Will the Minister call on the Government of Pakistan to pay particular attention to the findings of the International Court of Justice and ensure that Pakistan’s judicial processes deliver fair trials for Ahmadis and other persecuted groups? Will he call on the Government of Pakistan to order the immediate release of all Ahmadis on death row and those held in prison? Will he urge the Government of Pakistan to repeal its anti-Ahmadi and blasphemy laws, which are the basis of the persecution of Ahmadi Muslims? Finally, will he call on all member states where Ahmadis are living in diaspora to ensure compliance with UN conventions and that the UNHCR completes its due process?

Commons ChamberThe events of yesterday were the culmination of many things, but one of the things they were the culmination of was the failure of respective leaders over time to grapple with the situation and to realise how urgent and desperate it has become. The situation in Palestine and Gaza and the occupied territories will not simply be managed; it will get worse unless it is grasped and something is done to make it better.
At this moment of abject crisis, following yesterday’s events in Gaza and west Jerusalem, the Palestinian people are sorely pressed to retain hope and faith in a two-state solution. Will the Foreign Secretary give them some hope and faith today by choosing this moment officially to recognise the state of Palestine, and will he lead a global effort to persuade other countries to do the same?
We have said before that we will recognise the state of Palestine at a time when it is most conducive to securing peace in the area, but the hon. Lady is absolutely correct in saying that the absence of hope and the increase of despair in the area is of great concern to all of us and needs to be recognised and dealt with.

Commons ChamberI wish I could say yes, but that would not be entirely correct. The efforts being made by Staffan de Mistura, whom I also spoke to over the weekend, deserve our full commendation and support, but it is a difficult process. On the ground, there is the determination of the regime and its allies to continue their attacks against both the civilian population and others in the enclaves and areas that they are attacking now. If the regime would co-operate fully with the Geneva process, which it should do, these attacks could end instantly and the political process could be changed overnight.
It was simply appalling to see the victorious militias backed by Turkey rampaging around Afrin, looting shops and houses, and tearing down the city’s Kurdish cultural heritage. May I ask the Minister what that vandalism has to do with what the Foreign Secretary described as Turkey “protecting” its “legitimate interest”?
I cannot speak in any way for the conduct of Turkish forces or anything of the like. As I said to the House earlier, our aims in Syria are coherent: lasting defeat of Daesh, and political transition to a Government who protect the rights of all, including Kurdish communities and all minority groups. All activity that affects the Kurdish community should remember that the ultimate destination of Syria will depend on Kurdish communities feeling part of it, without the risk of terror across its borders, and that should be considered by all.

It is a pleasure to serve under your chairmanship, Mr Davies, and to follow the Scottish National party spokesman, the hon. Member for Glenrothes (Peter Grant). I am grateful to the hon. Member for Gloucester (Richard Graham) for securing this debate. We have heard many excellent speeches today; it has been an interesting debate.
Like the hon. Member for Glenrothes, I think there have been too many contributions for me to acknowledge every single one, but I was particularly struck by the right hon. Member for Meriden (Dame Caroline Spelman) and her words about the importance of the Commonwealth games. I know the benefits they brought to my home city, Manchester; I look forward to the upcoming games in Australia and wish Birmingham all the best for 2022.
There were many important points made. My hon. Friend the Member for Glasgow North East (Mr Sweeney) also spoke about the importance of the Commonwealth games and the pleasure he took in participating and obtaining his free kilt, which maybe we will see him wearing one day. He also spoke clearly about the serious challenge of AIDS and HIV and how that is influenced by anti-LGBT laws. That is an area we need to look at in our relationships with the Commonwealth.
Many hon. Members have spoken about the benefits of trade arrangements with the Commonwealth. While I appreciate that in this post-Brexit world we are looking toward increasing our trading relationships with our Commonwealth partners, at the heart of the Commonwealth, as so many have said, is good will and co-operation, shared values and shared legal systems. We must remember that, and we must keep the sustainable development goals at the heart of everything we do. That does not preclude trade arrangements—sustainable development goal 9 talks about industry, innovation and infrastructure—but we must balance those things with reducing inequality, eradicating poverty, zero hunger and the important goal of ensuring that girls have access to 12 years of education by the year 2030, which the hon. Member for Gloucester referred to in his speech.
The question of who should be the next Head of the Commonwealth has arisen; I was interested to see that referred to in the House of Commons Library research paper, because I was not aware that it was in dispute. According to the House of Commons Library, it is not a foregone conclusion that Prince Charles will become the next Head of the Commonwealth, and that will feature in the CHOGM discussions in April. It will be interesting to keep an eye on developments there; I was not aware of the matter, and I had assumed it was a natural succession, but it seems some Commonwealth countries are saying they would like to elect a different Head. That will be an interesting one to keep an eye on.
It is particularly apt, as many hon. Members have said, that we are having this discussion prior to the CHOGM meeting in April. The Commonwealth Parliamentary Association hosted the Commonwealth Parliamentarians Forum here in Westminster at the end of February, which gave parliamentarians an opportunity to engage with the overarching CHOGM theme, “Towards a common future”, with its key objectives of a more sustainable future, a fairer future, a more secure future and a more prosperous future, and its cross-cutting themes of youth, gender and inclusion.
The Commonwealth abides by the Latimer House principles, which guide governance, Parliament, the judiciary and the law-making process. It is also guided by its own charter, which commits to democracy, human rights, international peace and security, as well as recognising equality, the role of civil society, sustainable development and the importance of young people, who, as already mentioned, make up 60% of the 2.4 billion people in the Commonwealth.
To summarise, in an era of uncertainty, changing economic circumstances, new trade and economic patterns, unprecedented threats to peace and security, and a surge in popular demands for democracy, human rights and broadened economic opportunities, the potential of, and need for, the Commonwealth as a compelling force for good and an effective network for promoting development and co-operation has never been greater.
