My hon. Friend is absolutely right. We are creating a lot more places and that creates demand within the system. I visited a nursery just outside Selby in East Yorkshire that was gearing up to provide more places and hire more staff to provide the availability. We are putting £100 million of funding into the system to provide 18,000 additional places. Many nurseries are investing through their own resources to deliver this policy.
Children in deprived areas of my constituency start school up to 20 months behind where they should be developmentally. High-quality childcare with properly trained professionals can transform their lives. I urge the Minister to take the Opposition’s concerns more seriously. During the general election campaign, I met several providers who will not be able to deliver the policy. Will he look again and ensure that all children get the very best start in life?
I agree with the hon. Lady that it is vital to close the attainment gap between disadvantaged children and other children in our schooling system. Indeed, we have 12 opportunity areas across the country where we are looking at ways of specifically addressing that. One way is better provision for early years, but another is working with parents to improve the home learning environment, which is often so lacking in some families, particularly when they have housing problems to address.

Commons ChamberMy right hon. Friend will no doubt welcome the fact that today’s announcement means that there will be an increase in funding through core pupil-led factors. I felt it was also right to protect the amount that was already going to children with additional needs, because we want them to catch up. On the overall amount, I assure my right hon. Friend that the formula takes into account the different cost bases in different parts of the country. Today’s announcement means not only that schools will get more funding, but that they will catch up faster because of the 3% increase for two years, which replaces the previous proposal of 3% and then 2.5%.
It is very unclear whether the Secretary of State has dealt with the underlying problems with the funding formula. Nine schools in some of the most deprived parts of Leicester West would have lost out because the Government’s initial proposals drastically reduced the amount of money allocated according to deprivation.
The Secretary of State shakes her head, but that is what happened in my constituency. Has the underlying basis of the funding formula been changed, or are schools in the most deprived areas still going to get a bigger cut, harming not helping social mobility?
We will set out the detail of the national funding formula in September, but it is not true that the deprivation amounts were cut. In fact, as I have said, I actively made sure that they were protected. The hon. Lady will no doubt welcome the fact that, as I said to the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper), the schools in her community that were already well funded are being protected more than they would have been had her party won the election.

Commons ChamberAs I said at the meeting, which I enjoyed very much, schools in my hon. Friend’s constituency will gain £1.2 million of extra funding under the new national funding formula, which amounts to an increase of 2.4%. The funding of 78% of schools in his constituency will increase as a result of the formula. I listened carefully to the representations that he and headteachers in his constituency made, and I will respond to him shortly.
The Minister said earlier that it will be schools with fewer deprived pupils and better prior attainment that are likely to lose out under his proposals, but in my constituency that is simply wrong. The nine schools that will have their funding cut are in the most deprived parts of the city where, on average, children start school 20 months behind where they should be in their development. Something has gone very badly wrong with his plans. Will he look again and explain to me and the teachers in my constituency why the kids who need help the most are going to lose out?
The hon. Lady will have looked at the consultation document and seen that a very high proportion of the national funding formula is allocated on the basis of disadvantage—it is based on pupils’ low prior attainment and things such as English as an additional language. The difference is that we are basing the national funding formula on today’s data, not the data as they were in 2005. As my right hon. Friend the Secretary of State has said, we have a once-in-a-generation opportunity to put in place something that the Labour party neglected to do: a fair national funding formula that is based on a clear set of factors and principles, and on up-to-date data.

Commons ChamberMy hon. Friend is absolutely right. When we looked at the national funding formula mechanism, we saw that some local authorities do not use the sparsity factor. Our sparsity factor will go to all schools that should get additional support. That is why the formula should be welcomed.
Children in my constituency start school up to 19 months behind where they should be in terms of development. Without fantastic teachers and extra resources, they struggle to fulfil their potential and play catch-up for the rest of their lives. Will the Secretary of State tell me and schools in my constituency whether they will see their funding increase—yes or no?
There is a greater focus in this formula on low prior attainment, which should address the hon. Lady’s question.

Commons ChamberMany hon. Members have already said that the Government’s plans to expand grammar schools will increase, not reduce, social division. All the evidence shows that poor children are less likely to get into grammar schools, that poor children are more likely to fall even further behind their better-off peers and that the effects can be long lasting. Our opposition to grammar schools and to the Government’s proposals does not mean that we are in any way complacent about the achievement gap between poor and better-off children at school—far from it.
Labour Members understand the complex problems that face many children and families in our most deprived areas, but that must never be used as an excuse for tolerating failure or low expectations. We must be fearless champions of every child and always put their needs first.
Getting a great education is about more than our belief that everyone should have the chance to fulfil their potential. It must be at the heart of our response to globalisation, too. The world is changing faster than ever before. New technologies and markets emerge, and companies and jobs move, in what seems like a blink of an eye. This is opening up real opportunities for some, but it is also leaving too many people behind. Yet our response to global change cannot simply be to hold up a mirror to people’s anger and despair. That leads nowhere, and does not create a single job or opportunity. Neither should we try to kid people that we can somehow turn back the clock, because we cannot stop technological change or the huge changes we are seeing in China, India and elsewhere. As my right hon. Friend the Member for Wolverhampton South East (Mr McFadden) says, we must be the champions of a chance, not of a grievance. We should not shy away from change, but instead equip people with the skills, knowledge, chances and choices in life to make change work for them.
There are three priorities on which the Government should now focus, the first of which is early years. When poor children in my constituency start school up to 19 months behind their better-off peers, they play catch-up for the rest of their lives. They struggle to get five decent GCSEs let alone go to college or university or get a decent job.
I thank my hon. Friend for mentioning the early years. Does she think that, given the closures of Sure Start centres in recent years, the money devoted to this new policy would be better spent on early years intervention?
I completely agree with my right hon. Friend. There is nothing economically credible about paying more for problems that could have been prevented. Having a genuinely long-term economic policy means prioritising the early years. We should make it a national mission that every child starts school ready to learn. If the Prime Minister really wants a country that works for everyone, she should scrap the Government’s £1 billion inheritance tax cut for the wealthiest few and put that money into transforming early years services instead.
All the evidence shows that strong leadership and great teachers make the biggest difference in improving attainment in schools, particularly for disadvantaged children. For poor pupils, the difference between having a good teacher and a poor teacher is a whole year’s learning. Those pupils cannot wait and we should not let them. The Government should be focusing relentlessly on getting the best heads and teachers into the most challenging schools. New incentives should also be trialled, such as writing off a proportion of teachers’ student loans for each year that they teach at a particularly challenging school.
Does my hon. Friend agree that expanding Teach First would be a good way of getting more high quality teachers into struggling schools?
Indeed. I have seen in my own constituency the huge difference that Teach First teachers make in the most challenging schools, such as Fullhurst.
The Government should look at trialling a new Help to Buy scheme for teachers who agree to move to areas with struggling schools. Both of these initiatives could be paid for by reforming the existing, expensive bursary scheme.
Finally, we must transform vocational education to equip people with the skills they need to succeed in the global economy. Britain has nowhere near enough apprenticeships of high enough quality, focusing on the skills that our country really needs. Two thirds of the apprenticeships created in recent years were only at level 2 or GCSE equivalent, and three quarters of them went to people aged over 25 who were already in work. This is in stark contrast to countries such as Germany, which has much higher levels of participation and where 90% of apprenticeships are three to four-year programmes at level 3 or higher.
If the Government are serious about tackling skills shortages and helping people cope with globalisation, they need to create up to 300,000 quality apprenticeships at level 3 or higher every single year. They should focus on areas with the biggest skills gap, such as science, technology, engineering and maths, help more small firms take part with minimal bureaucracy, and ensure that young people can move from vocational to academic qualifications—and vice versa—at every stage post-16.
When I visit schools in my constituency, I see the energy, hope and enthusiasm in the children’s eyes, but I know that the cards are stacked against them before they have even begun, in a world that is now so unforgiving of people without skills. It is my job—and all our jobs—to break down the barriers to their success. Expanding grammar schools is not the answer, and will do nothing to address the very real challenges created by globalisation. The Government must think again.

Commons ChamberI agree with my right hon. Friend’s point about integrating communities. This highlights the point made by my hon. Friend the Member for Huddersfield (Mr Sheerman). There are many types of school that provide a good education, and provided that they are inclusive, have a broad curriculum and work hard to serve the needs of their community, they do very well by their children. The important thing behind today’s motion is that hon. Members on both sides of the House, most of whom are troubled by the Government’s plans, but some of whom support them, would like the Government to proceed on the basis of evidence, especially as schools face a £600 million black hole since the Government abandoned their Education Bill, leaving councils around the country to pay for educational services without the grants to do so.
In their consultation document, the Government make a number of wide-ranging commitments to support their grammar schools plan, but they have not said yet whether this will be new money from the Treasury, or money taken from a schools budget that is already being cut for the first time in nearly two decades. My hon. Friend the Member for Ashton-under-Lyne (Angela Rayner), who has consistently campaigned against the Government’s proposals, has repeatedly asked for this information; could we finally have it today?
The Secretary of State is apparently consulting on the school funding formula at the same time. The Green Paper says:
“We will ensure that the formula rewards those schools that support schools with a higher proportion of lower attaining pupils and those from less wealthy households.”
Surely the issue of funding should be resolved first. Surely we should know how big the funding pot is and how the funds will be allocated before we are asked to respond to a consultation and vote on proposals that will have profound consequences for children in this country.
There is also reason to believe that people travel further to attend grammar schools. What assessment have the Government done of the additional cost of transport for children under their proposals? The proposed pot is £50 million a year for new grammar schools, but how much in total do the Government plan to allocate to the whole programme? If adequate funding is not forthcoming, that is another reason why children may be well disadvantaged under the plans.
There are other reasons, based on the evidence, to believe that the proposals will make life worse for children in this country. In their consultation document, the Government rightly identified a group of children whose parents are struggling to get by, but who are not eligible for free school meals. That group is much larger since the Government restricted access to benefits. The proportion of pupils on free school meals is now at a 14-year low, despite the fact that there are record projections of child poverty. Having created a hidden group in hardship, Ministers are belatedly going looking for them. They state in their consultation that they plan to develop some kind of methodology to understand where the children are and what impact the new plans will have on them. The most polite thing that I can say about this utterly absurd situation is that Ministers are putting the cart before the horse. May I remind the Minister that it is only a few short years since his Department commissioned Dr Ben Goldacre to help it to ensure that evidence informs policy? Now its approach appears to be to develop policy that informs its evidence instead.
Does my hon. Friend agree that we have evidence about what helps poor kids to do well at school? It is high-quality early-years education, the best heads and teachers in the schools that need them most, and an inspiring curriculum for academic and vocational qualifications. Is that not what the Government should focus on—not on expanding grammar schools?

Commons ChamberAs a comprehensive schoolgirl, I think that is an excellent point. I can assure my hon. Friend that this is about making sure that we have diversity and choice in our schools system so that, whatever kinds of talents children have, they can find a school that will truly enable them to be developed successfully.
The attainment gap between poor and rich children is unacceptable. It holds them and our country back. The Secretary of State is simply wrong to say that expanding grammar schools will help the most disadvantaged children. They are less likely to get into grammar schools and more likely to fall further behind better-off children than in areas without selective schools. Will the Secretary of State focus instead on what evidence shows makes the biggest difference to disadvantaged children—high-quality early years services, getting the best heads and teachers in the schools that need the most and relentlessly driving up standards in academic and vocational qualifications?
We are doing all those things, and, in fact, our proposals are intended to ensure that grammars do take more disadvantaged children. Labour had 13 years to think about this, and failed to do so.

Commons ChamberI recall fondly visiting video games companies with my hon. Friend, who does a great deal to help local businesses, including by hosting a business forum last Friday. The midlands engine is already delivering. For example, we have a £5 million trade and investment package, £60 million for research, and a £5 million award for Midlands Connect. I am determined to do more.
The result of last week’s referendum shows that there is deep discontent in many of our market towns and coastal areas, where people feel left out and left behind because they have not seen the benefits of economic growth. What steps will the Secretary of State take to ensure that the devolution agenda increases jobs, skills and infrastructure investment in some of these peripheral economies, not just in our great metropolitan cities?
The hon. Lady will know that, since 2010, we have seen considerable growth in every single region of the UK, including in the midlands. With our focus on the midlands engine, we want to see even more. She is right to highlight the importance of devolution. In my Department, for example, the devolution of skills will make a big difference.

Commons ChamberI entirely agree with my hon. Friend. We are determined to ensure that these changes take place. I congratulate him on being such a robust campaigner for these changes—hardly a week has gone by over the past few years when he has not lobbied me for fair funding for Cambridgeshire. I know that there are schools in the county that are in vision distance of schools in other authorities that are funded in a totally different way. That was always unfair and we are now addressing it.
Currently, schools get the pupil premium based on the number of parents who apply for free school meals. If all children in reception, year 1 and year 2 will get a free school meal in future and parents no longer have to apply, how will the pupil premium be allocated?
As the hon. Lady will know, that is an issue in places, such as Newham and Durham, where the eligibility checking service is being used to ensure that all those pupils still get the pupil premium. In the medium term, I believe that the answer is to move to a more automatic system so that, rather than having to rely on parents applying, we can ensure that the money is delivered automatically. It should not be necessary for parents to have to apply and for schools in some parts of the country to be so reliant on that process, which often means that they do not get the money they deserve. We will certainly ensure that that issue is addressed as we take these reforms forward.

Commons ChamberThat is some careers advice for me. Careers advice is yet another Labour mess that we are having to clear up. It is vital that careers advice gives people inspiration as well as information. We will shortly introduce new statutory guidance to strengthen the requirements on schools to deliver on that, and I will keep a close eye on how well that progresses.
I share the concern about the quality of careers advice at the moment. Kids need their eyes and minds to be open to the options that are ahead. The Government’s current approach of leaving it all to schools is not providing the best advice for children or best value for taxpayers’ money because it is so dissipated. Will the Minister seriously look again at this? If kids do not know about the options, it does not matter how great they are, because they will not grasp and take them.
The best people to give careers advice are those who are enthusiastic about the careers that they themselves are in, and that is the direction we are taking. Although schools obviously play a vital part, we have also introduced the National Careers Service, which was not there for 13 years under Labour. This is a partnership between Government, schools and companies that can show young people the careers that are available.
