I withdraw the comment. It is unfair of the Minister to suggest that the Opposition are in any way trying to deny Parliament the power to reinstate an annual canvass, when in fact we are trying, through amendment 22, to ensure that the Minister is not given the power to abolish the annual canvass in the first place.

I beg to move amendment 12, page 4, line 32, at end insert—

‘(1A) A local authority must include a statement about the importance of electoral registration in its annual communication with residents relating to the payment of council tax.’.

With this it will be convenient to discuss the following:

Amendment 13, page 4, line 32, at end insert—

‘(1B) There will be a duty on local authorities to ensure that individuals are invited to register when those individuals move into the area of the local authority and register for council tax purposes.’.

Amendment 16, page 5, line 15, at end insert—

‘(9) Regulations under subsection (2) must require registration officers to include on electoral registration forms a clear explanation that the electoral register is used for other civic purposes.

(10) There should also be a clear explanation that the electoral register is used for assessing an individual’s credit worthiness and ability to sustain mortgage repayments.’.

Amendment 34, page 5, line 15, at end insert—

‘(9) Regulations under subsection (2) must require registration officers to include on invitations given under subsection (1)—

(a) a clear statement to the effect that the edited electoral register is available for general sale and is used by organisations for commercial activities, as well as for other civic purposes; and

(b) clear instructions on how to opt out of the edited electoral register.’.

The amendment is intended to ensure that it is clear to people who are invited to apply for registration that the edited register may be sold, and to ensure that people know how to opt out of the edited register.

Amendment 17, page 5, line 16, at end add—

‘(3) Government departments with responsibility for welfare payments, pensions, driving licences, revenue collection, National Insurance and passport applications must inform all individuals who apply for these benefits or services of their possible entitlement to join the electoral register.’.

This debate focuses on the arrangements established by clause 5. Clause 5 lays out in principle the arrangements for issuing invitations to register to unregistered persons known to electoral registration officers, via either an annual canvass or any other means. It is important that arrangements are made for the pursuit of such individuals, and the Opposition are pleased that the clause now includes provisions for a civil penalty—there was initially no suggestion of a civil penalty for failing to register to vote. The Government considered opt-outs from the duty to register, but we are pleased that they have changed their view and acknowledge that they have listened.

We have said that the annual canvass should remain as the cornerstone of this country’s approach to electoral registration, but we do not oppose the clause. It gives the green light to the establishment of regulations for hard-to-reach individuals, or for individuals who need to register outside an annual canvass because, for example, they are moving from one borough to another.

House time is regularly given up to the Opposition, and there will be an Opposition day on Monday. The Opposition might like to take the opportunity to clarify some of the confusion that has arisen recently about what exactly their policy is on the measures that we have taken. First the shadow Chancellor says that the Labour party accepts them, then the deputy Labour leader says that it has not accepted the austerity cuts. I hope that when we have a debate on these issues on Monday, the Opposition’s position will become clearer.

Will the Leader of the House allow a debate following the recent disappointing report by the Government of Sri Lanka into the atrocities that took place there? May we have a debate on how to get justice for the innocent civilians who were killed?

There is no way that a hospital can be privatised. That simply cannot happen. As the hon. Gentleman knows, he had a debate in Westminster Hall on this issue to which my right hon. Friend the Health Minister responded. I understand that correspondence is now taking place between the two of them. At the heart of the issue is how the hon. Gentleman’s hospital can meet the standards necessary to become a foundation trust and the need to explore the various options, including merger with another trust. I will draw his remarks to the attention of my right hon. Friend and he will write to him.

Will the Leader of the House ask whether we can have an oral statement on the recent United Nations report on the 40,000 civilian deaths caused by the Sri Lankan Government in the recent conflict?

My hon. Friend, who is chairman of the all-party group on Sri Lanka and to whose work I pay tribute, reminds the House of the atrocities on both sides in the recent civil war in Sri Lanka and the publication of the UN report. It would be appropriate for him to apply for an Adjournment debate—perhaps in Westminster Hall—to look at the implications of that report and identify any action that it would be appropriate for Her Majesty’s Government to take.

The short answer is yes, of course I will. I have met the right hon. Gentleman a number of times during the bidding process and I have also made an offer through the Tottenham board to see whether I can do anything to help. I suspect that my powers in this area will be limited, because I think that the arguments and issues are to do with planning, but if there is anything I can do to help, I will do it.

Will the Minister also take into account the concerns of Barry Hearn, the chairman of Leyton Orient—the finest football club in the country, may I add—about how the redevelopment of the Olympic stadium after the Olympics will affect Leyton Orient football club?

Yes. I should say at the outset that I am absolutely confident that the process carried through by the Olympic Park Legacy Company, in accordance with the criteria laid out, was absolutely fair and transparent and that it was done in absolutely the correct way. I reject any insinuation that the process was in any way corrupt or badly handled. That said, if there is anything I can do to help Leyton Orient, I will do it, in the same way that if there is anything I can do to help Tottenham Hotspur, I will do it.

I understand the hon. Gentleman’s interest in the Bill. As I have said, it will be perfectly possible for the Committee stage of the Bill to consider amendments in the light of the LCM. It has never been the policy of the House to put a Bill on hold while the LCM is addressed. I can, however, commit myself to giving the House the opportunity to amend the Bill in Committee after the LCM has been processed.

Will the Leader of the House ask the Minister with responsibility for the Olympic games to make a statement to the House regarding the number of contracts and subcontracts awarded to local or, indeed, British companies against foreign companies?

I understand my hon. Friend’s interest in the multiplier effect of work on the Olympic games. My understanding is that 12,000 workers currently work on the Olympic park and village, and that 21% of the Olympic park work force live in the five host boroughs. In addition, 330 apprentices are on site, and a large number of previously unemployed people have been placed in work through the brokerage of the Olympic Delivery Authority. I hope that my hon. Friend welcomes such an impact in his constituency and is convinced that there is local benefit.

The hon. Gentleman is right: the question of the sitting hours is not a simple one. As he may know, the Procedure Committee is about to conduct an inquiry, and I am sure that it would be pleased to hear his representations. I understand that it proposes to present the House with some options at the end of its report so that Members can decide if and how they want to change the sitting hours.

Will my right hon. Friend allow a debate on the establishment of academies aimed specifically at children suffering from autism and Asperger’s syndrome?

That is an important subject which the House ought to debate. My hon. Friend could apply for an Adjournment debate or a debate in Westminster Hall, or he could approach the Chair of the Backbench Business Committee. The House might then be able to give the issue the time that it deserves.

My right hon. and learned Friend was at this Dispatch Box on Tuesday, answering questions on behalf of his Department. He issued a written statement, to which the hon. Lady referred, on closing three prisons, one of which is a 13th century castle, and set out the reasons why. I very much regret that that written ministerial statement may have leaked to one particular paper. My right hon. and learned Friend set out the reasons why the closures were the right thing to do, referred to the increased capacity that is coming on stream and confirmed that there is the capacity, even with these closures, to cope with those likely to be sentenced by the courts.

Will my right hon. Friend allow a debate about the continued plight of the Tamil people in Sri Lanka? It is not only about the oppression they have experienced; they now have to take into the account the floods that have hit the country.

I very much welcome the work that my hon. Friend does in this respect. We have encouraged the Sri Lankans to ensure that the lessons learned and reconciliation commission produces recommendations that address all the past allegations to which my hon. Friend refers and encourages all communities in Sri Lanka to live peacefully together.

Will my right hon. Friend allow Government time for a debate on the provision of health and education for children with special needs, who are some of the most vulnerable children in our society?

I commend the work that my hon. Friend has been doing on this issue for many years. The Government believe that the most vulnerable children deserve the highest quality of care. We expect a Green Paper on special educational needs to be published very soon, and we would welcome his comments on it.

As part of any consultation, will the Minister look very seriously at foreign investment particularly in our lower league clubs? That is leaving many clubs in situations such as Portsmouth found itself in last week, as the directors and owners are not fit to run a football club and are just asset-stripping them.

I absolutely take that point, although I remember that we looked into this issue when in opposition and it was clear both that there were as many examples of good as of bad overseas ownership, and that for a long time some of the worst excesses were committed by English owners. This is not necessarily a nationality problem, therefore, although my hon. Friend makes a good point.

Will the Leader of the House speak to the Home Secretary about bringing forward a Bill to stop illegal clampers, who are responsible for a blight on our country that is spreading like wildfire through all constituencies and causing great grief to constituents?
