4. What steps she has taken to improve global food security.

Putin is using food and fuel as weapons of war. The UK has helped to facilitate the release of Ukrainian grain through technical advice, military assistance and practical equipment, as well as diplomatic efforts led by the Foreign Secretary, which I am sure she will continue as Prime Minister. We are supporting the vulnerable globally, both directly and through our influence in multilateral institutions, particularly in the Horn of Africa, where droughts are driving humanitarian catastrophe. We are also investing in research, development and innovation, as well as sustainable agriculture, which is boosting crop yields and improving food production in many vulnerable countries.

Now then, we have a chap in Ashfield whose name is Wade, who runs the only independent cheese counter in Ashfield. He tells me that Putin’s war in Ukraine is increasing food prices all over the country and affecting his prices so that he cannot keep the prices down. Does the Minister agree that instead of blaming the Government for food prices increasing, the Labour party should get behind us and help us get that grain out of Ukraine to reduce the price in the UK and the rest of the world?

My hon. Friend is spot on. It is Putin’s war that is driving up food prices right across the world, and this UK Government have been rolling up our sleeves to help, especially on getting the grain out of Ukraine. We have put in military assistance and practical equipment, for example to mend the railroads, and technical advice. There has been a massive diplomatic effort, which I know our new Prime Minister will continue. Some 90 ships of grain have left Ukraine since 1 August, and more is needed; 3 million tonnes are estimated to have been moved by land routes last month, which is 10 times as much as was moved last March. The grain is coming out, and the UK will continue in our work to support those food-vulnerable people across the world.

T3. The world-class and well-respected Rwanda plan was designed to save lives in the channel, but the European Court of Human Rights is making a mockery of our attempts to protect our borders. Does my hon. Friend agree that it is now time to distance ourselves from the ECHR?

We were disappointed that last week’s flight was unable to depart, but we are not deterred from doing the right thing in delivering on our plans to control our nation’s borders. We are providing further information to the Court. It would not be appropriate to comment on individual cases at this time. However, we strongly believe that this project meets our obligations under both national and international law, and the Home Secretary has made it very clear that we will do what it takes to deliver this new partnership.

The Prime Minister did raise Mr Johal’s case and handed over a note on consular cases. The 2030 roadmap for India-UK future relations, which was agreed by the UK and Indian Governments, includes a commitment

“to resolve long-running or complex consular cases.”

The Foreign Secretary has agreed to meet the hon. Gentleman and for Mr Johal’s brother and wife to join the meeting. I know officials are in contact to schedule that meeting.

Just last week, the Opposition parties were having a go at Rwanda; this week it appears to be India, and goodness knows what country it will be next week. Can the Minister confirm that it is vital to have a good relationship with India that benefits not only the UK, but Scotland?

It remains our intention and our hope to reach an agreement with the EU, but as a responsible Government, we continue to make extensive preparations for a wide range of scenarios. The two Cabinet Committees focused on EU exit strategy and operations meet regularly to discuss the Government’s work, to ensure that the UK is prepared for the end of the transition period.

Yes. At the end of this year, the process of transition will be complete, and we will recover our economic and political independence. That is why we did not extend the transition period. We need to be able to design our own rules in our best interests, without the constraints of following the EU.

The UK now has a new role outside the EU as global Britain. Will my hon. Friend advise the people of Ashfield what the FCDO’s priorities should be in the future?

The Government’s integrated review, which is ongoing, will define the UK’s role in the world and the longer-term strategic aims for our national security and foreign policy following our departure from the European Union. We are committed to the UK being a force for good in the world, defending open societies, free trade, democracy and human rights.

It is important that we recognise that the Kingdom of Saudi Arabia is taking significant steps in the right direction, and we encourage and support it to do so. The Foreign Secretary raised the release of those human rights defenders face-to-face on his visit to Riyadh just last month[Official Report, 15 September 2020, Vol. 680, c. 1MC.].

The Government will prioritise the bottom billion, the very poorest around the world, as part of our core mission. This is in our national interest and it will project the UK as a force for good in the world.

The UK has a proud record as a provider of aid across developing countries and has achieved significant milestones in reducing poverty abroad. However, can my right hon. Friend assure my constituents in Ashfield that this aid money will be used as effectively as possible and will not be provided to countries that spend vast amounts of their GDP on projects such as space programmes, as opposed to addressing their own poverty problems?

I am happy to reassure the residents of Ashfield and beyond that reducing poverty will be at the beating heart of the FCDO. That is why we are committed to the Independent Commission for Aid Impact; that is why the Foreign Secretary has appointed Nick Dyer as the first ever envoy on famine prevention and humanitarian affairs; and that is why we have allocated a new £119 million package to look at the threat of the coronavirus and of famine more generally across the bottom billion.
