Commons ChamberMy hon. Friend will have noticed that there is a commitment in the strategy to energy-intensive users. From his first day here, he has been a tireless champion of the ceramics industry. I was pleased to see him in his constituency when I went there, and to the other Stoke constituencies. I look forward to working with him to ensure that we protect our precious ceramics industry in the UK.
I thank the Secretary of State for his statement. I am sorry that some people did not get in—a note will be taken of their names—but we have real time pressure today.

Commons ChamberThe hon. Gentleman is experienced enough a parliamentarian to know that the idea of freezing assets is outside the scope of this legislation—indeed, it is outside the scope of my Department. The Government are looking at a range of other measures that may well reflect the concerns he has described.

Commons ChamberMy right hon. Friend will know that in the United Kingdom we have an extremely diverse range of buildings and dwellings, which means that a one-size-fits-all policy just does not work for energy in the UK. There are lots of ways in which we can decarbonise buildings, which is exactly what will be spelled out in the heat and building strategy and—to a lesser degree, but more focused on hydrogen—in the hydrogen strategy. I would be happy to discuss with my right hon. Friend what we are doing to ensure that his constituents who are off the grid can get cheap, affordable green energy.
I thank the Secretary of State for his statement and for responding to the 20 questions. I wish him well for his extensive tour of Cornwall.

First, I would like to pay tribute to my immediate predecessor, my right hon. Friend—my very good friend—the Member for Reading West (Alok Sharma), who took the Bill through on Second Reading. I pay tribute to him for being such a motivating force behind this Bill, and also for providing excellent leadership in our Department up to only a couple of weeks ago. I wish him well, and I am sure he will continue the excellent work that he has already started as president of COP26, which I am sure will be a brilliant and vital success.
I would like to return to the very core of why we need this Bill. As my right hon. Friend told this House, the UK remains
“open for business, but being open for business does not mean that we are open to exploitation. An open approach to international investment must also include”—
has to include—
“appropriate safeguards to protect our national security.”—[Official Report, 17 November 2020; Vol. 684, c. 205.]
This Bill provides those safeguards.
Subject to the debate in the other place and the views of the other place, the Government will be automatically informed of certain acquisitions in key sectors and will be able to scrutinise a range of others across the economy. The Government will also be able to look at deals involving assets, including intellectual property, whose acquisition might pose a national security concern. There will be no thresholds for intervention, as there are currently under the Enterprise Act 2002. This means that acquisitions involving emerging innovative businesses will also be covered by the Bill. All this adds up to a significant upgrade to our abilities and powers to reflect the sweeping technological, economic and geopolitical changes across the globe over the past 20 years.
I would like to make further acknowledgement of the work done so ably by those from across the House and in my Department that has got us to this point. I thank the Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi), and the Bill team for their fantastic work to date. He even managed to convince me. I know he is working flat out to ensure we can all return to normal before too long. I thank those who have ensured that the proceedings of this House continued without any disruption in the meantime. I therefore place on record, Mr Deputy Speaker, my thanks to you, to Madam Deputy Speaker, and to all the House staff who have ensured that today’s proceedings and previous stages of the Bill were undertaken with exemplary smoothness—no mean feat in the circumstances.
I also thank the members of the Public Bill Committee from across the House for their keen and diligent scrutiny of the Bill, and particularly its Chairs, the hon. Member for Halton (Derek Twigg) and my hon. Friend the Member for Altrincham and Sale West (Sir Graham Brady). I also thank all those who contributed to this very important debate. We heard from eminent Select Committee Chairs. My hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat) is no longer in his place, but I have known him for a very long time, and I was very pleased to hear his able contribution to this debate. I thank my right hon. Friend the Member for New Forest East (Dr Lewis), the Chair of the Intelligence and Security Committee. His expertise is widely acknowledged across the House and was brought to bear in the proceedings.
In addition, we heard from Members from across the House, including my right hon. Friend the Member for South Holland and The Deepings (Sir John Hayes), and my hon. Friends the Members for Beckenham (Bob Stewart), for Isle of Wight (Bob Seely), for South Ribble (Katherine Fletcher) and for Arundel and South Downs (Andrew Griffith). The right hon. Member for North Durham (Mr Jones) is an acknowledged expert, and devotes himself to these highly important issues. There were also contributions I noted from the hon. Members for Aberavon (Stephen Kinnock), for Ilford South (Sam Tarry), for Liverpool, Riverside (Kim Johnson), for Warwick and Leamington (Matt Western), for Caithness, Sutherland and Easter Ross (Jamie Stone) and for Strangford (Jim Shannon). I thank all those right hon. and hon. Members for their important contributions.
Although there have been one or two differences, I have above all been struck by the broad consensus that has emerged across the House on the Bill, and by how important it is that we all agree that the Government should act in this area. There is a degree of debate about the details of the Bill. I thank the Opposition Front Benchers—the right hon. Member for Doncaster North (Edward Miliband) and the hon. Member for Newcastle upon Tyne Central (Chi Onwurah)—and the SNP spokesperson, the hon. Member for Dundee East (Stewart Hosie). All have acknowledged the need for this crucial legislation. Broadly, they have approached the Bill in a constructive manner. For that, my right hon. Friend the Member for Reading West and I are and have been extremely grateful.
Returning to what my right hon. Friend the Member for Reading West said on Second Reading, this country has always been a beacon for inward investment and a champion of free trade. The Bill does not change that. It does not turn its back on that history, but it feels very apposite for me to say that prosperity and security should go hand in hand. The Bill really captures that insight and represents a proportionate approach to the threats we face in today’s world. On that basis, I commend the Bill to the House.
As this is the first time I have been in the Chair since your promotion and appearance at the Dispatch Box, I congratulate you on your new role.

Commons ChamberI agree with the hon. Gentleman. Transparency is absolutely central to any governing process, but particularly in respect of the challenge of fighting climate change.
The assembly called for more wind and solar power. We have stated not only in the manifesto on which we stood last year, but also in the 10-point plan, that we would quadruple offshore wind capacity to 40 GW by 2030. The assembly called for the driving of the growth of low-carbon hydrogen, and the 10-point plan committed £500 million in the first instance for low-carbon hydrogen production across the decade.
The assembly called for a faster transition to net zero emissions vehicles, and I was very pleased to hear the hon. Member for Richmond Park (Sarah Olney) mention that in her remarks. She pointed out the fact that in London, and particularly in her constituency, congestion, traffic and pollution are huge issues, and they apply equally to my constituency, which is only a few miles away from hers as the crow flies. I am very pleased to say that that call was listened to, and we have brought forward the zero emissions vehicles target to 2030. I have to add at this point that many natural supporters of the Government have been somewhat sceptical about that ambition, but it is something we are absolutely focused on delivering.
Furthermore, the assembly called for the Government to invest in low-carbon buses and trains. Again, we have committed in the plan to £4.2 billion on city public transport and £5 billion on buses, cycling and walking. The assembly requested that the Government speed up progress on low-carbon aviation, and that point was raised directly by the hon. Member for Brentford and Isleworth (Ruth Cadbury). Once again, as the MP for Spelthorne, which is even closer to Brentford and Isleworth than it is to Richmond Park, I fully endorse that move. I am pleased to announce that the 10-point plan commits to research projects for zero emissions planes and also for sustainable aviation fuels.
The assembly called for a strong policy on greening our buildings, and that point was ably raised by my hon. Friend the Member for Wantage (David Johnston). I am pleased to say that the 10-point plan provides £1 billion to extend the schemes announced by the Chancellor earlier in the year to put energy efficiency at the centre of our building strategy. The green homes grant has been inaugurated and we have extended its deadline. We hope to achieve further successes in the roll-out.
Finally, the assembly recommended maintaining and restoring our natural environment, and that is central to the Government’s ambition to meet the net zero carbon target. It is an ongoing area of policy. Initially, the plan has committed £40 million for a second round of the green recovery challenge fund, but I feel strongly that there will be more to come in that respect. Next year, we will publish a comprehensive net zero strategy and, crucially and critically, we will use our G7 and COP26 presidencies to promote international climate action and to provide the leadership that the hon. Member for Bristol North West spoke of in his remarks.

Commons ChamberIn regard to climate change, my right hon. Friend will know that one of the big issues, or successes, that we have had in decarbonising electricity power generation has been through taking coal off the grid and having renewables. All the assessments that we have had and looked at show that an increase in interconnector capacity is part of that mix, just as nuclear is part of the mix, just as offshore wind and now onshore wind— the pot one auction—are part of the mix. All these things are part of the decarbonisation story of our power, and this is very important to us, which is why we have increased—or seek to increase—our interconnector capacity.
I was just anticipating further interventions. I will try to make some progress if I may. I want to turn in particular to the temporary modifications that the draft instrument seeks to make in recognition of the fact that coronavirus has made a big impact—a negative impact in some cases—on the ability of capacity providers to meet some of their obligations under the capacity market rules. The approach we are taking, in making temporary easements, is similar to that adopted to support capacity providers during the capacity market’s standstill last year, and these measures are fully accounted for in the draft legislation. As the disruptive effects of coronavirus may lead to more capacity providers facing termination of their agreements, this draft instrument will increase the time for capacity providers to appeal against notices to terminate their agreements to the Secretary of State. The legislation will also provide the Secretary of State with discretion to extend the time for capacity providers to comply with requirements in order to avoid a termination.
In conclusion, this draft instrument will ensure security of electricity supply by ensuring that the capacity market continues to comply with its state aid approval and by reducing burdens on capacity providers during the coronavirus pandemic. Furthermore, we fully believe that these changes will maintain absolute integrity and confidence in the market. On that basis, I commend the draft regulations to the House.

I want to make a remark about the Bill, and not of a partisan nature. I am very grateful to be able to speak fully, and I will not be intimidated or bullied into truncating my remarks to make them shorter than I had anticipated—

The Bill raises important constitutional issues. We have a Parliament, we have the honour of sitting in the House of Commons, and we all know the struggles the House had in order to assert its primary function and its principal character as the legislature and main law-making organ of government. I am afraid that the Bill represents a further encroachment of the powers of the House of Commons. I am a Conservative. I happen to think that there should be a balance and distinction between the Executive and the legislature. As someone who has read a little of the history of this place, I also recognise that the position of the House of Commons in the constitution should be guarded, but this new development—this assertion that the Treasury Committee should have a power of veto or even a power of appointment over the Governor of the Bank of England— represents an unprecedented extension of the powers of this House.

Commons ChamberI am not talking about the 18 years from 1979 to 1997. I am talking about the 13 years in which we lived under Labour.
To finish my contribution, I want to talk about the private sector and the public sector. Someone described trying to grow an economy by focusing on the public sector as a man sitting in a bucket trying to lift himself up by pulling the handle. It does not work. The only way we can have a viable public sector is if we can have revenues coming in from a buoyant private sector. As my hon. Friends have reiterated time and again, it is only by having a prosperous private sector that we can grow our way out of the recession. The message about a strong private sector is clear. It wants less regulation, less red tape and bureaucracy and a clear tax system, and it generally supports the coalition Government and the Government programme. For these clear and simple reasons, I support the Government amendment.
