I totally agree with my hon. Friend. As he mentioned Coldstream and Hawick, I am sure he will get two press releases out of that intervention—something he always does well in debates such as this. Our high streets are vital to our communities, but we have seen a reduction in the number of shops on them. If that continues, we will really suffer.

I will briefly mention banking hubs. They are an idea that we have to consider, and I want to hear what the Minister has to say about them. The idea is not a new one; I know that it was suggested as far back as 2002. Last year, I wrote to every bank operating in Scotland about the suggestion of looking further at banking hubs—I know it has been made by several politicians from different parties—and I have to say that the response was disappointing. Some of the banks ignored the suggestion, and others said that hubs were not right for them. Nationwide said that it did not believe it was in the interests of its members to enter into a branch-sharing scheme. Such a scheme might not be in the interests of Nationwide’s members, but it might be in the interests of our constituents and its customers.

We have to do far more to get the banks to work together. They may have some concerns, but if we cannot have the four branches that we used to have in Lossiemouth, let us at least have one hub where the banks can work together to ensure there is still a banking presence.

I thank my hon. Friend for giving way and for bringing this important issue to the House. We have seen the starting up of a pilot business hub in Birmingham, whereby four bank branches have come together to help businesses. Does my hon. Friend agree that that shows that there is a mechanism for banks to do this, and that they just need the will to ensure that they help their personal banking customers just as much as their business ones?

My hon. Friend makes the point that hubs have been created before and there should be no blockage. However, the banks seem unable or unwilling to move forward on the issue, and perhaps the Minister can use either a carrot or a stick to encourage them to do a little more.

I will end by putting some points to the Minister and asking him some questions, and then I will allow others to contribute to this debate. I was interested to read a report from July 2018 by the Scottish Parliament’s Economy, Jobs and Fair Work Committee, which was chaired by my colleague Gordon Lindhurst. The report contained a number of key points, including that there will be an indefinite ongoing need for cash and universal face-to-face banking provision; that the access to banking standard, with its post-closure-decision consultation, is failing and a binding pre-decision consultation is needed; and that there is a need for the UK Government to research the issue properly and come up with binding statutory and regulatory conclusions.

I know that the Minister listened intently and understood the concerns of Scottish Members when he addressed this issue at the Scottish Affairs Committee this morning. I hope that, with some of the asks from me and other Members, the UK Government can make some progress on this issue.

I hope that the Minister will look at the access to banking standard and toughen it up, because some banks are not part of it. As I said when I read out communications from a constituent and others, there are concerns that banks are not adhering to the standard. I also hope that he will engage with the banks about banking hubs; the banks have too easily written off that suggestion rather than engaging properly on it. Although I accept that there are commercial reasons why banks choose to leave towns, I hope that the Minister will accept that the situation is different when a bank branch is the last to leave a town or village, and that that has a far greater impact than earlier closures.

To conclude, there has already been a devastating reduction in the number of branches across Moray, across Scotland and across the UK. We almost always lose ATMs at the same time, and therefore access to cash as well. We need to reverse that trend. Banks can improve their image—it is not always the most positive—by listening to communities and working with them, and not by simply leaving towns and villages. To date, I do not believe that the Government have done enough. We can also improve our image on this issue by working with communities and ensuring that they retain the banking presence and bank branches that they so greatly need.

Does my hon. Friend agree that John and many of the teachers and tutors who provide music education in schools across the United Kingdom go above and beyond, often giving up their spare time to put on the fantastic efforts that many of us go to see in our constituencies?

My hon. Friend is a passionate advocate for her area, and what she experiences in Angus is exactly what we have experienced in Moray. People like John go above and beyond their remit in the education department to do so much more.

I want to say a huge thank you to John for everything he has done for music in Moray. Without him, I am sure that the service would not have reached the popularity it has or gained the respect that it rightly receives. I asked Nigel Boddice for his thoughts on John’s resignation, and he summed it up perfectly by saying:

“The loss of John Mustard due to the increase of fees feels like a bereavement to me personally and I’m sure to the community at large. 30 years of talent, skill, musicianship of the highest possible order has been invested in your youth. Moray will now become a cultural desert I fear. With John’s departure music has lost out, but worse, so has the youth of tomorrow and the community.”

To follow on from the intervention of the hon. Member for Glasgow North (Patrick Grady), I can confirm that the SNP-led administration have now scaled back their proposed fee increase to 20%, but this will still have a damaging effect. When fees were increased by 20% a couple of years ago, the service saw a 15% drop-out rate. For a service that reaches more than 800 young people in Moray, that is a concerning statistic. I also know that about a dozen pupils withdrew from the service all together in the weeks since the 85% increase was announced—their joy and passion for music cut short because of a short-sighted cut.

In the time remaining, I will discuss why the service is so important in Moray, Scotland and across the UK.

Does my hon. Friend agree that the great respect given to the armed forces in Angus is replicated across the country? In Moray, with RAF Lossiemouth and 39 Engineers at Kinloss, we have the same community spirit that supports the armed forces. As my hon. Friend said, the armed forces do not just protect our country. They also have great involvement in the local communities where they are stationed.

My hon. Friend is absolutely correct. It is not just the way in which the armed forces serve our nation—they also serve our communities and are an integral part of those communities. I will go on to explain how they are fully integrated into Arbroath and the wider Angus area.

Fundamentally, it is clear to me that Condor, and 45 Commando’s presence there, works. It works for Angus, it works for 45 Commando and it works for our military capabilities as a nation.

I am glad to have worked recently with this Conservative UK Government to ensure that armed forces personnel based at Condor and across Scotland were able to receive compensation protecting them from the Scottish Government’s income tax rises. I hope that, in the upcoming reprioritisation exercise of the better defence estate programme, I can once again work successfully with Ministers to support our brave servicemen and women. There should be no doubt that I welcome the programme, and that I firmly believe that the armed forces, and the use of the defence estate, should be as efficient and effective as possible. Everybody would agree with that.

Recent years have demonstrated how turbulent the world can be, how threats can materialise and subside quickly, and how our military should therefore be as well placed as possible to deal with all eventualities. I believe in a strong, cost-effective military, but I also believe, as a Conservative, that a long-standing fruitful relationship should be treasured and preserved, and so I look at the last half century, where 45 Commando has, from its base at Condor and its home in Angus, served so effectively and admirably in theatres around the world, protecting this country while helping to grow the local economy of a thankful and welcoming county.

Absolutely. I will come to the timing in a moment, but there is no doubt that, several years after the merger, Police Scotland is still operating under considerable strain because of it; now is not the time to add to the workload of Police Scotland when it is struggling to manage what it has now.

Surely the fact of the delay is proof that Police Scotland is in no fit state to absorb the BTP.

Absolutely. We have to remember that the joint programme board is made up of representatives of the Scottish Government, the UK Government and Police Scotland. At their latest meeting in February, they all agreed to recommend a pause to the Scottish Government. None of them could see the implementation of integration being achieved safely by 1 April 2019.

The intervention of my hon. Friend the Member for Angus (Kirstene Hair) takes me back to where we are now, which is the pause. We are in a welcome place: the SNP, Police Scotland and the joint programme board all accept that the implementation date of 1 April 2019 will not be met. Gone are the supportive comments from the Police Scotland high command that everything about the proposal is rosy.

I cannot forget the response I received to a question that I put as a member of the Scottish Parliament’s Justice Committee; it came from Assistant Chief Constable Bernie Higgins. Almost exactly a year ago today, on 7 March, I asked him about the problems we had seen with the merger of the eight forces into one and the ongoing challenges faced by Police Scotland. At that point last year, I was asking whether it was the correct time to force ahead with this merger. ACC Higgins, before the Scottish Parliament Justice Committee, replied:

“To be frank, two years is a luxury, based on what we had to do to bring Police Scotland together, so I am confident that the transition would occur”.

Two years as a luxury and confidence from an assistant chief constable of Police Scotland—all now wilted on the vine. Deputy Chief Constable Iain Livingstone has made it very clear, in his remarks to the joint programme board and since, that Police Scotland was not ready, that it was not a luxury to have two years to implement the integration and, therefore, that it is correct that we have now paused.

I thank the hon. Gentleman for his intervention. I do go into that particular point in a little more detail further on.

Plumbers have been checkmated by the legislation. They have no room to manoeuvre, no way out. Every possible move, it seems, will trigger the employer debt and bring it crashing down on them and their livelihoods.

The damage to some plumbers’ mental and physical health, family life, and financial security cannot be overstated. When these constituents appeared at my surgeries, their levels of desperation were evident. For many plumbers, the only option is to carry on—to defer retirement and even take second jobs, and hope that some form of relief comes before it is too late. These people are not fat cats trying to avoid paying their due. For years, they have dutifully paid their contributions into the scheme. They are ordinary entrepreneurs who wanted nothing more than to give their employees a decent pension. That is a principle that I strongly stand by and I know that it is one that this Government stand for, too.

I, too, congratulate my hon. Friend on securing this very important debate. She is speaking about the impact that this is having on her constituents, but I am sure that she also recognises that my Moray constituency has some of the highest number of plumbers affected by this problem. Does she agree that they need answers sooner rather than later? The biggest problem is obviously the funds and the amounts that they are facing, but there is also the uncertainty, and the longer that that goes on, the worse it is for them, their employees and their families.

I thank my hon. Friend for his intervention and completely agree with him. That is why, when I go through my recommendations for the Government shortly, I will also urge that those actions to be taken with immediate effect, so that we can alleviate that pressure on the plumbers in constituencies across the country.

I understand that this is a very complex system and that we should be wary of making any changes too hastily, lest they then have unintended consequences of their own. We do not want to solve this crisis by creating another one, let alone inadvertently make matters worse. Likewise, I recognise and support the principle behind employer debt. We do not want to open the door to companies being able to walk away from a pension scheme and dump its liabilities on other employers. None the less, the system is obviously not working as intended right now. None of the people who contributed to the legislation as it stands today could possibly have envisaged creating a system that has left ordinary plumbers facing, potentially, six or seven-figure bills when they try to retire. This is, self-evidently, not the way that it was meant to work.

There is surely a case to be made for recognising the unique situation of the plumbers’ pension scheme. More flexibility would certainly be welcome, especially with respect to the buy-out basis, unincorporated businesses and orphan liabilities. One could perhaps make the Pension Protection Fund a guarantor of last resort for the scheme’s orphan liabilities, as is currently the case in single employer schemes, so that those liabilities are not included when calculating the section 75 employer debt. As I mentioned earlier, the plumbers’ pension scheme is well funded and is on course to pay all members’ benefits in full, so there is little chance that the PPF’s role as guarantor would ever come into play. There must be a solution to this crisis, and any solution should also address the fact that the plumbers’ pension scheme includes unincorporated businesses where the owner’s house and life savings are at risk. One option could be, for example, to help plumbers seeking to avoid personal ruin by incorporating their businesses and by removing the funding test requirement from the flexible apportionment arrangement regulations in such cases.

Likewise, a solution should address the gross unfairness of employers in the scheme currently having to pay for liabilities incurred by employers who left the scheme before 2005, who did not need to pay anything when they left. I understand that the Government recently consulted on a deferred debt arrangement that would allow employers in multi-employer pension schemes, such as the plumbers’ pension scheme, to defer payment of an employer debt in certain cases. I am also aware that the Green Paper, “Security and Sustainability in Defined Benefit Pension Schemes”, has looked into the issues of unincorporated liability and orphan liabilities, and that a White Paper responding to these issues is coming soon. I hope, therefore, that the Government are looking into all options as to how we can get justice and peace of mind for plumbers, and that they will not delay in making the necessary changes to the system. The sooner this crisis is resolved, the better.

It is worth reflecting on the issue of raising awareness among small businesses of section 75 employer debt and other pension liabilities. Many plumbers affected by this issue were wholly unaware that they could be made liable for such vast quantities of money, and that is not right. We should aim to ensure that small business owners enter multi-employer pension schemes with their eyes open, and that they are properly informed of any changes in the legislation and their potential consequences.

To conclude, the situation facing many plumbers right now is wholly unjust. Small business owners who have done nothing wrong are being penalised by the totally unintended consequences of the legislation as it currently stands. We need action to ensure that the system works as intended, and delivers relief and justice to upstanding plumbers who, through no fault of their own, are going into 2018 with a vast liability hanging over their heads. I urge this Government to take the actions I have outlined today.

That was something that came out very clearly when the RAF base closed. There were also concerns at the time that RAF Lossiemouth might close, which would have made it a double blow. I took part in a march in Lossiemouth back in 2010 to ensure that the base stayed open. Thousands of people from across Moray, who would not normally gather at a single event, all joined together to show their support for the Ministry of Defence in Moray. That was a very significant event that is still remembered very clearly a number of years later. RAF Lossiemouth is now going from strength to strength, and the numbers there are increasing significantly. It is a northern quick reaction alert facility, protecting our United Kingdom airspace from unidentified aircraft. The Typhoons have overseas deployments with Operation Shader, and are also based in Cyprus for operations over Iraq and Syria. Later this year we will see deployments in Romania and Oman.

We are waiting with bated breath for the arrival of the P-8 Poseidon aircraft. Everyone is celebrating this huge investment, which includes £400 million of investment at RAF Lossiemouth and 400 additional personnel coming to our area. I have informed the hon. Member for West Dunbartonshire (Martin Docherty-Hughes) that I will mention him in my speech. Unfortunately, he took no interventions, despite our having a bit of flexibility. I would not be so churlish should he choose to stand up and intervene on me. He has unfortunately taken the approach that he will not celebrate or welcome this huge investment, which is welcomed by everyone in Moray. He would rather raise scare stories. When I was successful in defeating the Scottish National party incumbent in Moray, I thought that we had ended the time when SNP politicians would raise scare stories about the MOD presence in Moray.

I will come back to my hon. Friend in a minute.

I thought that we had got rid of that situation, but no. Just this week, we saw this in the media:

“An SNP MP is demanding reassurance from the UK Government that they will proceed with the… maritime patrol aircraft”.

Let me quote what the hon. Gentleman said in that article:

“I would like to hear them restate their commitment to purchasing all nine of the promised Poseidon P-8 aircraft.”

That was agreed when the contract was signed with the UK Government and the US Government to provide those nine Poseidon P-8 aircraft. Why did the hon. Gentleman feel that it was necessary to put out a press release to say that that might be in doubt, when all along the UK Government have had that contract signed with the US Government? We should be focusing on the benefit coming to Moray, rather than launching scare stories. I note that the hon. Gentleman has remained in his seat. He has not tried to intervene to say that I have said something wrong.
