Does my hon. Friend agree that John and many of the teachers and tutors who provide music education in schools across the United Kingdom go above and beyond, often giving up their spare time to put on the fantastic efforts that many of us go to see in our constituencies?

My hon. Friend is a passionate advocate for her area, and what she experiences in Angus is exactly what we have experienced in Moray. People like John go above and beyond their remit in the education department to do so much more.

I want to say a huge thank you to John for everything he has done for music in Moray. Without him, I am sure that the service would not have reached the popularity it has or gained the respect that it rightly receives. I asked Nigel Boddice for his thoughts on John’s resignation, and he summed it up perfectly by saying:

“The loss of John Mustard due to the increase of fees feels like a bereavement to me personally and I’m sure to the community at large. 30 years of talent, skill, musicianship of the highest possible order has been invested in your youth. Moray will now become a cultural desert I fear. With John’s departure music has lost out, but worse, so has the youth of tomorrow and the community.”

To follow on from the intervention of the hon. Member for Glasgow North (Patrick Grady), I can confirm that the SNP-led administration have now scaled back their proposed fee increase to 20%, but this will still have a damaging effect. When fees were increased by 20% a couple of years ago, the service saw a 15% drop-out rate. For a service that reaches more than 800 young people in Moray, that is a concerning statistic. I also know that about a dozen pupils withdrew from the service all together in the weeks since the 85% increase was announced—their joy and passion for music cut short because of a short-sighted cut.

In the time remaining, I will discuss why the service is so important in Moray, Scotland and across the UK.

I beg to move,

That this House has considered allergy awareness in schools.

It is a great pleasure to serve under your chairmanship, Sir Christopher, as we discuss the issue of allergy awareness. It is a serious issue, and I look forward to discussing it and hearing from the Minister later on. I will talk about the serious and growing problem of allergies and the challenges faced by those who have them, the portrayal of allergies in the media and how that shapes our attitudes, the horrendous incidents of allergy bullying in schools and the potential for fatalities, and what we can do to raise awareness in schools and beyond.

First, I feel I should declare an interest; I had my first allergic reaction when I was four years old. I walked to the shop with my grandmother, where we bought a bar of chocolate—a Marathon, which shows my age—and by the time we had walked back up to the end of the street I had vomited up the Marathon. When I was a small child, happily, that was as far as the allergy went. It was not life-threatening; it was certainly an inconvenience and something to be avoided, but it was not as serious as it later became.

When I reached my teenage years, the reactions became more serious and began to include swelling in my mouth and throat. That was when I was prescribed an EpiPen injector, which I carry, regularly updated, in my handbag to this day and take with me wherever I go. That is an important thing for anyone who has been prescribed an adrenaline injector to do.

The experience of going through an anaphylactic reaction is terrifying. It involves a whole-body physiological reaction. I start to get a tingle in my mouth if I have eaten something that has nuts in it. I feel almost a rasping at the back of my throat. That, for me, is the tell-tale sign, at which point I try to take action. I sometimes try to make myself sick, to expel whatever it is I have eaten, although I know that can sometimes be problematic. I never really know how serious the reaction will be; sometimes it is mild and can be treated with antihistamine, and sometimes it develops into full-blown anaphylaxis. It is difficult for me as an individual to know which it will be.

When it does become anaphylaxis, that is when the heart starts beating. I find it is quite similar to having an asthma attack, where breathing becomes incredibly difficult. My face swells up and changes colour to become a sort of red-purple, I have palpitations, and it is not a pleasant sensation. Ultimately I need the adrenalin injector and treatment in hospital; I thank the NHS and indeed the health services in countries around the world where I have experienced this, as I literally owe my life to them.

I know what it is like to experience it as a sufferer myself, but I also want to describe how one mother talked about having her toddler try a walnut sauce for the first time. She said:

“His mouth started to bubble and mini-hives appeared. I could see the hives getting bigger and spreading all over his cheeks, his ears, up the back of his neck and starting to go down his chest. On the car on the way to hospital, he started to cough and vomit everywhere in the backseat. My greatest fear started to kick in when the choking, vomiting and crying turned to utter silence. He had gone limp. I was saying ‘C’mon buddy. Wake up’”.

She says:

“‘This is it,’ I thought. ‘I’ve killed my boy’.”

That little boy received hospital treatment and lived, but I ask hon. Members to put themselves in that parent’s shoes—particularly for that first reaction, when they do not know what is happening, the anaphylaxis is so terrifying and the child is of an age where they cannot even tell them what their symptoms are and what they are experiencing.

At this point, I pay tribute to Nicky Forrest, a mum in my constituency who, in addition to all sorts of work on the parent council of a local school, runs a local support group for allergy sufferers and their parents so they can share their experiences, advise one another and campaign.

Absolutely. As I can attest, having an allergy is a condition that can be managed and need not prevent someone from having a full life and taking part in school and all the educational opportunities, but that relies on a wider awareness of allergy. Indeed, living with allergy as an adult is the same.

That is why awareness and education are so important—even more so because the prevalence of allergies in our society is growing. It is now estimated that about 2% of children have a nut allergy; of course there are many other allergens as well, so if we include other foods the percentage is higher. Last year in England there were more than 1,900 food-related hospital admissions for anaphylaxis. The anaphylaxis hospital admission rate increased sevenfold between 1992 and 2012. The UK is not alone in that, as there are other countries where the prevalence of allergies is growing, but we need to recognise it as a serious health issue. Indeed, it can be fatal. Data over the same period from 1992 to 2012 showed 124 fatalities were likely to be due to food-based anaphylaxis, 48 of which were school-aged children. For one in six of those school-aged children who died, the reactions occurred in school or another educational environment. The role of schools in this is crucial.

It is up to the Minister to respond to that, and I hope she does, but I do not want to see a GCSE in agriculture only in North Herefordshire. I want to see it in England and Wales and perhaps Scotland as well.

We do not have a national 5 in agriculture in Scotland, so it would be a positive move to introduce it there and to get further behind apprenticeships as well, so that students have room to develop from national 5 into an apprenticeship when they leave school.

My hon. Friend is absolutely right. We have authorities that have dramatically reduced the number of children being taken into care by making early interventions. That saves money, makes the local authority more cost-effective and is the sort of innovation that we want to spread around the country, from the good or outstanding authorities to the other authorities that are, unfortunately, letting down too many children and not spending the hard-earned taxpayers’ money deployed for their use as effectively as they might. We need to improve the standard of children’s social care in so many authorities where they are not delivering as well as elsewhere.

We have strengthened our approach to intervention in cases where councils are failing to provide adequate services for children in need of help and protection, looked-after children or care leavers. That programme of intervention is yielding real results. Some 36 local authorities have been lifted out of failure since 2010 and we are seeing a positive impact from the independent children’s social care trusts that we have set up in Doncaster and Slough. We also have great examples of local authorities, such as Leicester City and West Berkshire, that have turned their services around at an impressive pace, underlining what can be achieved with a relentless focus on improvement along with the right help and support. I am of course pleased with such results, but I am not complacent—we will continue to act swiftly in cases of failure and to act decisively to ensure improvement is happening everywhere in the system.

We have identified £20 million to be invested in improvement support to help create a system of sector-led improvement, founded on systematic and effective self-assessment and peer challenge. We have enjoyed real success in working with sector partners on that. Together, we are testing a system of regional improvement alliances that will, in time, spread to the whole country and enable a robust system of support and challenge between local authorities, supported by key partners such as Ofsted and my Department.

We are expanding our partners in practice programme. Our PiPs, as they are familiarly referred to, are excellent local authorities whose children’s services are secure and whose leadership is strong. For a few years now, the partners have been pioneering excellent practice and working systematically to spread it across the system. They are a model of good practice, not seen from a distance but working hand in hand alongside teams in other authorities that want to learn and improve their own practice. For example, North Yorkshire, my own excellent Conservative-controlled local authority, is working with other councils to diagnose problems and agree on what support is needed, extending practical help to nine areas across the country. We aim at least to double the number of partners in practice in the current expansion application process. That will ensure we have dedicated teams of excellent practitioners, with additional capacity built into their council, which enables them to get into struggling authorities and offer practical, on-the-ground support to help them to improve their service provision.

It is clear that much has already been done to ensure that every penny spent on children’s services is being spent effectively on delivering good outcomes for vulnerable children.

The spend on agency staff has nearly doubled across the UK, not just in Scotland or England and Wales. Does the Minister agree that spending huge sums of money on agencies drains funding, which leads to a poorer quality of services across the board, so something needs to be done to attract more people to that career path?

My hon. Friend is absolutely right. One of the typical problems that I come across when I visit failing authorities is that they have trouble retaining and recruiting staff, and therefore tend to rely on agency staff to do that work. I do not want to detract from the work done by agency staff, but the cost of using them can sometimes be twice as much as the cost of employing people in-house. It is a frustrating side effect of failure, and it means that other factors come into play that make it even more difficult to get those authorities back where they need to be. That is why partners in practice and other innovations are working so well to improve the quality of children’s social care. Getting decisions right first time is the best way of ensuring that children who may be in danger and are certainly in need get what they need.

Local authorities increased spending on children and young people’s services to more than £9 billion last year. In some areas, demand for services is rising and local budgets are under pressure. We recognise that councils are delivering children’s services in a challenging environment, and they need to make tough choices about their priorities to achieve efficiencies. The Government have already done much to support local government spend. We are in the second year of an unprecedented four-year finance settlement for local government, which was accepted by 97% of councils. It gives authorities greater funding certainty over the medium term and enables them to be more proactive in planning for the long term. It also better equips them to prepare for the upcoming reforms under which local government will be funded through local taxes.

It is indeed critical to get funding right, and we do not rest on our laurels. We recognise that funding pressures on local authorities may be greater in some parts of the country than in others, and we are aware of concerns about the fairness of the current funding distributions. The Government have therefore reaffirmed our commitment to the DCLG-led fair funding review, which aims to address concerns about the fairness of the current funding distributions. We will carry out an evidence-based review of the funding formulae to ensure they reflect the shifting factors that impact on the cost of providing services, such as changing populations and demographic pressures. Department for Education officials are working closely with colleagues at DCLG and with the sector, and are determined to get this right for children’s social care services.

The hon. Member for Peterborough briefly mentioned Sure Start centres. There are 3,130 children’s centres still open, and they deliver excellent care in many cases. That is a fall of only 14%. I think the mistake is often made of not including children’s centres that have additional sites that have been amalgamated from a management point of view. There are still a lot of children’s centres opening.

It is also interesting that more family hubs are opening. Many local authorities see a family hub as a better way of delivering services to local people. I visited the children’s centre in my constituency—I mentioned this last week in the House—where some excellent work was being done on engaging with families, who were being shown how to produce cheap, nutritious meals with simple ingredients. The lady in charge looked out the window and said, “The children we really need in this centre aren’t here in the children’s centre. They are at home looking for a dry crust of bread in the kitchen because their mother hasn’t recovered from the hangover she inflicted upon herself the night before, or maybe the family is so dysfunctional that they are not able to get them here.” The workers at family hubs have been effective in getting into homes. It frustrates me that more than a quarter of parents do not take up the 15-hour free childcare availability for the most disadvantaged two-year-olds, but I have heard that in Warrington the take-up is approaching 100% because of the way Warrington Borough Council has engaged with families and got them into the provision. There is a lot that can be done to improve the way the service works.

There are 30,000 children and families social workers employed in England, which is an increase of 4.7% on last year. Although there are 5,540 vacancies on the books, 71% of them are taken up by agency staff. Local authorities can be successful in getting their workers back on to the payroll, rather than employing them through agencies.

The hon. Member for Peterborough said that too many children are going into care. In some cases, local authorities can safely bring down rates of looked-after children. The innovation programme is part of the answer to that problem, and it enables good practice to be shared. In other cases, it is a sad but necessary intervention. It may be down to better identification of issues relating to child sexual exploitation and gang risk. Overall, the decision is for the local authority. The best interests of the child and the protection of the child have to be paramount.

Providing support for preventive services and preventing cases from escalating must be at the centre of the work of every single director of children’s services and social worker around the country. The DCLG provides funding through the troubled families grant, which supports struggling children and families. We have funded a number of programmes that focus on getting help right early in the innovation programme.

I am enormously grateful for the attention that the hon. Lady has given to this issue. It fills me with confidence to know that there are people on both sides of the House advocating for the most vulnerable in our society. As I hope she can see from the reforms I outlined, we are committed to making a real change to the system that is as deep and long-lasting as it is wide-ranging. I also hope that she acknowledges the work we have already begun, which will ensure that this crucial service has the right amount of money and that it is being spent on the right things and in the right places. Collaboration across Whitehall and across the sector will ensure that my Department builds a system that weathers challenges both now and in the future and ensures that this country continues to lead the way in its provision for the most vulnerable children.

First, the new national funding formula much better helps schools to deal with this issue of students coming into schools in year. Secondly, following the race disparity audit, we launched an exclusions review to make sure that the whole process around how a child is permanently excluded is properly delivered.

The Minister may be aware that the Scottish Parliament’s Education and Skills Committee recently voted to block plans to introduce the Scottish Government’s named person policy. Does he agree that that policy is a gross invasion of privacy, totally unnecessary, and diverts vital resources from the most vulnerable? Will he confirm that this Conservative United Kingdom Government have no similar plans for such an unnecessary policy?

I can reassure my hon. Friend that there is currently no intention to introduce the named person system in England. We want a system that makes sure that children and their families get targeted help and the support that they need. Our “Working together to safeguard children” guidance is clear that services provided to children and families should be delivered in a co-ordinated way.

I thank my hon. Friend the Member for Eastleigh (Mims Davies) for securing such an important debate today. As a 28 year-old female Scottish Conservative elected to this House, I bucked many trends on 8 June. I am one of the youngest MPs, I am a Scottish Conservative MP and, of course, I am female. As the other speakers have mentioned, there has been considerable progress made to encourage females into parliamentary careers. The recent election statistics are incredibly encouraging and show the highest number of female MPs to date, at 208.

The Conservative party has an incredibly proud record on promoting women in Government. The first woman to sit in the House of Commons, Nancy Astor, was a Conservative. We were the first party in the western world to elect a female leader and Prime Minister. We have now had two female Prime Ministers and are continuing to work hard to attract female candidates in local and national elections and to participate in our party through the Women2Win movement. Back home in Scotland we have a female leader who we hope by 2021 will be the second female First Minister of Scotland.

I absolutely agree that more could be done to encourage females into a parliamentary career. Our 32% ratio of women in the House of Commons puts us at 46th in the world rankings. Of course, having fewer females in the House has an effect on our Committees, our Cabinet and other roles. Perhaps I am in a minority, but I strongly believe that I have never been disadvantaged or advantaged in life because of gender. What I have achieved in whatever area has been down to my strong will, determination and merit. In order to deliver a promising future for women in politics, we must seek to break the barriers as opposed to seeking to reach targeted quotas. Success has to be based on merit. What are those barriers and how do we break them?

Women often take on a greater support role within the home, even in days of increasing equality and less of his and hers tasks. They regularly take on the majority of tasks in the home, acting as a support for partners and their children. Careers in politics seem to have a stigma of male dominance and a public perception of an aggressive environment. The demands of the role of a Member of Parliament split the week into two locations—in my case, six hours apart. With a constantly changing diary there is little certainty and routine, which is what families and young children need.

For me, this is one of the largest obstacles in the way of a female parliamentary career: the difficulty of integrating family life into Parliament with long hours, late-night sittings and often working seven days a week with little down time. Those aspects of the role of a parliamentarian make it impossible to spend as much time at home as one might wish to. Perhaps it is therefore the responsibility of us as females in politics to reach out to the public, further promote what the role involves and remove the uncertainty and fear that surrounds it. It is demanding and it is not easy to juggle life, but it is hugely rewarding. Not one of us would deny that. We must explore in more depth further family-friendly measures, including some of those mentioned today. Studies show that the early years of a child’s life are of the utmost importance in their development. The roles of a Member and a parent are not mutually exclusive.
