I hope that the Whip on the Treasury Bench will ensure that the Minister gets to hear of it and that action can be taken as quickly as possible.
On a point of order, Mr Deputy Speaker. I apologise unreservedly for the intemperate language I used during Prime Minister’s questions. I was wrong to use the term “fascist” in relation to the Israeli Government and understand why this was particularly insensitive, given the history of the state of Israel. While there are far-right elements in that Government, I recognise that the use of the term in this context was wrong. I would also like to apologise for the use of the term “apartheid state”. While I was quoting accurately Amnesty’s description, I recognise this is insensitive and withdraw it.

Commons ChamberMy hon. Friend makes a valid point about the disruption that this Government have caused in the past couple of weeks and months. This is a zombie Government clinging to power in order to push through their destructive agenda. They are running scared from the people they are supposed to represent. They have no mandate, no plan to meet the challenges of the cost of living crisis and nothing to offer working people.
The Bill places our rights at work, our environment and our hard-won equal rights on a cliff edge, left to the mercy of Tory Ministers. The economy is on the floor, with the cost of living crisis set to cost thousands of lives this winter. We need a stable economy with a significant redistribution of wealth and power more than ever. I wish to appeal to the Conservative Members opposite: it is within your gift to stop this deeply destructive Bill and the threats it poses to your constituents. Is now really the time to decimate rights and standards at work, environmental protections, and health and safety? Conservative Members should consider just how destructive this will be, and just how angry people will be with this wholesale attack on their basic rights and protections. This Bill is not fit for purpose and it should not go ahead.

Commons ChamberThe justice system is failing endemically to live up to its name. As of last month, there were half a million cases outstanding in the magistrates and Crown courts, and some trials are now being listed for 2022. Victims, witnesses and defendants are facing years of waiting with procedures hanging over them. This is a crisis of justice. Even before the pandemic, Tory austerity cuts had brought the justice system to its knees, with the Ministry of Justice losing a quarter of its budget over the last 10 years. Resulting reductions in legal aid and the increase in court and tribunal fees have increasingly made justice a privilege of those who can afford it, leaving those who cannot with immense and, too often, insurmountable barriers. This has left the scales of justice weighed against ordinary people.
This sorry state of affairs was made crystal clear in the recent collapse of the Hillsborough trial, described as a “mockery” and a “shambles” by family members of the 96, who had fought tirelessly for justice. Will the Minister today go some way towards rebalancing the scales and commit to bringing forward the Hillsborough law, which would place a duty of candour on all public officials and require parity of legal funding for bereaved families and public bodies?
The pursuit of justice stretches beyond the courts, as well the Minister knows. It necessarily includes the ability of people to hold public authorities to account. However, the draconian measures in the Police, Crime, Sentencing and Courts Bill severely threaten our ability to do just that. By making it an offence to cause “serious annoyance” or “inconvenience”, this Bill restricts our fundamental rights to freedom of assembly and expression, and effectively removes our collective ability to fight back against state abuses of power. The Black Lives Matter protests last year and more recent demonstrations in response to the murder of Sarah Everard shone a new spotlight on a pattern of violent crackdown by police on peaceful protesters that stretches back to miners protesting at Orgreave and elsewhere in the 1980s and beyond.
I ask the Minister: what does this Bill do to make our communities safer or bring justice closer to those families? Some of the most disturbing clauses attack the nomadic lives of Gypsy, Roma and Traveller communities. In Liverpool, we have a large, eminent settlement of GRT families living in Kirkdale, who face systemic discrimination as well as routine violence. These new proposals are discriminatory and potentially unlawful, and threaten increased persecution of these communities. The Government’s own consultation on extending these powers shows that even the majority of police respondents think that the crackdown is the wrong approach.
The fact that the Government have spent so much time and resource curtailing people’s basic democratic rights and freedoms to hold them to account, rather than focusing on overhauling our creaking and hollowed-out justice system, speaks volumes about their priorities. I call on them today to reject the authoritarian Police, Crime, Sentencing and Courts Bill and invest significant resources in balancing the legal system—

I welcome the Bill but, nearly four years after the Grenfell disaster and despite assurances by the Government, hundreds of thousands of people are still living with the fear that they could be next. It is a scandal that this is the first and only piece of primary legislation on fire safety that this Tory Government have brought forward to prevent such a disaster from ever happening again.
In Liverpool, 10% of buildings are still covered in highly flammable cladding, with a further 5% covered in fire-retardant cladding. Merseyside Fire and Rescue Service has suffered a 35% cut to its funding and lost one third of its firefighters since 2010. Austerity has combined with roll-backs and safety regulations to make a perfect storm.
Time and again, we have heard promise after promise that the recommendations of the first phase of the Grenfell Tower inquiry will be fully implemented, yet the Bill does not include a single recommendation from the inquiry’s first phase. Does the Minister agree that his Government have fundamentally failed to take the necessary steps to keep people safe in their own homes?
Today, and for months now, we have heard from Members across the House about the nightmare situations faced by many leaseholders across the country who have been left physically, mentally and financially trapped in dangerous housing. Many of my constituents have contacted me for support. They are worried sick about being trapped in unsafe housing, crippled by costs they did not incur and with no end in sight.
One pensioner wrote to tell me that he had just been sent a bill for £20,000. He has no savings and no possibility of paying the bill. Two young NHS doctors want to sell up and take positions in hospitals in the north-east, but they cannot; they are trapped in a flat they cannot sell, faced with the possibility of mounting debts due to flammable cladding that they did not install.
I ask the Minister how he sleeps at night, knowing that his Government’s move to cut red tape has left hundreds of thousands at risk in their own homes, and how he can justify asking the leaseholders of those unsafe homes to foot the bill. It is the responsibility of this Government to identify the buildings covered in dangerous cladding and make them safe before another disaster occurs, and to bring the companies that profited from cutting corners and compromising the safety of residents to justice.
Enough is enough. We are now at a crisis point. Instead of further delays and prevarication, I call on Members across the House to do the right thing today and back Lords amendments 2 and 4 so that we can get a grip of this crisis before it is too late.

Commons ChamberI want to start by thanking the incredible workers in the NHS who have delivered our brilliant vaccine roll-out, which has enabled us to start lifting some of the lockdown measures. While I welcome the road map laid out by the Prime Minister earlier, I add my voice to the many others today who have said that this lockdown must be the last. Sadly, however, we have been here before. The plans announced today that all pupils will return to English schools on 8 March shows that, once again, the Prime Minister has buckled under pressure from people within his own party and failed to listen to the science and learn the lessons of his previous mistakes. While it is welcome news that covid infection and hospitalisation rates are falling, the inconvenient fact remains that cases are three times higher now than when the schools reopened last September, and we still have regional variations. Just last month, the Prime Minister called schools, “vectors of transmission”. Full reopening of schools will now bring nearly 10 million pupils and staff into circulation in England—close to one fifth of the population—and that is not a cautious easing of lockdown restrictions no matter how the Prime Minister tries to spin it.
Today, nine major education organisations, including trade unions representing staff working every day in schools and colleges across the country, called the Government’s commitment to bring all children back to school at once “counterproductive and reckless”. They called for a phased approach, as is being taken in Scotland, Wales and Northern Ireland. Will the Paymaster General please explain why England has taken a completely different approach from the other three nations? Will she agree to publish the scientific evidence that underpins this decision?
Neil, a primary school teacher in my constituency and chair of the schools network, said, “We want our schools fully open as soon as possible. However, we think that it might have been more sensible to begin with a staggered start from 8 March rather than straight full reopening. This would give an opportunity to the Government and SAGE to monitor on a weekly basis as we open for more year groups. The vaccination of school staff before the full reopening would be very helpful not only in helping staff to stay safe, but also in reducing community transmission.” This is a direct comment from teachers working on the frontline in Liverpool Riverside. As we have heard, Government scientists themselves have warned that a big bang return of all pupils to school at once could lead to the infection rate rising above 1. That risks the virus spreading exponentially and running out of control yet again. Instead of repeating their previous mistakes, will the Government follow the advice of scientists and teachers and take the same approach as the devolved nations and commit to a phased return to schools?
We are all aware of the desperate situation facing pupils and students who have now faced nearly a year of disruption to their education, drastically deepening inequalities—

Commons ChamberThere have been more than 2 million confirmed covid cases in the UK, 71,000 people have tragically died, and a staggering one in 50 are now diagnosed with covid—another record high for this country. Liverpool has been significantly impacted by the pandemic. The total number of confirmed cases in Liverpool for the last seven days is over 3,500, an increase of over 2,300 on the previous week.
The new variant poses more of a threat going forward, and we clearly need to take action to halt the increase, save lives and protect the NHS, but this was not inevitable. Time and again, we have seen this Government refuse to take the necessary steps to save lives and protect livelihoods. We have the second highest death rate in Europe, surpassed only by Italy. On top of that, we are currently suffering the deepest recession of any G7 country. The Government have failed to rise to the challenge of the pandemic since last year, and future generations will look back on them as having done too little, too late.
I repeat that this was not inevitable. This is what happens when those in charge disregard calls by frontline workers, teachers, scientists, unions and experts for schools to be closed and for a national lockdown to slow the spread of the pandemic. Doctors at the Royal Liverpool Hospital in my constituency describe the situation as hanging by a thread, with major staff shortages and staff suffering exhaustion, the additional winter pressures and delayed medical demand still overdue from the first covid wave all adding to that pressure.
With hospitals at risk of being overwhelmed by the new variant and already facing this huge spike in infections with fewer staff than in the first wave, can the Minister outline what funding will be made available to bring extra support and staff into the NHS over the coming weeks? With the vaccines being rolled out as we speak, and the welcome news that the AstraZeneca vaccine has been approved to begin distribution next week, when will the Government produce a national plan for vaccinations? What steps will be taken to ensure that agency and outsourced workers in frontline jobs, such as hospital porters, cleaners and teaching support staff, will be given equal access to vaccines alongside everyone else in their workplaces, especially given that those staff are more likely to be at greater risk of contracting the virus?
Let me conclude by paying tribute to our valiant NHS, all the workers who have continued to work to keep my city safe: the council, public health, the community and voluntary sector, and the army of amazing volunteers.

Commons ChamberLiverpool has a long-established and vibrant Yemeni community, dating back to the 19th century; originally they arrived as seamen and traders, and now an estimated 11,000 live in the city. Many of my constituents still have relatives back in Yemen and are very concerned about the ongoing humanitarian crisis, the increased number of civilian deaths since August and the forced deportations of Yemeni asylum seekers from the Brook House detention centre, with 10 asylum seekers scheduled to fly out on 1 October.
Yemen is a poor and underdeveloped country that has suffered four years of political crises, followed by five years of devastating war. Yemen is the world’s largest humanitarian crisis. The country has been left weak and vulnerable, both for its people and its infrastructure, with at least 80% of the population of 24 million now reliant on aid to survive. Yemen relies on imports for between 80% and 90% of its food, fuel and basic necessities. Some 10 million Yemenis face acute food shortages, while 7 million require treatment for malnutrition. Yemen is the world’s gravest humanitarian emergency, experiencing crisis on three fronts—conflict, covid-19 and famine.
A pause in the conflict broke down in January, after an attack in northern Yemen. Since that point, despite various initiatives, rounds of negotiations have failed to produce an agreement workable for all sides. In recent weeks, the conflict has escalated; August had more civilian deaths than any other month so far this year. A quarter of people who were killed or injured were killed or injured in their own home. Covid-19 has further exacerbated the crisis. UN Secretary-General António Guterres has said that there were more than 2,000 confirmed cases of covid-19 in Yemen and he warned that with the war having “decimated” the country’s health facilities, the need for a negotiated political settlement to end the conflict is more urgent now than ever. Covid-19 remains unchallenged, as widespread testing, tracing and treatment are non-existent.
The cholera outbreak continues to rage across Yemen. According to the World Health Organisation there were 1.3 million detected cases between January 2018 and June 2020. The level of immunisation against preventable diseases has fallen. Gavi, the Vaccine Alliance reports that only 65% to 80% of children have received the DTP3—diphtheria, tetanus, pertussis—vaccination. The oral cholera vaccine was not widely distributed until 16 months after the outbreak began in 2016. Non-covid-19 illnesses or health conditions are going unmanaged. Based on reports on the ground and from international non-governmental organisations, there is a need for urgent action. Only half of all the hospitals and health centres remain operational, while in conflict-stricken, isolated or displaced communities services are non-existent. The remaining health centres are overcrowded and understaffed, and they face shortages of the basic essentials, medicines, personal protective equipment. There are electricity outages, and fuel supplies are sporadic and unreliable.
I have met Liverpool Friends of Yemen and Labour Friends of Yemen, and spoken to medical experts, who have expressed grave concerns about the Government’s intransigence in tackling the significant humanitarian and political crisis in Yemen. The UK is the pen holder on Yemen at the UN Security Council and plays an instrumental role in the continuous efforts to achieve long-lasting, sustainable peace. The UK has a moral responsibility towards Yemen, owing to its historical relationship. The UK is also a key member of the quartet tasked to look after Yemen—

Commons ChamberWe are living in unprecedented times. Since the Prime Minister announced the police-enforced lockdown on 23 March, the country has experienced the biggest challenge it has had to face in a long time. During the weeks since the lockdown, I have received a high volume of correspondence from non-essential businesses forced to close and from constituents experiencing financial hardship and uncertainty during this crisis.
The Riverside constituency covers Liverpool city centre, with a large number of leisure and hospitality businesses, hotels, micro-businesses, universities, private dentists’ practices, and freelancers and the self-employed engaged in a variety of enterprises. It is vital that the coronavirus economic schemes are effective so that we can protect people’s incomes, jobs and businesses, and prevent a deeper and longer-lasting recession.
The current guidance states:
“The government will provide additional Small Business Grant Scheme funding for local authorities to support small businesses that already pay little or no business rates because of small business rate relief… This will provide a one-off grant of £10,000 to eligible businesses to help meet their ongoing business costs.”
By tying eligibility for these grants to the business rate relief schemes, there are unintended consequences that will result in legitimate businesses, which are contributing to the economy through the tax system, not being supported through the scheme as was originally envisaged by the Chancellor.
In Liverpool, Riverside there are thousands of community businesses and charities providing essential frontline public health and wellbeing services to our most vulnerable residents that are not eligible for the grant and face closure. It would appear that the criteria being applied by some local authorities are resulting in a large number of small businesses not having their applications approved, and this is specifically the case in a number of circumstances.
Businesses that occupy separate designated office space under their tenancy licence agreement pay a contribution to the shared business rates in managed workspaces where one rateable value is applied to the whole building. This is often advised as the most appropriate method for business rates collection by the business rates officer. Social enterprises can have many structures, and one such is charitable status. It has been suggested that as these small businesses receive mandatory relief for charities, not small business rate relief, they will not be eligible for this grant.
CBILS has been operational since 23 March, but as of Thursday 16 April, only 6,020 loans, worth £1.1 billion, have been made as part of the scheme, with the survey data indicating that just 1% of firms have been able to access it. The Government will provide lenders with a guarantee of 80% on each loan to give lenders further confidence in continuing to provide finance to SMEs. However, the commercial banks are not acting in a consistent way, nor are they operating in the spirit of the guarantee. Banks are pushing their own products and seeking collateral security from the business owners rather than the business interruption product. Not all banks are offering the scheme, and other banks offer it only to their current customers. There is significant variation in the interest rates being charged to small businesses, and the terms and conditions and rates being offered, despite interest rates being so low, can only be described as extortionate.
The Government must act to increase the uptake of CIBLs, including offering a 100% guarantee, as other countries have. Providing 16,000 loans in four weeks in a country with nearly 6 million SMEs is not good enough. The Government must recognise that the scheme is not working adequately and change it urgently. The future of many of our small firms depends on their decisions.
The Government should also act urgently to protect the incomes of those who are falling outside existing schemes and on to universal credit. There are 9,000 self-employed people in Liverpool, Riverside, many of whom are creative freelancers working in our film, theatre and music industries who have seen their income dry up overnight. The self-employment income support scheme is intended to support self-employed individuals who have lost income due to the pandemic. The scheme allows self-employed people to claim a taxable grant worth 80% of trading profit, up to a maximum of £2,500 per month, for the next three months.
But there are anomalies. Newly established businesses that have submitted their first tax return for part of a year will have the self-employment income scheme 80% profit assessed for a whole year on this amount. While waiting for assessment and the release of the self-employed income support grant in June or July, self-employed people with no income are advised to apply for universal credit. This application results in immediate cancellation of any other benefits to which they are currently entitled, such as working tax credit, housing benefit and council tax benefit, leaving them with no income and in some cases destitute. Self-employed people with personal business savings of more than £16,000 are not entitled to universal credit or associated benefits. They are expected to use their savings to subsidise their income.
