The hon. Lady talks about the Scottish Government introducing a £500 grant. It was the UK Government who introduced a £500 grant and provided Barnett funding for the Scottish Government to do the same. She is right that the grant payment is there to help those who are most vulnerable, so that they can isolate, and it provides an incentive for them to do so.

The Government recognise that the pandemic has caused extreme disruption to the economy. That is why we have delivered one of the most comprehensive and generous support packages anywhere in the world, worth over £190 billion.

I recognise the enormous amount of support that has been given to businesses in Crewe and Nantwich. I have spoken to many that would not have survived without it, and I know the pressure on public finances. But hospitality businesses such as the one I visited, Giovanni’s in Crewe, will really struggle with the 10 pm curfew and the ban on household mixing. Can the Government look again at what we can do for businesses that might technically be allowed to open but will struggle under those circumstances?

My hon. Friend is right that there has been disruption to businesses in tier 2 areas. That is why my right hon. Friend the Chancellor has cut VAT from 20% to 5% and extended that to 31 March and also introduced a 12-month business rates holiday.

I am very proud that, as a result of our ability to act as one UK, the broad shoulders of the United Kingdom have enabled us to protect almost a million jobs in Scotland, supporting nearly half a million through the furlough scheme, and 65,000 businesses in Scotland have benefited from the UK Government loan scheme. The ability of the Treasury and the Government to act and support businesses and jobs in Scotland has been enhanced by our ability to act as one United Kingdom.
On what further measures are taken, I do not agree with the hon. Lady that the solution would be to extend the furlough scheme indefinitely, because I think that would hold out to people the expectation of a job that may never return, and do so at very significant cost. That is why we need to support those jobs that are viable, and, in addition we need a training package to enable people to get the skills to re-enter the labour market when they are needed.

Does my right hon. Friend agree that while some parts of the Labour party see this as a good crisis to exploit, we have actually managed to ensure that our response has helped the least well-off the most, proportionately?

It has been a time when most people have come together and worked together to respond to the very legitimate concerns that we all have on behalf of our constituents. The more we can work together across the United Kingdom and with local authorities and other stakeholders, the stronger the Government’s response to the pandemic.

The hon. Gentleman is right to raise ARM, which is obviously a key employer in his constituency. The Government are taking a very close interest in this transaction. It was pleasing to see yesterday that parties close to the transaction said that the headquarters would remain in Cambridge. It is a matter we are engaging very closely on, and I am very happy to engage with him personally on any questions arising from that.

My hon. Friend is right to raise this point, which he has raised before. In his constituency, 1,400 businesses have benefited from the bounce back loans from 28 providers across the country, but I am happy to engage with him in relation to the number of cases he has dealt with and see what interventions can be made at this time.

The right hon. Member is right to highlight the important work that Leeds council does. Having spent some time there, seeing how they do early intervention in children’s services in particular, I was very impressed when I did the local government job. My right hon. Friend, the Secretary of State for Housing, Communities and Local Government has been engaging extensively with the sector. We have put billions of pounds of incremental support in place. Of course it was going to be difficult—it is difficult for all of us, whether it is business or a local authority—to get through this time, but considerable support has been put in place. In particularly, the announcement last week on a loss-sharing arrangement with central Government for their income and fees and charges is an important step in the right direction.

I thank my right hon. Friend for the steps he has announced today, particularly focused on young people, which show yet again that the Conservatives do what works, not just what might sound good, even if it means tough decisions in the short term. Can he confirm that from the support given so far, proportionately the lowest-income families in our society have benefited the most?

My hon. Friend is absolutely right. The analysis published today shows that we have reduced the scale of losses for working households by up to two-thirds in general, but the support for the poorest households has been the highest. He will find that in the distributional analysis published today. It demonstrates what we believe is important at a time like this—to protect the most vulnerable in our society. I know that is something that he feels very deeply, and I share that feeling.

I agree with the hon. Member about the importance of post-16 education and further education, which is why I was delighted to announce at the Budget a £400 million increase in post-16 education funding, a record increase in per-pupil funding compared to the last several years, and indeed the Prime Minister has talked about our commitment to upgrading the entire FE college estate across the United Kingdom.

I know that my hon. Friend is a proud champion of his local theatre, the Lyceum in Crewe, and that he has warmly welcomed our announcement. I am very grateful to the hon. Gentleman for his warm remarks in relation to Jo Cox, which will be shared by everyone.
The hon. Gentleman will be aware that the aviation sector has already received quite a lot of support through the Bank of England’s covid corporate financing facility and through the large business loan scheme. Colleagues across the Department for Business, Energy and Industrial Strategy continue to engage closely with the sector. I fully understand the hon. Gentleman’s concern both in terms of the strategic nature of the industry and also its relevance to his own constituency, and indeed the UK as a whole.

The Government can rightly be proud of the rapid and effective steps they have taken to save so many jobs in constituencies such as Crewe and Nantwich, but there are some sectors and businesses that will not be able to open in the near or even medium term—for example, Good Time Charlies, a children’s play centre in my constituency, and Crewe Lyceum theatre. Will my right hon. Friend agree to look at whether some businesses and sectors will need more support in the medium and long term?

That may well be true, but I would highlight and remind my hon. Friend that one scheme, the bounce back loan scheme, is specifically targeted at small and medium-sized enterprises, and indeed micro-enterprises. Those loans are on very concessionary terms and do not require personal guarantees up to a threshold, so the organisations that my hon. Friend mentions should be able to benefit.

That and many other matters are why we want to increase the pace of negotiations. We will soon be able to talk about some of the operational aspects in respect of how we see our border working and many other issues that will be of interest to that sector. In preparation for that we have done a huge amount of work to ensure that we are talking to everyone we need to.

The reality is that a comprehensive free trade agreement, with all the benefits it could bring to both parties, is well within reach. Does my right hon. Friend agree that, rather than discussing an extension with Opposition parties, the EU should focus on securing a deal so that we can reach an agreement by the end of the year?

I do agree with my hon. Friend. It is vital that we get a move on with this; it is in the interests of the UK and the EU that we do so. The EU must accept that we are a sovereign equal in the negotiations; I think we will then make some progress. In fairness to the Opposition, even though they are campaigning on a transition period, they have not quite adopted that as their policy—I suspect because they know it would be crazy to extend it.
