Commons ChamberLet us be very clear: the Migration Advisory Committee has advised against such a system. It would create complexity, with businesses having to work out which staff were on one visa and which were on another. Ultimately, we will be guided by independent advice, but I will be absolutely clear: this Government will create a migration system that works for Scotland and drives success in Scotland, but will not drive separation for Scotland.
Can the Minister confirm that this Government will indeed design and implement a new, fit-for-purpose global immigration system that works for all regions and nations of our United Kingdom, and that, of course, Members on the SNP Benches have as much right as any Member in this place to work with the Government to help to achieve that?
Absolutely, and the suggestion from the Scottish Government that it would be implemented via the Scottish tax code is rather defeated by the fact that Scottish Members of Parliament are on the Scottish tax code but work across our United Kingdom, and rightly so. So, yes, we will work with interest groups across Scotland to make sure this system works for Scotland as part of our United Kingdom, on a points-based basis. Again, we will focus on what works and what is successful, not on what pleases the separatist grievance agenda.

Commons ChamberI am sure the hon. Gentleman will be delighted to hear that I was in the other place only last week, meeting Members there on a cross-party basis to discuss electoral funding issues. We have already announced a consultation paper on this, and we will look to achieve what broad cross-party consensus we can.
On the subject of strengthening the Union, does my hon. Friend share my determination to deliver Brexit and provide a new era of sovereignty and a sea of opportunity for fishermen across Scotland, England, Wales and Northern Ireland?
We look forward to the powers that will be coming back from Brussels and going to Scotland’s Parliament. Of course, there is one party that opposes that and wants those powers to stay away from the devolved level of government, and that is the Scottish National party.

Parliament has debated the question of lowering the voting age in a number of contexts and has repeatedly voted against doing so.

Commons ChamberI must say that those who look at the social security system and at devolution in Scotland may draw a different picture from that being presented by our separatist colleagues. The reality is that there were a number of powers devolved in the Scotland Act 2016 that their party in Holyrood has decided not to use. I am afraid that those looking at Scotland will come to a very different conclusion from the one that the hon. Gentleman suggests.
May I start by welcoming my hon. Friend to his place? As and when welfare powers are devolved, does he agree that it is important that we have devolved Administrations continuing to work with the Department for Work and Pensions to benefit those who most need support, rather than political posturing by those interested in breaking up the United Kingdom?
As always, my hon. Friend is right to say that it is time that the SNP-run Government in Holyrood focused more on the job of actually governing than on trying to build constitutional grievances. Yes, it is right that the DWP continues to work with all stakeholders across our United Kingdom to ensure that we provide the support that is needed as part of our welfare system.

Commons ChamberThe Joint Ministerial Committee (EU Negotiations) provides a valuable forum for the UK Government and devolved Administrations to discuss EU exit. We took an important step forward at the last meeting in October by agreeing a set of principles to govern the consideration of frameworks. Another meeting will be held next Tuesday, and I hope to see significant progress then.
