Commons ChamberI congratulate the right hon. Gentleman and my hon. Friend the Member for Gower (Tonia Antoniazzi) on the work they have done on behalf of the all-party parliamentary group on medical cannabis under prescription, and on behalf of my constituent Bailey Williams and his family. His mother has written to me about today’s debate, which unfortunately she cannot attend, to say that Bailey really needs urgent access to medical cannabis because of the continuing effect that his constant seizure activity is having on him. Does the right hon. Gentleman feel as frustrated as I do that, many months after the Government first indicated that this medicine could be prescribed, he is still having to speak about it today and I am once again having to raise Bailey’s case on the Floor of the House?
I thank the hon. Gentleman for his intervention. That is what we are here for. Yes, we are frustrated and angry, but actually we are here to do something very important. The only reason the Home Office deregulated this drug and we are in this position today is that this House came together and, more importantly, because the families came together. Those families have young children—I am a father myself, like lots of colleagues in the House—and we all came together to say that the situation was fundamentally wrong. We asked why medical cannabis was illegal if we knew that it helped our children.

Commons ChamberThese illegal encampments cause real worry to communities, and I fully understand where my hon. Friend is coming from. I am more than happy to meet him, but I should also say the police and local authorities have substantial powers already. He might look at what happened in Harlow, where we had a very similar situation that has been completely resolved, because there was some backbone in the local government, which actually brought in orders, with the help of the police.
T2. Many magistrates resigned over the fees that the Secretary of State has now reversed his decision on, partly because they felt people were pleading guilty when they were innocent, as the fees would be excessive. In taking his decision, what estimate did the Secretary of State make of how many innocent people pleaded guilty during that time?

Commons ChamberI apologise on behalf of the Minister for Security and Immigration, who is in Rome on ministerial business, and of the Home Secretary, who is in her constituency with the Queen. I am afraid, Madam Deputy Speaker, that you have the oily rag and not the mechanic.
Yesterday the Office for National Statistics published the latest quarterly figures on net migration. Uncontrolled mass immigration such as that we saw under the previous Labour Government makes it difficult—
We will talk about the selective memory loss of the Labour party in a moment.
Such mass immigration makes it very difficult to maintain social cohesion. The Government have set about reforming the immigration system and made it clear that it will be fairer for British citizens and legitimate migrants. These rules are tough. We would like to see net migration reduced to what it was in the 1990s, as the Prime Minister has set out. As successive net migration statistics have shown, where we can control net migration, our reforms are working. Net migration from outside the EU has dropped by 25%, but net migration from inside the EU has grown. It is a really difficult situation and we are trying desperately to control it.
Although net migration from outside the EU is down, net migration from within Europe is up by 75%. It is not just about the figures that were released yesterday—that is the indication in all the recent figures. That is why the Prime Minister is outlining today the action he will take when he becomes the next Prime Minister in his negotiations with the EU on the benefit system for migrants coming to this country.
We have already taken unprecedented action to control benefits for those from the EU and outside the EU. We are continuing to consider how this can be done and how we can control it even better. We have reformed benefits, health care and housing rules to make them among the tightest in Europe and we intend to go further. The reforms we have made, including cutting EU jobseeker entitlements, will save British taxpayers £500 million over the next five years. We are proud of that record, but we need to do more. The shambolic situation we were left by the previous Administration must be addressed, but we inherited it and we are trying to make sure that we get things right.
It is absolutely fair, especially given the limited funds available because of the austerity measures we have had to introduce, because the previous Government left us with such a mess. The welfare system has to be fair. If people are working here in this country, getting in-work benefits and sending those back to their families abroad, I do not think that is fair and I do not think my constituents think it is fair.
Why should we be surprised that net migration is now higher than it was under Labour, given that, as we learn in today’s Daily Mirror, Tory donor Lord Wolfson’s company, Next, recruits en masse in Poland for jobs that it does not advertise in Britain? Why did the Prime Minister not condemn Lord Wolfson and his company’s practices in his speech this morning, and will he be keeping the £400,000 that Lord Wolfson has donated to the Tory party?
The latter part of the question does not even warrant an answer. On the first part of the question, net migration was actually higher when the Labour party was in. When Labour left it was down, but it was higher under the Labour party.

I do not think that this has been mentioned so far in the debate, but Capita did not only meet us last week; it met many of us before the introduction of PIPs and it made certain commitments and promises, based on the assumptions that it had been given by the DWP that none of these things would happen. We were given assurances that there would not be these kinds of delays, that it had the right plans in place, that it knew what it was doing and that there would be no repetition of the mistakes made by other private contractors such as Atos. It failed miserably on that, and ultimate responsibility does come to the Minister. I am sure he accepts that, and we respect his willingness to take it on board, so as the Minister responding to the debate today, he does not need to go through the history of the benefit. We know that.
Good, but I am just giving the Minister that warning not to go through the history of the benefit but, yes, to deal with his responsibility, who is responsible—

Commons Chamber13. What recent assessment he has made of the performance of Capita in relation to personal independence payment assessments.
Latest analysis is telling us that the end-to-end claimant journey is taking longer, as I said previously, than expected with both providers—Capita and Atos. As I previously stated, we are taking urgent action on this.
Thank you, Mr Speaker, for not allowing me to get ahead of myself earlier.
It is taking months and months for constituents to get these assessments done, and the issue is clogging up a lot of our surgeries as a result of those delays. In his answer to the previous question, the Minister said that claimants were to blame. How much of the problem is he saying is caused by claimants, because I can assure him that, in the case of my constituents, that is not the problem?
As we bed down the new benefit and the new policies, there will be issues within the Department, issues with the contractors and issues not only with people giving advice to claimants, but with claimants themselves. I am not blaming claimants. What we are saying is that there are delays in the forms coming back and delays because they are not filled in correctly. That is something that we need to work on. We need to be more informative about how those forms are to be filled in, and we are working on that. On the terminal illness side, we are working with Macmillan so that it works closely with those claimants.

Commons Chamber25. What steps he is taking to improve the quality of medical services reports on claimants of benefits.
This Government take the quality of assessments very seriously. That is why, before I became the Minister, when the Government saw a drop in the quality of work capability assessments, Atos was instructed to implement an improvement plan to ensure that assessment reports meet the high standards that the Department needs. That plan is now complete.
My constituent Mr Robert Shafer suffered an injustice as a result of a rogue medical services report from many years ago. Will the Minister undertake to take further steps to improve the quality of medical services reports, and arrange a reply to my latest letter to the Secretary of State, to which a response is overdue, on behalf of my constituent?
On the latter point, not only will I ensure that the hon. Gentleman receives the letter he requires, but if he wants to meet me, I will be more than happy to do that. The Department has commissioned four independent reviews. We know we need to get there; we know we need to do more. We have made changes to help cancer patients and are carrying out an evidence-based review of criteria, which is being overseen by Professor Harrington. I expect to see that report quite soon.
