Commons ChamberI am grateful to my hon. Friend and parliamentary neighbour for giving way. Does she agree that another scandalous aspect is that millions of pounds of taxpayers’ money has been sunk into a school in an area, as she rightly says, of surplus places, where other local schools, such as the excellent St Leonard’s, which serves both her and my constituency, are crying out for resources? Is it not a scandal that just last Saturday this school was spending taxpayers’ money on a half-page advert in The Northern Echo? Is that a good use of public money?
My hon. Friend reiterates a point that I have made many times. I have been greatly concerned about the amount of money the school has received, how it has been spent and the impact of that on other schools in the community.
Secondly, on lessons learned, how much money has the school received so far and has any analysis been made of how that money could have been better spent to assist local schools, especially as they had to accommodate the 400 children from the closed school with no additional resources? Why did the Department think it was better to support a free school for the few rather than invest in the planned academy, which would have supported many more children?
One of the first things the then Secretary of State, the right hon. Member for Surrey Heath (Michael Gove), did on the election of the current Government was to cancel the academy for Durham city that was very much needed locally and that was supposed to raise standards for the school that closed. This is particularly concerning in the light of findings by the National Audit Office that
“the primary factor in decision making has been opening schools at pace, rather than maximising value for money”.
Surely it was wrong to put ideology before evidence-based education policy.
The shadow Secretary of State picked up on that in highlighting the deficiencies now emerging from the Swedish system, which saw a radical expansion of free schools, accounting for a quarter of all pupils by 2013. This seems to have come at a great cost for those pupils, as Sweden saw a massive drop in standards during this period. In 2003, Sweden was ranked 17th in the global league table for mathematics; now it is ranked 38th. I hope that the Department is keeping a good check on what is happening to overall standards for schools such as Durham free school.
I regret the accusation that some of us are turning this into a political issue. That is not the case. I want a rational debate about the school’s future. When parents approached me in 2011-12 for support to set up the free school, I did what I think was the right thing and pointed them to the Department so that they could get the information and support they needed. I do not know whether that happened in practice. What I do know is that when things go wrong, we need decisive action. I know that the local authority is trying to work with the school and with parents by offering alternative places. It is interesting that we always expect local authorities to step in and sort out problems; perhaps we should consider giving them a much bigger role in the management of all schools.
The main thing that I wanted to do this evening was put my concerns on record. I look forward to hearing what the Minister will say about how they will be addressed, but I hope that, before he speaks, I can crave the indulgence of the House and allow my hon. Friend the Member for North West Durham (Pat Glass) a few minutes in which to comment on the issue from the point of view of the Education Committee.

Commons ChamberI want to support new clause 10. It is very important that the assessment of VAT considers the effects of the rise on both individuals and businesses. We need to consider both categories to understand fully the impact that the rise could have on economic growth. I know from sitting through the last debate that the Conservative and Liberal Democrat parties have no understanding and no idea of the pressures that are being placed on family budgets. This debate seems to be showing that they do not have any understanding of the stresses and strains being put on businesses in constituencies such as mine. In fact, as my hon. Friends have said, the Government seem to have very little understanding of what is happening to businesses across the north of this country.
I know from my constituency postbag and I hear from my local citizens advice bureau that more and more people are looking for advice not only because they are concerned that they might lose their jobs, which is affecting a large number of people in my constituency and the neighbouring areas, but because those who are in work are experiencing increasing rises in food, energy and petrol prices while facing a cut in wages in order to keep themselves in employment. If we add those factors together, we can see that consumers are concerned about the future, which is affecting what they purchase on the high street. That has a huge impact on all our constituencies and we have heard tonight of many examples of businesses in the retail sector that are falling daily.
Does my hon. Friend agree that a vivid example of that can be seen when one walks through the centre of the fine city of Durham? An increasing number of shops are closed with no trade taking place at all.
I am grateful to my hon. Friend for making that point and I shall come to the city of Durham in just a moment or two.
The situation that I am describing, with reducing consumer confidence and increasing stresses on business, would definitely be helped by a reduction in VAT, even if it were temporary.
My hon. Friend makes an excellent point, and reduced demand, not just from sectors but from individuals, appears to be very damaging for communities such as mine.
I want to talk about tourism in my constituency. Tourism was mentioned earlier; we know that VAT rises have really had an impact on the tourism industry, and cities such as mine are suffering because of that. People do not have as much disposable income as they did, so they are not spending as much on leisure, and that has an impact on tourism.
It took the Minister with responsibility for tourism a year to visit the north-east; he finally turned up in the north-east last week. Is my hon. Friend as concerned as I am not just about the effect of VAT on tourism in Durham, but about the fact that the Minister had no answers whatever when it came to the issue of replacing One North East’s marketing campaign to promote tourism? He basically said to local businesses that they had to get on with it themselves.
I am not sure that I am surprised that that was the answer from the Minister with responsibility for tourism. I shall come on to the regional development agency in a moment or two.

Commons ChamberI congratulate my right hon. Friend the Member for Newcastle upon Tyne East (Mr Brown) on securing this debate. I would like to concentrate on one private sector that is vital to the north-east economy, namely the tourism sector. It is worth £4 billion annually to the region and it accounts for some 5% of regional employment with 64,000 jobs.
I would like to congratulate One North East on its work on tourism, which provided a significant regional focus. I am sorry but the right hon. Member for Berwick-upon-Tweed (Sir Alan Beith) was wrong, as the delivery of tourism was devolved to local areas of Northumberland, Durham, Teesside and Tyneside, which worked very effectively. It galvanised the north-east’s ability to promote its image not just regionally, but nationally and internationally.
The Passionate People, Passionate Places campaign was pioneered by One North East. I want to record my thanks to Stacy Hall, director of tourism at One North East, and also to someone who is very much a private sector individual—Geoff Hodgson, who chaired the North East Tourism Advisory Board and who has been one of the biggest critics of what the Government are doing to tourism in the region.
Over the past few years there has been growth in the tourism sector, which has become confident and able to promote the north-east to potential visitors not just internally but externally. All that, however, has been cast aside by the simple fact that One North East can no longer spend any money on promotion and marketing. The fantastic support given by the Passionate People, Passionate Places campaign to businesses both large and small, such as the Beamish museum in my constituency and even small bed-and-breakfast establishments in the constituency of the right hon. Member for Berwick-upon-Tweed, has been removed and has not been replaced. That has placed our region at a disadvantage in comparison with other regions which can continue to promote themselves at our expense.
I do not accept the suggestion that the north-east did not promote itself well, and nor do most people in the tourism sector to whom I have spoken. I also see no hope in what has replaced it. There is no money there. The local enterprise partnership will prove to be a mere talking shop with no real money to conduct the regional marketing campaigns that we need. I am not talking merely about competing for tourism with other parts of the United Kingdom; I am talking about international opportunities. For example, when the Emirates airline launched its successful flights from Newcastle to Dubai, One North East was able to work with it and other partners throughout the world to promote the north-east. No single LEP will be able to do that, and the opportunity will not be replaced. Businesses in the north-east and the tourism sector are already suffering as a result of the short-sighted decision to stop One North East promoting the region as a whole.
The ability of local government to become involved in tourism has also been affected. In August last year, the Prime Minister made a speech in which he promoted the tourism industry and spoke of its importance to the economy of the United Kingdom. He said,
“Tourism is a local industry.”
He said that it counted on the support of local people and could not be directed from Whitehall, and I entirely agree with him. As my right hon. Friend the Member for Newcastle upon Tyne East pointed out, the north-east is a good example of a region in which elements have come together to promote it effectively.
Tourism is not a sector that we can dismiss. It provides jobs in not just large but small enterprises. The Prime Minister said that it was a “vital part” of rebalancing the economy of the north-east, but he also said something very ironic. He said that
“Local authorities must be allowed to invest”
in
“their own communities.”
Meanwhile, his Secretary of State for Communities and Local Government was changing the formula funding for local authorities so that it was based on foreign occupancy per night, which lost the north-east some £5.9 million in local authority grant—and guess who gained? London boroughs gained £60 million. Now Durham county council, which is so proud of its great attractions—such as the Beamish museum in my constituency, Durham cathedral and the beautiful countryside in the constituency of my hon. Friend the Member for Bishop Auckland (Helen Goodman), to name but a few—is being asked to accept a 40% cut over the next four years. The idea that local authorities will step in to meet the shortfall is absolute nonsense.
Does my hon. Friend agree that the severity of the cuts in the council’s budget are threatening even important facilities such as our tourist information centre, which, like those in other cities, is critical to increasing tourism?
Well, it is a double whammy for those areas because not only has the money gone that was devolved to them from One North East, and which was spent very effectively in Northumberland, County Durham, Teesside and Tyne and Wear, but local authorities are now also struggling to afford to fund important things like tourist information centres. It is an absolute scandal for the tourism offer for a world heritage site such as Durham not to be well packaged.
It seems that this Government just do not get it. The Minister has never been to the north-east, for example, even though the right hon. Member for Berwick-upon-Tweed and I asked him to visit a few months ago. They just do not get it. By way of example, I cite the idea that regionalism is bad, whether it be the regional office or One North East, and that other sectors will somehow meet the funding challenge, when in fact they will not.
I ask the Minister and the Government to listen not only to politicians, but to the people in the region who know. They are not necessarily elected officials. They might be people like Geoff Hodgson, who has a highly successful business career in the publican sector, and who knows something about what the private sector in the region needs. The Minister should listen to people like him.

Commons ChamberI note my hon. Friend’s wit, for which he is not famous. He has obviously worked very hard on that intervention, and I congratulate him. However, I will not go down that route.
“Erskine May” suggests that other purposes for such a motion might be
“To give precedence to specified business…on a particular day”,
“To provide for a Saturday sitting”,
or
“To provide for adjournment at a stated hour”
on a sitting day. As is eloquently laid out in “Erskine May”, the effect of motions such as the one before us is to limit discussion. In this case, it will limit discussion on a vital piece of legislation to five hours.
Does my hon. Friend agree that one thing that will make life difficult tomorrow for those of us who wish to speak on behalf of our constituents is that the context in which the statutory instrument sits is changing all the time? For example, today there were yet more changes concerning part-time fees. That makes it impossible to work through the impact of the changes.
My hon. Friend makes a very good point, representing a university city as she does. I remember working hard to get her elected in 2005, when we had to put up with more nonsense from the Liberal Democrats about tuition fees. No doubt my hon. Friend and I will remind them of that later this week when they are deciding how to vote.
