8. What steps she is taking with Cabinet colleagues to encourage more people from Black, Asian and ethnic minority communities to start up a business.

The Government have worked to advance equality of access to start-up opportunities, irrespective of social background or race. We have a range of business support programmes and Government-backed financial support through Help to Grow: Management, growth hubs and the British Business Bank. The success of our endeavours to engage and support diverse business leaders can be seen in the data. In 2023, 44% of the 30,000 people in England helped by the business support helpline were from ethnic minority backgrounds.

I thank the Minister for that response, although I found it a little difficult to hear. Bristol has a thriving and entrepreneurial Somali community, but one of the things they constantly come across is almost an expectation that they will set up businesses that serve just their community, rather than being part of mainstream regeneration efforts and the general commercial life of the city. What is the Equalities department doing to try to ensure that those people can make that breakthrough from just being community-based projects?

It is interesting that a number of people have that perception that they should stay in their lane. This Government do not support any sort of activity that is segregationist. We believe that we must treat people equally under the law. All of our access programmes are available irrespective of ethnicity. People should be encouraged to serve the entire community, not just people who look and sound like them. Some of the schemes that I mentioned in my earlier answer are available. The hon. Lady should know that the Start Up Loans Company reported that in her constituency 42 start-up loans were issued to ethnic minority-led start-ups, for about £315,000, so there are opportunities out there. I am happy to write to her with more information if she needs it.

I thank my hon. Friend for her question. We have increased the tempo of trade missions in Cambodia, and we are actively supporting British companies to expand operations in the education, infrastructure and sustainable energy sectors. In May 2022 the Department appointed a new export support service trade officer to help British companies, including those in her constituency, that wish to export to Laos. It is also eligible for preferential treatment under the developing countries trading scheme. Both initiatives will help boost the UK’s trade with Laos, and I look forward to working with my hon. Friend on improving relations with that country.

A Canadian company sponsored by several Pacific island states is poised to begin deep-sea mining at the bottom of the Pacific ocean next year unless we manage to secure a precautionary pause at the International Seabed Authority meetings that are going on at the moment. Will the UK be joining France, Germany, Spain, Chile, New Zealand and some Pacific nations in calling for that precautionary pause, and in what way can we support the economies of Pacific island states without them having to resort to sponsoring such environmentally damaging activities?

Earlier this week, I had the pleasure of meeting the Foreign Minister from the Maldives. Like many small island states, it would very much benefit from UK support when it comes to renewable energy; it is just not in a position to do that itself. It would also benefit from the lifting of tariffs on tuna, which I hope the Secretary of State is aware of. What support can we give small island states such as the Maldives?

I thank the hon. Lady for her question. We have a developing countries trading scheme, which we use to assist small countries that are not able to take some of the opportunities that larger, more developed economies can take. I know that Foreign Office Ministers have been having conversations with Ministers from the Maldives, and I am pleased to see that the engagement is extensive. We will do all we can, and I am happy to have conversations on the best way to assist it in reducing tariffs and increasing trade between our countries.
