Commons ChamberI know that my hon. Friend takes an interest in Mexico and Latin America as a whole. This issue affects the whole continent. Reforestation would help not only to prevent the risks that I am describing by acting as a natural barrier to flooding but to reduce carbon emissions because the forests are the lungs of the continent. I agree that more could be done not only to increase reforestation, but to halt the process of deforestation, which I will come to in a moment.
In countries such as El Salvador, which are already vulnerable to earthquakes, volcanoes, hurricanes, floods and landslides, such natural threats turn into full-blown disasters because of the high levels of poverty and vulnerability, and the lack of infrastructure. We spoke to local farmers and environmental activists about the impact of the significant number of climatic events over the past decade, including Hurricane Mitch, Hurricane Stan and, most recently, tropical depression 12-E, when 1.5 metres of rain fell in 10 days, destroying crops, killing livestock and displacing people from their homes and land.
The region’s climate vulnerability is worsening. The UN report on climate change identified three challenges for central America: to resolve high levels of socio-economic and environmental vulnerability; to promote climate change adaptation; and to move towards sustainable, low carbon economics based on renewable sources.
Now is a critical time in addressing this problem. The world is looking to secure a new climate deal in Paris in December 2015. A new framework of post-2015 sustainable development goals will be agreed next year by the UN to replace the millennium development goals. It is important that climate resilience and disaster risk reduction are included in those goals. Thirdly, the Hyogo framework for action, which is the globally agreed approach to managing disaster risk reduction, will be replaced after 2015 with a new resilience framework which needs to address the challenges posed by disasters, climate change, natural resources management, conflict and poverty in an integrated way. It is not just about mitigation and adaptation—introducing climate-resilient crops, early warning systems, protection from flooding and the other things I have mentioned—but about developing a rights-based approach and about climate justice.
The countries most at risk from man-made climate change are not those responsible for causing it. They have much smaller carbon footprints than developed industrialised countries—countries in which multinational companies, particularly in the extractive and farming industries, exacerbate the problem by displacing people from their land, replacing sustainable agriculture with monocrops, deforestation on a massive scale, and the use of pesticides that infect the water supply and much more.
The UN committee on loss and damage, which is the closest thing to climate justice, will report in 2016. In El Salvador, environmental tribunals have been introduced. Judges are charged with assessing expert scientific evidence, and the burden of proof rests on the polluter to prove their innocence, thereby confronting economic powers that until now have too often had impunity on environmental violations.
Much more is to be done across the world to protect, strengthen and enforce climate rights. We heard disturbing accounts of how the central America free trade agreement has made it difficult for El Salvador to promote native seeds, which is part of the effort to reinstate organic farming, and to ban the import of pesticides. That is surely wrong. As part of the fight against climate change, we must also consider broader issues such as how we can encourage a different, more sustainable model of development in countries benefiting from ODA.
The hon. Lady is making an excellent speech about the way the world’s poorest people are those most likely to be affected by climate change. I am sure she is aware that 75% of the population of Bangladesh is at risk from rising sea levels. Does she agree that one way we can help a country such as Bangladesh become more sustainable is through development assistance to build resilience in those communities, with early flood warning systems and adaptations to the way people live, so that lives can be saved?
The right hon. Lady is entirely correct and I am pleased she is speaking in this debate. Bangladesh is the country most vulnerable to climate change in the world, and adaptation is an important part of the issue, particularly with things such as early flood warning systems. We saw those in practice in El Salvador—perhaps we need to look more at that for certain parts of the UK as well. Adaptation with, for example, drought resilient crops and changing agricultural methods so that people can cope with extreme weather conditions—whether that be drought or huge rainfalls—is important, and DFID has a major role to play in supporting that through some of our agricultural expertise.
I went to Kenya with the all-party group on agriculture and food for development, and we looked at some of the work that Farm Africa is doing, on a very small scale, to help farmers adapt to changing conditions. Tiny measures with little financial output can result in much more sustainable and profitable farming. Good work is being done, but although DFID has done brilliant work on issues such as education, health and microfinance, to an extent agricultural development has been neglected. That is what feeds people. We cannot just rely on food aid programmes and handing out food to people who cannot afford to feed themselves; we must find ways to make their livelihoods sustainable.

Commons ChamberI have had very careful conversations with the Home Secretary and with the Association of Chief Police Officers regarding security. Like members of the public, people who are licensed to undertake a cull have every right to expect their safety to be protected. Careful analysis has been undertaken by the police and I respect their expertise and thank them for their assistance.
Let me follow on from the question of the hon. Member for Brighton, Pavilion (Caroline Lucas). There is nothing in this statement about dealing with the problem of cattle-to-cattle transmission. All the evidence shows that that is a significant factor in spreading bovine TB. What does the Secretary of State plan to do about that? It seems that the only solution on offer is shooting badgers.
I refer the hon. Lady to the statement that I made in July, setting out the other important elements of the bovine TB package, of which controlled reduction of the badger population is just one part. We have strengthened measures on controlling the movement of cattle and expanded the areas for the testing of cattle. I know that that was very much wanted by the industry. As a west midlands MP, my farmers came to me and said that they would prefer to be part of the annual testing because they want to know more frequently whether their cattle are clear. In my July statement, all those strict measures were cited.

Commons ChamberAs I have made clear, if we do nothing the bill for the taxpayer will mount to £1 billion over the next 10 years. That is a significant fact and we owe it to the taxpayer to try to do something about it.
It has been obvious to those of us who attend Environment, Food and Rural Affairs questions that the Government have intended for months to sneak this statement out on the last day before the recess. That is because the Secretary of State knows that the science does not support culling or the new blood sport that she has just created. When will the Government stand up to the farming lobby and tackle the impact of cattle movements and farmers allowing cattle that they know to be infected to go to market?
It is clear that we have taken our time on this decision because it is important that we make the right one. We have taken more time than we originally intended to listen to all the stakeholders involved—some of them more than once. We wanted to make an oral statement and the decision is in our business plan for July. I have therefore come to make that oral statement.

As part of that, we have a focus on improving green skills, precisely to ensure that we have people with the experience and training to deliver on our important commitments to protect and enhance biodiversity while growing the economy.

Commons ChamberMy hon. Friend is absolutely right. He has given the Conservatives strong backing from 2009 onwards on the need to put the rural heart of the country back at the centre of government. May I encourage him, our hon. Friend the Member for Salisbury (John Glen) and all other Members present to persuade their constituents to engage with the new rural and farming network? It will provide an opportunity for people to have direct access to Ministers, and I hope that every Member will take advantage of that.
I welcome the Department’s effort to engage with rural communities, which is obviously important in the south-west, but is the Secretary of State aware of the growing fear that the Department is beginning to represent the interests of food producers and farmers at the expense of those of food consumers? What steps is she taking to ensure that consumers are involved in departmental decision making as well?
I do not recognise that distorted view of what the Department does. If I were to list just a few of our achievements over the last 12 months, they would point strongly to the breadth of our remit . For instance, I helped to secure agreement on biodiversity in Nagoya, the Minister of State, Department for Environment, Food and Rural Affairs, my right hon. Friend the Member for South East Cambridgeshire (Mr Paice), helped to secure the ban on illegal timber logging and ensure that the ban on commercial whaling was retained, and we will shortly produce a natural environment White Paper, the first for 20 years. That should give a strong assurance to all Members and everyone we know who cares deeply about the protection of the environment.

Commons ChamberYes, I can confirm a change from the traditional stance taken by the last Government. Calling for direct payments to end forthwith was unrealistic. Our farmers need those direct payments at the moment, although I can envisage a time when, given rising food prices, they may not be necessary. The new, more realistic position means that we are a player at the negotiating table, part of an important alliance of member states that want CAP reform so that we can confront the serious challenges presented by the need for food security and by climate change.
According to farmsubsidy.org, the number of CAP millionaires rose by 20% in 2009 to 1,212, and they pocketed a total of €4.9 billion. Does the Secretary of State agree with those who say that there should be a cap—if Members will excuse the pun—on maximum payments to individual recipients, and that there should be far more transparency across Europe in relation to who is receiving such payments?
We are calling for a substantial reduction in single farm payments, but we do not share the Commission’s view that a cap should be introduced. The capping of farms whose size made them eligible would result in the fragmentation of farm structures, which would prevent agriculture from becoming more competitive and market-oriented.

I am sure that Members on both sides of the House will want to welcome the agreement secured in Nagoya, not least because, as Members will know, the previous Government, and many before them, sought over a long period to secure agreement on a protocol on access to, and benefit sharing of, genetic resources, putting in place the tools to help countries halt the loss of biodiversity. It is right for us all to pay tribute to the officials in the Department for Environment, Food and Rural Affairs who have worked so hard for so long to achieve this agreement.
On my way back, I represented the UK at the closing ceremony of Expo 2010 in Shanghai, and I am delighted to be able to tell the House that the UK won the top award for a pavilion part-funded by DEFRA on the theme of biodiversity, and that the Chinese premier himself recognised its excellence. I would like to thank the Foreign and Commonwealth Office staff who delivered this considerable achievement—Simon Featherstone, who rescued the project, and Carma Elliot and her team, who spent four years driving the project to its successful conclusion.
In June, the Secretary of State said that the Hunting Act 2004 had not been a demonstrable success and was difficult to enforce, but figures published by the Department last year showed 57 prosecutions in 2009—an average of one every week—and more convictions than any other piece of wildlife legislation. How do Ministers square that with her belief that it has not been a demonstrable success?

Commons ChamberI was very reassured to hear the Secretary of State say that animal welfare standards were important, as well as the British origin of the food. If the application for an 8,000-strong dairy factory farm in Lincolnshire is approved, will she join me in urging a boycott of battery milk by the public sector, and does she support the World Society for the Protection of Animals’ “Not in my cuppa” campaign?
The hon. Lady is talking about welfare standards and examples of planning applications—well publicised in the press—for large-scale units which, to date, have not been accepted. Logically, however, it is not scale that is the determinant of welfare: there can be animal welfare problems at both small and large-scale units. It has everything to do with the quality of the husbandry.
I thank my honourable ally for that question. I refer him to the No. 1 priority in the Department’s structural reform plan which is precisely to support the British food and farming sectors to produce food in a sustainable way that also protects the environment.
Further to the response that the Secretary of State gave me earlier, does she believe that keeping cows indoors in cubicles for more than 10 months of the year when they are in milk, milking them three times a day instead of the usual two and their having an average lifespan of five years, as opposed to the natural lifespan of 20 years, is compatible with good animal welfare standards?
