It is easy to throw out a cheap political line like that, but as the hon. Member has heard me say to my right hon. and learned Friend the Member for South Swindon (Sir Robert Buckland) and the hon. Member for Putney (Fleur Anderson), the reality is that that levelling up money will be spent in Northern Ireland. I can certainly assure him that none of that money has appeared in my marginal seat of Wycombe—even though the whole House will know it is undoubtedly the most deserving and most beautiful constituency in the nation.

7. What assessment he has made of the adequacy of the funding for flood recovery in Northern Ireland announced on 8 November 2023.

The floods have seen devastating consequences for businesses and households, so the Government have worked hard to come forward with a substantial package that is consistent with our approach across the UK. In the absence of an Executive, we are making up to £15 million of support available through the reallocation of existing Northern Ireland funding. We have worked closely with colleagues in the Northern Ireland civil service and the Treasury to ensure that the Northern Ireland civil service and local councils can provide affected businesses with the support they need.

I thank the Minister for that response. He will know that there are real concerns about whether that funding is adequate—I think he will hear about that in a moment—but can I ask about future adaptation and prevention? Such floods are often talked about as a once-in-a-century or once-in-a-lifetime experience, but we know that is not the case from England and that the communities will need protection for future occurrences.

The hon. Member is absolutely right to raise that. She will know that such matters are mostly for the Department for Infrastructure in Northern Ireland. That is why we are so keen to get the finances on a sustainable basis and achieve the long-term change that is needed. That, of course, includes having a strategic plan for adaptation. I hope to have the opportunity in this role to work with a Northern Ireland Executive to those ends.

The service is already signing businesses up, and as I said earlier, more than 7,000 businesses across Great Britain and Northern Ireland have signed up so far. We are seeing hundreds more registrations every day, so I do not recognise the point that the hon. Lady makes, but it is vital that the service is in place for the end of the transition period and the beginning of the new arrangements, and it is vital that it reaches as many businesses as it possibly can.

There are concerns that the end of the margin scheme could destroy the Northern Irish second-hand car market because VAT would then have to be paid on the full purchase price of cars from GB, not just the profit. Does the Minister think that we can expect this to be resolved during negotiations, or if not, what impact does he think that it will have on the car market in Northern Ireland?

This is an important issue, which I have already undertaken in this statement to discuss further with Treasury colleagues. Perhaps I can write back to the hon. Lady further to those discussions.

Our commitment to the Good Friday agreement and its successors is absolutely intact and 100%—and the Secretary of State is, of course, answering questions in the House today—but it is also clear that the first step we are taking on this is to engage with the parties and, indeed, with the Irish Government. That is clear from the written statement that the Secretary of State has published.

7. What discussions he has had with representatives from the Department of Agriculture, Environment and Rural Affairs on the development of a Northern Ireland environment strategy.

The UK Government are committed to prioritising the environment. As a world leader in tackling climate change, we are the first major economy in the world to legislate for a net zero target. Following the restoration of the Northern Ireland Executive, Northern Ireland Ministers have been in contact with Executive Ministers on a range of issues. The Department of Agriculture, Environment and Rural Affairs, which leads on environmental issues in Northern Ireland, has recently sought views on an environment strategy for Northern Ireland, and I understand that a summary of its findings will be published in spring this year.

In its submission to the consultation, Sustrans said:

“It is unacceptable there is no specific climate change legislation in Northern Ireland”

which

“would allow specific policies to be developed to meet emissions targets and adapt…to… risks.”

Given the close connection between the climate emergency and the natural environment emergency, is it not time that Northern Ireland was able to legislate so that it could develop its own climate strategy?

The hon. Lady has raised an important point. We want to work closely with the Northern Ireland Executive on this issue. Clearly these are devolved issues, and I think that the Executive’s response to the consultation on environment strategy will be key to addressing that question.

Yes, I noticed that today. Indeed, I said to my hon. Friend the Member for East Londonderry (Mr Campbell)—who intervened as soon as I got three words into my contribution—that it was interesting that the Speaker’s Chaplain used St Patrick’s prayer this morning. It was really nice. I want to finish my comments with that prayer, and it is important to do so.

As people might be able to guess, I too have an Irish father. It is obviously a difficult time to celebrate St Patrick’s Day, and the celebrations are very muted. Last year, I joined St Patrick’s church in east Bristol to take part in the celebrations. Does the hon. Gentleman think that, given the situation we are in, churches like St Patrick’s have a role to play in the voluntary relief effort and reaching out to the vulnerable and isolated, particularly at this time?

I certainly do, and I thank the hon. Lady for her question. It is very important that we recognise that point. There cannot be a Member in this House who does not have the same opinion. The Church has a key role to play in this. We can think of all the bad things that are happening, such as the coronavirus, but we should also think of all the people who do good things—and do those things without anyone ever knowing. That is what she is referring to. In that group, there are people with strong beliefs who want to reach out and help.

The huge parades that take place across American cities have their roots in the New York parade of 1762, when Irish soldiers in the British Army marched to St Patrick’s Day celebrations with their band playing—we do love the bands—and their regimental colours flying. I salute the work that is carried out to this day by the Irish Guards. The second largest branch of the Irish Guards Association is in my constituency of Strangford and in my town of Newtownards. The largest association is in Liverpool. I want to put on record my thanks to the Irish Guards for being great ambassadors of this great nation. I thank all of those who gave their lives for Queen and country over many, many years. The celebrations continue to this day in New York, Washington, Chicago and throughout the world and are testament to the attractiveness of St Patrick.

I think the point that the Chancellor of the Duchy of Lancaster was making is that we already have a deal with the European Union; we have left the European Union with a deal, and that is good news for Northern Ireland and the whole United Kingdom.

12. Whether EU customs declarations will be undertaken in Belfast on goods imported from mainland UK after the UK has left the EU.

As I stated earlier, the deal makes it crystal clear that Northern Ireland is in, and remains part of, the UK’s customs territory. It allows the UK to ensure unfettered market access for goods moving from Northern Ireland to Great Britain. The arrangements we introduce will reflect this. As Great Britain and Northern Ireland are in the same customs territory, no tariffs will be due on goods coming from Great Britain and staying in Northern Ireland.

The European Commission released documents showing that EU import formalities on goods imported from the EU, such as customs declarations, would end up taking place in Belfast. [Interruption.] I see that the Minister is struggling to hear what I am saying. Does he not think that the best way of ensuring that there are no barriers to trade would be to remain in the customs union?

As the hon. Lady will recognise, there are specific arrangements in the protocol that protect Northern Ireland’s position with regard to trade with both Ireland and the United Kingdom. It is in the UK’s gift—and we will deliver on our commitments—to ensure that Northern Ireland has unfettered access to whole of the UK internal market.

10. What steps the Government are taking to ensure that healthcare provision in Northern Ireland is maintained after the UK leaves the EU.

There is ongoing positive engagement between UK Government officials and the Northern Ireland civil service to ensure that the current provision is maintained as part of the common travel area, as agreed in the joint report in the December Council.

At the moment, children from Northern Ireland can access emergency heart surgery in Dublin, cancer patients from the Republic can have treatment in Derry and ambulances cross the border to attend emergencies. Can the Secretary of State give an absolute guarantee that that will continue post Brexit?

I visited the hospital in Derry and saw for myself the excellent treatment that patients from the Republic of Ireland and Northern Ireland receive there. About a third of the patients at that hospital come from the Republic. It is essential that we maintain that situation by maintaining the common travel area, as agreed in the joint report in December. [Interruption.]
