The hon. Gentleman is absolutely right that the inquiry must have the confidence of the survivors and that is why the two chairmen who had previously been appointed resigned. They felt that they did not have the confidence of survivors. I do not see quite the same picture as him as regards survivors, as in the meetings that I and others have with survivors we have been keeping them informed about matters as they go forward. Of course it is important that survivors have confidence in the inquiry, and that is why it is my intention to involve them in discussions about the appointment of the chairman.
More survivors are coming forward to the police, so could the Home Secretary say something about police practice in dealing with them? In particular, is she encouraging the police to go beyond what I understand to be current guidance, which is to hand victims an agency referral sheet and on an exceptional basis to make an introduction to support services? What is she doing to encourage the police to facilitate access to support for those survivors who seek it?
The hon. Lady makes an important point. Obviously, the police have one role to play and, generally, supporting victims requires others to step in. I will look at the guidance she mentions. I have had discussions with the national policing lead on the approach they are taking to allegations and Home Office officials have continued to talk to the police about ensuring that we set out the right route so that people who make allegations are given the right support during the investigation. Work is also being done on the support that will be available for those who come to the inquiry with allegations, which would of course follow a separate track to any information given by the police. We need to ensure that whoever the survivors interact with they are given the information they need and that they can have access to support.

Friend that it is right that appropriate process is undertaken, but that this country is proud of its record of providing humanitarian protection for those in genuine need. He makes an important point about the Human Rights Act. As he will know, the Prime Minister and others have underlined our commitment to see that Act reformed so that actions and matters are dealt with in our courts rather than elsewhere.
As the Minister will know, asylum seekers who successfully achieve refugee status have a 28-day move-on period before asylum support is withdrawn, in which to sort out a job, housing, benefits and so on. A recent report by the British Red Cross has, however, highlighted the fact that many successful claimants of refugee status find 28 days insufficient time to get all those arrangements in place. What discussions is the Minister having with other Departments, specifically the Department for Work and Pensions, to improve procedure so that such refugees are not left destitute?
I am grateful to the hon. Lady for highlighting the issue of ensuring a smooth transition for genuine claimants who have been granted asylum. We keep such issues under careful review. Under the new contract put in place on 1 April, Migrant Help provides appropriate support and advice.

Commons ChamberWe keep legislation under review, as I have already indicated this afternoon. It is already an offence, under the Terrorism Act 2000, to fail to disclose information about acts of terrorism. Many families have come forward to identify those who might be travelling to Syria. It is important that we support them and encourage others to report loved ones as well.
My Muslim constituents report that public discourse about terrorism and security threats is beginning to create a climate of suspicion and hostility towards them in the community. What can the Minister do to ensure that, alongside protecting public security, attention is paid to community cohesion and harmony?
I entirely understand the hon. Lady’s point. Indeed, that is why we work on social cohesion with the Department for Communities and Local Government. Some fantastic British Muslims are demonstrating leadership, showing that they oppose so much extremism that is done in their name but does not reflect their communities or their religion. We continue to work with them to promote those very clear messages.

Commons ChamberAll Members of the House will have had comments and inquiries from constituents on this matter. That is why during the last few months we have been increasing the resource that is available in the Passport Office to deal with applications, and increasing the resource available to deal with queries from Members of Parliament on this issue. As I just said in my response to the hon. Member for Central Ayrshire (Mr Donohoe), we continue to ensure that the resource available will be sufficient to deliver the service that we require, and that the public require when they are renewing or applying for a passport.
I am surprised that the rising number of renewals took the Passport Office by surprise. Surely renewals at least are something that could be reasonably reliably predicted. Will the right hon. Lady assure the House that as we approach the busy summer holiday season, there will be sufficient resources to ensure that applications can be turned round in time for families to go on their annual holidays?
I can absolutely assure the hon. Lady that we are very aware of the major period of summer holidays coming up and the need for us to ensure that the facilities and resources are there in the Passport Office to deal with this matter. I do not know whether it is appropriate to give a plug for a debate that is due to take place in the House, but tonight’s Adjournment debate will be on this matter. My hon. Friend the Minister for Security and Immigration will be responding, and he will be able to go into some of these matters in more detail.
I have to tell the hon. Gentleman that the UK Border Agency will not be doing anything, because I abolished it over a year ago. He has taken a great interest in the issue over the years and has developed a great understanding of it, so he will know that one of the issues raised about the national referral mechanism is precisely the operation of immigration officials in relation to it. However, I think that the largest numbers of referrals made to the NRM still come from people within the immigration system who have spotted people who might have been trafficked. This is not an either/or issue; it is one that we have to explore very carefully, to ensure that all those who come into contact with people who might have been enslaved or trafficked can spot the signs and know how to refer, so that a case can be dealt with appropriately. Indeed, the Bill will include a clause about a duty on first responders to report a case when they see someone who has been the victim of slavery or trafficking.
For justice to be done, we must have a criminal justice system that properly punishes offenders and protects the public. The Criminal Justice and Courts Bill, carried over from the third Session, is the next stage in the Government’s significant reforms to the justice system to make sure that offenders receive suitable sentences, to improve court processes and to reduce the financial burden on the taxpayer. It includes a package of sentencing and criminal law reforms aimed at ensuring that the public are kept safe from serious and repeat offenders.
Once this Bill gets Royal Assent, no one convicted of certain serious violent and sexual offences, such as the rape of a child or a serious terrorism offence, will be entitled to automatic release at the halfway point of their sentence, and they will get early release only if they no longer present a risk to the public. The Bill will ensure that when offenders are released on licence we can properly monitor their whereabouts using modern technology. It will also crack down on those who abscond after being recalled to custody by creating a new offence of being unlawfully at large. In addition, it will ensure that anyone who murders a police or prison officer in the course of their duty faces a whole life sentence, and it will introduce tougher sentences for those who cause death or serious injury by driving while disqualified.
While the proper punishment of offences is important, so too is rehabilitation. This is particularly true of young offenders. We are therefore putting education at the heart of youth custody and ensuring that young offenders are given an opportunity to turn their lives around. The Bill will provide for secure colleges to be created, so that we can trial a new approach to youth custody that gives young offenders the skills, support and qualifications that they need to turn their backs on crime and become productive, hard-working members of society.
Has the Home Secretary had any discussions with ministerial colleagues about provision for young women and girls in these secure training colleges?
Over the past few years, I have had a number of discussions with colleagues in the Ministry of Justice about how women are dealt with in the whole prison estate and in the criminal justice system in terms of custodial sentences. The Ministry of Justice is still looking at the issue, aware that there may well be particular concerns that need to be taken into account.
The Home Affairs Committee has done some important work on this issue and my right hon. Friend is right that we will always have to keep reforming the programmes and learning from things that do not work, because preventing extremism is a difficult area. However, experts in countering extremism and preventing terrorism have raised concerns with me that some of the work done previously with the Somali community to ensure that it got the support it needed to prevent people from going to Somalia to fight is not being replicated to prevent people from going to Syria.
I also represent a constituency with a highly diverse population and many families from minority communities. They tell me of a deep sense of bubbling anger and that they are no longer being made to feel welcome or respected in the community as a whole. Does my right hon. Friend agree that it is important that the broader strategy engages the whole community and respects and honours everyone’s contribution as members of our country?
My hon. Friend is right. She knows that many of the strongest advocates of fighting extremism or preventing extremism—for example, preventing Islamist extremism—are those in the Muslim communities themselves, such as Muslim community leaders who have done excellent work on preventing extremism. The Government should do more to support those communities in the work that such communities are often better at leading.
A lot is missing from this Queen’s Speech. There is no serious action to tackle domestic violence or rape, of which reported cases are going up, but prosecutions and convictions are going down on the Home Secretary’s watch. There are no national standards, and no commissioner on violence against women to make sure that such standards are enforced. I still fail to understand why the Government will not do more to prevent violent relationships among young people. Where is the proposal for the compulsory sex and relationship education that all our children should get to ensure that they are taught zero tolerance of violence in relationships from the start?
What about immigration? The Home Secretary’s approach is failing. She set a net migration target, and the Prime Minister promised—no ifs, no buts—that he would get immigration down to the tens of thousands. The Home Secretary said that she would meet the target by the end of the Parliament. Yet net migration is now at 212,000, which is hardly less than the 222,000 at the time of the last election. Despite all her rhetoric and four years’ worth of legislation, the public are more worried about immigration now than when she started as Home Secretary. However, universities and businesses are concerned that they cannot attract the best international talent, which they need. In the past year alone, the number of people saying that immigration is their biggest concern has doubled. It is the worst of all worlds, so why does she not stop pretending about meeting her failed target and act to address some of the practical concerns that people have about the impact of immigration on wages and jobs?

I respect the close interest that my hon. Friend takes not simply in Yarl’s Wood, but more generally. I underline the fact that there have been improvements at Yarl’s Wood, and he referred to them. We are seeking to speed up decisions while maintaining high standards in asylum cases and more generally in the immigration system. That is why we took the decision to split the old UK Border Agency, with visas and immigration as a specific command in the Home Office—responding to and accountable to Ministers—to ensure that we improve our decisions and their timeliness.
When previous reports of abuse against women in Yarl’s Wood surfaced, a number of women believed that witnesses and victims were deported early to avoid their cases being followed up properly. Will the Minister absolutely assure the House that all relevant evidence, including witness evidence, will be gathered in the inquiries that he has instituted? When deportations are envisaged of people who might have evidence to offer, will the process be looked at very carefully so that the information is obtained properly?
It is right and proper that the ongoing police inquiry is pursued, and that the police should follow the evidence where it takes them. That is the right process. Clearly, we will support them in their ongoing investigations to ensure that they reach appropriate conclusions and, once they have finished their criminal investigations, that subsequent investigations are also concluded. I am certainly very clear that that needs to be pursued robustly and clearly to get to the facts of what has happened.

Gentleman must wait and see what happens on Thursday, but I have looked with interest at the amendments tabled by my hon. and learned Friend the Member for Sleaford and North Hykeham (Stephen Phillips). I am pleased there is agreement across the House that we must take action in future on accession countries, and the number of people who may be coming to the UK from those countries.
15. What steps she is taking to ensure all directly employed and contract staff who work in her Department are paid the living wage.
Directly employed Home Office staff are already paid above the living wage, and we are working with our suppliers to ensure that agency workers are paid in line with Home Office pay levels. Contract staff working in the Home Office are paid above the minimum wage, but decisions on pay rates are for their employers.
The Home Office lags behind some other Departments, including the Treasury, the Department for Work and Pensions and No. 10, which are already living wage Departments. Does the Minister agree that Whitehall should lead from the front in tackling low pay and in-work poverty, and will he agree to meet representatives of the Living Wage Foundation to discuss how the Home Office can be accredited as a living wage employer?
We do encourage the living wage, as the hon. Lady will know from the statements she refers to. I am pleased to say that the Home Office pay settlement for the past year focused on enhancing the pay of its lowest-paid staff who, as a result, received significant increases—19.6% above the living wage in central London, and 6.6% higher outside London. I will reflect carefully on what she said and consider the appropriateness of such a meeting, given the issues at stake.

Commons ChamberThe hon. Gentleman makes an important point, and I know that he has considerable knowledge of these issues. We had a meeting a couple of days ago—it was reported in the papers—with the main governing bodies and the Gambling Commission to discuss the very issues that he raises: match-fixing and spot-fixing. The integrity of the sport is absolutely paramount, and we must keep sport clean. It is obvious that a multi-agency approach is needed to deal with these issues, and we also need to continue to ensure that player education is developed and that information sharing happens. We also need to share best practice.
16. Will the Minister tell us what the Government have been doing to encourage the development of co-operative ownership models for football clubs, including with the supporters of Manchester United?
We have regular meetings with various organisations. The ownership of clubs is obviously an interesting matter, and there is a place for all different types of ownership. I am going to meet some of the supporters groups in the new year, and I am sure that they will raise the issue of ownership with me. I remain open-minded about this. I know that clubs that are owned by supporters work very well indeed, and that the supporters have the best interests of the game at heart.
My hon. Friend is right that making superfast broadband a priority infrastructure project for this country was the right decision for the Government. The plans we inherited from Labour were lamentable. He will know that we have already allocated £250 million and will be announcing shortly how that will be used. He will also have noted in the autumn statement an additional £10 million for the hardest-to-reach areas where we need innovative solutions.
T9. According to the charity Scope, disabled people are warning that the positive effect of the Paralympics on public attitudes is being undermined by widespread “scrounger” rhetoric. What conversations is the Secretary of State having with media organisations to challenge that pervasive and unpleasant narrative?
The hon. Lady will know that we are working hard on the legacy for disabled people of London 2012. The Minister of State, Department for Work and Pensions, my hon. Friend the Member for Hemel Hempstead (Mike Penning), who is the Minister for disabled people, is at the heart of our legacy programme. We are ensuring that the media have the opportunity to showcase, particularly through sports, the incredible contribution of disabled people to our society. Through that positive imagery, we can challenge the rhetoric that the hon. Lady is talking about.

Commons ChamberWe are indeed taking steps. It is not right that someone who is here illegally should be able to access UK driving licences, which are used not just for driving but to get access to benefits and services. The Immigration Bill strengthens our ability to issue licences only to those who are lawfully here and enables us for the first time to revoke licences held by those who should not be here.
Does the Minister share my concern at reports that, because of pressure on police numbers, police officers are increasingly attending domestic violence incidents singly, which makes it more difficult for them to separate partners and puts the officers themselves at risk?
I am confident that the police can deal with domestic violence incidents more effectively now that domestic violence protection orders are in place, which enable them to separate the perpetrator and victim immediately by requiring the perpetrator to leave the premises.

Commons ChamberMy hon. Friend raises an important point that I know has been a concern to many hon. Members. The amendments that I have tabled to the Anti-social Behaviour, Crime and Policing Bill, which, as we heard earlier, is in Committee, will address this very point by saying that judges should discharge somebody if a European arrest warrant is issued at a point where the requesting country has not already decided to charge and try that individual.
T6. What changes will the Home Office make to the family migration rules in the light of the recent High Court finding that the income threshold is onerous and unjustified?
That is not quite what the judgment said. We are considering the judgment very carefully. The judge made it quite clear that the Home Office was perfectly entitled to have an income threshold that applied nationally. The judge said that in certain circumstances he had some concerns. Applications where that is the only issue on which the case would have been rejected are being held and we will make an announcement in due course.

Commons ChamberThe hon. Lady raises this point time and again and I have answered it. We do equality assessments on every policy change. A key reform that we have brought in for public sector duty is to ensure that equality is embedded from concept to development to delivery, right the way through. Cumulative impact assessments are not taking place because we have taken advice that they could not give a proper measurement as these changes in policy are being introduced gradually and those would therefore be inaccurate assessments. But we are doing independent assessment throughout to ensure that we are getting these policy changes right.
We already know that Government reforms are pushing tens of thousands more disabled people into poverty and 440,000 households which include a disabled person are being hit by the bedroom tax. Today’s figures from the Employment Related Services Association show that 94% of the largest group of employment and support allowance recipients joining the Work programme have not even been offered a job. Even the providers say that the Work programme cannot meet all the costs of getting a disabled person back to work, yet the Work programme is costing us billions, so can the Minister explain why it is not working for disabled people?
I would like to correct the hon. Lady. These things are working. For the first time ever, we have looked to support disabled people and have them fulfilling their potential. I am sure the hon. Lady will be delighted to hear that for the first time ever we are putting in place an employment strategy for disabled people, bringing together businesses and disabled people to look at how they can fulfil their potential. So far from what the hon. Lady is saying, it would be better if she looked at the figures and got it right.
