Those figures are concerning, and I agree that that connectivity needs to become a priority. However, the statistics will also show that the number of homes connected to fast broadband in Wales has risen from just 11% in 2019 to 47% in 2022. That number continues to rise and later this week—in fact, tomorrow—I shall be visiting the Swansea Bay growth deal to look at a project that will further increase connectivity in Wales.

Bore da and diolch, Mr Speaker. Following on from that question about speed and infrastructure in Wales, my hon. Friend may be aware that back in the ’80s and ’90s I travelled quite quickly with my fellow students on the train from Lampeter to Aberystwyth. Will he provide an update on the likelihood of bringing back the train line between Carmarthen, Lampeter and Aberystwyth, especially in the 200th anniversary year of the setting up of St David’s University College in Lampeter?

That is an exciting and interesting suggestion, and one of a number that will be looked at. What I am doing, with the Secretary of State for Wales and the Secretary of State for Transport, is looking at projects already under way, such as the improvements to the north Wales coast line and to the south Wales relief line.

Since the referendum in June, I have had discussions with a wide range of stakeholders across Wales, from the Wales Council for Voluntary Action, to the farming unions, the CBI Wales and the Institute of Directors in Wales, to hear their views on how to secure the best deal for Wales and the UK as we leave the EU. Those conversations are informing my discussions with Cabinet colleagues, as well as with the Welsh Government.

My hon. Friend makes an extremely important point. I have already talked about my warm relationship with the Welsh Government, but of course the UK Government should also have a warm relationship with universities, charity groups and environmental groups, as well as with businesses directly in Wales. The Welsh Government have an important part to play, but we also have a direct relationship with those key stakeholders.

Does my right hon. Friend recognise that there is more than one voice in Wales and not simply the voice of the Welsh Government, who still cannot accept that the majority of Welsh people voted to leave the European Union? We must therefore engage with all Welsh stakeholders and partners who are key to ensuring that Brexit will be a success for everyone in the UK.

My hon. Friend raises an important point. Of course we engage positively with the Welsh Government, and we will continue to do so. I have already had scores of meetings with key stakeholders in Wales. My hon. Friend the Under-Secretary of State for Wales was at the Royal Welsh Agricultural Society’s winter fair yesterday doing that very thing—engaging with Welsh farmers and with Welsh farming unions.

The hon. Gentleman is confused about the impact of the lesser duty rule, which relates to the framework. There are currently 37 trade defence measures in place. Where the European Commission has acted within the lesser duty rule, it has had a significant effect, be it in rebar, wire rod, seamless pipes or cold-rolled flat products. I could highlight a whole range of speciality steels where the tariffs are working within the lesser duty rule, because otherwise there would be an impact on other manufacturers and other costs. We need to work within the rule because it currently operates effectively.

In order to become truly accountable, the Welsh Government need to take responsibility for raising more of the money that they spend. That is why, as part of the Wales Bill, we will devolve income tax powers to the Welsh Assembly. I look forward to continuing to work alongside the Welsh Government to implement those powers.

I hope my right hon. Friend agrees that while the Welsh Government are profligate in many ways, the reinstatement of the Aberystwyth to Carmarthen railway via Llanbedr Pont Steffan will be helpful to the entire Welsh economy. Such spending would be welcomed by all the citizens of Wales, who realise that investment in transport infrastructure is a precursor to economic prosperity.

My hon. Friend is absolutely right that there are several examples of the strange priorities shown by the Welsh Government. Investment in railways is a priority of the UK Government, as shown by the electrification of the line from Swansea through to Paddington. That in itself will provide greater opportunities for rail travel, such as the upgrade of the valleys lines, which, in turn, provides a knock-on, positive effect on more rural communities.

The previous Government were content to allow the British economy to become dangerously imbalanced with far too much reliance on the financial sector in London and the south-east. During this time Wales became poorer and fell to the bottom of the economic league tables, but we are determined to turn that around and achieve a stronger and more geographically balanced economy through a long-term plan, which is already starting to bear real fruit for Wales.

I thank my right hon. Friend for that answer—and offer him belated birthday wishes.

With regard to the rural economy of Wales, I heard talk when I recently returned to St David’s university college in Llanbedr Pont Steffan of moves to reopen the Carmarthen to Aberystwyth railway line that passes through the Teifi valley. What effect does my right hon. Friend think this would have in reinvigorating the local rural economy, and might it help to rescue my alma mater from the parlous state various vice-chancellors since Lord Morris of Castle Morris have allowed it to descend to?

I thank my hon. Friend for his question and his good wishes. I am a believer in investment in infrastructure. I recognise the important role investment infrastructure plays as a driver of economic growth. We have discussed at previous Wales Office questions the reopening of the Aberystwyth-Carmarthen line. He will be interested to know that I will shortly meet the campaign group Traws Link Cymru to discuss the business case for reopening the line and what support we can give, if appropriate.

I have regular discussions with ministerial colleagues and others on marketing Wales as a destination for foreign business investment. The recent Select Committee on Welsh Affairs report on inward investment in Wales highlighted a number of important issues, and we are committed to closer joint working with the Welsh Government to deliver more inward investment to Wales.

As the Welsh Affairs Committee has made clear in the inquiry into foreign direct investment, co-operation between both Governments is considered essential to marketing Wales and for potential investors. However, as economic development is devolved and led by the Labour Government in Wales, I share my hon. Friend’s disappointment that the Business Minister did not give evidence to the Committee. I hope that we can develop a more mature attitude, as FDI projects in Wales have diminished over the years and we need to get them back up, so that we are competing effectively.

I thank my right hon. Friend for her earlier answer. Does she agree that it is right to explore investment opportunities in emerging markets? There are markets close to home, such as in the Commonwealth of Nations, which consists of 54 countries and has a population of 3.5 billion-plus, that also offer important investment potential.

The Prime Minister himself has said that he wants

“to link Britain up to the fastest growing parts of the world, because we need to trade and export our way out of our economic difficulties.”

We inherited those from the previous Government. That is why I have taken such a tremendous interest in this area and why I am very pleased that we have now joined up UK Trade & Investment to the Welsh Government. We have offered at least one of UKTI’s investment advisers to work in the Welsh Government offices in Treforest and for there to be two-way secondees between UKTI and the Welsh Government. That is real progress and it shows that we can get our two Governments working together in the interests of Wales.

Q2. Is my right hon. Friend aware of recent very good news in the manufacturing and engineering sectors in Lincoln? Hoval has seen an increase in turnover of over 20% to around £17.5 million; Italian firm Brifrangi has confirmed an investment of circa £50 million in a new tooling press, one of the largest in the world; and Siemens is involved in the first new engineering school in our country for 20 years. Will my right hon. Friend accept my personal invitation to visit Lincoln to see for himself the excellent progress our city is enjoying under his Conservative-led Government?

I am very grateful for my hon. Friend’s invitation and will try to take it up. As I said earlier, although there is very disappointing news today about what is happening in our economy, underneath that there is a rebalancing that needs to take place, and is taking place, in terms of manufacturing investment and exports, and in terms of the Government getting behind that, with more investment in apprenticeships and more investments in technical hubs at our universities, like the one at the university of Lincoln, and by cutting business taxes so that we get Britain working and making things again.
