Friend the Member for Corby (Tom Pursglove) to his position on the Front Bench, he might not welcome what I have to say after I congratulate him and echo the comments he made in condolence for our dear departed colleagues, David and James.
So far, we have not had any facts and figures. What are the numbers of shortages? How many applications have been made? How many visas have been granted?
I thank my hon. Friend for his question. As I say, we have been responsive to the needs that have arisen in our economy. We have been engaging with the various sectors that have come forward to raise concerns. For example, there is a commitment to supporting visas for 4,700 HGV food drivers, up to 5,500 poultry workers and 300 fuel drivers. I think the key thing now is that those industries that sought that extra support and that flexibility through visas now get on and recruit to those roles.

Commons ChamberMy hon. Friend raises a terrible case. The family of Mr Passey have our deep condolences. Over the past 12 years, I have met far too many parents of children and young people who have sadly been murdered and killed on our streets and in nightclubs, often by people who they regard as friends. Back in the early part of the previous decade, we thought we had beaten knife crime, but unfortunately it is back. My hon. Friend is quite right that we need to concentrate on every aspect of this—from enforcement through to prevention and, frankly, long-term work with young people that shows them that carrying a knife is dangerous not only to others, but fundamentally to themselves. There is a better way. We all need to stand shoulder to shoulder with my hon. Friend and her constituents to show young people that way in life.
The vast majority of the public have come together, followed the law and helped to prevent the spread of this virus. Our police forces face unprecedented challenges right now in terms of maintaining public order, but they have been working exceptionally throughout this crisis and have done so with a great deal of determination.
My right hon. Friend may well be aware that, while our police forces such as in Lincolnshire have been checking in with pubs and policing the 10 pm curfew, for example, in Lincoln, other crimes are still continuing and on the rise in some cases. What steps are being taken to ensure that our police forces do not take their eyes off the day job?
I thank my hon. Friend for his question. I praise his local police force in Lincoln for the outstanding work that they are doing and have been doing throughout coronavirus. He raises an important point about additional help and support. He will be well aware of the additional £30 million that has gone to local police forces across the country to really assist them in tackling the root causes, keeping on top of crime prevention and going after the criminals, but, specifically with coronavirus, going after the egregious breaches while also working with the community on the principles of the four Es— engage, explain, encourage, enforce—and encouraging people to comply.

Commons ChamberThe hon. Gentleman, frankly, has a cheek to talk about hostile environments in this context. We have one of the most accommodating asylum systems in Europe. When people arrive and claim asylum, they are accommodated. Their council tax and utility bills are paid for. They get an allowance to cover essentials and food. That is a far more accommodating approach than in many other European countries, so to say that somehow they face a hostile reception, frankly, could not be further from the truth.
Many of my constituents in Lincoln know that the majority of the illegal crossings are being facilitated by organised criminals who are exploiting vulnerable migrants and putting their lives at risk. I have heard the answers that my hon. Friend has given, but will he confirm that he and the Secretary of State are committed to cracking down on the criminals? Can he update us on the French levels of law enforcement in this regard and how joined-up our Gallic friends are in assisting the UK and our agencies under Home Office control in stopping this illegal practice occurring and currently flourishing, seemingly, in the first place?
There are dozens of investigations under way into these criminals who are facilitating illegal immigration. I have mentioned the 24 convictions and prison sentences given already this year in the UK, and there has been a similar number—in fact, I think a slightly greater number—in France. We are now working ever more closely with our French colleagues and the various arms of the French Government on this activity. We have the joint intelligence cell. There is the Co-ordination and Information Centre unit in Calais, which co-ordinates activity between our two Governments and our two sets of law enforcement agencies. I said that an arrest was made as recently as this morning. The French are making arrests as well. Both Governments share the objective that my hon. Friend described of putting these dangerous and ruthless criminal gangs out of business.

Commons ChamberThe Policing and Crime Bill will introduce statutory safeguards to the pre-charge bail process, including time limits and judicial oversight, which will increase accountability and scrutiny in a way that is manageable for the courts as well.
I have met a now 18-year-old constituent of Lincoln—and his family—who has been on a pre-charge bail for over a year since he was 17. As far as anyone is aware, there has been no admission of guilt, and nor are the police or the CPS in a position to charge or take my constituent to trial, which is yet another disturbing aspect of the case. I am fully aware that this is an operational matter for the police, but my constituent’s rights to a family life and education are currently being detrimentally severely impacted by what I feel is the police’s underfunded and understaffed investigation. Will my hon. Friend please agree to meet me to discuss my constituent’s situation and how police forces across the country can best avoid lengthy periods of pre-charge bail, particularly for young suspects?
My hon. Friend makes an important point. It is not right that some people can spend months or even years on pre-charge bail, with few or no safeguards. I would be happy to meet my hon. Friend to discuss how reforms might affect the case he mentions. We will bring forward further amendments to the Police and Criminal Evidence Act 1984 to ensure that 17-year-olds are treated as children and are safeguarded as such.

Commons ChamberThe hon. Lady is right that we need to stand back and ask what it is about our system that actually enabled this to happen and enabled people to suffer in this way over those 27 years. One of the reasons why I have asked Bishop James Jones to work with the families, to hear from them their experiences, is obviously to try to learn from that and to see what steps we need to take in response.
One of the things that has come of this is that the panel model is one that can be used elsewhere. I have indeed used that model, with fewer members, in relation to the necessity of looking into the killing of Daniel Morgan, where again the legal system, through a number of cases, has failed to get to the truth. I think it is a method that we could use on other occasions.
I congratulate my right hon. Friend on the statement she has made today. It is painfully clear that, for over 20 years, hon. Members in this place did not take the opportunities available to them to bring the matter to this Chamber and therefore to spread the light of transparency on something terrible that had happened. I just want to put on the record the role played by the hon. Member for Liverpool, Walton (Steve Rotheram), who is far too humble to talk about his role. When we were first elected in 2010, he very quickly took a group of us in front of the Backbench Business Committee in a Committee Room and secured a debate that made sure light was shone on what was a terrible incident, and we have arrived where we are today. I thank him for that.
My hon. Friend has recognised the particular role played by a single Member of this House. I might say that, over the years, a number of Members of this House have raised this issue. The fact that authority did not listen to the issue being raised is entirely separate.

Commons ChamberWe are all concerned when we see violent acts of any sort, but for those retail staff who are subject to them that is a matter of serious concern. The operational response to those crimes and to the potential for such crime is for chief constables to look into. As I have seen in my own constituency, a number of retail chains have worked closely with local police to try to ensure that they provide extra support and security for their staff.
Although I have had my differences at times with Alan Hardwick, the Lincolnshire police and crime commissioner, does my right hon. Friend agree that his record, along with that of Lincolnshire police, in reducing crime is exemplary, and is an example to all?

It is a real pleasure to serve under your chairmanship, Mr Streeter. Earlier this year, the Government held a consultation on licensing notices. In essence, Ministers are considering scrapping the statutory requirement for those applying for an alcohol licence to advertise that application in their local newspaper. In this debate, I intend not only to raise the concerns of my local newspapers and of those in the constituencies of many right hon. and hon. Members, but more importantly to speak up on behalf of the thousands of people in my constituency who rely for much of their local news on our local newspapers.
It is a great pleasure to serve under your chairmanship, Mr Streeter. I thank my hon. Friend for securing this debate. May I emphasise that he is speaking on behalf of not only thousands of his constituents, but certainly mine in Lincoln, and thousands of my colleagues’ constituents across Lincolnshire who are served by the Lincolnshire Echo, and who obviously have the same concerns?
I welcome the intervention of my hon. Friend—a corridor friend—and I note how subtly he plugged his local newspaper. As it happens, I was about to say that my local newspapers include the Kent Messenger, Kent on Sunday, the Sheerness Times Guardian and the Sittingbourne News Extra. I have many local newspapers in my patch.
One of the most important sections in a local newspaper is the page set aside for statutory notices. To many people, that section is second only to the obituaries column, which is always the first to which they turn. The publication of statutory notices, such as for planning and alcohol licence applications, is an important revenue stream for hard-pressed local newspapers, all of which face increased competition from the internet.
An applicant for an alcohol licence is required to publish a notice in the local newspaper. From the same date, the applicant must also display a notice prominently on the premises for 28 days. Those requirements were designed to ensure that local communities were fully informed about, and given the opportunity to object to, alcohol licence applications, or to a pub, club, restaurant or off-licence applying to change the hours of its licence.
I welcome the comment from my hon. Friend, whose constituency in Kent is also covered by the Kent Messenger, which he forgot to mention. He is right and, as I shall say later, newspapers not only carry the notices, but articles or editorials on the subject as well.
In the Home Office document, “A consultation on delivering the Government’s policies to cut alcohol fuelled crime and anti-social behaviour”, the section on reducing the burden of regulation on responsible businesses has a proposal to remove the requirement to advertise in local newspapers. Paragraph 9.21 asserts:
“The way people consume news locally is changing, both in its frequency and form. Local residents have opportunities to learn about applications online or by notices on the premises themselves.”
I have some sympathy with that view: there is no doubt that an increasing number of people have access to the internet, and people can read notices posted in a shop window, but I have some deep reservations.
To take the latter point first, reading a notice posted on the premises depends on the person wishing to read the notice knowing that it is there in the first place. It is of course possible that somebody might spot the notice by chance, and I suppose that the immediate neighbours of a proposed venue might notice one, but they would have to be pretty observant. New alcohol outlets or changes in licensing hours can frequently have an effect on the character or amenity of a wider area than the proposed site, but those who do not live in the vicinity are unlikely ever to see a public notice and will have no knowledge of an application.
On the suggestion that people can view applications online, I accept that for many people it is true that we live in a digital age. Indeed, in 10 or 20 years’ time, every home in the land might be connected to the internet, all local newspapers might deliver online editions and everybody might have access to the public notice section of their local authority website, but we do not live in the future. This is not 10 or 20 years’ time; it is now. Today, research shows that there is a real digital divide, in that 11% of adults in Britain still do not have access to the internet. More importantly, that figure is far higher among some income groups, geographic areas and age groups, particularly the elderly. For some elderly people, the digital divide means only the space between their fingers. Ironically, they take an interest in what goes on in their community, are likely to oppose an application for yet another pub, club or off-licence, and are more likely to read their local newspaper.
I want to back up my hon. Friend’s point. Is he aware that national, representative, independent research by GfK National Opinion Polls has found that eight times as many people read a newspaper in the past week as had looked at their council’s website? In fact, 29% of adults had not accessed the internet at all in the past 12 months.
I thank my hon. Friend for drawing that to my attention. I was aware of it, but I am trying in my speech to push aside all the statistics and to deal with the issue on behalf of real people with real concerns.
Another important consideration is that communities would lose one of their greatest assets. Local newspapers
“perform an incredibly important function in our democratic system.”—[Official Report, 12 November 2012; Vol. 553, c. 575.]
Those are not my words; that is what my right hon. Friend the Prime Minister said in relation to the Leveson inquiry. Indeed, the Leveson report said that local newspapers’
“contribution to local life is truly without parallel.”
The Newspaper Society estimates that the proposal could cost the already struggling local press industry between £6.2 million and £7.9 million a year. The Leveson report recognised that many local newspapers are no longer financially viable, but local newspapers report on stories such as local politics, occurrences in local courts, local events, local sports and the like, all of which would be thought too parochial to be reported by national or even regional media. In fact, it is through local journalism that some important issues are picked up by the nationals and brought to the nation’s attention. Leveson went on to say, of the local press, that
“their demise would be a huge setback for communities and…would be a real loss for our democracy.”
My concern is about not only the effect that the proposal will have on my elderly constituents and the local newspapers that they love to read, but alcohol licensing. We must ask ourselves why we have such stringent rules about who is allowed to sell or serve alcohol. It is because alcohol is a drug, and a very dangerous drug at that. Alcohol abuse can lead to addiction and often contributes to crime and antisocial behaviour. That is why it is controlled.
The Government are determined to cut alcohol-fuelled crime and antisocial behaviour, which is a highly laudable aim that I support. However, I find it hard to understand how reducing the alcohol industry’s requirement to get licences meets the aims of the Home Office’s policy of reducing the harmful effect of alcohol abuse on society. How will scrapping the statutory requirement to advertise alcohol licence applications in our local newspapers help ensure that those who sell alcohol are right and proper people to do so? How will loosening the current regulations ensure that we clamp down on the sale of alcohol to minors? How can the community find out about new licensed premises in their area or, even more importantly, applications for longer licensing hours, if they do not have access to the internet? The answer to that last question is their local newspaper.
Research shows that people take time to browse a newspaper and that many adult regular readers read the public notices section of their local paper. Publishing applications in local papers does not require readers to institute an active search for information; it is there in front of their eyes when they open their local newspaper. Public notices in local newspapers are published in a context that no other medium can deliver—a lively and engaging marketplace, both in print and online, which offers up issues such as the licensing of pubs and clubs for regular attention and debate. As I said to my hon. Friend the Member for Dartford (Gareth Johnson), we should remember that as well as printing the advertisement, local newspapers often run feature articles about contentious applications.
Let us ask ourselves another question: does the proposal save taxpayers’ money? No, it does not, because it is businesses, not local authorities, that pay for the advertising.

Gentleman will know that London Metropolitan university did not carry out the obligations it was supposed to under its sponsor licence, yet it was given plenty of notice to do so. He will also know that the legitimate students who were here appropriately have been given the opportunity to stay either to the end of their course or to the end of the academic year. They have all been written to, and all had the opportunity to reply. UKBA is working closely with the university to make sure that those legitimate students are properly protected.
23. I am pleased to hear that the Government are cracking down on the number of bogus students. However, with the closure of the post-study work route, what reassurance can the Minister give me and the House that we are not discouraging bright and capable international students from studying in the UK in the light of the short time frame they are given to find graduate employment?
Those students who are here to study at universities have an opportunity to find graduate level employment for several months after the end of their course. They can then convert their visa into a work visa and stay here after their course. I think that gives bright students every opportunity to do so, without letting people stay here to do unskilled work that is not of economic benefit to the United Kingdom.

Commons ChamberNo. Moving on from only targeted operations to making anti-trafficking measures part of core police business was absolutely right and something I imagine the hon. Lady’s party would have wanted to do if it had stayed in office. She will be aware, I am sure, of the importance of the “Blue Blindfold” awareness-raising campaign, which has now been spread to all police forces, and “Stop the Traffik” cards have been issued to 10,000 front-line neighbourhood police officers. That kind of practical action will make anti-trafficking measures by the police much more effective and widespread.

The 101 non-emergency police number is now available in every force area in England and Wales, making it far easier for the public to contact their local police.
I thank my right hon. Friend for that answer, and of course we all welcome this reform and the opportunity for front-line officers to prioritise and concentrate on emergencies, rather than on less important incidents. Does he agree that other reforms, such as the democratisation of our police forces with police and crime commissioners, may need to go further to limit the policy-driven Association of Chief Police Officers, which is unelected, undemocratic and, in some cases, does not provide the leadership needed by officers on the front line?
We are committed to setting up a professional body for policing and to ensuring proper accountability in policing. The non-emergency number is just part of our reforms to ensure that the public have better access to the police and can hold them to account, and the link between the police and the public will be strengthened.

Commons Chamber4. What steps she is taking to tackle domestic violence against men.
The Government recognise that men can be victims of domestic violence, and take this issue very seriously. Later this week, we will launch a fund of £225,000 over two years to support services focusing explicitly on male victims of sexual and domestic violence. That is in addition to the Home Office funding provided each year to the men’s advice line, which provides support and signposting services for male victims, and to Broken Rainbow, which provides support to lesbian, gay, bisexual and transgender victims.
I welcome the announcement of the new fund by the Minister, as it will bring much-needed support for the victims of this deplorable crime. Will my hon. Friend also confirm that all domestic violence awareness campaigns run by this Government will be clearly aimed at supporting both female and male victims of domestic violence?
I can assure my hon. Friend that that is indeed the case. The recent teenage abuse campaign was aimed at both young men and women, because both can be subject to abuse from their contemporaries.
