The hon. Gentleman will understand that the Bill will only be introduced subject to the House voting through the meaningful vote. That is, I am afraid, standard process in these matters.
The Minister keeps saying that he will not engage in hypotheticals, but on 14 March the Deputy Prime Minister said that the Government would, if a meaningful vote is not approved,
“facilitate a process in the two weeks after the March European Council to allow the House to seek a majority on the way forward.”—[Official Report, 14 March 2019; Vol. 656, c. 563.]
Does he agree with the Deputy Prime Minister? If he does, can he tell us exactly when, and by what process, he would take forward the means of this Parliament reaching an agreement?
I agree with the hon. Lady to a point. If the meaningful vote is voted down, it would be reasonable to have a wide debate in the House, as the Chancellor of the Duchy of Lancaster suggested two weeks ago, to find what the House would tolerate and how it sees things going forward. I agree with that.

The hon. Gentleman will know that the date of 21 January is set in the Act because that is what Parliament decided should be in the Act. I have been very clear that I would like to see this voted on before then, and I think that many Members across the House would like to see that. The hon. Gentleman talks about the important matter of European citizens. The deal that we have negotiated is the best way of securing their livelihoods and allowing them to continue as before, but of course the Government have also made significant commitments about the unilateral steps we would take, even in the absence of a deal.
This week’s events have meant extra cost and extra disruption for business and public services. Can the Minister help me to understand why we are expected to believe his assurance that the Government will bring forward a vote before 21 January, in several weeks’ time, when we were unable to believe the word that was given by Government Ministers yesterday morning that there would be a vote today? May I also invite him to use a different expression? Rather than saying, “We will have a vote before 21 January”, can he tell us in legal terms that this Government must have a vote before 21 January?

Commons ChamberI am halfway through a sentence. There are different concerns from different businesses and different individuals. I certainly have not met anyone without them—if there are MPs who have, well, so be it—and I think that the Secretary of State would recognise the deep concern across the business community and among a number of individuals, groups and communities about the uncertainty about the future .
I am sure that I am not alone in having many representations from individuals among the millions of EU citizens living in this country and, of course, Britons living abroad who are deeply insecure about their position. Does my hon. and learned Friend agree that it is deplorable to discuss those individuals in terms of being bargaining chips and cards that we need to play in negotiations? Do we not need to make a priority of ensuring that those individuals, with their businesses and their lives, have the security that they deserve?
My hon. Friend makes a very good point, and again, many of us have had anxious conversations with EU citizens who simply want to know what their position is and want some guarantees about the future.
I will make some progress. Some models for exiting have been much discussed. The most cited are the Norwegian model, the Swiss model, the Turkish model and the Canadian model. It is unlikely that any deal reached between the UK and the EU will replicate any of those models—nor should it—but in negotiating our future relationship with the EU, the Government will be defining the future of our country, so the terms matter hugely. It is frankly astonishing that the Government propose to devise the negotiating terms of our exit from the EU, then to negotiate and then to reach a deal, without a vote in this House. This is where my opening remarks become important because, in the absence of anything in the manifesto, in the absence of anything on the referendum ballot form and in the absence of any words from the Prime Minister before she assumed office, where is the mandate? Nobody—public or in the House—

Commons ChamberI hope that my hon. Friend was not accusing me of being a member of the remain group. One of the things that I noticed over the summer as I pored over the vast tomes of papers that come with this job was the tendency to blame everything on Brexit, ranging from bank lay-offs to the state of the Italian bond market, which have nothing to do with Brexit. My hon. Friend is right about that, but the simple truth is that we have to get this right. We will do it as expeditiously as possible. We will not delay one day more than is necessary to do the job that we have to do, but it is a complicated and extensive relationship that we have to untangle, and we will do so in good time.
Two months ago, I asked the then Home Office Minister for urgent clarification on the status of the EU nationals resident in Britain, including the 36,000 EU nationals resident in the London borough of Westminster. They are people who are going about their jobs and setting up businesses, and they need confirmation of their status. I was told that that was going to be a priority. What does the Secretary of State mean by priority?
I will answer the question, but before I do, let me just say this. One of my concerns was that quite a lot of European Union citizens who are in Britain were being unnecessarily frightened by that argument. People should bear it in mind that leave to remain is pretty much automatic, if someone has a clean criminal record, after five years, and that is the case for citizenship after six years. This process is not going to happen for two years, so if someone has been here for three years already, they are in a pretty safe place.
Having said that, the Prime Minister and I have both said in terms that we want to provide a generous guarantee to European Union citizens who are already in this country. I am confident that that can be delivered as long as we get proper, civilised treatment for British citizens abroad—who are, after all, our responsibility too.
