The hon. Lady raises something really important. At the Department for Work and Pensions we have been incredibly flexible with our team, and they have been incredibly flexible as a result, so I absolutely agree that flexibility is really important and will be keenly supporting changes to make sure that more women are part of the workforce. It is pleasing that, compared with men’s, the fall in women’s employment has been better through the covid pandemic. As the UK Government, we want to do as much as we can to support women to progress and thrive in the workplace or, indeed, working at home more flexibly.

What steps the Government are taking to promote the role of women during the UK’s G7 presidency.

As part of the G7, we will be hosting the gender equality advisory council. Led by Sarah Sands, it will help women build back better across the world, including on ending violence against women, women’s economic empowerment, and education for women and girls.

I thank my right hon. Friend for her response. Does she agree that flexible working is key, not just to open up more opportunities for more people but to address the UK’s perennial productivity puzzle?

My hon. Friend is right: flexible working should be the standard offer from employers. Recent Government Equalities Office research shows that there are 30% more applicants where jobs are advertised as flexible. That particularly brings benefits to women and those who live outside the major cities, and it can help us level up our country and make it more productive.

The only reasonable answer to that question is that I think it is highly unlikely that those letters will arrive. The right hon. Gentleman does a gross injustice to Scotland and the future of Scotland, which will be assured within the single market of the United Kingdom. In spite of the slight negativity that I detect from him, I believe that Scotland, along with the rest of the UK, will benefit from a very strong trading relationship with our friends and partners across the channel, whatever the circumstances, whatever the terms we reach tonight.

I am supporting “Turn on the Subtitles”—a campaign led by my Bishop’s Stortford constituent Henry Warren. There is a wealth of evidence that default same-language subtitling can have a dramatic effect on children’s literacy, particularly for disadvantaged children. I know that that is a great priority for the Prime Minister, given the potential impact of covid on the attainment gap. Will he support a Government consultation to turn on the subtitles in order to really explore this potentially transformative opportunity?

I am sure that I speak for many hon. Members when I say that I am a massive supporter of subtitles myself—particularly with some of these crime dramas from America. The campaign that my hon. Friend mentions is excellent. All the Departments that have a stake in this will be working with her to see what we can do to take the matter further.

Yes. The hon. Gentleman makes a very good point. The Joint Committee should, God willing, meet next Monday in Brussels. I will be seeing Maroš Šefčovič then, as we seek to make progress on those matters. The hon. Gentleman will know that we made more than £200 million available through the trader support service and support for IT to help businesses in Northern Ireland. Even though it has been a subject of contention in this House, the provisions in the United Kingdom Internal Market Bill are there to make sure that Northern Ireland’s businesses do have a guarantee that, whatever happens, they will not be required to have export declarations when goods move from Northern Ireland to Great Britain, because the principle of unfettered access is so important.

I welcome my right hon. Friend’s statement, in particular the extra £705 million for infrastructure at our border. Will he be able to update us a bit more on how the technological solutions are developing, such as the smart freight service, to facilitate movement across the borders?

Covid-19 Update

The hon. Lady has heard what I have had to say. We will do everything we can to get all such venues—aquariums and seaquariums—open as fast as we can and make them covid compliant. I am sure we can get there.

People and businesses across Hertford and Stortford will rightly welcome the Prime Minister’s announcement. Does he agree that we should also continue to support the development of new technologies and those already in use, such as apps and QR—quick response—codes, which will help many companies, especially those in the arts and technologies sector, and the hospitality sector, to benefit from the measures he has outlined today?

Absolutely. I know I can rely on the incredible ingenuity of every sector in the UK, including the arts, retail and hospitality sectors, to use technology now to bank the changes and to make further progress in taking our economy forward and letting this country bounce back.

Does the Prime Minister agree with me that as our country emerges from this crisis, we have an opportunity to be bold in putting innovation at the centre of our response, to support high-growth sectors such as green energy and FinTech, and also to use innovative financial solutions such as social impact bonds as a tool in delivering our levelling-up agenda?

Yes. My hon. Friend may not believe it, but when I was the Mayor of London we pioneered social impact bonds to tackle the most entrenched rough sleepers and to give value to companies and charities for their success in dealing with that terrible problem. I am proud to say that those social impact bond schemes are now being used in seven projects across the country to tackle rough sleeping. We have made huge progress in dealing with rough sleeping. The number of rough sleepers has been a scar on our consciences. It has got much, much better over the crisis, but we must make sure it does not recur.
