Commons ChamberMy hon. Friend makes an important point. Some of the sectors most impacted by covid, such as the arts and hospitality, include a high proportion of women-led businesses. She will be aware of the targeted measures to help these sectors that were announced just last month by my right hon. Friend the Chancellor, including one-off grants of up to £6,000 per premises for the hospitality sector and £30 million through the culture recovery fund. That support will help female entrepreneurs to keep trading through the current difficulties and make the most of future opportunities as they look forward to the end of the pandemic.
The abhorrent crimes of spiking also speak to broader issues of violence against women and girls, which is taken extremely seriously by this Government. The Home Secretary has already asked the National Police Chiefs’ Council to urgently review the extent and scale of the issue, and she is receiving regular updates from the police. The hon. Lady will know that we are delivering a pilot £5 million safety of women at night fund, which focuses on preventing violence against women and girls in the night-time economy, keeping them safe in public spaces at night.
Many girls and women are afraid of enjoying a night out or going to a music festival for fear of being spiked, raped and assaulted. What work is the Minister doing with venues such as bars, nightclubs and music festivals to prevent that from happening and to ensure that appropriate safeguarding measures are in place, and what is the assessment of the scale of the problem at those venues?
The hon. Lady raises a really good point. Those in the night-time economy play a key role and are taking their responsibilities seriously. The Government work very closely with them, and we are providing funding and helping them provide training to their staff so that women can feel safe at night. It is vital that the funding we are providing is being used by local authorities to provide, for example, testing kits and taxi marshals to get women home safely at night. Police are also ramping up their forensic capabilities. There is a lot of work going on.

Commons ChamberIt is welcome that the Chancellor has committed to keeping key elements of the support packages in place until September, but businesses and families in my constituency need certainty that they will not once again be placed into local restrictions that hurt our local economy, because last week the Prime Minister left open the possibility of returning to local restrictions in order to contain new variants. I urge the Government to deal with this national crisis with national measures.
During the local lockdown in Bradford, we had the perverse situation of people being able to travel to nearby areas to shop, have beauty treatments and go to the gym, all while our local businesses were forced to close. Closing local economies in this way causes permanent economic damage, and many of our businesses may never recover. This unfairness must not be allowed to happen again. Instead, we need a plan for unlocking and recovery; a plan that closes rather than widens the growing gaps in our economy. That is not what this Budget delivers.
On the issue of rebalancing our economy, I was disappointed to see no commitment to Northern Powerhouse Rail in this Budget. Nothing is more critical to Bradford’s long-term economic success than securing the Northern Powerhouse Rail line with a city centre stop in Bradford. In recent years, I have asked Ministers 11 times to confirm that this transformational project will go ahead and, crucially, that it would include Bradford. Time and again Ministers have responded with warm words but no action, and now I worry that we are seeing emerging evidence of this Government backing away from their previous commitments to invest in my region and my city. First, the Government asked Transport for the North not to submit its outline strategic business case, as was planned. Then there are suggestions in the media that the Government are considering a cheaper route that bypasses Bradford, does not include a city centre stop and does not even involve a new line at all. Let me be very clear: upgrading existing lines will not fulfil the manifesto promise that the Government made, nor will it provide the infrastructure improvements that the great cities of the north need. A route that misses out Bradford would be a huge mistake. That matters for opening up our economy, for rebalancing our economy and for the job prospects and opportunities for the people in my constituency. It is time for the Government to deliver.

Commons ChamberOffice for National Statistics data shows that key workers and those in manual and public-facing jobs are at the highest risk of dying from coronavirus. Bradford is a key worker city, and tragically, more than 1,000 Bradfordians have now died from the virus. When the most vulnerable groups have been vaccinated, will the Prime Minister ensure that priority is given to frontline workers who have played such a key role in keeping the country going during the pandemic, often with a high risk to their personal safety, including police officers, teachers, shop workers, bus and taxi drivers and many others who are unable to work from home? When will he publish his plan for the next stage of the vaccine roll-out?
I congratulate the hon. Lady on being so much more sensible than her party leader, who is saying that he wants to interrupt the vaccine roll-out for the vulnerable groups and decide politically who should get the vaccine. I think we should leave it to the Joint Committee on Vaccination and Immunisation to decide the most vulnerable groups. That is what we are going to do. That is the fastest way to deal with those who are most likely to die. I saw that she was shaking her head; she perhaps disagrees with the suggestion that she has just made, but I think that it is an excellent suggestion, and she should stick to it.

Commons ChamberGiven the near crisis point in the capacity and the ability of the NHS to cope with rising cases and hospital admissions across the country, I believe that action is necessary. I am, however, at a loss as to why the Government have acted so late. This has led to more cases and ultimately more deaths, and means that we now need a longer lock- down that will have a huge human and economic cost.
For weeks we have seen the evidence pointing to a growing second wave of the virus, not just in areas like Bradford, which has been subject to restrictions for months, but right across the country. I know these are difficult decisions for the Government to make. However, weeks ago the Leader of the Opposition called for a circuit-breaker lockdown, in line with SAGE advice. The Government chose not just to ignore that but to ridicule it. Had it been enacted then, that short lockdown coinciding with half-term could have put a brake on the virus at a critical moment. We would have been spared some of the pain and hardship we are now facing. Now we are facing a potentially open-ended lockdown, with Ministers unable to confirm when it will end. Businesses will be shut for longer, families will be separated, and mental and physical health will suffer. The economic and social cost of lockdown has been made worse by the Government’s failure to act earlier.
In West Yorkshire, things have been even more chaotic. The Government announced last Thursday that our region would go into tier 3 from the following Monday. At that point, Ministers repeatedly denied that the country was facing a national lockdown. Businesses and families across the region began to prepare for the new restrictions. Yet the very next day—the very next day—the national lockdown was leaked to the press and it was announced that West Yorkshire would stay in tier 2 until the lockdown. Over recent weeks, the Government have treated the people of the north with utter contempt, and this is just the latest example in a long and sorry saga. The Government must commit to honouring the financial commitment they made to the people and businesses of West Yorkshire when the tier 3 agreement was made.
I turn to a couple of specific points. The Government need to plan and to deal with social isolation and loneliness, particularly among older people and those with caring responsibilities. Many of my constituents across many faiths have asked me to tell the Government and the Prime Minister that collective acts of worship are essential and should not be made illegal by any Government: they are an essential part of their faith and an essential part of their lives. I ask the Government to reconsider the ban on collective worship. The Government should also look at how gyms and other sports facilities can be reopened safely. Again, this is essential for maintaining mental and physical health through these long and difficult winter months.
Finally, the Government need to plan for getting out of this lockdown and dealing with the economic consequences. The lack of an impact assessment of these regulations, and the subsequent cost to jobs and businesses, is simply neglectful, because areas like Bradford will suffer most if, at the end of the lockdown, we return to a new set of local restrictions when many businesses will simply not survive. There needs to be an absolute focus in Government on saving and creating jobs, because without this, the consequences for my constituents will be devastating. So I say to the Government: do not waste this time; use it to get a grip on the virus and begin planning for our economic recovery. A failure to do so will lead to a prolonging of the lockdown and all the human, social and economic harm that that brings.

Commons ChamberMy hon. Friend, like many Members across the House, draws attention to what appears to be an anomaly in the regulations and in the guidelines. There are many such issues that we are doing our best to iron out, but when you are dealing with a pandemic such as this and when your only tool of influencing human behaviour is guidance, I am afraid that such anomalies inevitably arise. We will do whatever we can to iron out any inconsistencies there may be.
In areas such as Bradford, which have had local restrictions since July, people living in care homes have gone months without face-to-face contact with loved ones. For people with dementia, a lack of social contact can cause a marked decline. Will the Prime Minister commit to doing everything he can not only to keep care home residents safe, but to work to reintroduce visits, for example, by testing loved ones on a regular basis? Can he confirm whether there will be changes to the shielding guidance in tier 2 or tier 3 areas?
On the guidance for tier 2 and tier 3 areas, the best thing residents of those areas can do is get on the website and check exactly what is needed. But the hon. Member makes a very important point about care homes. I think the whole House feels for those who are in care homes, perhaps nearing the end of their lives and worried that they may not see their loved ones. It is a truly terrible situation. No one would want to do that lightly. We try to make exceptions for very difficult circumstances, but we must reduce the incidence in care homes, or we must keep it as low as we have got it. We saw what happened earlier this year and we really do not want to see a repeat of that.

Commons ChamberI would like to talk briefly about the last boundary review process and the failings I believe occurred regarding the Bradford constituencies. I am not criticising the commission, as I think it did an excellent job within the constraints of the rules that were set out in the previous legislation. I do, however, want to propose some changes that will improve the process.
The initial proposals of that review were extremely unsatisfactory for Bradford, producing constituencies that did not reflect the communities of our area. For example, they split my constituency across four local authorities—Leeds, Calderdale, Kirklees, and Bradford. The commissioners noted a
“strong depth of feeling against our initial proposals and a distinct ‘Bradfordian’ identity”.
Their report also said:
“Our assistant commissioners, faced…what they considered was an exceptionally challenging task in constructing constituencies in Bradford that would be acceptable to local respondents”—
and—
“that did not cause split wards.”
Their final recommendations accepted many of the arguments put forward by my constituents, and the commissioners moved a considerable way within the constraints that had been set for them. I have learnt from that experience the value that people place on their constituencies matching in the closest possible way their established community identities. That is why I believe this Bill must be used to improve the process that draws up our next set of constituency boundaries.
The commission faced two major constraints in creating constituencies that voters can readily identify with. The first was the use of whole wards as the building blocks for constituencies. In some large metropolitan authorities, these building blocks are far too big for this purpose. In Leeds, for instance, wards can contain more than 17,000 voters, and both Bradford and Kirklees have wards in excess of 13,000 electors. Working with building blocks of this size within the electoral tolerance of 5% made it impossible to create constituencies that people felt strongly attached to. I believe that local authority boundaries and people’s sense of place should take precedence over ward boundaries. To achieve this, the commission should be allowed to make use of split wards in drawing up new boundaries. The second constraint is having such a small electoral tolerance. As I have said, a 5% tolerance does not give the necessary flexibility to the commissioners. I urge the Government to give the commissioners the wider discretion of using a 10% tolerance where necessary.
Finally, I too am concerned about the impact of covid-19 on the process. Under the legislation, the boundary redrawing will be based on the electoral register from 1 December 2020. Given the Minister’s opening remarks, I say to her that there is no better time than today’s debate to update the House more fully on that point and to get on the record the options she is considering.
The Bill should give the Electoral Commission the tools it needs to produce constituencies of approximately equal size that, crucially, keep communities together within coherent boundaries. I believe the measures I have referred to would improve the Bill and produce a more democratic process for all.

I welcome the announcement that the northern section of HS2 will go ahead because, crucially, it will be integrated with NPR. As the Prime Minister said, this country has been held back by inadequate infrastructure, so does he agree that Northern Powerhouse Rail must include a city centre stop in Bradford?

Commons ChamberI would like to focus on the significant and growing problem of regional inequality in this country. It is often referred to as the north-south divide, but it goes way beyond simplistic narratives about particular regions of our country. It is fundamentally about fairness. I simply do not believe that the policies announced in the Queen’s Speech will address the fundamental unfairness that means that if you live in certain parts of the country, you get a much rougher deal than those living elsewhere.
First, however, I would like to mention another issue. The Queen’s Speech included a new sentencing Bill, but it is extremely disappointing that the Government have still not honoured their previous commitment to bring in tougher sentences for causing death by dangerous driving. In fact, that is more than disappointing; it is a disgrace. The families of those killed by dangerous drivers have waited for over two years for changes to be made. They believed that their tragic circumstances could at least lead to a change in the law so that other families would not suffer as they had. The Government have yet to see those families find justice; they have let those families down. The Government must now come good on their promise and implement the tougher sentences without delay.
The Queen’s Speech does not do anywhere near enough on investment in the regions and communities of our country that have seen decades of underinvestment. Updated data on transport from IPPR North shows that, in both historical and future funding, the north of England is not getting its fair share. Over the past 10 years, annual per capita spending on transport in London has been £739, compared with £305 in the north, and that unfairness is set to continue. IPPR North estimates that current planned spending is nearly three times higher in London than in the north, and over seven times higher than in Yorkshire and the Humber. This Government have let the north down. Passengers on cramped Pacer trains between Bradford and Leeds know this, as do people waiting far too long for a bus that often does not turn up. So, whatever the Government say, however they present their figures, and whatever their narrative, we in the north know that we are still not getting our fair share.
Two major infrastructure projects are of vital importance to the north. On HS2, it is disappointing—to say the least —that one of the possible outcomes of the Government’s review would be to scrap the eastern branch to Leeds and Sheffield. Phase 2b will bring enormous economic benefits to West Yorkshire. It will also provide much of the infrastructure needed for Northern Powerhouse Rail. HS2 and NPR must not be an either/or choice. We urgently need both to be delivered.
As a London MP, I feel slightly embarrassed that we are getting all the riches, as my hon. Friend puts it—she makes a powerful point. HS2 goes through my seat in East Acton. Is she not as alarmed as I am that it seems to be going over budget and to haemorrhage CEOs as often as a lot of people change their knickers? Does she not agree that these big projects should be better managed?
I thank my hon. Friend for that intervention—I think! I will continue with my speech.
I urge the Government to go ahead with HS2 east at the same time as HS2 west. On Northern Powerhouse Rail, I must stress once again the vital importance of a city centre stop in Bradford. It would be an historic mistake to build an out-of-town station, which would risk denying the full benefits of NPR to the people of Bradford. I also say to the Government: make the funding available to bring this transformational project about, sooner rather than later. The people of the north have waited for too long for proper east-west rail connections, and they should not be made to wait for another generation.
Turning to the outstanding work taking place locally in Bradford to improve access to skilled jobs and training, I pay tribute once again to the Bradford manufacturing week, whose launch I had the pleasure of attending last week in my constituency. This year’s event is twice the size of last year’s, with more than 40 secondary schools taking part and more than 6,000 manufacturing experiences delivered to local young people right across Bradford. Bradford and the north more generally have a great opportunity to lead a Bradford manufacturing renaissance, but we need the Government to listen to areas such as ours and to give us a skills system that is fully funded and that responds to local priorities. That is the way to provide prosperity to places such as my constituency of Bradford South.
It has become something of a cliché to talk about a divided nation, and it is certainly true that Brexit reveals some of the deep fault lines in our society. I firmly believe that we need national effort to reduce inequalities and to give everyone, whatever their background and wherever they live, the tools and opportunities they need to succeed. The Government must ensure that every part of our country gets its fair share of funding. For too long, the north of England has been held back by a failure of Government policy. Northerners will not stand by and let that happen any more. Invest in our infrastructure, properly fund our public services, and give us the tools to create a successful economy. That is what the north demands.

Commons ChamberI thank my right hon. Friend for raising this issue. I think that she was making a Budget bid; as she will know, and as I have said in previous answers, the Budget will be announced last week. Nevertheless, this is an important issue because we saw demand for new diesel cars fall by 17% in 2017. That decline is in line with the trend in other major European car markets—demand fell by 13% in Germany, for example. It is because of the health impacts of nitrogen oxides that we see these changing patterns and that it has been important to take action. We want to ensure that manufacturers come forward with cleaner cars as soon as possible.
The hon. Lady particularly referenced sexual abuse crimes and other crimes of that sort. We have seen an increase in the number of crimes being reported, but that is partly because we now have an atmosphere where people are more willing and ready to come forward and report these crimes. She refers to pensions; this issue has been known about for some years.

Commons ChamberI thank my hon. Friend for that question. He is absolutely right to raise the importance of Wales. My right hon. Friend the Wales Secretary is doing important work to remind the world that Wales is one of the best places in the UK to live, work and trade with. In the forthcoming negotiations we are committed to getting a deal that works for all parts of the UK, including Wales. The best way to achieve that is for the UK Government and the devolved Administrations to continue to work together. I am pleased to say that I am going to be hosting a St David’s day reception in Downing Street tonight to celebrate everything that Wales has to offer. I once again wish all Members of this House dydd Gwyl Dewi hapus.
I apologise to the hon. Lady, but I missed the first part of her question. I think she was talking about investment in infrastructure in her area. [Interruption.] HS3, right. The Government have obviously already set out the commitments we have made on infrastructure. As she will know, we believe infrastructure plays an important part in encouraging the growth of the economy and ensuring that we see increased productivity around the rest of the country. Over time, we will of course be looking at further projects that can do just that.
