Commons ChamberI referred to the machinery of Government change that we announced a few days ago. We are building up a real sense of expertise in DSIT, and we thought it made sense to make that change to bring together the operational and security parts of cyber policy. I am sure that my colleagues in DSIT are well aware of the hon. Member’s views and of the importance of the issues that he raised.
The historic deal that we signed with the EU on 19 May is in our national interest and good for bills, borders and jobs. It slashes red tape and bureaucracy, boosts British exporters and makes life easier for holidaymakers. Indeed, I am delighted to confirm that Faro airport in Portugal will start the roll-out of e-gate access to UK arrivals this week.
After years of closed doors under the Conservative party, I warmly welcome this Labour Government’s landmark deal with the European Union and the opportunities that it will open up for our young people again. I welcome in particular the commitment to working towards a youth experience scheme and to exploring a return to the Erasmus programme. Will the Minister set out what progress the Government have made on the talks thus far, and will he reassure the young people in my constituency that we will move at pace to deliver?
We have agreed that we will work towards a balanced, capped and time-limited youth experience scheme. We will also work towards Erasmus+ association on much better financial terms for the UK. The exact parameters will be subject to negotiation, but we want to move forward as quickly as possible.

Commons ChamberIt is the same as the Windsor framework, which the right hon. Gentleman’s party negotiated. This is an important point: it is an independent arbitration process. There is the same process for pretty well every trade deal that is struck, not just by us and other countries but by most other countries. In this particular case, if the independent arbitration needs reference on a point of law, it is referred to the ECJ, which then refers it back to the independent arbitrator to make a decision. That is how it operates.
I thank the Prime Minister for his statement, and I warmly welcome this landmark deal with the European Union. I welcome in particular the commitment to work towards a youth experience scheme to once again allow our young people to live, work and travel freely in Europe. Does the Prime Minister agree that although this Labour Government are taking important steps to open up opportunities that will shape our young people’s future, the Conservatives are dangerously stuck in the past?
I do agree. I think they are lost in the past—actually I think they are lost all together now, on a decline into oblivion. As I say, a once great party that used to support trade deals is now against every single trade deal. It is a pretty extraordinary turnaround.

I defer to the right hon. Member’s expertise on the fishing sector, but he is absolutely right about the need for an SPS deal. I am proud that that was in the Labour manifesto on which I was elected and that we are actively seeking to pursue it.
According to the important work commissioned by Best for Britain, if we get a deep alignment, the modelled impact is a boost in UK GDP of 1% to 1.5%. If in parallel we pursue deep alignment in the services sector, the combined benefit could be more than 2% of UK GDP. To put that in context, every 1% of UK GDP is worth approximately £26 billion, so the potential prize is a £50 billion boost to the economy.
Finally, on youth mobility, hon. Members may have seen that 70 Labour parliamentarians put their names to a letter yesterday calling for a new, bespoke youth visa scheme for UK and EU citizens under 30. As with all the UK’s existing schemes, we believe that it should be time-limited and subject to a cap on numbers, but a bespoke scheme would extend new cultural, educational and economic opportunities to young people in the UK and the European Union.
My hon. Friend is making a fantastic speech. I declare an interest as a UK citizen under 30. Does he agree that the upcoming EU-UK summit on 19 May provides an ideal opportunity for the Government to look at proposals such as a youth mobility scheme, which would surely provide a better opportunity for young people in the United Kingdom to explore, learn and find opportunities across borders?
I agree entirely with my hon. Friend and remain jealous of both his wisdom and his youth.
For a clear majority of people in this country, extending opportunities for young people matters. It is a move that will unlock further opportunities for trade and co-operation and will strengthen our bonds with the European Union in future. It is also vital to underline why it is materially different from freedom of movement. Under a visa scheme, people will have to apply in advance, numbers can and will be monitored, and any deal will follow a similar shape to the ones that this country already has in place with countries such as Australia, Canada and even Uruguay.
After so much damage done by the Conservatives, the Government deserve huge credit for all that they have done to repair relations with the European Union. It is our largest and most important trading relationship and so much is at stake. I hope that we can be as ambitious as possible for the reset. I look forward to hearing from colleagues and from the Minister.

I thank the Prime Minister for his leadership on what is the defining moral issue of our time. There is no end of support for the Ukrainian people in Hertford and Stortford, but this has been an incredibly difficult time for Ukrainian families who have found safety in our community. Will the Prime Minister take this opportunity to directly reassure the Ukrainian community in my constituency of his commitment to work with international allies to end Russia’s illegal invasion and bring a just and lasting peace to Ukraine?
