Commons ChamberI congratulate my right hon. Friend the Member for Chelmsford (Vicky Ford) on bringing forward this really important Bill. Being around teachers and friends in a school or college environment is the best way for pupils to learn and reach their potential. Time in school also keeps children safe and provides access to extracurricular activities and pastoral care.
The data that we have on school attendance includes children who are persistently absent—those who miss at least 10% of sessions, which is equivalent to about one afternoon every week. In spring 2023, that applied to 21% of all children, or an astonishing 1.5 million students. Children who are severely absent miss over 50% of lessons—they are absent more often than they are present—and in spring 2023, at least 140,000 children were severely absent. Compared with pre-pandemic school records, the number of children who are severely absent has increased by 133%.
Something has to happen: we have to have a child-centric approach where the child’s voice is heard, which will help improve attendance. I am glad to hear that the attendance mentors scheme has been expanded to include Stoke-on-Trent, providing one-to-one mentoring support to pupils over a three-year period. Such schemes to tackle the factors behind non-attendance, such as bullying, mental health issues or the feeling of just being too far behind make a significant difference, as does the tutoring aspect of that scheme. However, it only reaches at most 1% of severely absent pupils, which does not represent a serious response to this unfolding crisis in our education system. We must act now to return those children to the classroom. Every day that we wait is a day that pushes them farther away from the education they deserve.
In Stoke-on-Trent, we have the highest number of looked-after children of any local authority—children who may have lacked a family support network—as well as those who have to deal with difficult circumstances at home, such as caring responsibilities for a parent or sibling. All of those children need to be in full-time education and to be provided with extra support. Some excellent work is happening in Stoke to support children who may come from those challenging backgrounds: for instance, City of Stoke-on-Trent Sixth Form College has an area that provides warm clothes and coats to children, because no child should ever be too cold to be able to learn.
I chair the all-party parliamentary group on youth affairs, and have heard directly from young people why they sometimes feel that school is not relevant. They say that the curriculum does not meet their needs: it does not include important subjects such as financial and enterprise education, or practical skills such as preparing food and preparing them for the jobs of the future. Every day of education matters, and failure to keep children in the classroom is storing up untold problems for the future, so I absolutely endorse the effort that this Bill is making to strengthen local authorities’ powers, encouraging them to work with schools and instil a desire to bring every child that we can back into school.

Commons ChamberMaking Britain the best place to grow up and grow old is a big challenge. Ensuring where people are born and raised does not limit their quality of life and life expectancy is an even bigger challenge and one that lies at the heart of the Government’s levelling-up agenda.
We all know the expression “You are what you eat.” In Britain, we are trapped in a junk food cycle that means we now consume more highly processed foods than any other European country except Malta and have higher levels of obesity, yet we have had decades—even centuries—of political barriers to good food policy. We often hear cries of “Nanny statism” or “Don’t tell us what to eat.” The latest Government announcements on delaying the ban on junk food advertising on television before 9 pm and delaying restricting “Buy one, get one free” promotions follow that regrettable trend. As a self-confessed chocoholic, I struggle to resist the temptation to boost my energy levels with a bar of chocolate rather than, so I know at first hand the irresistible pull of promotions and multi-purchase deals. I appreciate some hon. Members believe that attempts to tackle the bombardment of unhealthy food should be postponed so as not to increase the cost of living, but they are wrong. Research shows that promotions encourage people to buy 22% more unhealthy food and drink than intended, and to consume more of it, too. Marketing tactics have a real financial cost, as well as a negative health impact.
Let us not forget that retailers have other choices. Instead of encouraging customers on tight budgets to spend more on non-essential foods through these offers, they could simply offer 50% discounts or, as some supermarkets have started to do, have a value range of products at affordable prices that covers the basic foods for a balanced diet.
The political context has changed in recent months, and the Government’s focus is rightly on helping with the cost of living. Although that is a priority, it should not prevent the introduction of these important measures. Any delay will mean more children living with obesity and too many having reduced life chances through ill health. Our constituents will not thank us or forgive us for doing a U-turn on their health.
Obesity is a national emergency. In England, about 68% of men, 60% of women and more than one in four children aged between two and 15 are obese or overweight. Although this is a nationwide issue, rates of obesity are disproportionately higher among people living in more deprived communities. The statistics for my city of Stoke-on-Trent are shocking: 76.1% of adults in Stoke-on-Trent are overweight or obese. That is the third highest figure of all local authorities in England.
As the cost of living continues to squeeze household budgets, low-income families are forced to choose the cheapest calories, which are typically the least healthy. The Government must ensure that, when it comes to tackling food insecurity and the cost of living, they introduce policies that make nutritious diets affordable, easy and accessible to families on the lowest incomes
There is a pressing need for a good food Bill to set out in law a long-term approach and clear targets for the food system, with better systems for independently monitoring policy. We talk about the need for a resilient food system in terms of supply chains and production, but we need to widen that narrative to one of a resilient population that is both financially resilient to price shocks and resilient in public health terms, such as to pandemics.
We must not lurch from crisis to crisis. Action on the nation’s obesity emergency needs to start now. I support the right to good food as a fundamental pillar of the Government’s levelling-up agenda. I support a school food standard to ensure our young people have the fuel to learn. I support bringing cookery skills and an understanding of nutrition into the school curriculum at every key stage and through community organisations such as family hubs. I support measures to enable British farmers to produce the food we need, and to enable the food industry to innovate and adapt by incentivising the creation of healthier and more sustainable products. And I support better help within the NHS for people living with obesity, including social prescribing and fair access to bariatric services.
Good health is a vital ingredient in maximising our quality of life and longevity. Proper nutrition is the foundation of good health. Investment in access to good food will pay dividends both in savings to the NHS and in increased productivity, which will boost the economy and deliver on the promise of levelling up health outcomes.

Commons ChamberI was fortunate to speak in the Westminster Hall debate earlier in the week, and given the time constraints I will confine my comments to an area of careers guidance that I think has not been covered, and will not be covered by other Members. I congratulate my hon. Friend the Member for Workington (Mark Jenkinson) on introducing this important Bill.
We must recognise that during their lifetime most, if not all, young people will experience a period of self-employment, either running a business or contracting out their services. That trend is even more pronounced since the pandemic, with the number of new businesses started in the UK increasing by 14% in the first year of the pandemic. However, the skill set needed for self-employment and entrepreneurship is not taught in most schools. It is estimated that one in four Brits operate at least one side business alongside their day job, contributing an estimated £72 billion to the UK economy, and highlighting the importance of equipping young people with the skills they need to take the leap.
The journey starts in school, and research from the National Association of School and University Entrepreneurs has found that 73% of young entrepreneurs agree that the skills required to start and run a business can be taught. Many are in favour of teaching entrepreneurship in schools as an integral part of every college course that leads to a qualification that is preparation for self-employment, whether that is a course in hairdressing, catering or plumbing.
We must also more closely align our school core curriculum with the realities of the modern world of work. Robots, artificial intelligence, and automation are no longer reserved for science fiction movies, and they represent a fundamental shift in the skills our workforce need to improve productivity and compete in the modern globalised world. For example, research from McKinsey shows that 51% of job activities are highly susceptible to automation. We must increase our focus on what we are doing to prepare future generations to thrive in that changing landscape. Young people must be prepared with creative, collaborative and digital problem-solving skills for the future. The Government are right to recognise computer science as part of the core curriculum, but we must invest more to improve uptake and recruit teachers with the required skills. That is just one step we need to take to ensure that our schools teach the right curriculum for the future and not the past.
The two biggest employers in my constituency are the NHS—Stoke-on-Trent has a teaching hospital—and Bet365. One might not think that they have much in common as employers, but the NHS and the world’s largest online betting company are both dependant on digital platforms. The city council is right to have launched a prospectus called Silicon Stoke, which illustrates our understanding of and aspiration to harness digital innovation as a key driver for our economic success as a city. Schools have a duty to understand the way the world of work is heading. It is absolutely right that we have independent advice and guidance. I fully support all the intentions of the Bill, and I do believe it is absolutely necessary. On Tuesday, people reflected on their own experience of careers guidance, so I would like to share mine. I went to a state grammar school, where they just said, “You’re okay, you can go to university.” So I did not actually think about what I was going to be. It has taken me 65 years to achieve my full potential, so I am glad to be standing here today supporting this Bill.

It is a pleasure to serve under your chairmanship, Ms Rees. I congratulate my right hon. Friend the Member for Tatton (Esther McVey) on securing this important debate. Evidence shows that the best careers education in schools has the potential to promote social equity and enable greater social mobility. That is why preparing all students for the world of work must be a key element of the Government’s levelling-up agenda.
I am pleased that Stoke-on-Trent is leading the way as one of the 20 areas taking part in the Government’s careers hubs programme. It is fantastic to see the cluster of 20 secondary schools and colleges working together with partners in the business, public, education and voluntary sectors to deliver and implement the Gatsby benchmarks and improve careers outcomes for young people.
St Joseph’s College in my constituency is one of the schools taking part in the programme. The school provides a shining example of a rounded careers education programme, including lessons on skills and aspirations, financial decision making and goal setting from year 7 onwards. We must ensure that every student in this country has the tools to achieve their full potential.
The world of work is ever changing, and the options for careers today do not resemble those of even a decade ago. We also need to recognise that the values of this generation are different from those of their parents and grandparents. For many young people, the social value of work is more important than earning the highest salary, for example. Indeed, careers advice as a term is rather dated. The knowledge and skills that young people acquire during their education are often transferrable, and the range of work available in a digital age is incredibly broad.
We should not underestimate the longer-term impact of the global pandemic on career choices for the next generation either, because jobs that were considered secure a few years ago may not look so risk-free now. The travel and leisure industries, retail and hospitality all faced enormous challenges during the pandemic. I have been told by several engineering companies that the status of jobs in their sector is poor, and that young people are not encouraged to consider work in an industrial setting as a good career option. The attitude that it is a career of last resort is typified by one managing director’s comment that parents and teachers are still likely to say, “You’d better work hard at school or you will end up in a factory.”
I recently visited the LiDR contract furniture company in my constituency and saw the state-of-the-art design systems and complex high-tech equipment that bespoke contract furniture manufacturers need. The director said that he preferred to train up an apprentice with the right attitude than to employ a graduate with all the technical skills but not the wider understanding of the whole operation, which relied more on knowledge of the whole than simply on a knowledge of computer-aided design systems. Attitude and aptitude are the key qualities employers look for. Time and again, I hear the comment that too many young people do not stay the course or simply do not show up after a few days or weeks in the job.
In summary, it is essential that careers guidance is integrated into the personal development journey of all young people to instil aspiration, self-belief and an understanding of the opportunities available to them. It is a core function of education to prepare young people for the best possible future.

Commons ChamberThis party is committed to delivering right across the country. This party is committed to making sure that we make a real difference to every child’s life by raising standards in education and making sure that all the way through their lives, people have the opportunity to train and better themselves in order to succeed and deliver for their communities and families. Of course we will always take action to support families. That is why we increased universal credit; that is why we have taken the action we have all the way through this pandemic; and that is why we have invested billions of pounds in the furlough scheme, to make sure that in these difficult and challenging times, people can provide for their family.
One of our main priorities is to make sure that children whose education has been held back during the pandemic are given the means to catch up and that their long-term prospects do not suffer. We have put a package of measures in place to make sure that children who are behind get extra support. We are working with the Education Recovery Commissioner, Sir Kevan Collins, to develop an ambitious long-term plan for recovery and have already provided more than £2 billion to enable schools, colleges and early years settings to support pupils’ academic and wider progress. We know that disadvantaged children and young people have been affected more than others, and we will target support for these pupils.
I have said that we have a packed legislative agenda, and this is an historic moment for radical reform in post-16 education—radical reform that has been too long needed. This is the most significant reform we have seen in this country not just for the past 10 years, but for two generations.
In our mission to upskill, re-skill and retrain people as we work towards a better Britain—building back better—will my right hon. Friend reassure me that the measures announced in Her Majesty’s Gracious Speech will ensure that people, particularly those from left-behind communities such as Stoke-on-Trent and left-behind regions, get the skills and training they need to get well-paid, good-quality jobs?
My hon. Friend has championed this issue in Stoke-on-Trent Central ever since she got elected, recognising the importance of delivering for Stoke-on-Trent. Far too often, the Labour party did not deliver at all for Stoke-on-Trent, but we are seeing things change. It is not just about skills, but about driving up education standards right across the city, and that is what my hon. Friend and her colleagues who represent Stoke-on-Trent are doing, along with Councillor Abi Brown, who leads the city council. I look forward to working with my hon. Friend and other colleagues to deliver on this issue.
It is an honour to speak in this Queen’s Speech debate on the theme of a bright future for the next generation, and I am particularly delighted as parliamentary patron of the YMCA. North Staffordshire YMCA in my constituency has recently received the Queen’s Award for Enterprise for its outstanding work in promoting opportunities for young people from all backgrounds to aspire to and access, and I am sure the whole House will wish to join me in offering our congratulations.
I have spoken often in this place about Stoke-on-Trent as a city with a big heart and a vision for the future, and this is captured in our love of STEAM—that is to say STEM, or science, technology, engineering and maths, plus art. It dates back to our very own Josiah Wedgwood, who in the 18th century performed the ultimate alchemy—a blend of science and art—to produce world-class ceramics.
More recently, the city was birthplace to the man whose planes won the battle of Britain, typifying STEAM. We all know how beautiful the Spitfire looks, as well as being a remarkable feat of engineering of its time. When he left Hanley High School, designer Reginald Mitchell worked as an apprentice at a local locomotive engineering works while also studying engineering and mathematics at night. With our lifetime skills guarantee, we will be encouraging a new generation of learners to grow their knowledge as the world of work and the job market changes.
From the heavy industries of the past to the advanced technologies and digital innovations of the future, Stoke-on-Trent is evolving, and the investment in our city-wide full-fibre network has paved the way for the next chapter of STEAM opportunities for future generations. A local entrepreneur said to me that when he went to school careers advice, they simply focused on getting a job—any job. The main thing was finding work to pay the bills. Now the choices are far greater and more accessible to those who may not have flourished in the more traditional educational environment.
Many new industries and creative businesses are built on intuitive digital and media skills and aptitude, rather than formal qualifications. Parents who have worked in traditional industries may find it difficult to appreciate the exciting new career paths in the digital industries and their transferable skills. Some of the most successful businesses in the past year have been online businesses. We know that gaming is not just a hobby, but a pathway to great careers.
STEAM is important because it blends our heritage with our future—our heritage and creativity maintained today as the world’s capital of ceramics; and our future, which develops the limitless possibilities with ceramics as an advanced material and our ambition to be the most digitally advanced city in the UK, enabling a new generation of creative innovators to start and grow their businesses close to home. We have an advanced ceramics campus in the university quarter, as well as the roll-out of the “Silicon Stoke” strategy, which has been championed by my hon. Friend the Member for Stoke-on-Trent North (Jonathan Gullis) and will deliver great opportunities for the next generation. I will continue to ask for Government support for these projects.
STEAM acts as the glue cohesively to bring together infrastructure, education, skills and jobs with a vision for the future as Stoke-on-Trent continues to grow in ambition and capability. The city council’s recently published prospectus articulates the vision clearly, and through the STEAM agenda we will be powering up the city and steaming ahead with the delivery of our vision, which will position Stoke-on-Trent as the hub for new infra- structure, new skills and new jobs, and the new future.
The city’s history is as a transport hub through our canals and railway networks. Our plans reintroduce railway links, improve bus services and reconfigure routes citywide, which will future-proof Stoke-on-Trent as a great place in which to invest, to work and to enjoy a better quality of life, underpinned by our ambitious plans for digital connectivity and to be a gigabit connected city.
Stoke-on-Trent has experienced the third-fastest job recovery of any UK city, with pre-pandemic levels increased by 17%. We need to ensure that our young people have the right skills to fill vacancies in this new world of remote and flexible working. Those leaving full-time education should be able to stay in our city—a city full of enterprise, innovation and culture, where house prices mean they can aspire to owning a new first home.
Stoke-on-Trent is on the up and is levelling up. It is a vibrant, creative city that is experiencing a renaissance thanks to the investment of this Government, which will ensure a brighter future for the next generation.

Commons ChamberWe are making available an additional £70 million of student hardship funding this financial year. This money is in addition to the £256 million of assisting higher education funding that providers can draw upon in the academic year to support students in hardship.
As I have said, this has been a difficult time for students. There are students who are having to pay twice and may be being charged by their parents. That is exactly why we announced £70 million of additional financial hardship funding on top of the £256 million. I urge any student listening to this to go to their university and get the support available to help them at this time.
The fantastic Staffordshire University is in my constituency of Stoke-on-Trent Central, and since the start of the pandemic I have received several messages from students and constituents attending the university with concerns about their financial position. Many of them were placed on furlough and have experienced reduced hours, while also being locked into private tenancy agreements throughout this academic year; they are therefore unable to benefit from the rent reductions offered by Staffordshire University to students living in on-site accommodation.
What consideration has my hon. Friend given to students in similar positions across the country? Would she consider altering the loan available to students whose household income has been affected significantly during this difficult time?
My first message to students would be to go to their university and seek hardship funding, because we have made available an additional £70 million that needs to be spent by April to support students, including international and postgraduate students. Any student who is not receiving the maximum loan but whose household income has changed by 15% may be able to get additional support. They should fill in an income circumstances form for the Student Loans Company and get the support available to them.

Commons ChamberI welcome the opportunity to speak in this important debate, not just as the Member of Parliament for Stoke-on-Trent Central or the chair of the all-party parliamentary group on the national food strategy, but as someone who is disappointed and saddened by the divisive nature of the debate. There is no need for today’s point-scoring motion—a sticking plaster, as the hon. Member for Stretford and Urmston (Kate Green) called it—which will no doubt cause unnecessary concern for our constituents. A consensus exists between hon. Members on both sides of the House that one child hungry is one too many. Any suggestion that an hon. Member would think otherwise is deeply offensive.
The coronavirus restrictions introduced in March this year presented a challenge as the boundaries between our public services and our private lives became blurred. This Government rightly listened to public opinion and acted by extending the provision of free school meals over the summer holidays at a time when we were facing school closures. However, we are now in a very different position. With schools and classrooms now in session, it is only right that the exceptional measures introduced at the height of this pandemic come to an end. Instead, we must have a constructive debate considering the longer-term and most sustainable solutions to tackling this problem.
My hon. Friend is making an excellent speech. Does she agree with me that the very fact that we have reopened schools—99% of state schools are now open—shows just how committed this Government are to tackling child poverty, because saving our children’s education and catching children up where they have fallen behind is the No. 1 thing we can do to help bring people out of poverty?
I thank my hon. Friend, and I absolutely agree with what she says.
There is no question about it: there is a problem, but headlines do not help these children and their families, and the sticking plaster this motion calls for would be woefully inadequate. Before the pandemic, the Government commissioned an independent and comprehensive review of our entire food system from field to fork. The national food strategy review now being conducted is a top-to-bottom examination, and it will publish long-term and sustainable recommendations that will inform Government strategy on some of the biggest challenges to improving the health of our nation. As chairman of the APPG on the national food strategy, I am determined to work cross-party to develop support for more comprehensive, more fundamental and more long-term solutions. The work of the group will be integral to developing these proposals and it will help inform the White Paper. Addressing the issues of child obesity, malnutrition and food poverty is central to the levelling-up agenda. As with many aspects of the Government’s levelling-up agenda, outcomes cannot be delivered overnight.
I am very grateful to the hon. Member for giving way, because I think this is a very important issue and she is talking about cross-party support. The fruit and veg scheme is such an important scheme. Will she look at the campaign by Sustain of having a healthy piece of fruit or vegetable for every primary schoolchild in state education?
I thank the hon. Lady and, absolutely, we will be looking at this very broadly. That is the mandate and, quite frankly, I think that is what we should be talking about today.
As I was saying, addressing the issues of child obesity, malnutrition and food poverty is completely central to the agenda and it cannot be done overnight. I stood on a platform that a society is best judged by how it looks after its most vulnerable. This Government have shown throughout this pandemic that they are committed to supporting the most vulnerable in our society. The temporary and exceptional measure put in place at the height of this pandemic is not a sustainable solution. Rather than the Opposition bringing this same old question to the House every time we face a school holiday, they should work with us towards a long-term solution and a wraparound-support approach for low-income families.
For the reasons I have outlined, I will not be supporting this motion, but instead I call on those who truly wish to tackle the issue of food poverty long term to work with me in developing solutions for the benefit of those children and families we all seek to help.
Order. May I gently point out that taking interventions has now meant that one fewer person can speak who had put in to speak and who has been sitting here all afternoon? If colleagues want to take interventions, I suggest that they take them out of the three minutes that I have allocated, because taking five minutes means that somebody else is probably unlikely to get into the debate.

It is a pleasure to serve under your chairmanship, Sir Christopher. I congratulate my hon. Friend the Member for Devizes (Danny Kruger) on securing this really important debate.
The corona pandemic has had tough consequences. Families across the UK and in my constituency have had to make hard choices and sacrifices in order to protect the health of the nation. This global health crisis has shone a light on the fundamental building blocks of our society. It has forced us to question what really matters and how our social structures operate. Who are the organisations, the people and the community that we look to for support in our daily lives? The pandemic has shown that the answer cannot and should not always lie in the hands of Government. Instead, the value of a rich and meaningful family, community and local support network has been realised.
In July this year, I welcomed the Government’s support for a place-based approach to supporting education and employment outcomes as part of the country’s recovery measures from the pandemic. In my constituency of Stoke-on-Trent Central, I was delighted to see the Government deliver an extra £1.67 million in funding through the opportunity areas programme, which included support for holiday clubs for children and families, such as Ay Up Duck. Throughout the pandemic, the Ay Up Duck club and many charity organisations in Stoke have shown the value of voluntary and community sector organisations in supporting the delivery of Government-funded programmes for children and families, particularly for the role they played in ensuring that Government-funded meals were delivered to children from low-income households throughout the months of the school holidays and school closures. Since 2018, Ay Up Duck has delivered over 26,000 meals to more than 18,000 children and young people in schools, community centres and sports clubs across Stoke-on-Trent. It is a fantastic example of how charities are an essential community resource in organising the delivery of Government funding that is tailored to specific needs in the community.
Age UK has conducted research that shows that, if we feel more connected to our friends, families and communities, we are much less likely to encounter problems with brain function in later life. It is really important that, coming out of this pandemic, we capitalise on public support for volunteering and working together with families to continue to find ways to harness the economic, social and health benefits of being more connected to our community. Time and again, empowering families, communities and charitable organisations with the financial and political power to act has proven to be the most effective way to target Government money at the people who need it most.
