Commons ChamberI congratulate the right hon. Member for Romsey and Southampton North (Caroline Nokes) on being elevated to Deputy Speaker. She is well-respected and her appointment is well-deserved. Everyone in this House is very encouraged to see her in that position.
May I also congratulate the hon. Member for West Worcestershire (Dame Harriett Baldwin) on securing this debate? Is she aware that inadequate flood defences mean an increase in homeowners’ insurance premiums? That increase has been noted in her constituency, as it has been in mine of Strangford. Does she agree that this House and Government must work on a UK-wide approach to ensure that insurance premiums are not hiked because defences are inadequate?
The hon. Gentleman raises an important matter. Indeed, it was after the 2007 floods that the idea of a flood reinsurance scheme came about. It was something that was established when the last Government came into power in 2010. It has now become somewhat easier to get insurance, but it does continue to be a challenge, and I shall highlight examples of that in my speech. It will be interesting to hear if the Minister can confirm from the Dispatch Box whether Flood Re will continue to be a priority for the new Government.
I have campaigned successfully for many flood defence schemes in West Worcestershire over the years. We have made real progress. In particular, the two schemes that protect Upton upon Severn have been deployed year in, year out. In fact, they have successfully protected Upton upon Severn from flooding something like 40 times since they were opened in 2013. We have had a bund built along the Defford Road in Pershore; a flood defence gate installed in Kempsey; a gate barrier installed at Uckinghall; a bund built in Powick; and a community scheme is now in place in Callow End, so there has been real progress.
We have seen the cumulative impact of the many millions that have been spent on flood defences across West Worcestershire in the resilience that the communities showed last winter when it was so very wet. I would like to take this opportunity to put on record my thanks to previous flood Ministers, to the teams at the Environment Agency, to Worcestershire county council and to the regional flood defence committees, which have helped over time to get these flood defence scheme funded and built.

That this House has considered the consumer market for financial advice and guidance.
It is an absolute pleasure, Mrs Harris, that you are in the Chair for this debate on the consumer market for financial advice and guidance. I am very grateful for the opportunity to hold this debate, which follows up on a cross-party amendment I tabled to the Financial Services and Markets Bill a year ago. I am grateful for all the hard work done by officials from the Treasury and the Financial Conduct Authority over the past year under the leadership of the former Economic Secretary, my hon. Friend the Member for Arundel and South Downs (Andrew Griffith), who championed this cause. I am also grateful to the current Economic Secretary, my hon. Friend the Member for Hitchin and Harpenden (Bim Afolami), for taking things forward and for his support.
I welcome the proposals published in December for closing what is called the advice gap and completing the first part of the advice guidance boundary review. This morning, I want to cover three things. Why is this review important for our constituents? How will these changes help them? And what more can we do to help them? I will start with why this is important for our constituents.
Now more than ever our constituents need personalised help and advice about their financial situation, and when I say “help”, I do not mean just the billions of pounds of financial support that was given through the energy price guarantee, the money off electricity bills and so on. I mean the kind of help that will make our constituents more financially resilient over a lifetime.
I congratulate the hon. Lady on bringing this debate forward, and I commend her for her work on improving facilities for providing financial advice and guidance in the consumer market—that has been noted in the House, and I congratulate her on that. I wholeheartedly support her view that we must give individuals and businesses the best possible opportunities to grow their wealth. Does she agree that we should particularly target help to smaller businesses that are looking to start up locally, to ensure that they can take advantage of high-quality and, most importantly, affordable services and advice to help them make informed financial decisions?
I want to limit my remarks today to consumers and their access to financial advice, but the Treasury Committee is doing an inquiry into access to finance for small and medium-sized businesses, and I encourage the hon. Gentleman to share with us any evidence he might have in that regard.
Our constituents need more personalised help to make them more financially resilient over their lifetime. We want them to be more prosperous, better informed and more able to prepare for the inevitable highs and lows of financial life. With the success of auto-enrolment, we now have millions more people taking personal decisions about saving for their retirement, possibly across a multitude of different pension schemes over a full working life. They need an expert hand to help them to make good decisions and yet, despite our world-leading financial services sector, it is surprisingly difficult to get help. That is because of the advice/guidance legal definitions.
Mrs Harris, I want to try out an analogy on you. Imagine a supermarket where, if you pay an up-front fee of several hundred or perhaps even several thousand pounds to join, you will, over your whole lifetime, be allowed to go into a section where you have a full choice of delicious, healthy food and other goods, offered at competitive prices. Someone will ensure that you are buying things appropriate for your age and dietary needs; they will suggest some terrific, easy-to-cook, healthy recipes and wonderful meal plans.
However, to make it worth paying the up-front fee, you have to buy exceptionally expensive goods or sufficient quantities, and only 8% of our constituents would in fact choose to pay the fee; everyone else in the supermarket chooses to avoid it. They wander round the generic aisles of the supermarket. They may see some generic NHS advice about healthy eating or something on the supermarket website. They pay much higher prices for the same range of goods and often choose the unhealthy and expensive options. They even find scam and rogue options that scam them out of their shopping money altogether, because anyone can set out a stall in the supermarket I am describing.
It is a slightly stretched analogy, but I know that you know what I am getting at, Mrs Harris. The quality and cost of financial advice in this country mean that we have created a marketplace where only the richest 8% of the population choose to shop and benefit from the healthy financial choices that our excellent financial services firms can give.

Commons ChamberMay I start by saying what an absolute privilege it is to respond to the debate, and to have had an extended period of time for scrutinising the Department for International Development’s spending? I therefore sincerely congratulate my hon. Friend the Member for Tewkesbury (Mr Robertson), my constituency neighbour, on securing the debate. We have heard a range of really excellent contributions. I also salute my hon. Friend for his sterling work—it is not often noticed in this Chamber—as chair of the all-party parliamentary group on Ethiopia and Djibouti. It is interesting to note how many times Ethiopia has been mentioned in the debate.
While listening to the contributions, I was struck by the consensus that emerged on the importance of the 0.7% commitment, and our pride, as British citizens, that the UK was the first major country to put that into statute, which has gained us remarkable recognition around the world. I am very happy to be part of the Government who put that into statute. I also want to make the point right at the beginning of my speech that at the last general election all major parties made a commitment to that figure in their manifestos.
My hon. Friend the Member for Mid Derbyshire (Mrs Latham) suggested that this is no longer a political issue, but I submit that it is, because although all parties elected to this Parliament stood on manifestos that included the 0.7% commitment, the party that has recently been topping the polls has announced that it would halve international development spending. I therefore think that this relates to the important political commitment that we have made democratically to deliver Brexit on behalf of the people of the United Kingdom. If we do not, we stand to lose seats to a party that does not believe in the 0.7% commitment. That is where I diverge from the hon. Member for Dundee West (Chris Law), who I do not believe has ever seen a referendum result that he wanted to respect. It is really important that we, as democrats, respect referendum outcomes.
I can reassure colleagues that I do not think there are any more than a few voices in my party who believe that 0.7% is an inappropriate target; I do not believe that in this Parliament there is any chance of it being at risk. I also happily support having an independent voice at the Cabinet table for development spending, which has been very important for delivering on the spending commitment.
We have had an excellent debate, with first-class contributions from my hon. Friend the Member for Tewkesbury, the hon. Member for Liverpool, West Derby (Stephen Twigg), my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell), who for so long provided the Department with such great leadership, and the hon. Member for Glasgow North (Patrick Grady). My hon. Friend the Member for Elmet and Rothwell (Alec Shelbrooke), in a really excellent speech, brought us back to the powerful moral arguments for development assistance. The hon. Member for Strangford (Jim Shannon) spoke of his exceptionally generous constituents, who also want us to be thrifty.
My hon. Friend the Member for Mid Derbyshire continued a valuable campaign that she has been involved in for many years, focusing on the risk of sexual exploitation and abuse, and the need for the UK to show leadership in combating it. She will be pleased to read in Hansard tomorrow that, following the most recent story about Oxfam in the newspapers over the weekend, we have checked and do not believe that any DFID funding is involved. As the House will know, we hold our suppliers to account.
My hon. Friends the Members for Stirling (Stephen Kerr) and for Erewash (Maggie Throup) paid tribute, as did other hon. Members, to the important work of the Global Fund to Fight AIDS, Tuberculosis and Malaria. We were so proud to announce at the G20 over the weekend that we are increasing our contribution to the Global Fund, because literally millions of lives will be saved by that important contribution.
I want to tackle some of the common themes that emerged during the debate. First, everyone agrees that transparency is a good thing, that there is a lot of transparency in overseas development assistance spending, and that it is important that we focus 50% of our spending, as we do, on the most fragile and conflict-affected states. In the next spending review we aim to keep 75% of overseas development assistance spending within the Department for International Development—I put that down from the Dispatch Box this evening. We can follow that with interest as we go into the spending review.
It is early days for the prosperity fund, but we have seen some very good outcomes in the multilateral agreement that was delivered by the fund to return stolen assets to countries such as Nigeria—$321 million will return to Nigeria through our small amount of spending in the prosperity fund. There have been very good examples of spending from the conflict, stability and security fund. For example, through anti-human trafficking work in Kenya, 90 victims of trafficking and sexual abuse have been rescued. There have been some really good examples from the Newton Fund, which is spent by the Department for Business, Energy and Industrial Strategy, on the feasibility of creating a vaccine for the Zika virus. There are some really good examples, and these funds publish their annual reports on spending. I think that we can all agree that transparency is very valuable.
Points were made consistently about the value of small charities and civil society organisations. We have done a lot to try to make it easier—for example, through the small charities fund and Aid Match for specific programmes—to ensure that some of those fantastic smaller charities get the chance to deliver projects with overseas development assistance. The Independent Commission for Aid Impact and the importance of its work were cited a few times. It has done some very good scrutiny of our multilateral spending, and I think we have all been able, through multilateral initiatives such as the Global Fund, to see the value of spending through such organisations. We try to publish as much as we can on our own website as well, as through those multilateral organisations, to show how that money is spent.
One of the things that many of us spoke about, and which I spoke particularly about, was education. Through DFID we will be able to increase levels of education, achievement and attainment, and thereby opportunity, particularly for young girls and young women.
Indeed. The hon. Gentleman will be aware of—and, I am sure, champions in Strangford—the opportunities that come through Connecting Classrooms. We will all have been lobbied by the wonderful “send my friend to school” campaign, which my hon. Friend the Member for Erewash mentioned. I love that campaign, and I wish I were in a position to announce more than the fact that we will continue our championing of the important work that is being done on education in difficult areas and refugee camps.
Another theme that came up was the importance of our being able to help with tax revenues. Experts within Her Majesty’s Revenue and Customs have been able, via spending through another Government Department, to deliver huge increases in tax revenues in some countries. That is proving to be one of the very best ways in which we can spend the overseas development budget. In addition, there is the work that we have done through funding posts within the International Trade Department and the National Crime Agency. We are seeing some real benefits, with money going back to developing countries for them to spend on their priorities. Some really valuable contributions are being made.
A number of Members mentioned the CDC and the amazing number of jobs that it has created. It is important to point out that it has not invested in any new coal projects since 2012, although it does have some investments in fossil fuels. When it is making its policy, it examines whether that is the right thing to do going forward. Obviously, it will make that decision independently. We need to recognise that a lot of the developing world lacks access to energy, which is sometimes an important part of their being able to develop.
We heard about the Scotland Malawi Partnership. I always love paying tribute to that, because it is such a rich partnership. The hon. Member for Glasgow North made a sensible point about trying to map the range of different ways in which civil society links with the developing world.
My hon. Friend the Member for Elmet and Rothwell made a moral point about development. He mentioned UK Export Finance and some of its support for fossil fuel. He may want to raise that with the Department for International Trade with regard to some projects.
I can tell the House—I do not think this got anywhere near the media coverage that the Global Fund announcement got—that the Prime Minister also announced at the G20 that in future all our overseas development assistance will be deployed in line with our Paris commitments. That is a really big announcement that did not get much coverage, so I am pleased to be able to mention it from the Dispatch Box.
A range of other important points were made today. We heard about malaria and work against AIDS, and the number of people whose lives will be saved. My hon. Friend the Member for Stirling mentioned the Chinese belt and road initiative. We do take a different approach to development—there is no question about it—but we find that there are some occasions when our development priorities may overlap, and we are open to looking at those occasions when they arise. We spend a lot of time encouraging the deployment of development assistance from China in the same kind of way that we would deploy it, for example, to multilaterals such as the Global Fund—specifically, at the moment, with the Ebola outbreak in the Democratic Republic of Congo, it would be wonderful to see a bigger contribution to the World Health Organisation from Chinese development assistance.

Commons ChamberYes, of course. Thousands of people from the UK and elsewhere enjoy holidays in Trinidad and Tobago, and it is of course a close friend and Commonwealth partner. The hon. Member for Bermondsey and Old Southwark (Neil Coyle) is right to raise the issue, and I am sure that my hon. Friend would do the same should a constituent have such a bad experience anywhere in the world.
Over 30,000 British nationals visit Trinidad and Tobago every year. Forty people were murdered there in January 2018 alone, and the deaths of Mr and Mrs Wheeler in particular exposed the need for protection measures for British citizens visiting Trinidad and Tobago. Will the Minister outline the steps being taken to secure the safety of UK citizens when they are on holiday?
Millions of citizens travel world wide all the time, and we ensure that we provide good and up-to-date travel advice. We always encourage travellers to take out insurance policies when they are going on business trips or holidays and to look at the Foreign Office’s travel advice pages.

Thank you, Madam Deputy Speaker. It is always a pleasure to speak in this House, whatever time it may be—either first or last, it doesn’t matter.
Could the Minister outline the practical steps that she has been taking, as well as the statements that have been issued, to help to provide safety and security for those who are peacefully protesting? What discussions has her office had recently to attempt to lever diplomatic pressure—to prevent the killings, the abuse of protesters and the horrific sexual abuse of some women—on a Government who are downright refusing to meet the basic human rights of their people?
I would like to pay tribute to the hon. Gentleman but, in the interest of brevity, I must tell him that many of those points were covered in my earlier answers. Our travel advice for British citizens is kept constantly updated, and at the moment our travel advice is for essential travel only.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I, too, congratulate the hon. Member for Glasgow East (David Linden) on securing this important debate. I also congratulate the Send My Friend to School campaign, which has successfully engaged so many children, particularly in primary schools, on the importance of education around the world, and the work that we do.
My hon. Friend the Member for Henley (John Howell) spoke about 70p for every £100. I think £100 is probably too much money for most primary school children to relate to, so when I go into primary schools I use the example of whether, if they had £10 in pocket money, 7p would seem too much or too little to spend on overseas development assistance. I am always encouraged by the support shown for it by young people.
I am proud to have been a member of the Government that enshrined the 0.7% commitment into statute, and I am proud that all the major political parties in this country stood at the last election on platforms of continuing to respect that commitment. The support shown for it by young people gives me great confidence that the primary school children of today will continue to endorse it when they become voters.
I highlight one of the excellent programmes that we run from the Department for International Development—the Connecting Classrooms initiative. Not all hon. Members may have yet had the opportunity to promote that in their primary schools. I do not know whether Mount Vernon Primary School or Northgate Primary School have thought about applying to be Connecting Classrooms schools, but in my constituency, for example, Great Malvern Primary School and 10 other primary schools in the Malvern area have a very vibrant link that has lasted for a decade with schools in Tanzania. I know how much the young people and teachers in both countries have benefited from those links, so I draw hon. Members’ attention to that.
In his excellent opening speech, the hon. Member for Glasgow East highlighted the importance of education for girls, children with disabilities and refugee children. I will highlight the work that the UK Government do on that. The only area of political dissent, in a remarkable debate which saw an outbreak of consensus, was on whether private investment in education around the world should be allowed. As Members pointed out, the UK itself is not currently using any of our overseas development assistance with Bridge schools, although 5% of the education support that we give does go to schools where private capital is involved. CDC, which is our private sector investment arm, does have an investment in Bridge schools—an investment that creates a return that can then be further used to expand education.
I am not in the same ideological camp as Opposition Members: I am much more open-minded. We need to focus on 12 years of quality education for all. That should be the objective. I was inclined to support what the hon. Member for Liverpool, West Derby (Stephen Twigg) said regarding the fact that all the development budgets of all the countries in the world will not be enough for us to address the learning gap that Members have rightly highlighted. Therefore, why should we be ideological and draw the line at other providers coming in and providing support?
In my constituency of Strangford, Elim Missions is a very active church group that helps in Swaziland and Zimbabwe. Many other churches do similar educational projects outside of what DFID does. We all know of such examples from our constituencies—the Minister probably knows of some from her own. We should put on record our thanks to those church groups and faith groups for all that they do.

It is a pleasure to serve under your chairmanship this morning, Mr Betts. I congratulate the hon. Member for Strangford (Jim Shannon) on securing this important debate, on a matter that he has pursued tirelessly not only in the Chamber but through his role as chairman of the all-party parliamentary group on religion or belief. He has demonstrated a long-standing commitment to Nigeria and to the issue that we are debating today. I pay tribute to the wisdom and experience of the hon. Members taking part in the debate, as they have shared a range of perspectives, and made excellent points based on their own engagement with the issue—the hon. Member for Stroud (Dr Drew), my hon. Friends the Members for Congleton (Fiona Bruce), for Torbay (Kevin Foster), for Henley (John Howell) and for Stirling (Stephen Kerr), and of course the hon. Members for Dundee West (Chris Law) and for Heywood and Middleton (Liz McInnes). I also thank Mr Wilkins for his continuing engagement with what is an important, complex and complicated issue.
We have heard the concern of all the hon. Members who spoke about the current situation. That concern is well founded because intercommunal violence is the biggest internal security challenge facing Nigeria today. In fact, as we heard repeatedly, in 2018, more lives were lost as a result of that conflict than in the separate conflict with Boko Haram. As the UK is a long-standing partner of Nigeria, it is right that we seek to understand the reasons for the violence, and I appreciate and welcome the inquiry undertaken by the all-party parliamentary group.
The key point that I want to make clear, as I did last week when I met the all-party group, is that the situation is not a straightforward, binary religious dispute between farmers and herders or Christians and Muslims, although it is sometimes portrayed in that way, particularly in the local Nigerian media. We heard from colleagues that there are a range of causes. We also heard—and it is true—that farming communities are not the only victims, as the rather unequal media reporting tends to suggest. Sadly, there have indeed been a number of reports this year of attacks by Fulani herders on farming communities in Benue state, Berom and Jos that have led to serious loss of life and deserve clear condemnation.
The causes of the conflict are complex. Herder communities have also been victims of the violence, and both communities are believed to have suffered hundreds of casualties. Colleagues have cited assessments, and Amnesty International assesses that last year intercommunal clashes resulted in about 550 deaths. This year, the number of incidents and the level of violence are rising. Reports suggest that the number of deaths has already exceeded 1,850. The source for that figure is the Armed Conflict Location and Event Data Project. Incidents have been reported in all regions of the country.
Why is the conflict escalating, and what are the underlying reasons? As we heard in the debate, one reason is that herders, who for centuries have followed ancient migration routes across west Africa, have been forced to divert south, owing to a range of factors including population growth, urbanisation, desertification and failures of governance. That has brought them into direct competition with farming communities for scarce land and water, and their cattle have encroached on farms, causing costly damage to crops. That has understandably led to tensions, then to a cycle of violent reprisals, criminal banditry and cattle rustling. The religious identity of the groups involved is certainly a factor, but again it is not as clear-cut or as dominant as it might seem. Not all herders are Muslim Fulani, and not all farmers are Christian. If religion were taken out of the equation completely, the violence would not go away.
That is because other issues are also involved, including ethnic prejudices, the growing availability, mentioned by several colleagues, of weapons—many of them smuggled through criminal networks from neighbouring conflict zones—and discontent with the way in which the violence is dealt with by the authorities. Both farming and herding communities complain that their demands for justice have not been met. That is feeding a sense of victimhood and encouraging vigilantism on both sides. All those factors and grievances, some old and some new, are fuelled by partial media reporting and a narrative that portrays what is happening as a religious conflict. There is a real risk that the violence could escalate further if it is not addressed effectively.
Colleagues have asked about the role of the UK Government, who are of course extremely concerned about the violence. It is destroying communities and poses a grave threat to Nigeria’s stability, unity and prosperity. It poses significant risks to the peaceful conduct of next year’s important presidential elections; so we take every opportunity to raise our concerns with the Nigerian Government at every level. When the Prime Minister and I were in Nigeria in August, she discussed the issue with President Buhari, and I was able to raise it with the Vice-President and Foreign Minister. My hon. Friend the Member for Torbay asked about the defence and security partnership. Of course we have a strong defence and security partnership with Nigeria—specifically focusing on joint work to defeat Boko Haram and Islamic State in West Africa, in the north-east of the country. In addition, we have offered UK assistance and repeatedly called on the Government to demonstrate a clear strategy for ending the bloodshed, resolving the conflict and ensuring that the needs of all affected communities are met.
May I ask the Minister, as I asked the hon. Member for Dundee West (Chris Law) when I intervened on him, about the abduction and kidnapping of schoolchildren? What is happening—kidnappings and abuse—is abhorrent. I am ever mindful of Leah Sharibu, a young Christian schoolgirl, who was abducted and is still in that situation. Did the Minister or Prime Minister have an opportunity on their visit to Nigeria to raise her case, and the issue of protection for schools in northern Nigeria? I am a father and grandfather and I ask the Minister, who is a mother, what could be worse for anyone than knowing their child or grandchild had been abducted and taken away, never to be seen again.
I thank the hon. Gentleman for raising that case, which, in relation to the conflict in the north-east and Boko Haram and Islamic State in West Africa, would merit a debate of its own. Our hearts go out to Leah Sharibu and the 113 kidnapped girls, some four years after the original kidnapping. Of course the hon. Gentleman will know that the UK is passionate about promoting the value of education for girls around the world, in particular.
Our high commission in Abuja is engaging closely with religious and traditional leaders from a range of communities and faiths. We are working with international partners to support the Nigerian Government in their strategic response, and encouraging them to address all the complex causes of violence. Colleagues asked about the role of DFID programming. Of course that is focused very much on ending poverty and tackling the drivers of poverty. In that context, this year, our programming bilaterally in Nigeria is some £235 million, but that would be added to by the multilateral programming that we engage in through other organisations. The emphasis is on the kinds of approaches known to be best for addressing the causes of poverty in the long term, such as education, nutrition—particularly for under-fives—and healthcare programmes. There are programmes on adaptation to climate change; access to safe water and sanitation for many communities; governance at federal and state level and, for next year, ensuring that free and fair elections are held. Many programmes are about human trafficking. There is an extensive range of DFID programming in Nigeria, but it requires political will in Nigeria. Political will to deal with the situation at the federal level is vital.
We have heard clearly in the debate that there is not a one-size-fits-all solution. The causes of the violence vary across all the states, and so must the solutions. I welcome the call from the hon. Member for Strangford for objective journalism to play a role. He will be aware that the BBC World Service is expanding its footprint in Nigeria, based in Lagos but broadcasting on a wide range of Nigerian issues. I draw colleagues’ attention to an important report by the BBC’s “Africa Eye” that was put out recently on the role that Facebook and fake news are playing in spreading unreliable reporting and inflaming tensions in this area.
I asked the Minister in my contribution, as have others, whether it is possible to have an independent inquiry in Nigeria, bringing together the evidential base of what is happening and the reasons for it, and then to present that to the Nigerian Government, while ensuring that the inquiry takes place without the overbearing influence of the Nigerian Government—that it is independent, in other words. Is that something the Minister could help us to achieve?
I welcome the inquiry that the hon. Gentleman’s committee is undertaking, but in terms of an inquiry within Nigeria, which I think he is alluding to, we are exploring options for how the UK could support the dialogue and peacebuilding efforts, working closely with like-minded international partners. That offer is definitely on the table and we would welcome ways of providing constructive engagement on this issue.
I would like to reassure the hon. Gentleman that, as he will know, the focus on this important area is one where the UK has been at the forefront of international commitments. He will know that we are committed to spending some £5.8 billion on the international climate commitments we have signed up to through the Paris accords. That means that there is a range of programming and we can increase the programming in parts of the world that are particularly vulnerable. I do not have time in this debate to go through the long list of ways in which we work in this area, but he should be reassured that it is an area where UK Government commitments and programming are only growing in the years to come.
It is almost like a conversation. I give way to the hon. Gentleman once more.
It is always a pleasure to be in a conversation with the Minister. One of the things that I and others have mentioned is how different faiths can react better together. As chair of the all-party parliamentary group for international freedom of religion or belief, I, along with others in the audience and around the Chamber, see that we need to have that dialogue. Has the Minister been able to have any discussions with the Nigerian Government to encourage that dialogue between Christians and those of Islamic faith? Sometimes when we talk and have a dialogue about things, there is a respect, tolerance and love that come from that. Can I get her thoughts?
We are exploring options for how we could support that dialogue and those peacebuilding efforts. The hon. Gentleman will be aware that the next two to three months in Nigeria are part of an election campaign and that the UK is concerned that the politics around this issue sometimes exacerbates and drives the conflict. We welcome the commitment of both main candidates for the presidency to tackling this important issue.
What we have heard today is that the causes of this violence are many and complex, and have been fuelled by a wide range of factors. We have mentioned over-simplistic media reporting and inflammatory disinformation on social media, the political context and the frustration in communities with the official response so far. As we go into the Nigerian election campaign period, there is a real risk that intercommunal violence will only worsen and become increasingly politicised.
The UK believes that Nigeria needs to put in place long-term solutions and that those solutions need to be addressed urgently, in consultation with all groups. That must be done in a way that respects the rights and interests of all groups and lays the foundations for a sustainable and peaceful future for all Nigerians. I can assure colleagues who have raised this important issue in today’s debate that the United Kingdom Government will continue to support the Government of Nigeria as they work towards that long-term strategic solution to the underlying and complex causes of this violence.

Commons ChamberMy hon. Friend draws attention to the work we are already doing in this area. I had the privilege during the recess of complimenting the British Army, which is helping to train and work with rangers in Malawi. While I was out there I announced a programme that helps with alternative livelihoods to poaching for people who live around that park.
It is good to be back, Mr Speaker. Last week the press informed us that 10 black rhinos, which are an endangered species, were moved from one location to another without the water there having even been checked. It turned out to be salt water and the 10 rhinos died. Is it not possible to do things better when trying to save endangered species, rather than letting such things happen?
I did see reports of that very unfortunate incident. I am not clear whether there was any UK Government involvement, but it was a very sad incident. The summit we will host in October will see delegations from all over the world putting their heads together on the ways in which we can tackle the issue, both through law enforcement and through creating areas and safe space for species, and other ways in which we can work together with the rest of the world to tackle this hideous trade.

Commons ChamberWe supported 7.1 million children between 2015 and 2017 through bilateral and multilateral education programmes. UK leadership has secured ambitious commitments to ensure that children have access to 12 years of quality education.
I thank the Minister for her response. DFID is working with the Pakistan Minorities Teachers Association to provide education to religious minorities in schools. Does the Minister agree that DFID should continue and expand its work with the PMTA to ensure that hate material is removed from textbooks and that it does not inadvertently fund discriminatory materials?
The hon. Gentleman raises an important issue, and I can reassure him that DFID does not fund the production of any textbooks in Pakistan that contain any bias against religious minorities. I can also confirm that in terms of our support for education in Pakistan, we support independent evaluations—

Commons ChamberI can certainly confirm that, but it is wider than that. We always seek to help in specific situations relating to all freedom of religion and belief, but we also raise the issue more widely in international forums such as the United Nations.
Bearing in mind that the Commonwealth charter lists tolerance, respect and understanding as guiding principles, will the Minister outline what diplomatic pressure her Department will use to defend against persecution those who choose Christ in India, Nigeria and Malaysia?
I pay tribute to the hon. Gentleman’s assiduous pursuit of this agenda. He mentions three specific countries. I can assure him that we regularly raise issues of freedom of religion and belief not just in those countries but more widely, and not only in Commonwealth countries but across the wider network.

It is a pleasure to serve under your chairmanship, Mr Howarth, this morning. I congratulate my hon. Friend the Member for Yeovil (Marcus Fysh) on securing this timely debate on the UK’s helicopter industry. He is absolutely right to raise this issue, which is important for his constituents, particularly given Yeovil’s long history of supporting our helicopter industry, which he highlighted. I welcome the opportunity to highlight to the House the work we are doing.
This is an ideal moment both to take stock and affirm that our armed forces are indeed the biggest customer of the UK helicopter industry, and to summarise some of the investment that the Government have made and continue to make in the industry. We have spent considerable sums over recent years investing in our helicopter capabilities for our armed forces, and much of that investment has been focused on Leonardo, with more than £1 billion spent on the development and manufacture of 62 Wildcat helicopters; some £800 million spent on delivering 30 Merlin mark 2 into service; and about £330 million being spent on developing the Merlin mark 4 upgrades across a 25-aircraft fleet. That investment is vital in ensuring that we have the helicopter capability we need for decades to come. The helicopters also need to be kept in tip-top condition and filled with the latest equipment.
On 9 January I was delighted to go to my hon. Friend’s constituency of Yeovil to announce a £271 million deal with Leonardo’s helicopter division to provide through-life support and training for Wildcat, which is one of the most advanced helicopters in the world. That will not only deliver a key capability for the Royal Navy and Army but will sustain 500 vital skilled jobs in the UK, most of which, as my hon. Friend has pointed out, are in the Yeovil area.
In addition, just last week I announced a £269 million contract with Lockheed Martin for the Crowsnest helicopter-based surveillance system. It will act as the eyes and ears of the Royal Navy’s ships, helping to keep our armed forces safe as they deploy around the world. The contract will also secure more than 200 highly skilled UK jobs, about 60 of which, I understand, are in the south-west—no doubt very close to, if not in, the Yeovil constituency. I reassure my hon. Friend that that and other commitments underpin our spending of more than 2% of our GDP on defence and security, which will be maintained for every year of this decade. The commitments are all part of the Government’s 10-year £178 billion plan to provide our armed forces with the battle-winning equipment they need.
Given that Leonardo’s helicopter division is based in Yeovil, my hon. Friend is especially interested in the helicopter element of that. Last year, we put in place a 10-year strategic partnering arrangement with Leonardo, building on the many decades of work we have done with the company. That arrangement is key to maintaining and improving cost-effective support for our helicopter fleets.
On my recent visit, I was briefed not only about the thousands of people employed directly by Leonardo’s helicopter division in Yeovil, but about the supply chain of companies, which my hon. Friend mentioned. I pay tribute to the 4,300 people who work at the royal naval air station—RNAS—Yeovilton, one of the Navy’s two principal airfields. More than one third of the UK’s military helicopter fleet is based in, and maintained from, Yeovil. The people working there will continue to support our Merlin and Wildcat helicopters for at least the next two decades. Indeed, the company will also support our current Apache fleet until they are retired. Put simply, it is clear that none of that world-leading capability would be possible without the expert work undertaken every day by the British helicopter industry, particularly by those working in my hon. Friend’s constituency.
The industrial strategy Green Paper, which was launched yesterday, has been mentioned. It signals the start of an extensive period of engagement with businesses, local leaders, local enterprise partnerships and other stakeholders right across the country, and offers an “open door” challenge to industry to come up with proposals that will transform and upgrade the sector. The consultation will provide a firm basis on which the Government can deliver a strategy that will drive growth and productivity for decades to come across all parts of the UK and all industries. The Ministry of Defence is fully engaged with the work, recognising as it does that the defence industry provides significant opportunities in many sectors and in all parts of the UK.
For defence in particular, as we outlined in the 2015 strategic defence and security review, we have a national security objective to promote UK prosperity, part of which includes a refresh of our defence industrial policy, which was mentioned by the hon. Member for Leeds North West (Greg Mulholland). That work is well under way, and an industry consultation has just been completed. I will take on board the representations I have received today regarding the opportunities that UK defence and security companies have to compete, grow and develop successfully in a global market. We want to use our defence spending to help the industry sustain vital skills, and to promote prosperity through developing the export potential of new equipment, including helicopters.
The industrial backdrop and each of the themes that have come up in this debate—skills, exports and new technologies—is as applicable to the helicopter industry as it is to any other. Those themes are already enshrined in our strategic partnering arrangement with Leonardo’s helicopter division, which was signed in July 2016. I take on board my hon. Friend’s invitation to go and mark the anniversary of that signing with our Italian colleagues and friends. We are already very engaged in working with Italy on the Typhoon aircraft as well.
In my earlier intervention I mentioned apprenticeships but the Minister has not mentioned them. In the strategy, could we have a confirmation of a commitment to apprenticeships?
The hon. Gentleman is right to re-emphasise that point. It was a pleasure to meet the apprentices employed in Yeovil by Leonardo’s helicopter division when I visited. I think I am right in saying that the armed forces are the biggest provider of apprenticeships. The defence industry partners we work with are also enormous providers, so we have a key role in that regard.
I want, briefly, to touch on exports and on how important they are to our work on helicopters at Leonardo in Yeovil. Leonardo has sold the Wildcat aircraft to South Korea and the Philippines, and continues to sell the Merlin to customers with demanding operational requirements. The contract I saw last week, for example, was for the search and rescue variant currently being manufactured for Norway. Those sales bring valued jobs and prosperity to the local region, and have contributed an average of more than £700 million a year to UK defence exports for the past five years—a truly remarkable sum. We are doing everything we can, building on the specialist skills of Government, our network of defence attachés in embassies around the world and our newly created Department for International Trade, where the Defence and Security Organisation resides. The latter provides specific export support to Leonardo, meeting regularly with the company and doing whatever it can to use Government resources to create a strategic export plan for the firm, with the aim of maximising civil and defence exports and producing an ongoing impact on UK prosperity.
My hon. Friend mentioned important initiatives such as iAero, which is being driven by leading south-west aerospace partners. Through the aerospace growth partnership, industry and Government have committed £3.9 billion to aerospace research to 2026, including on rotary wing, from which the UK helicopter industry will benefit. We are also co-funding a project with Leonardo to understand the potential of a rotary wing unmanned air system capability, which I had the privilege of witnessing at first hand in Benbecula last October.
My hon. Friend raised the matter of jigs and tooling for Wildcat held at the GKN premises in Yeovil. I can confirm that that is Ministry of Defence equipment but also that we have not yet been given a proposal by the industry about the next steps. We would expect to be able to make a decision by July, however, and I look forward to working with my hon. Friend closely during this time. That decision will take into account not only the specific proposal but the UK’s wider interests.
In conclusion, I emphasise how grateful I am that the outstanding skills and expertise of those employed on helicopter-related work in the UK, particularly in the south-west, are helping us to meet our ambitions and our commitment, ensuring that we continue to deliver cutting-edge, battle-winning capability for our armed forces in the UK for years to come.

With the greatest respect, I do not accept the hon. Gentleman’s statement. We have an incredibly ambitious shipbuilding programme in this country. In Scotland at the moment, we are building the two largest warships that the Royal Navy will ever take delivery of. The hon. Gentleman cannot complain in any way about the ambition of our shipbuilding programme in the Clyde; I do not accept that in any way, shape or form.
I want to touch on the national shipbuilding strategy, which was raised by the hon. Member for Strangford (Jim Shannon) and others. I hope the assiduous Member for Strangford has had a chance to meet with Sir John Parker, who hails from Northern Ireland, as part of his review. He is a leading authority on naval shipbuilding and was appointed independent chair of the shipbuilding strategy. He will make his recommendations by the time of the autumn statement.
The Minister will be aware that Sir Mark Stanhope, the First Sea Lord of the Navy, attended the Defence Committee. He said that if we do not cut the steel soon, some very old frigates will be protecting brand new carriers and the strategic nuclear deterrent, and he warned that the Navy is in danger of not being able to fulfil all the requirements expected of it. The date is so important—can the Minister give it to us?
In answers to the House, we have disclosed the out-of-service dates for the existing Type 23 frigates. They are a matter of public record. Clearly, the acquisition of the Type 26 global combat ship will be crucial to the future of the UK’s shipbuilding industry, and will form part of the national shipbuilding strategy. The Type 26 global combat ship will form a key component of the future maritime force, but last year’s strategic defence and security review also considered more widely how it will replace our current in-service frigates.
Hon. Members will be aware that there are currently 13 Type 23 frigates in service with the Royal Navy. The eight Type 26 global combat ships will be built to replace the current eight anti-submarine warfare Type 23 frigates on a one-for-one basis. The capability currently provided by the five general-purpose Type 23 frigates will be met by a new class of light, general-purpose frigate that will, by the 2030s, enable us to increase the overall number of frigates. The programme to take that commitment forward is in its pre-concept phase and is a key part of the national shipbuilding strategy. I look forward to receiving Sir John Parker’s recommendations on taking the programme forward soon.
