It is a pleasure to speak in this debate. I thank the hon. Member for Midlothian (Owen Thompson) for setting the scene and, in doing so, giving us the chance to participate in the debate. It is a pleasure to follow the hon. Member for Crewe and Nantwich (Dr Mullan), who is clearly knowledgeable on this subject.

Across the United Kingdom, we see a growth in businesses with methodologies and ways of harnessing renewable energy. There is an exhibition at the Queen Elizabeth II Centre about Northern Ireland’s centenary and about businesses in Northern Ireland. I was about to tell the hon. Member for Midlothian about one of those businesses, which is not geothermal but it is in the renewable sector, but he was called to speak and I did not get the chance to tell him much.

The business is not just about harnessing renewable energy, but storing it. It is called the Electric Storage Company and Chris Doherty, its programme manager, told me how it can galvanise renewable energy and store it in a battery system for such times as it can be used on the grid. Again, this is innovative, thought-provoking and workable. I have to say that, in all honesty, I do not have a lot of knowledge of what the hon. Member for Midlothian has presented today, but I like to learn. Even though I might be of an age, that does not mean that I do not want to learn. I learn something every day, and today, by listening to other speakers, especially the hon. Gentleman, I have learned a wee bit. I have also done a wee bit of research about geothermal energy in order the understand how it works.

I have always had a particular interest in green energy. As everyone knows, I represent the Strangford constituency, the door to which is the Strangford lough, which the constituency is named after and which used to have a SeaGen tidal turbine. At one stage, it was said to be large enough to meet the electricity needs of one large town or perhaps a couple of large villages close by. The Electric Storage Company has told me today that it is discussing how the sea turbine in Strangford lough can be put to better use. Queen’s University Belfast, through its biology station in Portaferry, has been instrumental in that process. This is about having really good ideas, being visionary for the future and making those possibilities real. With SeaGen, we have the potential to become less reliant on overseas production and more reliant on what God has given us—a reliable, twice-daily tide and strong undersea currents. The Electric Storage Company says that it is about harnessing nature’s energy, and that is also true of the project referred to by the hon. Gentleman.

Although we cannot write a blank cheque to fund research into renewable energy, we must still invest in producing energy that does not harm this beautiful country. Geothermal energy is one such approach and it has massive potential to reduce the impact on the countryside that we love. I am not as knowledgeable on the subject as the hon. Gentleman, but I am intrigued enough to want to know more and understand how it can be used to help the environment.

In the deep subsurface of the Earth, ground temperatures are no longer affected by the sun but result from heat that is generated from the Earth’s interior. That reminds me of the film, “Journey to the Centre of the Earth”, which Members are probably familiar with. I am of a vintage that can remember when it first came out many years ago. That was science fiction, but today we are looking at things that are possible, and I believe that this is one such thing.

Ground temperatures increase with depth—around 2.7°C per 100 metre depths in the UK. The feasibility of extracting this heat depends on several factors, including the availability of feasible geology, whether the target temperature can be reached at economically drillable depths, and whether the geothermal source is located near areas of heating demand, such as cities. The hon. Member for Stoke-on-Trent North (Jonathan Gullis), who has just left the Chamber, referred to coalmining, as did the hon. Member for Crewe and Nantwich and others. The main party spokespersons will probably refer to it, too.

Extracting heat requires the drilling of deep boreholes of 1 km to 3 km for use in heating, and of up to 5 km for electricity generation. Deep geothermal plants can provide heat directly to high-temperature district heating networks without the need for a heat pump. Individual plants can provide heat for thousands to tens of thousands of households. Let us not underestimate the impact and possibilities of this particular energy resource. Although this seems to be the stuff of science fiction films, there are Members in this Chamber, including the Minister, who are blessed with the ability to make the resources meet people’s needs. We must give them the opportunity to do so.

The hon. Member for Midlothian referred to people in his area, which I will refer to towards the end of my speech. I told him earlier—and I meant it—that I am always impressed by the ingenuity across the whole of the United Kingdom of Great Britain and Northern Ireland. Scotland has on many occasions given us food for thought on what we can use elsewhere. That is what I see in this project; it is a way forward.

The Library briefing, which is always helpful, has produced some interesting statistics on geothermal energy. In 2017, a study estimated that the UK had enough resource theoretically available to easily surpass all its energy demand in 2015. Wow—that is a big statement to make, but even if that is halfway true, it is something we cannot ignore. It has potential and possibility, and we need to chase it up.

The amount technically available was much smaller than the theoretical resource, of course, and recovery would depend on depths drilled and areas targeted, but there is potential, and we need more investigation of this matter to better gauge what we can get out of it and how we harness that.

Similarly, in 2018,

“a study estimated that the available heat from deep geothermal resources (sedimentary basins, ancient warm granites) and flooded mines”,

which some hon. Members have referred to, could be,

“equivalent to approximately 100 years heat supply for the entire UK.”

We have only ever had two mines that I am aware of in Northern Ireland, one a coal mine and one a salt mine, so our potential here may not be great, but there is potential and it cannot be ignored.

I have been excited by the plans to build a large-scale renewable energy park in Aberdeenshire, which the hon. Member for Midlothian referred to and which I know the SNP spokesperson, the hon. Member for Inverclyde (Ronnie Cowan), will mention as well—designed to deliver up to 200 MW of environmentally friendly power to the Scottish grid. I am anxious to see the results of that, but I am concerned, and I am happy to put this on record—I hope the hon. Member for Midlothian does not mind my saying so—that the funding for it is coming from Chinese investment.

I will not say I am against the idea of Chinese investment, but I suspect that everything China does has an ulterior motive. When it comes to this particular project, as I have said to the hon. Gentleman, who is also a friend and whom I support in many of his debates in this House, I believe we should be beholden to no one, especially not the Chinese. I was pleased today to see that we in this House have told the Chinese ambassador that if our MPs and peers cannot go to China, he cannot eat his sweet and sour pork in this House either. I am particularly pleased about that—maybe that is facetious, or maybe I digress, but it makes my point.

We must be able to resource these projects with British funding. I have seen plans for new energy formats coming to Northern Ireland, and there is a real fear of the unknown. The Government must lead the way in looking into this new way of doing things, so I look to the SNP spokesperson, the shadow Minister—the hon. Member for Southampton, Test (Dr Whitehead)—and ultimately I look forward to hearing from the Minister. I believe we have the potential to supply our own energy, relying on external influences, and we must invest in ourselves, in our potential and in every part of this great United Kingdom of Great Britain and Northern Ireland—always better together, we can work forward together and do well together.

The hon. Gentleman is right. According to what has already been mapped and known about via the British Geological Survey and other agencies, it so happens that every Member present this afternoon has a constituency right on top of an area of sedimentary laid-down rock associated with aquifers, all of which are ideal for deep geothermal exploitation. The hon. Member for Strangford (Jim Shannon) is not actually on a sedimentary rock formation but is next door to one. His efforts could be directed at persuading his neighbouring Members of Parliament to get going on geothermal projects just down the road from his constituency.

Although I might not be able to claim specifically for Strangford, I can say that all of Northern Ireland should take advantage of where those opportunities are. This debate is about how we can all do it better together. If we can do that, we can all gain an advantage.

Indeed. The other point I would make about availability is that we are not just talking about sedimentary rocks. As we know from Cornwall, we are talking about hot rocks, granite batholith formations, which can extract heat just as effectively for geothermal energy. That is the geology lesson over and done with.

As hon. Members have mentioned, we have this tremendous resource in front of us in the UK. In a recent report, the Renewable Energy Association estimated that if we delivered, say, 12 heat projects per year over the next 30 years, the UK could expect to generate up to 50,000 GWh of heat annually by 2050 and about 400 GWe—a huge contribution, in particular to net zero energy extraction and use. As hon. Members have said, geothermal is about the cleanest energy configuration that we can think of. It is infinitely renewable and completely reliable, as it just carries on producing the heat and electricity for ever and a day once it is in place.

We have a tremendous resource, but we have heard about the frankly isolated projects going on in this country. As far as the development of geothermal is concerned, they continue to be isolated. The hon. Member for Crewe and Nantwich (Dr Mullan) mentioned just how many projects are already under way in the rest of Europe—hundreds of projects in Germany, dozens of projects in France, a lot of projects in Italy. They are way ahead of us in exploiting this resource.

That is my particular concern. Over a number of years, we have dragged our feet on getting going on geothermal. I am sorry to say that the last incentive in Government support for geothermal energy development expired in March 2021, with the ending of the renewable heat incentive commercial and industrial element assistance. As far as I know, although the Minister might helpfully be able to disabuse me of what I am about to say, nothing else is planned for the immediate future. The Energy White Paper certainly made no mention of geothermal energy, other than an inset about some mine water extraction about halfway through. That is a terrible omission given the depth of the resource that we know we have, the relative ease of exploitation and the tremendous benefits that would come from such exploitation.

I want to say to the Minister—I hope and trust that she will still be the Minister at the end of this afternoon’s proceedings although, more likely, she will still be a Minister, but in a much more elevated position—assuming that I am still talking to her tomorrow, that when she goes back to the Department and looks at the progress of the heat and buildings strategy, which I think is still being discussed and not quite out yet, but almost ready to go, she should jump up and down, and thump on the table, and insist that the strategy contains a serious planning mention of the role that geothermal energy can play in the process over the next period. As we have heard this afternoon, it could play a tremendous role. It would be simply unthinkable if, over the next few years, we were not to exploit that resource to the best of our ability, because we need to—for net zero purposes, for clean energy purposes, and for local energy that does the business for local communities from what is absolutely under their feet as they go about their business.

I am sure that the Minister will be able to respond to me positively, to say that that is what she will do pretty immediately, at the end of our proceedings this afternoon; because the Opposition, at least, are wholly committed to the idea that geothermal should take its rightful place in the UK’s energy economy. I hope that the Minister not only shares that commitment, but is willing and able to make that commitment a reality within the next few years.

I beg to move,

That this House has considered the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.

I am delighted to open this debate on our future membership of the trans-Pacific partnership. Five years after the British people voted to leave the European Union, we are delivering on the promise of Brexit. After taking back control of our trade policy, we have been opening up the world’s largest and fastest growing markets to the best of British exports by negotiating an unprecedented number of trade deals. We have struck deals covering 68 countries plus the EU, worth £744 billion. We have gone further and faster to champion our interests in deals with Japan and the European economic area.

This month, we are writing the biggest chapter yet of our trading story. We brought world leaders together at the G7 to promote free and fair trade. We reached agreement in principle with Australia—our first ever trade deal negotiated from scratch—and we are working to agreement in principle with New Zealand by August. We have drawn a line under the long-running 17-year Airbus-Boeing dispute. Now, the United Kingdom is making history as the first country to negotiate its accession to the comprehensive and progressive agreement for trans-Pacific partnership. This group of nations covers half a billion people across 11 economies, worth £9 trillion in global GDP. On Tuesday, I presented our plans to Parliament, including our scoping analysis. We know that the richest opportunities lie in the Asia-Pacific region, where about two thirds of the middle class will be expected to be in 2030, driving an appetite for high- quality goods and services that we produce here in the UK. We can see that in the fact that our exports to the CPTPP are expected to grow by 65%, or £37 billion, over this decade. That is in addition to the static comparative benefits of the deal, which are estimated at £1.8 billion of GDP.

First, may I congratulate the Secretary of State on all she does to bring about these trade deals? She will be aware of the fact that CPTPP countries such as Australia, Canada, Japan and Singapore are the largest UK partners for some 80% of UK trade. It is important to get new deals, but it is also important to build on the deals with the countries we have. Can the Secretary of State assure us that that will be part of the Government’s strategy for the future?

The hon. Gentleman is absolutely right. The CPTPP enables us to have much deeper trading relationships, particularly in areas of UK strength such as digital, data and services, where there are very strong chapters on those issues.

The fact is that the likely benefits of joining the CPTPP are much greater as the economic centre of gravity shifts towards Asia and as more countries join the agreement. Joining this partnership will position us at the heart of the action in global trade. The CPTPP is exactly the kind of free trade area the UK wants to be part of: it is liberalising on tariffs and other trade barriers; it has high standards on labour and the environment; it is ambitious in digital and services; and it is tailor-made to help us to cement the UK’s status as a global hub for services, digital and advanced manufacturing. Our exporters will no longer have to pay tariffs on 99.9% of their goods, from Scotch whisky and Stoke-on-Trent ceramics to cars made in the north of England and the midlands. Our farmers will benefit from a strong appetite for beef and lamb in Asia, with CPTPP markets expected to account for a quarter of global meat demand by 2030. Our manufacturers will enjoy common standards and rules of origin, securing flexibility, reliability and lower prices on inputs.

I completely agree. Indeed, not only is my hon. Friend right, but the numbers get worse for Labour: in Labour’s last five years in charge, industrial electricity prices rose by two thirds, hitting the steel industry hard. In contrast, we have provided £500 million in relief to the steel industry since 2013 to help it to cope with high electricity costs. We have also fought hard to make sure that the industry does not have to face duties of 25% when we export to the European Union.

We are alert to concerns that China is artificially promoting state-subsidised steel. We can see the impact of such trade-distorting practices today, with the steel market 40% over capacity. The facts show that as we have stepped up to take action, the Labour party has been shuffling its feet. Despite the rhetoric today, in her very first appearance at the Dispatch Box in that role, the shadow Secretary of State for International Trade, the right hon. Member for Islington South and Finsbury (Emily Thornberry), asked my right hon. Friend the Secretary of State to make it clear to the United States that she would not agree a deal with our American friends that would constrain Britain’s ability to negotiate a deal with China. The right hon. Lady was willing to put a deal with China ahead of the deal with the United States.

Whether the Labour party has changed its policy on China or not, this people’s Government have no plans to do a trade deal with China. On the contrary, we have used our presidency of the G7 to rally an alliance of democracies in a battle for the soul of global trade. To win that battle, we want better and more modern rules at the World Trade Organisation, as well as new rules on industrial subsidies. That is why we are working under the G7 trade track, an initiative pioneered by Britain to set the agenda for WTO reform. This will be a tough fight, but it is a fight we must win. People cannot believe in free trade unless it is fair. That is why we need effective rules and tools.

Trade remedies are an important tool in our tool box, and it is right that Britain stands up for her key industries. It is right to have a robust framework in place, and we do. We said that we would get Brexit done and then move on to people’s priorities. We got Brexit done. We got a trade deal with the EU, and now we have transitioned 19 measures from the EU, plus the steel safeguard. Now that we have full control of our trade policy, we can go further to defend British industry and jobs, and take further action where necessary.

The Minister is painting a very positive picture. Has any consideration been given to ensuring that every Government contract is carried out using only British-based steel? Not only would that secure local jobs for local people, but I believe it would send a message that has been lost in our search for a good deal.

The hon. Gentleman is right to say that we must champion British steel at every turn. Indeed, the Department for Business, Energy and Industrial Strategy has been creating a strong pipeline to ensure that advance notice has been given to industry about the 7 million tonnes of steel that will be required, so that industry can seek the opportunities that lie ahead. The safeguard measures that Labour Members talk about today are only part of the picture with trade remedies. Dare I say that it is not the first time the Labour party has not quite understood international trade?

We must remember that safeguard measures are not intended to address unfair practices, which are the subject of the motion. They are emergency measures intended to tackle unforeseen surges in imports, and they are governed by strict WTO rules. It has been the job of the independent Trade Remedies Authority to investigate whether the steel safeguard measures should be extended, amended or revoked. That independent organisation has followed the evidence, and engaged widely with importers, domestic producers and overseas exporters. Although on Twitter the shadow Business Secretary seemingly does not know the difference between independence and being part of Government, the TRA is independent. This is not the Government’s proposal, and for each commodity covered by the safeguard measures, the TRA has considered whether there is domestic production, whether there is evidence that a surge in imports has caused or threatens to cause serious harm, and whether it is in British economic interests to maintain the measure.

My hon. Friend is right. In this deal, we have agreement on the free flow of data, advanced provisions on the mobility of professionals, recognition of qualifications and a whole host of positive arrangements in areas such as investment and procurement. By Australia and the United Kingdom working together to set standards alongside other allies, we can help challenge unfair trade practices across the world and make sure that we stand up for good, rules-based trade in areas where the UK leads.

While I welcome the deal as a signal of things to come when we are unfettered from Europe as an entire nation, not just three out of four regions, I still have grave concerns for our quality lamb and beef sectors, particularly those in Northern Ireland, which are so renowned for quality and high standards and which depend on exports across the world. Last week the Secretary of State, in reply to another question, referred to the contract secured by Foyle Food Group. While it is good news that one person has done that, there has to be more. Will the Secretary of State give assurances over standards, such as the use of antibiotics, which may be notably higher in meat from other countries? Our standards in Northern Ireland are some of the best in the world. We need to retain them.

Northern Ireland is a very successful exporter of agricultural products, and we want to make sure that there are more opportunities not only in the US market, which is now exported to by Foyle Food Group, but right across the world, including through the CPTPP.

The difference is that you and I don’t count the years, Mr Speaker. Instead, we make the years count, and that is important.

It is really important that we have these trade deals and I support them, but I wish to express concern about the Australian trade deal. I declare an interest as a member of the Ulster Farmers’ Union. The Ulster Farmers’ Union and my neighbours, who are members of it, have expressed concern about the quality of Australian beef and the fact that it might impact adversely on the Northern Ireland beef sector and industry. We export most of our beef. Can the Secretary of State assure me that the deal will not impact on the Northern Ireland beef sector?

I thank the hon. Gentleman for his question. I have met the Foyle Food Group, for example, who were the first beef exporters to export to the United States when we got the ban removed. I know that there are huge opportunities around the world for high-quality Northern Ireland beef. Part of what we are doing with the Australian trade deal is opening up wider access to the Asia-Pacific markets, which have higher prices than here in the UK and in Europe and will bring more opportunity. I am very happy to have further conversations with the hon. Gentleman.

Thank you very much for granting this debate, Mr Deputy Speaker. While the UK-Australia trade deal has been getting a great deal of attention recently, I am grateful for this opportunity to debate the UK’s agreements with Cameroon and Ghana. I wish to raise the opportunities that the Minister and his Department have missed and the distressing lack of ambition that has been shown in these deals.

Throughout the passage of the Trade Act 2021, I and many other Members across the House raised our concerns about the lack of parliamentary scrutiny of trade deals. That is just as true of these roll-over deals as it is of the brand new free trade agreements. In fact, calling these deals “roll-over deals” is somewhat misleading. While they have received very little public or parliamentary attention, they are of huge importance for Ghanaian and Cameroonian partners. The original EU deals on which these deals are based included mechanisms for ongoing parliamentary dialogue between the EU Parliament and their Ghanaian and Cameroonian counterparts.

I congratulate the hon. Lady on bringing this matter forward; the number of people who are here is an indication of the interest in this issue. Does she agree that historically the UK has used these arrangements to encourage liberalisation of public services and regulations, and that at times this can limit the policy space available to Governments in developing countries and prevents them from regulating their economies in the public and democratic interest? Does she further agree that, when it comes to a free trade agreement, we must be careful to build up and not make life too difficult for these nations?

The hon. Member is precisely right; that is a very real danger of these deals.

Parliamentary scrutiny has not been replicated in the new deal, which means there is no ongoing scrutiny of this deal for UK MPs, and nor have MPs been involved in setting the mandate for negotiations. As a result of the Trade Act, my honourable colleagues and I have no guaranteed vote or debate on the final deal, instead relying on the CRaG— Constitutional Reform and Governance Act—process, which was not designed for modern trade deals and is therefore not fit for purpose.

Thank you for calling me, Mr Hollobone. It is a pleasure to speak in this debate. First, I thank the hon. Member for Wycombe (Mr Baker) for setting the scene so well and comprehensively, in a well-delivered and detailed speech. I am sometimes a wee bit in awe of his presentations because they are so well put.

The motion explains exactly what we are after: a comprehensive and progressive agreement for trans-Pacific partnership. It is undoubtedly a massive debate. In 2019, UK exports of goods and services to CPTPP countries amounted to £58 billion—8.4% of the total. Imports were £53 billion, which was 7.3% of the total. Of the CPTPP countries, Australia, Canada, Japan and Singapore are the UK’s largest trading partners. I am pleased that the Ministry of Defence has given more focus to the Royal Navy in that area, which goes to the point made by the hon. Member for East Surrey (Claire Coutinho) about defending our national security interests and our military relationships with the likes of Australia, New Zealand and Malaysia, as well as Taiwan and Japan.

I see great potential in the deal. However, I want to explain to the Minister certain concerns that have been raised. It is clear that we must get the agreement right and that the House must be aware of every detail of the deal. In that vein, I seek assurance from the Minister that we will have not just this debate today in Westminster Hall but a full debate in the main Chamber and a meaningful vote on the UK’s accession to the CPTPP, with input from every Member of the House sought in that vote. That is important. All Members should have the opportunity to feed into that. I see the benefits of the partnership, so I come to it with a positive inclination.

Distance should not be an obstacle to trade. I have a particular interest in the agrifood sector—one of the biggest businesses in my constituency—where there is incredible potential for trade to be both comprehensive and progressive. We have a special relationship with New Zealand and Australia in particular, and economic ties with Japan and Singapore. We can develop them and do more with them.

The hon. Member for Wycombe referred to the insatiable demand that China has for every mineral right in the world—every speaker who follows me will probably refer to it. They want everything for themselves, or they want to have control of it, so we need an agreement in place that can take on the Chinese, so to speak. I see the CPTPP as a method to combat China’s influence politically and from a business perspective as well.

It has been suggested to me that, environmentally speaking, although CPTPP includes investor-state dispute settlements, the UK has the option of negotiating a carve-out from the investment component of the deal through side letters. There is the option pursued by New Zealand, which signed side letters with five CPTPP members to exclude compulsory ISDS. One of my biggest mailbag issues is the environment and I am keen that we do it right from an environmental point of view today, because we have it in trust for those who come after us: my children, my grandchildren and my great-grandchildren, whenever that happens—if I am still here, of course. It has been suggested that the UK should make ISDS a red line for accession, and negotiating objectives have been published that would demonstrate the Government’s seriousness about tackling climate change and guard against the other social and regulatory risks posed by ISDS. What consideration has been given to that suggestion and what is the Minister’s response?

Finally, I ask the Minister to confirm that businesses in my constituency can buy into the CPTPP opportunities. We have a highly skilled, young, eager and energetic workforce, and I believe that in the United Kingdom of Great Britain and Northern Ireland, better together, we can do these things to the betterment of everyone.

I thank the hon. Member for Liverpool, Riverside (Kim Johnson) for setting the scene so well. As we are all aware, the UK is not a member of the Saudi-led coalition. However, we are all equally aware that Saudi armed forces are using UK-built and licensed arms in Yemen, including Typhoon aircraft, missiles and bombs. It seems difficult to reconcile our obligations to Yemen, in terms of human rights aid, with the profit received from the arms trade. The licences include £1.4 billion in the ML4 category, which covers bombs, missiles, grenades and counter-measures—a 500% increase on the previous six months.

At the same time, 16 million Yemenis live in food insecurity, 50,000 are already facing famine and a further 5 million are only one step away from hunger. Two thirds of the population rely on food aid to survive. It is estimated that some 24 million Yemenis—80% of the population—need humanitarian assistance, which is being thwarted by the Saudi-led coalition’s air and naval blockade of the country. It is absolutely ridiculous what they are doing.

More than half of Yemen’s 30 million population is currently going hungry. UNICEF warned that the number of malnourished children in Yemen could rise by 20% to 2.4 million by the end of 2020 because of the shortfall in humanitarian funding. Some of the television programmes that I watch tell us about the famine and are looking for charitable help. When we see the pictures of those wee children who are on the verge of starvation and dying, we would have to have a heart of stone not to be moved. I want to make a plea today for all those young wee children—those 2.4 million.

Continuing to export arms to the Saudi-led coalition is a direct contradiction of the integrated review’s claim that the UK must be a force for good. To make that happen, we must support open societies and defend human rights. That means that steps must be taken to deliver humanitarian aid and stop this arms trade in the interim. I fully support the hon. Lady in what she said.

It is a pleasure to serve under your chairmanship, Mr Paisley. I spoke to the Minister before the debate, but I would like to put it on the record and congratulate him and our Government on their sterling efforts with the Office for Investment. It has created some 2,000 jobs in Northern Ireland. We are eternally grateful for that, because those jobs have been in technology, in the cyber sector and others. As well as my encouragement, I am sure that you, Mr Paisley, as an MP for Northern Ireland, will look forward to seeing how that develops. Some 3,000 jobs were created in Scotland, so Northern Ireland is punching above its weight. We have had opportunities in the past to discuss this issue with the Minister, so I look forward to what he has to say.

In Northern Ireland we are fortunate to have low rates and high skills, particularly among young people, who are eager and progressive in their outlook and wish to succeed. This is an opportunity for them. How can we increase those jobs beyond the 2,000? All these points make Northern Ireland the ideal place, with the best people, for increasing jobs, opportunity and investment.

I am very keen to know what the UK-wide strategy will be, as Northern Ireland is ready and waiting and has delivered in the past. There are many young people, and those who are of a middle age as well, who have the wherewithal to be part of the increase in investment jobs through the Office for Investment. The hon. Member for Hertford and Stortford (Julie Marson) is right that jobs and skills follow investment. We want to make sure that Northern Ireland is part of that. Perhaps the Minister could indicate in his response how Northern Ireland will be part of that great strategy for all of the United Kingdom of Great Britain and Northern Ireland. Obviously, as an MP for Northern Ireland and particularly Strangford, I want to see jobs coming to us.

It is a shame that we are doing this in the middle of a lockdown, but for the sake of the debate let us not dwell on that; let us look forward to the bright future that will soon be upon us. We are on a new path, having delivered the Brexit that people voted for in 2016 and reaffirmed in 2017 and again in 2019, now with a fabulous trade deal with our continental partners delivered in 2021—an achievement that many thought was not possible. As the Secretary of State said: zero tariffs, zero quotas. I am comfortable with that change of direction, having voted at every opportunity to ensure that the demands of my constituents —a significant majority of whom voted for Brexit—were finally listened to and acted on.

Now it is time to put all the division aside and to come together behind a common vision for our future. I would argue that the concept of global Britain should form the foundation of that vision, but what does it mean in practice? I offer some thoughts based on my discussions with my constituents in recent years. To my mind, it means that we return to a leading role in responding to global challenges and in making the most of opportunities for our country. We are indeed standing on our own two feet, but we do so surrounded by friends and allies both in Europe and across the world. That means reinvesting in those relationships, championing the rules-based international order and demonstrating that the UK is open, outward looking and confident on the world stage. It is about rediscovering the powers that we pooled through our membership of the EU and using them in a way that most benefits this country, as we have for many years with the powers that we reserved.

Global Britain must not seek to undermine EU standards, nor accept any diminution in food hygiene, environmental or animal welfare standards. We are better than the EU in this.

Does the hon. Gentleman share my view of the opportunities that come from Brexit, for example, in mid-sized democracies such as Australia, Indonesia, Mexico, South Africa and South Korea? The opportunities are there; we just have to play the game and work in tandem and in partnership with those countries.

I could not agree more. We can step back to where we were before we joined the common market and reach out to those countries. There is no positive outcome from a race to the bottom in any standards. We can reach out to those countries and seek to lift our standards.

Our NHS must never be on the table in any future trade negotiations. I would not support any trade deal that threatens our institutions and rights. I know that that is what my constituents expect. They also expect that global Britain will continue to lead the way outside the EU. They anticipate, as I do, that we will take this opportunity to re-emerge and become a pre-eminent campaigner for global free trade. I want to go further domestically and truly level up this country. Global Britain cannot begin to speak of successful standards, rights and institutions to others if we have not yet got our own house in order. That means dealing with the deprivation we see in isolated pockets, including in my own constituency of Clacton.

When we speak of levelling up, of course we must deal with the north-south divide, but we must not forget coastal areas, many of which are located in the so-called prosperous south-east, which, ironically, contains the most deprived ward in the UK. Where is it? It is in my constituency, in Clacton. The local council is doing sterling work there, but Essex Country Council and Tendring District Council need help to finally lift the area out of deprivation.

I was so proud when, at a moment of crisis and maximum danger in this country, an army of volunteers stepped forward in Clacton and across the country. In fact, we had too many volunteers. When this is all over, we must bottle that community spirit for the future and continue to work together across political lines for a relentless improvement to our way of life: global Britain.

The British Government’s cut to the aid budget is a clear example that global Britain is about looking after the UK’s own priorities while reducing support for the world’s poorest. Abandoning the commitment to spend 0.7% of GNI on overseas aid, but simultaneously finding millions of pounds for a festival to celebrate Brexit has left many questioning global Britain’s priorities. This cut to the aid budget will have a catastrophic impact, leading to increased poverty and instability around the world, further exacerbating the covid-19 crisis. Surely if UK Ministers wanted global Britain to lead the charge, this pandemic would be the perfect time to exemplify that leadership. I argue that cutting the aid budget is not global Britain; it is the actions of little Britain.

Last month, it was announced that the UK would no longer partake in Erasmus, even after the Prime Minister’s commitment to remain part of the scheme. In this debate, it is important to remember who will miss out from the UK no longer partaking in Erasmus; there will be so many missed opportunities for young people. I am proud to serve as honorary president of the British Youth Council. The BYC has serious concerns that, although the Turing scheme may replace the formal education aspect of Erasmus-plus, the Government have taken no action to replace the non-formal strand of the scheme. Withdrawing from the Erasmus programme is not global Britain; it is the actions of little Britain.

The UK Government claim that, as global Britain, they can establish a great trade deal with the United States, but they seem to forget that, since 2019, a 25% tariff has existed on single malt whisky imported to the US.

The news today indicated that online sales of whiskey—I think of the Echlinville distillery in Kircubbin—have exceeded expectations. I know that the hon. Gentleman and I have different opinions on the constitution, but does he not agree that the opportunities for whiskey sales across the world are growing?

The hon. Gentleman will certainly find an ally in me in hoping that we sell more whisky, not least because it is one of the most important industries in Scotland, employing 11,000 people. Scotch itself is worth £5.5 billion to the UK economy, so I heartily endorse that.

While the UK is negotiating a free trade deal with the States, the tariffs remain in place and exports to the US have fallen by 30% since they came into force. That means that jobs in the supply chain are very much at risk. Time is of the essence for the whisky sector, and it is imperative that the UK Government work with the Biden Administration to ensure that the issue of whisky tariffs is a priority in any future trade deal. I certainly hope that that will be the case, given the so-called special relationship.

As my hon. Friend the Member for Stirling (Alyn Smith) said, global Britain is not the SNP’s project. We wish it well, but we certainly do not want to be a part of it. Instead, we seek an independent Scotland rejoining the European Union as an equal member alongside our EU partners. We see the power of smaller nations and what they can achieve: the Republic of Ireland now sits on the UN Security Council and New Zealand leads the world in covid-19 elimination. That is the prize we in the SNP firmly have our eyes on, and we will not be distracted by hollow slogans like global Britain.
