That is a good challenge, which I think will come up again and again in these debates and in the response to the reviews. We have significant problems in our country—people will refer to, for example, food banks. I recently had a conversation that got to the heart of the matter with a Nigerian pastor who has just begun his ministry in Croydon. He was reflecting on his experience of poverty in Britain and in Nigeria. He said that there was definitely poverty in both contexts, but that it was very different. His brother had just died in hospital in Nigeria because he was unable to access basic healthcare. Of course, in Croydon, he deals with people who have significant problems, particularly with income. He talked about women who are struggling to afford sanitary products and about food banks. However, he also said that it was worth bearing in mind that those people have completely free access to healthcare and education, a water supply and shelter, so we come back time and again to the relationship between absolute and relative poverty.

Following on from the point that my hon. Friend the Member for Bristol East (Kerry McCarthy) made, in any city in this country there will be areas where life expectancy is lower than in other parts of that city. We still have disparities in wealth and poverty, particularly in the north, but also in the midlands and the south. There is a lot of work to be done. Although we have a national health service and the third world does not have such things—I agree with the Secretary of State about that and that it is a matter of balance—I hope that the right hon. Gentleman will draw attention at the United Nations to some of the progress we have made.

That is the right tone in approaching the subject. There is an important fundamental issue: when we think about other people’s countries, we often forget about politics. We often talk as though development in somebody else’s country is simply a matter of experts from the World Bank sitting down with a piece of paper. Yet development in any country is deeply political. People who drive development in other countries are politicians—members of political parties—and there are Oppositions who challenge them. Many of the problems in development—defensiveness, cover-ups, lack of transparency and progress—stem from the fact that we do not understand the politics well enough. The debate is therefore a good way of understanding some of the challenges in, for example, eastern DRC. People might believe that the issue around Ebola is just a technical question of getting the vaccines on the ground, but the basic issue is that the area is controlled by Opposition insurgency groups, which have a big problem with the capital. Politics is at the heart of all that.

For this country, I will move quickly through the global goals, looking at them essentially through the lens of five Ps—people, planet, prosperity, peace and partnership—and trying in every case to give examples of where we are doing well, where we are doing badly and the strengths that we have to build on. Looking at the UK as a whole is well beyond my brain and that of anyone in the House—and I am well aware that there are many experts in the House who know far more about individual areas of domestic policy than I do. I will attempt to present now what we will present to the United Nations as a way of trying to take a snapshot of Britain in 2019.

There have been significant improvements in healthcare even relatively recently. For example, stillbirths in this country have reduced by 18.8% since 2010. However, on the negative side, we need to do a great deal more on particular forms of cancer, on heart attacks and on stroke, where we do not achieve the results of some comparator developed countries. We have a strength to build on—the NHS, which is a truly remarkable organisation. It is very difficult to think of equivalents elsewhere in the world that have that key point of being free at the point of access. There are countries that have done better than us on cancer survival rates where healthcare is bankrupting for a family. It can mean the destruction of a family and the absence of health insurance can drive people to the wall.

We have reached the extraordinary stage where nearly half our population now goes to university compared with only 3% when my mother went to university. That is a big change since my mother was young. However, we can do much more in education. We are not doing as well as we can on basic numeracy and literacy and technical education compared with some of our comparators. We are also perhaps not thinking hard enough about the effect that robotics and AI will have on the world of work. Hundreds of thousands of people are at risk of losing their jobs to new technologies and we need to have bursaries for people in mid-life to retrain for a new world of work. However, to come back to the basic point of building on strengths, in our country, as hon. Members will have heard again and again from the Dispatch Box, 85% of children are in good or outstanding schools.

We have heard about equality, on which we have very significant challenges. In addition to the question raised by the hon. Member for Bristol East (Kerry McCarthy), there are other areas in this country that we do not talk about enough—for example, the elderly poor. This area can genuinely be shocking. I feel that in my constituency if I see an 88-year-old woman looking after a 92-year-old doubly incontinent man, having to wake up every two hours through the night. That is a genuinely shocking thing.

I sometimes feel, coming back from Nepal or the Congo, that our family and community support structures for the elderly are not necessarily what they are in some other, much poorer developing countries. On the other hand, on the positive side, we can point out that in this country income inequality has, unusually among advanced countries, declined.

On the planet, there is a balance between three things. Yes, we are very proud that we have gone 300 hours without coal-fired power and that we have reduced our carbon emissions more than many comparable advanced countries, but nobody can get around the fact that we are facing a huge climate planet emergency. There is an enormous amount to do and there is simply no point being complacent or talking about our achievements in the past. There is a huge amount more that Britain can be doing on technology and research and development. For example, to stop China building another 300 gigawatt coal-fired power station, we should be developing solar technology, light spectrum technology and solar film to drive down the marginal costs. That is why, as the Secretary of State for DFID, I want to double the amount we spend within our budget on climate and the environment.

On prosperity, we are leading the world in certain sectors. We are doing very, very well in financial services and technology—I have been astonished by some of the robotics and AI companies I have seen recently—but we have a big problem with productivity. There is a big challenge in northern England in particular, where we really need to get infrastructure on the ground. We have not yet unleashed the potential that could come from, for example, properly connecting Newcastle, Carlisle and Glasgow, or properly connecting Leeds and Manchester, which is the huge opportunity.

There are, however, strengths we can build on. The most obvious is that, if one looks at the elections in the 1970s, the great issue in this country was of course unemployment. With all the challenges we have in our country, the achievements on employment have been quite remarkable. In particular, compared with 2015, 700,000 more people with disabilities are now in employment. There has also been a slight reduction—not a big enough reduction, but a slight reduction in that period—in the gender pay gap.

On peace—the penultimate issue on which we are measuring ourselves—crime has been falling. At the same time, however, we have a serious problem around knife crime. We have an enormous amount to learn from Glasgow’s public health approach to knife crime. We have lost only two soldiers on active service since 2014. We live in a much more peaceful world in relation to Britain’s activities overseas. That would have been almost unimaginable for a Minister to say from this Dispatch Box at any time, probably, in the past millennium—if this Dispatch Box had been around for a millennium.

Finally, on partnership, this country has an incredible voluntary sector and an astonishing civil society. We all feel that in all of our constituencies—I feel that in my constituency, as all hon. Members will in theirs—but we are still not harnessing it properly. Amazing community schemes on community land trusts, community broadband and community planning are not being properly reinforced and followed up.

There are a lot of things that we could address. In recent meetings, for example, people have pointed out that if your mother lives in Middlesbrough and you live in London, could we not have a situation whereby somebody whose mother lives in London while they live in Middlesbrough visited your mother while you visited their mother? A lot of people would like to do that sort of thing, but as a society we are simply not good enough at tapping that kind of voluntary energy and bringing it together.

Given that I am often accused of being too gentle with those on the Opposition Benches, I am going to provoke them by saying that there is an example of partnership from which we can learn. I am going to pick possibly the most unpopular subject for those on the Opposition Benches: the privatised water industry. The extraordinary thing about the privatised water industry since 1980 is that by privatising water we have brought in £78 billion of investment that would not have otherwise come in. Water quality in this country is now at 99.6% and we are five times less likely to have an outage on our water. That is at a cost to the person of £1 a day for your water, in and out—an extraordinary achievement.

That is the greatest compliment I could receive as a leadership candidate in this House—thank you very much.

In conclusion, we in this country, as all parties and all nations, have together achieved an incredible amount over the last 100 years. In my constituency, when my predecessor’s predecessor, Willie Whitelaw, was the Member of Parliament for Penrith and The Border, a third of my constituents had no indoor lavatories and a third had no mains electricity in their homes. We have moved completely away from that world since the second world war. We are in a very different world but it should not be one of complacency; it should be a world of us all working together to make things much better. The biggest challenge in this country, as I will indicate in my foreword to the UN, is adult social care.

I began with the thesis that one of the problems in development is politics. If the House wants a classic example of the way in which a good, technocratic solution to a problem in this country has been hampered by politics, just as good solutions are hampered in other countries by politics, take adult social care. There have been dozens of White Papers and Green Papers over decades, royal commissions in and out and parties in and out proposing solutions, and we still do not have the solution in place. What I shall be saying is that we need to show some humility. We need to learn from this. We need to reach across the House and work with other parties to solve the great unfinished revolution of our society, which began with the NHS dealing with people who are ill but did not properly deal with the vulnerable, the frail and the elderly. If we can tap that together, Britain can go back to the world not arrogant, preening or presenting itself as a model to the world, but presenting itself as a partner with the world.

I would like to hear more about how the Government will address that. Does my hon. Friend not agree that that should also be a top priority?

I thank the hon. Gentleman for his intervention. I am concerned that we learn from the past. I am not here to pull punches: this is about learning from the past and ensuring that we move forward in the correct, transparent way.

The second question the Government must answer is on the priorities of the CDC. Recent history is not kind to the CDC and the decisions it has made on the allocation of its funds—UK taxpayers’ money. In recent years, the CDC has become a more commercial organisation. In 2004, the CDC created the private equity arm, Actis. In a deal that raised serious concerns on the governance of the corporation, 60% of the equity firm was sold to managers at the CDC at a bargain basement price. In the space of a few years, they had turned the CDC from an aid agency into a cash machine. With the focus turned to maximising profits, mainly for those who worked at the CDC, the traditional areas of financial support that the CDC had focused on for nearly 60 years were being abandoned. Food security through agriculture programmes went, safe and clean water projects were cancelled, and transport and infrastructure projects were abandoned. Poverty reduction—surely key to any development objectives—withered on the vine of self-interest and, I am afraid to say, earning a fast buck.

It is worth comparing the principles and values on which the CDC was founded to achieve its aims with the realities of its present-day operation. In 1998, the CDC spent 50% of its budget on agribusiness in Africa. That investment had two virtues: first, it helped to feed people in those countries, where starvation and hunger were rife; and, secondly, it enabled communities to become more self-sufficient, created jobs, and was a step on the ladder out of poverty. Today, funding for agribusiness has dropped to just 5%.

We see similar patterns in the CDC’s infrastructure programme. For people to live healthy lives, and to enable communities to thrive, not simply survive, we need to help create a solid infrastructure as part of our development priorities. Dirty water and poor sanitation robs the lives of over 300,000 people each year. Infants and young children are especially susceptible to diseases because of their immature immune systems. Their young bodies simply do not have the right immune system to cope with waterborne diseases. According to UNICEF, over 40% of medical facilities in Africa do not have access to clean water. Dirty water and a lack of good sanitation do not just rob people of their lives; they make a country less productive. A recent study estimated that there was a $150 million shortfall for water and sanitation projects in sub-Saharan countries, while the World Health Organisation estimates that we need £535 billion in investment to achieve universal access. I accept that those are huge sums of money, but look at the benefits. It is estimated that every dollar spent on improving water quality and sanitation delivers $4 in increased productivity. With such overwhelming evidence for the health and economic benefits, the case for investing in infrastructure programmes should be beyond doubt.

Another dimension, when we are talking about health, is the pharmaceutical industry and the products that it sells to some African countries. Surely, the Government should be looking at this area and trying to make pharmaceuticals a lot cheaper for those countries.

I totally agree with my hon. Friend. We need not only to look at the health of poorer people but to make sure that they can access water and sanitation.

It is surprising, if not shocking, that the CDC reduced infrastructure support for water, sanitation and roads from 35% of its budget in 1999 to just 8% a decade later. If the money is no longer going to support agribusiness or infrastructure, where is the CDC spending it? Let us begin by looking at some of its recent investments, such as Xiabu. I do not know about you, Madam Deputy Speaker, but I am partial to a takeaway on a Friday night—so, it seems, is the CDC, because it has provided thousands of dollars to the Chinese fast food chain Xiabu. That may be a good commercial investment, but is it the best use of the CDC’s resources? Can the Secretary of State set out what guarantees she has obtained that the UK’s increased contribution to the CDC will not go towards such projects?

While the Secretary of State is here, I would like to hear from her that the Government will seek assurances that in Africa the CDC will put more emphasis on food security than it puts into funding the building of new shopping malls at present. I have no doubt that the people of Accra are grateful for their brand new shopping mall, but what strategic role it plays in increasing life expectancy in Ghana is a mystery to me.

This morning I arrived back from heading the UK delegation at the United Nations for the Commission on the Status of Women. I also took part as a member in the first meeting of the Secretary-General’s high-level panel on women’s economic empowerment. Women’s economic empowerment is the best poverty-tackling and global economy-boosting strategy out there.

Yesterday marked the fifth anniversary of the devastating Syria conflict. Since day one, the UK has been at the forefront of the response, and that has included hosting last month’s conference. [Interruption.]

As the hon. Gentleman will be aware, the UK has been at the forefront of ensuring that there is humanitarian support in Sri Lanka, where necessary. He will also be aware of the role that the Prime Minister played in tackling the issues faced by Tamil communities in a part of the country where there had been long-standing conflict. Under the new Government, we hope to see Sri Lanka move forward to a more peaceful, democratic future.

The hon. Gentleman raises an important point. Having a viable economy in Gaza is one of the best ways to enable people living there to face many of their challenges effectively. In the meantime, the UK provides key support to the United Nations Relief and Works Agency and more directly with the Palestinian Authority. It is critical for those blockades to be removed in the end, so that we can restore a normal situation that would enable the Gaza strip to get back on its feet.

Fire authorities have continued to provide an excellent service while making sensible savings. The number of incidents is 42% lower than 10 years ago, while the number of fire deaths and injuries is at an all-time low.

I take this opportunity to pay tribute to the magnificent work of firefighters, who, with the other emergency services, council staff, engineers, the armed forces, and indeed the whole community, have worked tirelessly to protect and help people during the flooding in the north of England.

Over the past five years, fire authorities have had spending reductions of less than local authorities. I have given the hon. Gentleman figures showing how well they have performed and managed those cuts, and the National Audit Office has said that the picture is one of financial health. In Cleveland, for example, the fire authority’s spending power is £48 per head of the population, compared to the national average of £37. So that is reflected in the formula.

The Minister mentioned the cuts to fire services over the years and said he took great pride in their work, particularly in places such as Cumberland, so I think he should award them a decent wage increase. What guarantee can he give that local fire and rescue services will not be negatively impacted if taken over by local police and crime commissioners?

As the hon. Gentleman knows, we are consulting across the country on whether to remove barriers to better local collaboration between all the blue light services. Such collaboration would be initiated locally, where it is wanted, for the purposes of providing a better service, if those changes would help.

My right hon. Friend is correct. It is a great shame. The story of the coalition on this issue is that all the Liberal Democrats and all the Conservatives who were in Government positions supported that target, but there were dozens and dozens of Conservative Back Benchers who, if they had had their way, would have taken that money away.

The Liberals and the Government are taking credit for the 0.7%. We have all played a part—the Labour party played a part when in government. More importantly, does the hon. Gentleman agree that it is vital that refugees are resettled in such a way that they fit into the community and that ghettos are not created through lack of resources? Previous Governments have used urban aid budgets to do that.

I am grateful to the hon. Gentleman for making that point. It was exactly the reason why I raised the issue of the DFID funding. It is right that funds should be given to local communities to allow for that resettlement. My key concern is that we are taking from the DFID budget, and therefore taking from that 0.7%, in order to fund this work. That money should come from other sources. We ought to remember that the 0.7% commitment to international aid is about conflict prevention, to make sure that the refugee crisis does not get worse in the years to come. It is short-sighted to raid the DFID budget in order to fund refugee settlement; the money should come from other sources.

I am bound to decry the fact that this Government refuse once again to co-operate with others in the European Union on a collective approach. That affects our standing in the EU and the world. We are seen as a country that turns its back on its neighbours, that is not a good team player and that is not able to roll up its sleeves collectively to try to make a difference. The Prime Minister will spend time over the coming months in the capitals of Europe trying to build the case for concessions so that he can make the case for a yes vote in an EU referendum. What chance has he now of getting concessions from people who believe he has been such a non-team player over this most critical issue? He has damaged Britain’s standing and he has potentially put at greater risk Britain’s membership of the European Union.

I am sure that the whole House and the whole country will join me in condemning the sickening and brutal murder of another American hostage, and share our shock and anger that it again appears to have been carried out by a British citizen. All our thoughts are with the British hostage and his family: their ordeal is unimaginable. But let me be very clear: this country will never give in to terrorism. Our opposition to ISIL will continue at home and abroad. It is important that we are clear about the nature of the threat we face. It makes no distinction between cultures, countries and religions; there is no way to appease it. The only way to defeat it is to stand firm and to send a very straightforward message: a country like ours will not be cowed by these barbaric killers. If they think that we will weaken in the face of their threats, they are wrong—it will have the opposite effect. We will be more forthright in the defence of the values that we hold dear—liberty under the rule of law, freedom and democracy—and I am sure a united message to that effect will go forward from this House today.

This morning, I had meetings with ministerial colleagues and others, and in addition to my duties in this House I shall have further such meetings later today.

A lot of things have changed in Europe, not least the eurozone crisis, which had eased but is beginning to reappear, creating an enormous tension within the European Union—those countries within the eurozone that need further integration, and those countries outside the eurozone that want a more flexible relationship with Europe. It is absolutely right that we debate and discuss these matters in this House, but above all it is right that we include the British people, and under my plans they will have the decisive say before the end of 2017.

I reiterate that a consultation on beneficial ownership is under way. Since taking up this role I have increased the amount of funding that my Department gives to the Met police to track down and prosecute those involved in illicit illegal flows, and they are doing an excellent job.

The Department is in regular discussions with the Israeli Government, and as mentioned earlier, we are particularly concerned about the limitation that exists on fuel in Gaza. We fully understand that those pressures exist, and we make representations whenever we can.

All countries that have been keen to see the strong draft conclusions agreed have been lobbying furiously behind the scenes and in public. I have had two conversations with Michelle Bachelet, and my hon. Friend the Under-Secretary of State has done some excellent work this week in New York on behalf of the Government as the cross-government champion on violence against women. At EU level, we have encouraged a unanimous EU approach to the issue. However, there is no doubt that those countries that do not want to see progress have also been getting organised, and there is no guarantee that we will be able to avoid a repeat of last year’s outcome. That would be a tragedy, and it is one that we are desperately trying to avoid.

I was disappointed with the last speaker’s remarks, as it has been demonstrated here that there is a lot of support across the House for what the Secretary of State has done. I, for one, welcome her statement. Will she tell me what progress has been made to stop the trafficking of women?

The hon. Gentleman will be pleased to hear that we are nearing completion of a programme that will up our game in combating human trafficking. We have done a lot of work on it, although it is not quite finished in the sense of us being able to roll it out. We want to do more work on the subject. I have met the head of the all-party parliamentary group on human trafficking, my hon. Friend the Member for Wellingborough (Mr Bone), who has campaigned tirelessly on the issue himself. One of my Department’s roles is not just to focus on countries in which we see women’s rights being eroded, but where aspects of that relate to the UK, to see what we can do by working with UK Government Departments to stop this terrible trade.

I thank my hon. Friend and she is right. We looked at this policy carefully over the summer—I am glad to see that the shadow Chancellor is laughing. I gather that at a lively shadow Cabinet meeting they could not agree on their policy. We looked at this in detail, and a pure graduate tax does not work. I recommend to the Opposition the document “Why not a Pure Graduate Tax?”, published by the Department for Education and Skills under the previous Government. It points out that

“there is no guarantee universities would receive the additional funding raised. There would be no direct relationship between what the student paid and the…value…of their course.”

A graduate tax would put up the deficit as it would not break even until 2041. It is a completely flawed policy, totally unworkable and expensive. As a first choice of policy to go out on, it is a complete disaster.
